Introduction The following information shall serve as an introduction for Housing Provider Users

to fully comprehend the essence of the e-track electronic system to better serve the

international Haj pilgrims. We want to highlight that this guide has been written for

the end users of Housing Provider and other stake holders to fully understand their

workflow and steps to carry out their daily tasks towards the end goal of serving the

international Haj pilgrims. A careful review of this guide shall serve to minimize

unwanted communication between the service providers and the resources of the

Ministry of Haj.

We shall refer to the External Haj E-Services Portal simply as the ‘Portal’ going

forward for simplicity sake.

Vision of the Ministry of Hajj Allah (Glorified and Exalted be He) has honoured this holy country with the service of

His guests and the visitors to the Prophet’s Mosque. The wise government seeks to

improve the services provided for the guests of Allah, facilitate their procedures,

maintain their rights, fulfil these sublime objectives, and achieve a great turnabout in

the services of the international pilgrims. The government also seeks to achieve the

required transparency with regard to the clarity of the procedures carried out by the

pilgrim, and also the types, levels, elements, and costs of the service packages. In

addition, the government seeks to impose more control and surveillance on the

performance of all the authorities concerned with the affairs of Haj, and to improve all

matters related to Haj.

The decision of the honourable Council of Ministers no. 386, dated 22/11/1433 A.H.,

declaring the approval of the project of the External Haj Portal for the international

pilgrims has been issued. It is an electronic system that seeks to achieve a great

turnabout in the procedures of the arrival and departure of pilgrims, and to follow up

the services provided to them during their stay in the Kingdom. This is carried out by

committing all the authorities concerned with the affairs of Haj to perform their tasks

and provide their services via an integrated electronic system.

This is achieved by linking the Haj visa of every pilgrim to a package of services

consisting of specific elements, such as housing, transportation, and food service,

which should be clearly stated and announced via this electronic system, so that the

pilgrim can identify these elements in advance before his arrival at the Kingdom. In

addition, the ministerial authorities will be able to follow up how the services

registered in the system match the services that are actually provided.

Consequently, this will lead to the immediate removal of irregularities and to holding

the negligent to account, according to the regulations and instructions. This project

keeps pace with the approach adopted by the country (may Allah safeguard it)

towards changing the governmental transactions from manual operations to e-

government transactions.

What is a Web Portal A web portal is most often one specially designed web site that brings information

together from diverse sources in a uniform way. Usually, each information source

gets its dedicated area on the page for displaying information (a portal); often, the

user can configure which ones to display.

About the Web Portal This electronic system consists of five main phases, with every phase depending on

the preceding one. These phases are as follows:

• Eligibility: meeting the stipulated requirements, as to participate, legally qualified.

• Guarantees: to undertake or to ensure for another.

• Contracts: an agreement between two or more parties for the doing or not doing of

something specified.

• Formation of service packages: creating and choosing from a list or services of the

package.

• Issuance of visas: Once the visa application is accepted on the basis of the

documentation produced by the applicant

There is one IBAN number assigned to each Haj mission or Haj Company or Service provider activated on portal. It will be sent as SMS to representative mobile, also you can find on financial information page in Portal.

The e-payment will be put into use and connected with brought together (as one)

web portal for external haj so each money transaction should be done by the web

portal, such as:

Warranties request.

Housing contract.

Food contract.

Naqaba (transportation) warranty contract.

Housing contract e-payment

There are Two ways to pay for housing contracts:

1. Full payment (by paying the all amount to the owner) 15% goes to the

establishment and 85 % to the owner.

2.Electronic warranty and it will be for three instalments

1st instalment 30% and it is divided to two payments (15% goes to the establishment

and 15 % to the owner.

2nd instalment 40% it will be after the traveller (to the holy place) the act of reaching a

destination with 250 SR as the bank warranties and will select a date for it

3rd instalment will be 30% and with 250 SR as bank warranty and will select payment

IMPORTANT NOTE:

It is very important to note that the work flow for the Housing Provider

Representative depicted below is sequential in the system and some workflows

below are pre-requisites for the next workflow in sequence. For example, Workflow 2

can be executed only when the Workflow 1 has been completed and similarly

Workflow 3 cannot be executed unless Workflow 2 has been completed.

Each of these workflows has been further explained in the following pages as simple

workflows with associated steps to complete the workflow.

By reading this user guide the Housing Provider Representative shall completely

understand all the requisite workflows and steps and interact with the Portal strictly in

the Order specified.

This user guide shall help the Housing Provider Representative to carry out their

tasks in an efficient manner, insha Allah.

1. Housing Provider Representative Registration

This workflow helps the Housing Provider create a Registration Request by taking an

appointment with the respective Establishment and creates a login after approval of

his/her registration request.

Step 1: Service Provider creates Appointment / Registration Request

In this step, the Service Provider creates a new appointment /

registration request which is submitted to the Establishment for

approval.

Step 2: Establishment Approves the Registration Request Establishment Representative approves the Housing Provider’s

registration request and the Housing Provider Representative can now

create a login; User ID and Password for the Haj E-Service Portal.

Step 3: Housing Provider creates a Login; User ID & Password

In the steps below, the Housing Provider will create a User ID &

Password to log into the E-Services Haj Portal to conduct business.

Click on the button and the Portal will send a Verification

Code to your Mobile Phone or Email or Google Authenticator for

authentication reasons.

Enter the verification code you received and click on the

Button to create your User ID and Password

Enter the User Name, Password, Confirm Password and click on

the Button to create your User ID and Password and the

following message is displayed: .

Step 4: Housing Provider logs into the System

In the steps below, the Housing Provider will log into the Portal

using the User ID and Password he/she has just created.

and the Portal will ask you to enter the Verification Code.

Now the new Service Provider Representative is ready to

conduct business in the E-Services Haj Portal.

2. Approve Housing Contracts Workflow

In the steps below, the Housing Provider Representative will

approve Housing Contracts and confirms receipt of payment before

a Housing Contract is validated in the E-Services Haj Portal system.

Step 1: Add Housing Contracts

The Haj Mission, Haj Company under Haj Mission, and Haj Company

NOT under Haj Mission representatives create Housing Contracts

which are then approved by the Housing Service Representatives in

the Portal.

The Housing Service Provider Representatives shall approve

Housing Contracts created by Haj Mission, Haj Company Under Haj

Mission, and Haj Company NOT under Haj Mission representatives.

They will find, for example, the following screen under Requests

Add House Contracts menu in the Portal:

accept or reject the Housing Contract request. If you select

the following screen is displayed or rejecting it will simply reject the

request and the status is changed in the Portal.

In this step the Housing Service Representative shall confirm

payment and approve the request.

Step 4: Establishment Approval

The Establishment Representative will approve the Housing

Contract after Housing Service Representative has approved the

Contract and confirmed Payment. The Establishment will verify the

Warranty before giving their approval which is the last step before

the Housing Contract becomes valid in the Portal. Once the

Establishment Representative has approved the request status will

change to Approved

4. New Housing Registration:

The housing owner has ability to add new Housing Registration from the list and the

steps are the Following:

First Step: Request Registration: this is done by clicking on the action:

We fill the required data to add a new House Contract for the account and then

we press Submit to

Complete the procedures (action).

Second Step: Reserve new Appointment:

It will appear after that in the appointments schedule to Request new Appointment at

the Establishment

As is showing in the next Example:

Choose an appointment by pressing on (Book) after that schedule will appear to

insure your appointment.

After pressing on confirm Appointment message will appear to explain that request

have been sent successfully.
