14 Annual Report 2015 Annual Report 2015 15
School Year 2014-2015 saw
an increase in our University
enrollment and a wider geographical
distribution in terms of places in the
Philippines and countries across the
world from where our students were
enrolled. A similar development
was achieved over this school year
in terms of number of academic
institutions and professors from
around the country and abroad
that we have engaged in the areas
of service-learning, collaborative
research, and handling of technical
courses.
The demands on academic
institutions have, indeed, grown
as countries, particularly in the
ASEAN region, open up themselves
to a sharing of resources in the
NEW PROGRAMS (for SY 2015-2016)
1. Master of Arts in Hospital
Administration
Oscar M. Lopez Center for Climate
Change Adaptation and Disaster
Risk Management Foundation,
Inc., featured experts in plenary
presentations that provide both local
and global perspectives of climate
change, and its implications to
development.
Lead academics and civil society
advocates have also been invited
to shed light on the link between
climate change and poverty and
livelihoods, health, water resources,
and climigration. It was attended by
over a hundred local government
officials from Negros Oriental and
other key stakeholders.
Director for Research Dr. Enrique G.
Oracion presented a paper containing
findings of his study on the Pagatban
River located in Bayawan City, during
the 2014 National Conference on the
Philippine Sociological Society (PSS)
held at the Mindanao State University
in General Santos City.
His paper, “Fish, Flood and Kin:
Ecosystem Services, Disaster and
Relief Associated with Living along
a River,” was among those featured
under the parallel session that
tackled the sub-theme “The Filipino
household in times of disaster.”
He was also appointed by the
Commission on Higher Education
(CHED) as member of its Technical
labor market. Sought after are
professionals who have the right
set of competencies and who meet
the requirements of a multi-cultural
industry. But while we in Silliman
University are aware of the requisites
of ASEAN integration, we also remain
committed to the fundamentals
of Silliman education. Our drive in
Academic Excellence has always been
viewed with respect to how we are
able to develop the “whole person”.
In this chapter on Academic
Excellence, we present the
accomplishments of the different
academic units. These are
accomplishments that further
extend our ability to infuse into our
students a richer understanding
of the link of life on campus and
life in the community. We also
share developments in the critical
components of Instruction, Research
and Extension, briefly describing in
both text and figures how our pursuit
for excellence in accreditation,
professional development of our
faculty, and the implementation of
our advocacy programs across all
disciplines have been carried out over
School Year 2014-2015.
Capping this chapter is a collage of
photos and posters that highlight
the importance of culture in campus
life. This is a collage of performances,
lectures, exhibits and other
related activities that promote the
importance of culture and the arts.

Extension Program
The Extension Program has received
new projects for SY 2014-2015 with
its new Director, Prof. Emervencia L.
Ligutom. These were:
DA-SUMMC Production of Organic Food Crops, Herbs
and Livestock – This project
aims to empower a women’s
organization in Dahile, Mabinay,
Negros Oriental to come up
with a community-based,
community-managed health
program sustained by its income-
generating project of organic
farming with vegetables and herbs
production and organic livelihood
program. Women farmers and
their families, as direct partner-
beneficiaries, produce healthy
food crops, organic chicken and
goats for each household. Each
family will in turn share not only
the produce but also knowledge
and skills gained from the project.
18 Annual Report 2015 Annual Report 2015 19
Volunteer Development
(ALAGAD) – This aims to
strengthen volunteer community
engagements of different sectors
(students, faculty members, staff,
church volunteers, and alumni) of
Silliman University. These sectors
are encouraged to respond to the
call for voluntary efforts to help
meet the needs of communities
for sustainable community
development.
Youth Development Program -
The project aims to develop an
integrated youth development
program in order to put to good
use and make productive the
energies of young people in Libjo,
Dauin Negros Oriental.
There are also other community
projects that the Extension
Program has been continuously
involved in:
Primary Health Care – The use of
alternative medicine like herbal
and acupuncture in combination
with Western medicine for
curative cases is encouraged in the
outreach clinics.
Community Kitchen at SU Marina
Mission Clinic – Spearheaded
by the Nutrition and Dietetics
Department of the College of
Education, the project aims to
help families around the vicinity
of SUMMC to augment their
livelihood by training them to
prepare food using indigenous
materials and those that can
sustain them in times of disasters/
calamities.
Kaugmaran Child Development
Centers (KCDCs) – With the
assistance of Kindernolhilfe (KNH),
the centers have provided support
to pre-schoolers and grade school
foster children for their nutrition
and education. At present, a
total of ten pre-school centers are
active. Six from the municipality
of Siaton, and the other four
from the municipality of Dauin.
These centers in Dauin, are now
being turned over to the local
Department of Social Welfare and
Development. The ones in Siaton
are still handled by SUEP up to
the present. SU Early Childhood
teachers provide training to our
KCDC teachers during summer.
Our current partners are Siaton
LGU, Department of Social Welfare
and Development, SU Early
Childhood School, and DepEd.
Gender Mainstreaming in
Renewable Energy Projects -
This is an action research project
on gender mainstreaming in
renewable energy projects. The
study shall determine the types of
capability building, educational
materials, and PO strengthening
initiatives needed.
MAGDALENA – This is a group
of women in prostitution in
Dumaguete City. Finishing only
elementary education, they live
on a day-to-day income from
prostitution. They were initially
reached out 18 years ago by the
Marina Clinic staff to give them
education on sexually transmitted
infections (STIs), HIV and AIDS
and how to prevent them. A
partnership was established
with the Visayan Forum for their
livelihood project.
Units involved - Social
Work for organizational
strengthening;
College of Business
Administration for
quality control,
packaging and
business management;
Psychology for
counseling; Divinity for
values re-orientation and
Student Services Office

