Lockhart Garratt Ltd was commissioned by Architecture Initiative Limited to carry out an Extended Phase 1 Habitat Survey for two parcels of land within the Site at Castle Academy, St. George’s Street, Northampton. The report considers the ecological conditions within the Site in the context of a planning application for the expansion of the school commencing with the siting of 8 temporary cabins.

The records search identified one statutory protected site and 13 non-statutory sites of nature conservation interest within 2km. The closest statutory designation, Storton’s Pits, is located approximately 1950m to the south-west of the Site and given the distance from the Site no adverse impact upon the designation is anticipated. A range of protected mammal, amphibian, reptile and bird species were identified within 2km of the Site by the desk study.

The Extended Phase 1 Survey was undertaken on 27th November 2015. The habitat within the Site consisted of areas of hard standing with some introduced shrub, scattered trees and amenity grassland. None of the habitats identified were considered to be of high ecological value.

The Site offered some potential for nesting birds and therefore, the following recommendations were made;

x Clearance of vegetation to be scheduled outside of the main bird breeding season (March to August inclusive).

x If in the event works need to proceed within this period, then specialist advice from a suitably qualified ecologist should be sought.

x The lighting of the temporary cabins should take into consideration use of the Site by bats and should be designed accordingly.

1. INTRODUCTION Terms of Instruction

1.1. This report has been commissioned by Architecture Initiative Limited. It provides an ecological assessment of the proposed redevelopment of land at Castle Academy, Northampton.

Report Limitations 1.2. This is an ecological report and as such no reliance should be given to comments relating to

buildings, engineering, soils or other unrelated matters.

1.5. The site is located at St George’s Street, Northampton (grid reference SP 7529 6122) (“the Site”). The assessment covered 2 areas within the Site, known as Area A (approximately 0.15ha) and Area B (approximately 0.04ha in area).

1.6. At the time of the assessment the Site mostly consisted of hard standing, buildings and introduced shrub.

1.7. The Site was surrounded by residential housing with associated gardens on all sides with the heart of Northampton town to the south / south-east. A Site location plan is shown at Figure 1.

2. METHODOLOGY Desk Study

2.1. The purpose of the desk study was to collect baseline data held by statutory and non-statutory consultees and to obtain any views they may have about the proposals. A secondary purpose of the desk study was to collect records of species that may not be present at the time of survey and identify any protected species or habitats which may potentially be affected by the proposals.

2.2. Information was requested for the site as well as a 2km radius around the Site in line with the IEEM Guidelines for Preliminary Ecological Appraisal (2012). This information was gathered from the various organisations (with the full information presented in Appendix 1).

Extended Phase 1 Habitat Survey 2.3. The aim of the Extended Phase 1 Habitat Survey was to provide information to establish the

ecological value of the Site and to determine any further assessments.

2.4. During the Phase 1 Habitat Survey the dominant plant species present were recorded and the habitats classified according to their vegetation types.

2.5. The information is presented in accordance with the standard Phase 1 Habitat Survey format with habitat descriptions and a habitat map (Joint Nature Conservation Committee, 2010), presented in Appendix 2. In addition Target Notes providing supplementary information, for example relating to species, composition, structure and management area also presented on the Habitat map.

2.6. In addition invasive weeds were also searched for during the Phase 1 Habitat Survey.

2.7. This assessment has followed the current baseline ecological survey guidance as set out in the Institute of Ecology and Environmental Management’s Guidelines for Preliminary Ecological Appraisal (2012).

Habitat Assessment Evaluation Criteria 2.8. A five point evaluation scale has been applied to assist with the identification of key features of

ecological significance in relation to the proposed development, following guidance outlined in IEEM (2006) guidelines. This is an arbitrary scale which experience has shown is effective at this level of assessment.

2.9. The five point scale is outlined below:

x Low value; x Intermediate value; x High value (Local/District importance e.g. Local Wildlife Site); x Very high value (County importance e.g. Local Nature Reserve); and x Exceptional value (National importance e.g. Site of Special Scientific Interest (SSSI)). 2.10. An external assessment of all suitable trees located on or immediately adjacent to the Area A was undertaken to determine their potential to support roosting bats (for details on the location of trees with bat roost potential refer to highlighted trees on the plan in Appendix 3).

