of Closed User Group (CUG) I.T. Network in Koira Mining Circle Scope of Work

The scope includes Supply, Installation &

Maintenance work of I.T. Hardware &

Networking items along with Operational

Support at 6 numbers of check gates of

Koira Minding Circle. The System

Integrator will also implement the

application software (third party or own

developed) for better monitoring of the

project & services expected from the

project. The following are highlight on the

scope of deliverables but the detailed

Terms of Reference is enclosed at

Annexure-A.

(a) To provide the IT infrastructure in at

different location of Koira mining

circles to facilitate the internet

connection from the main hub

through wireless technology.

(b) To provide and install the CCTV to

monitor the activity of Check Gates.

(c) To provide the redundant internet

connection at main hub (DDM Office).

(d) To integrate the network of Joda

circle with Koira circle to create a

failover.

(e) To depute a dedicated onside

technical team to manage and

monitor the network grid.

Bidding Process

STPI, Bhubaneswar invites Expressions of

Interest (EoIs) in sealed envelope from the

agency having experience in System

Integration & Infrastructure projects who

meet following qualification criteria:

(a) A minimum annual turnover of Rs. 15

Crores in last three financial years.

(b) Experience in Turnkey I.T. projects for

Government Department & Facility

Management Service for Government

Sectors

(c) Should have valid ISO 9001:2008/

CMM certificates.

The detailed eligibility criterion is given in

the Terms of Reference. The applicants

are required to submit necessary

documents/certificates& proposals in

support of the qualifications. Applicants

meeting the qualification criteria shall be

invited for presentation. The Request for

Proposal (RFP) document shall be

subsequently issued to the short-listed

applicants. If required the applicant may

be called for presentation.

1 Executive Summary

1.1 About Steel & Mines

The Steel & Mines Department is one of the important Departmentsin

Government of Orissa. It works for the development of the mineral resources

of the State while enjoining regulatory powers. The main functions and

activities of the Department of Steel and Mines are systematic survey and

assessment of the mineral deposits of the State, their exploitation,

administration of mines and mineral concession, enforcement measures for

prevention of illegal mining and smuggling of minerals, assessment and

collection of mining revenue, study of the impact of mining operation on

environment, formulation of appropriate environmental control measures and

research and exploitation of areas and minerals for meeting the needs of

mineral based industries in the State and Country. The Steel and Mines

Department is the administrative Department of the Directorate of Mines, the

Directorate of Geology and Orissa Mining Corporation Ltd.

During the last five years, revenue collected from mining has grown from Rs.

2,020 crores to Rs.5, 519 Crores in 2013-14. The production of iron ore, which

accounts for almost 70% of the total revenue, during the same five-year

period, has grown from 184 MMT to 226 MMT. This manifold increase in

revenue is because of introduction of ad-valorem rates for iron ore and better

mineral administration. The use of Information Technology (IT) under project

i3MS has contributed significantly to the increase in mineral revenue for the

state. The tightly interconnected system has ensured royalty to the state

exchequer to an excess of Rs. 11,000 Crore in last 4 years.

1.2 About STPI

India has earned itself a reputation of an IT superpower. Software Technology

Parks of India has played a seminal role in accomplishing this status. Software

Technology Parks of India(STPI) is under Department of Electronics and

Information Technology(DeitY), Ministry of Communications and Information

Technology Govt. of India has been set up with distinct focus for promotion of

Software export from the country. Today, STPIs across over the country are

synonymous with excellent Infrastructure and Statutory support.

Software Technology Parks of India (STPI) was established on June 5, 1991. It

was registered as an autonomous society under Societies Registration Act,

1860. Having its headquarter in New Delhi, STPI has 53 centers including 9

Directorates across the country. Out of these 53 centers, 45 centers are in Tier

II and Tier III cities.

STPI maintains internal engineering resources to provide consulting, training

and implementation services. Services cover Network Design, System

Integration, Installation and Maintenance of application networks and facilities

in varied areas. STPI also adheres to ISO 9001:2008 standards.

The basic objectives of the Software Technology Parks of India are:

(a) To promote the development and export of software and software services

including Information Technology (IT) enabled services/ Bio- IT.

(b) To provide statutory and other promotional services to the exporters by

implementing Software Technology Park (STP)/ Electronics Hardware

Technology Park (EHTP) schemes and other such schemes this may be

formulated and entrusted by the Government from time to time.

(c) To provide Data Communication services including Value Added services to

IT/IT enabled services (ITES) related industries.

(d) To promote micro, small and medium entrepreneurs by creating conducive

environment for entrepreneurship in the field of IT/ITES.

DeitY, Govt. of India while framing the policies to boost Software sectors with

distinct focus at software exports nationwide identified Bhubaneswar to be

one of the spot to set up Software Technology Park of India.