SU Marina Mission Clinic – Based
in Dauin, Negros Oriental, SU
Marina is a university facility
for healing and teaching. Its
purpose is to assist in community
health-based care system which
involves Rural Preventive and
Primary Health Care Services
and Community Organizing and
Facilitation.
Silliman Water Ministry - Silliman
Water Ministry was founded on
August 25, 2009, with the support
of the Advent Presbyterian
Church. It is clean water
processing laboratory and training
center and produces clean
drinking water that is servicing
the Silliman University campus
through a social entrepreneurial
scheme. All sales on the campus
are to the benefit of community
service. A portion of the income
generated from the campus sales
is set aside to finance the outreach
that is providing clean drinking
water and water hygiene and
sanitation training to communities
in need, including disaster-stricken
areas. In Leyte, a Portapure X3 was
distributed to 3 housing projects.
The fund is provided by the
Advent Presbyterian Church.
The Extension Program launched

Center for Tropical Conservation Studies
For SY 2014-2015, the Center for
Tropical Conservation Studies or
CENTROP, was involved in the
conduct of two University-funded
projects through the Faculty
Research Grant of the University
Research Center. These are headed
by Asst. Prof. Roy Olsen D. De Leon,
with his study on “Climate Change
Risk Vulnerability Assessment of
the Coastal Barangays of Bayawan
City, Negros Oriental: An Aftermath
Analysis” and Asst. Prof. Renee B.
Paalan’s “A Biological Assessment of
Selected Sites in Barangay Apolong,
Valencia: Implications on Ecotourism.”
The said topics are part of the
continued collaborative research
and extension activities with LGU’s of
Bayawan City and the municipalities
of Valencia in Negros Oriental. Apart
from this, there was also the recent
partnership between CENTROP
and Biology Department with the
municipality of Tayasan, Negros
Oriental on the development of their
sub-watershed. This is funded by
the Philippine Tropical Rainforest
Conservation Foundation (PTFCF)
entitled: A Biophysical and Socio-
Economic Assessment of the Tayasan
Subwatershed: Capacitating the LGU
in Developing a Water Management
and Ecotourism Framework.
CENTROP participated in the Biology
students’ community extension,
service-learning and student research
activities. In May 2015, the annual
Terrestial Techniques and Methods
Training were given to junior BS
Biology students for their Summer
Internship Program which was held
in Valencia. Students conducted
hands-on activity on standard field
methods and techniques for research
on terrestrial vertebrates such as mist-
netting, cruising and point counts.
In cooperation with the Service-
Learning program of the University,
CENTROP Coordinator Asst. Prof.
Michael Lawton R. Alcala, assisted
in the Immersion and Exposure
Activities of students from Francis
Parker High School of California, USA.
CENTROP also facilitated and served
as a facility for five students doing
their thesis work. They either
borrowed CENTROP resources/
materials or utilized the A.Y. Reyes
Botanical and Zoological Garden as
a location for
their experimental set-ups or did their
study on the animals being captive-
bred in the facility.
The A.Y. Reyes Botanical and
Zoological Garden earned PhP40,
228.60 this year from its 4,664 visitors.
Five animals that were captured
around the vicinity of Dumaguete
City by concerned citizens or through
the Philippine National Police (PNP)
were turned over to the Garden.
These animals were: 1 Long-Tailed
Macaque, 1 Philippine Nightjar, 1
Grass Owl, 1 Rufous Night – Heron,
and 1 Reticulated Python.
The expansion of the CENTROP
facility to the University property
in Palinpinon, Valencia is now
underway. As of May 2015, a
2-bedroom staff house has been
constructed, power and water lines
are being processed and construction
of both the water tank and the first
10 Visayan Spotted Deer pens are
on-going.