2.11. All suitable features such as cracks and splits in limbs, hollows and cavities, natural holes, woodpecker holes, loose bark and thick-stemmed ivy were assessed using binoculars and high powered torches where appropriate. Evidence of bat roosts themselves, including droppings, feeding remains and urine staining were also searched for during the assessment. Where no direct or indirect evidence of roosting bats were confirmed, trees were categorised as being of high, medium, low or negligible potential to support roosting bats based on the type and number of suitable bat

features present, in accordance with best practice guidance, Bat Conservation Trust (2012) Bat Surveys: Good Practice Guidelines 2nd Edition.

1) High potential (Category 1*) – whereby no evidence of bats was observed but where the potential to support bats is noted due to a number of suitable features present, including most of the following: large number of suitable cracks and fissures, loose bark, woodpecker holes, dead limbs and Ivy;

2) Low potential (Category 2) – whereby no evidence of bats was observed and where the potential for bats being present is considered unlikely. Some features may be present, including 1 or 2 of the following: suitable cracks and fissures, loose bark, woodpecker holes, dead limbs, Ivy; however these are considered to be of limited potential only; and

3) Negligible potential (Category 3) – whereby no evidence of bats was observed and no suitable features for bats are supported, such that their presence is considered negligible.

3. RESULTS 3.1. The full information collected during the desk study is presented in Appendix 1 and summarised

below.

Northamptonshire Biological Records Centre (NBRC) Designated Sites

3.2. The records search identified one statutory protected site and 13 non-statutory sites with 2km. These sites are summarised in Table 1.

Protected Species 3.3. Table 2 summarises the protected species which were found within 2km of the Site. It should be

noted that the absence of records should not be taken as confirmation that a species is absent from the search area.

Phase 1 Survey 3.4. The field survey for the phase 1 survey was conducted on 27th November 2015 in reasonable

conditions (100% cloud cover, 10°C Beaufort scale 2-3).

Field Survey Limitations 3.5. There was full access to areas A and B within the Site and there were no field survey limitations.

Habitat Description 3.6. Habitats identified during the Phase 1 habitat survey are detailed below in alphabetical order:

3.7. The full Phase 1 Habitat Survey Map detailing the location of the above habitats and other features of ecological interest is presented at Appendix 2. The habitat descriptions below should be read in conjunction with this plan, associated target notes and the photo record at Appendix 4.

Amenity grassland 3.8. Along the southern boundary of Area A was a section of amenity grassland, which formed part of a

larger playing field that laid to the north-west of the primary school building.

3.9. The grass was in poor condition, having been subject to regular footfall. Species present included perennial ryegrass Lolium perenne, ribwort plantain Plantago lanceolata, white clover Trifolium repens, and cut-leaved Crane’s bill Geranium dissectum.

3.10. This habitat was of low ecological value.

Hard standing 3.11. The main component of both Areas A and B was hard standing.

3.12. In relation to Area A, this took the form of a formal play area, painted with the appropriate line markings of a sports pitch. Whereas Area B was painted with bays for car parking used in association with the primary school. The eastern section of Area B was used as additional parking and a turning area for cars.

3.13. This habitat was of negligible ecological value.

Introduced Shrub 3.14. Within Area A, introduced shrub comprising Cotoneaster sp. was growing along the fence line on the

north-western boundary. The shrub appeared to be quite mature, being relatively dense and extending to around 1.5m in height.

3.15. Within Area B, there were formally landscaped borders on both the northern and southern sides of the hardstanding. These had been planted with species including dogwood Cornus sanguinea, cotoneaster, ivy Hedera helix and bramble Rubus fruticosus. These areas appeared to have been regularly maintained with the dogwood recently pruned.

3.16. This habitat was of low ecological value.

Scattered Trees 3.17. The majority of trees were located to the south and east of the boundary to Area A, although there

were 2 trees along the south-eastern boundary of Area B.

3.18. These trees had previously been assessed as part of an arboricultural survey by Shaun Phillips of Lockhart Garratt. The plan showing the location of these trees is set out at Appendix 3.