1.3 Know about the Terrain

The State has been divided in 14 Mining Circles based on the geographies and

availability of mineral resources. Koira Mining Circle is one of the rich mining

circles after Joda Mining Circle in the State. It is coming under Sundargarh

District. The Koira Circle is broadly an isolated hilly tract with an average

elevation of about 800 ft. (244 Mtr) above the sea level. It is shut in all sides by

rugged hills intersected by few passes or gorges which connect it with the

surrounding areas. This mining area has large deposits of Iron ore and

Manganese ore. As recorded out of 185 Iron & manganese Mines there are 73

Iron & Manganese Mines available in Koira Mining Sector. To control the

mineral administration in Koira Mining Circle a Mining Circle Office headed by

a Deputy Director of Mines. Major Mining Companies like Steel Authority of

India Limited, Odisha Mining Corporation, Aryan Mining & Trading

Corporation, Bonai Industrial Company Limited, Odisha Manganese &

Minerals Pvt. Ltd, Rungta Mines Limited, SN Mohanty, MG Mohanty, TATA

Steel Ltd are operating their mines from this region. Currently there are 26

working mines in Koira circle, majorly of iron ore and manganese almost in the

private sector category involving more than 61 sq. kms of forest area. The

Government has defined 6 exit routes for evacuation of mineral resources

from the mining circle.

Jamudihi Weighbridge : Around 27 Kilometres from Koira Mining Office

Barsua Checkgate : Around 26 Kilometres from Koira Mining Office

Kalaiposh Weighbridge : Around 40 Kilometres from Koira Mining Office

Langaleswar Weighbridge : Around 3 Kilometres from Koira Mining Office

Malda Checkgate : Around 10 Kilometres from Koira Mining Office

Kolmong Checkgate : Around 12 Kilometres from Koira Mining Office

1.4 About the I3MS

Integrated Mines & Minerals Management System (I3MS)was designed for

effective monitoring of Mineral Administration in the State of Odisha. The

seminal features of i3MS is,

(a) End to end tracking of Mineral Ore from Source till (Rail ,Port & Industry

Head)

(b) First application in the Country to have integrated with Freight Operating

Information System (FOIS) of Indian Railways.

(c) First application to integrate with the RTO & Vahan Sarthi database in real

time

(d) Integrated with Commercial Tax Department for real time validation of the

TIN and generation of e-Waybill.

(e) 6 major Ports are integrated with I3MS to provide information of export &

import of minerals.

(f) Collection of mining revenue online to Odisha Treasury

The Weighbridge / Mineral Checkgates are an integral component of the

mineral administration. The mineral Checkgates have been commissioned to

check pilferages of illegal mineral transportation. After introduction of i3MS,

the mineral Checkgates / weighbridges has to be equipped with Software,

computers, internet, surveillance system, power provision with backup facility.

The e-Permit/ e-Pass generated at the Mines end is checked at the designated

Mineral Checkgate / Weighbridge. Based on the check at the Checkgate the

consignor has to close the loop by receiving the mineral in the i3MS System

and accordingly the consigner and the consignee has submit the monthly

return online. The Directorate of Mines now intends to implement Closed User

Group network at all the Checkgates / Weighbridges along with Koira Mining

Office for smooth mineral administration.

1.5 Project Objective

For effective monitoring of mineral transportation the ePass need to be

verified online, report return to be submitted on time and loop need to be

closed in time. The office of the Deputy Director of Mines should be

connected through Closed User Group Network withall Check gates/

Weighbridge to monitor the above system. The main objectives of this project

are,

(a) To establish wired/ wireless Internet & Intranet network facility among the

6 Checkgates/ Weighbridges with Koira Mining Office.

(b) To set up Surveillance Monitoring System at all the Checkgates/

Weighbridge with Live recording in the Central Server.

(c) To provide 24 X 7 Business Support in 365 Days without any interruption.

(d) To establish a Network Management Unit with highly technical resources.

(e) To support the Mining Office Staff in the Checkgates for Operation of

Software Application installed at Checkgate/ Weighbridge.

(f) To integrate the new network with the existing network of Joda Mining

Circle

(g) To create a failover network for both Joda & Koira

(h) To provide failover internet connection from the ISP provider.

1.6 Expected Outcome

It is expected that, by establishing the Closed User Group network the

Department will be benefitted as follows,

(a) Hassle free checking of Transit Passes generated at the Mines end/ end

user.

(b) Recording and preservation of activity of Checkgate/ Weighbridge for

future reference.

(c) Avoid pilferage of illegal transportation of mineral wealth from the mining

area

(d) Record each and every transaction of mineral transportation through valid

user.

(e) More transportation of minerals

(f) Generation of more revenue to the State.

(g) Effective mineral administration

(h) Decision Support System for the head of the Institutions

2 Scope of Work

The scope of work for this project includes Supply, Installation &Maintenance

work of I.T. Hardware & Networkingitems along with Operational Support for

1 Year at 6 numbers of Check gates located at Koira Mining Circle. The System

Integrator will also implement the application software (third party or own

developed) for better monitoring of the project & services expected from the

project. This project is envisaged to strengthen the communication system to

ensure adequate and timely delivery/execution of all users related services as

well as internal services.

The System Integrator has to implement the solution in full phase at Koira

Sector without any pilot phase. The scope includes the below list of activities.

(a) To provide the IT infrastructure in at different location of Koira mining

circles to facilitate the internet connection from the main hub through

wireless technology.