1. HINAGDANAN CAVE SURVEY
(E. Alcala and Dolf Andringa)
Researchers from SUAKCREM and
research partner Marine Conservation
Philippines (MCP) recently conducted
a survey on Hinagdanan Cave in
Bingag, Panglao, Bohol last July
20-22, 2015. The survey which
was done on the behest of the
Sustainable Environment Protection
Project of Panglao and the local
government of Bingag, inventoried
the organisms and assessed the
physico-chemical characteristics
of the cave for management
purposes. The study also produced
a three dimensional map which
elucidated the anchialine pool and
complex underwater passages of
the cave system. The research team
provided recommendations on
the improvement of the present
cave management which include
the protection and monitoring of
endemic and rare species, among
others.
2. BALINSASAYAO TWIN LAKES NATURAL PARK FERNERY OPENS FOR PUBLIC VIEWING
(E. Alcala & Dr. V. Amoroso)
After ten months of pilot testing
the farming of edible and medicinal
ferns, the Balinsasayao Twin Lakes
Natural Park Fernery finally opened to
the public last June 2015. The 1,000
square meter fernery located beside
the BTLNP restaurant features some
eleven species of ferns propagated
in stone-lined plots. An interpretive
program developed by Dr. Ely Alcala
and Dr. Victor Amoroso (project
partner and consultants) developed
the interpretive signs and provided
training to the local guides. The
fernery is funded by the Foundation
for the Philippine Environment (FPE)
and is presently maintained by the
peoples organization, Balinsasayaw
Twin Lakes Farmers Association, Inc.
(BTLFAI) led by their president, Rico
Mier.

3. REGENERATION OF THE CAUAYAN FOREST FRAGMENTS
(Reynaldo Tababa and Frank Piad,
Central Philippines State University
School of Forestry)
The Cauayan forest is recovering!
This was the concurrent findings of
Central Philippines State University
foresters and the EcoAgri report
with regards to the regeneration
of forest patches in the Southern
Cauayan Municipal Forest and
Watershed Reserve(SCMFWR). The
forest patches of SCMFWR was
declared a reserve in 2003 after an
earlier study by SUAKCREM revealed
that several endangered species were
inhabiting the area. The SCMFWR
is the first of its kind to be initiated
by an LGU on Negros Island and
has already outperformed many
protected areas in terms of success
in forest protection. From a mere
500ha the present forest cover of
SCMFWR is now estimated at 700ha
or an addition of at least 200ha over
a period of ten years. The successful
regeneration of the forest has
resulted in the fusion of several small
forest patches and the integration of
the forest corridor, the latter of which
is critical in stabilizing habitats and
supporting animal populations.
At the core of the success story are
some 80 Bantay Lasang headed by
Mr. Jemuel Dulla. The Bantay Lasang
are composed of local farmers that
have volunteered to protect the last
few remaining limestone forests
on Negros Island. Dr. Ely Alcala,
the former project leader of the
Southwestern Negros Conservation
Project, who was instrumental in
organizing the Bantay Lasang in the
early 2000 and presently a member
of the SCMFWR has this to say, “The
success shown by the people of
Cauayan is a rare demonstration of
absolute determination to protect
their forest and resources. The
regeneration of the Cauayan forests
clearly shows that forests can recover
by themselves and do not require

much intervention other than sheer
protection.” Alcala further challenges
the LGUs to develop their own
watershed reserve following the
Cauayan success story.
4. GIANT CLAM SPILL OVER
(Abner Bucol and Ely Alcala)
Much has been said on fish spill
over from marine reserves as a result
of increased fish population and
the moving out of individuals to
adjoining areas. Another spill over
effect appears to be taking place,
but this time with a different marine
organism, the Giant Clam. The
discovery of nine juvenile Tridacna
gigas along the eastern
coast of Siquijor Island
has aroused the interest
of biologists and marine
conservation enthusiasts as
to where the clams originally
came from. The species has
not been recorded on the
island for several decades
until recently. As a matter of
fact, the species has been
declared extinct in most parts
of the Philippines.
Few places in the Philippines
breed Giant Clams for
conservation purposes.
One of this is the Cantaan
Centennial Multipurpose
Cooperative (CCMPC) which
is located on the neighboring
island of Camiguin. CCMPC
has been breeding Giant
Clams, including T. gigas,
since the early 2000 and have
been producing progenies in
their open ocean nursery for
the last few years.
The T. gigas juveniles in
Siquijor most likely came
from Camiguin. Detailed
examination of the oceanographic
currents moving between Camiguin
and Siquijor appear to support the
conditions for exporting larvae from
the former and depositing them
in the latter. Likewise a review of
the species’ life history appears to
support the capacity of the larva to

migrate to greater distances before growing a shell and
settling on the bottom. In comparison, smaller species
like T. crocea are constrained to shorter distances
because of the early onset of their shell development
and affinity to coral reefs. These observations appear to
support our initial findings of the species’ dependence on
oceanographic currents and natural affinity for coral reefs.
The next step is to determine the parents of the juvenile
clams. A proposal to do molecular analysis is underway.