3.19. Species present included sycamore Acer pseudoplatanus, lime Tilia sp., apple Malus sp., elder Sambucus nigra and Prunus sp.

3.20. This habitat was of intermediate ecological value.

Evidence of Protected Species and Other Faunal Interest 3.21. A number of common bird species were noted during the survey including woodpigeon Columba

palumbus, blackbird Turdus merula and magpie Pica pica.

Bat Tree Assessment 3.22. During the survey, the trees were inspected for evidence of bat use. The results of the tree

assessments are set out in Table 3. This table should be read in conjunction with the plan at Appendix 3.

3.23. The majority of the trees were considered to be of negligible or low bat roosting potential (BCT Category 2 or 31) as they either failed to support any, or very few, low quality features attractive to bats.

4. EVALUATION Background

4.1. A total of 8 temporary cabins are going to be placed on the Site, 7 within Area A and 1 within Area B. These cabins will be used as classrooms and associated administration areas for an additional intake of pupils to the existing primary school as part of long term expansion plans.

4.2. The cabins will be sited on the hard standing and the neither the amenity grassland nor introduced shrub will be directly impacted by the works. Some of the trees, T9 – T12, will need to be removed in order to facilitate siting of the cabins within Area A.

Designated Sites 4.3. The nearest designated nature conservation site is over 1km away from the Site. Due to the distance

between the Site and these designated sites it is anticipated that there will be no negative impact on any of these designations.

Habitats 4.4. The majority of the habitat within the Site is considered to be of low ecological value.

4.5. The scattered trees provide the most ecological value and for the most part will be un-affected by the proposed works. Those trees that are due to be removed, T9-T12, are immature trees, which can be replaced as part of mitigation measures.

4.6. The survey did not identify any habitats within the Site, considered to be of local, regional or national ecological value.

Species 4.7. The desk study located a variety of protected species records for the local area (see plan and details

at Appendix 1).

4.8. The Site has been assessed on the suitability of the habitats to support such protected species and the likelihood of those species being present.

5. RECOMMENDATIONS Designated Sites

5.1. Due to the distance between the Site and designated nature conservation sites in the local area it is considered highly unlikely that there will be any adverse effects on these sites as a result of the works. Therefore no recommendations in relation to the designated sites are made.

Habitats 5.2. It is recommended that as far as possible, all trees and existing introduced shrub are retained as

these habitats offer potential foraging, breeding and sheltering opportunities for a range of species.

5.3. To increase the biodiversity within the Site, any landscape planting should incorporate native species, which are rich in nectar, pollen and fruit to attract a range of invertebrates, birds and mammals.

5.4. The bird nesting opportunities with the Site can be increased with the use of bird boxes. A total of 2 bird nesting boxes should be erected upon the lime trees (T3 –T8).

Species Amphibians

5.5. There is no standing water either within the Site or within 500m of the Site. The terrestrial habitat within the Site is considered to be limited for amphibians, being mainly hard standing and closely mown amenity grassland.

5.6. As such no further recommendations are made for this group of species.

Bats 5.7. Most of the trees within the Site were considered unsuitable for bats, being classed as BCT category

3. One tree had a low bat roosting potential, T1 (see plan at Appendix 3). Based on the current proposals this tree is not to be impacted, either directly, or indirectly (e.g. construction lighting).

5.8. The existing scattered trees should be retained where possible so the foraging and commuting opportunities which this habitat offers for bats is maintained.

x Night working should be avoided where possible and lighting used during the construction phase must be directed away from the trees around the boundaries of the Site.

x Construction practices should follow best practice in terms of dust and noise control. x Any exterior lighting installed on the new cabins should be directed away from the retained trees

and should be hooded to avoid up-lighting of the sky. Birds

5.9. As the scattered trees and introduced shrub may potentially offer breeding opportunities for birds, works affecting these habitats should take place outside the bird breeding season (March to August inclusive). If in the event works need to proceed within this period then specialist advice from a suitably qualified ecologist should be sought.

Reptiles 5.10. The terrestrial habitat within the Site is considered to be limited for reptiles, being mainly hard

standing and closely mown amenity grassland.

5.11. As such no further recommendations are made for this group of species.