(b) To provide and install the CCTV to monitor the activity of Check Gates.

(c) To provide the redundant internet connection at main hub (DDM Office).

(d) To integrate the network of Joda circle with Koira circle to create a failover.

(e) To depute a dedicated onside technical team to manage and monitor the

network grid

(f) Implement the application software (third party or own developed) for

better monitoring of the project

The project has to be deployed at Koira sector. This includes the DDM office

and all Koira mining circle check gates. These locations shall have to equip

with the necessary IT Computing Hardware to execute the ePass process. To

build the entire network, some other dependable links needs to be facilitated

with necessary IT hardware. The below list of locations shall be come under

the scope of activities as End Point, Routing Point and Internet Hub Point.

The End Point is the Check gates. Routing Points are the dependable link between Hub Point

2.1 I.T. Infrastructure

2.1.1 Purchase

2.1.2 Implementation

2.1.2.1 Project Planning & Management

The SI shall study and design a comprehensive and effective project planning

and management methodology on the implementation activities. A detail

report on the system study shall be placed before initiate the implementation

activities.

Project planning exercise shall essentially commence with the start of the

project, however, project management exercise shall commence at the start of

the project and shall continue till the O&M phase of the project. During the

project implementation, the SI shall report to the authority, on following items:

(a) Results accomplished during the period

(b) Cumulative deviations to date from schedule of progress on milestones as

specified in this ToR read with the agreed and finalized Project Plan

(c) Corrective actions to be taken to return to planned schedule of progress

(d) Proposed revision to planned schedule provided such revision is

necessitated by reasons beyond the control of the Implementation Agency

(e) Other issues and outstanding problems, and actions proposed to be taken

(f) Interventions which the SI expects to be made by the STPI and / or actions

to be taken by STPI before the next reporting period

(g) Progress reports would be prepared by SI on a monthly basis. These

reports may be required to be shared with STPI

(h) Change Control mechanism

(i) Issue management to help identify and track the issues that need

attention and resolution from the State

(j) Scope management to manage the scope and changes through a formal

management and approval process

(k) Risk management to identify and manage the risks that can hinder the

project progress.

2.1.2.2 Self-Sustained Tower

The SI shall erect the self-sustained towers at different location for mounting

the wireless devices. The necessary civil work relating to the construction of

towers shall be done by SI. The SI has to do the chemical earth-links for the

towers.

2.1.2.3 WirelessNetwork

The SI shall configure the wireless devices to provide Wireless network

connectivity at check gates and DDM Office. There is an existing LAN

connectivity at DDM office. The SI has to configure the wireless connectivity

with the LAN for communication to Check Gates.

2.1.2.4 Video Surveillance System

The SI has to install and configure the PTZ cameras at the check gates and

DDM office. The Network Video Recorder with display shall be installed at

DDM office to record and monitor the movement of check gates. The SI has to

configure the backup of the video streaming on monthly basis and handover

to DDM. The video streaming system shall be configured with Wide Area

Network to facilitate the Director of mines to view the streaming from

Directorate of mines office, Bhubaneswar.

2.1.2.5 Internet Connectivity

There is existing internet connectivity at DDM Koira office. The SI has to

provide additional dedicated internet connectivity at DDM Koira Office for one

year during the contract period. That internet shall be configured as

failoveralong with the existing internet connectivity.

2.1.2.6 Power backup and Electrifications

The SI has to configure dedicated online & offline UPS at different locations as

power backup. All the necessary cabling and accessories required for the

installation of UPSs shall be provided by the SI. The necessary equipments

required to control the voltage fluctuation shall be configured by the SI.

2.1.2.7 Solar System

The SI has to provide the solar system facility at the routing points for adding

the power backup provision along with the UPS. All the necessary

electrification, failover/switching provision and cabling shall be provided by SI.

The pole and necessary wiring for erecting & holding the solar panel shall be

provided by SI.

2.1.2.8 Network Configuration

The SI has to configure the core network devices at DDM offices and other

locations. Necessary security standards like, intrusion detection, content

filtering & blocking, virus protection, and vulnerability protection shall be

installed at UTM/Gateway level. Necessary VLAN and security Zones shall be

configured in the network.

2.1.2.9 Barcode Device Configuration

The barcode readers are used to read & verify the generated ePass. The SI has

to configure the barcode with the network for pass verification.

2.1.2.10 Configuration Management

The SI shall submit a list of deliverables and implementation plan based on the

scope of work. The SI shall prepare the formats/templates for each of the

deliverables upfront based upon ISO 27000 standards and the same shall be

approved by STPI prior to its use for deliverables.

All project documents are to be kept up-to-date during the course of the

project. The SI shall maintain a log of the internal review of all the deliverables

submitted. Soft copy of logs shall be submitted to STPI on regular basis.

2.1.2.11 UAT & Go Live

SI shall assist in successful completion of User Acceptance Testing (UAT) and

audit of the system on the completion of the go live criteria.

2.1.3 Integration

2.1.3.1 Integrate with Joda Circle CUG Network

The CUG networkhas been established at Joda circle in the year 2011. All the

check gates of Joda mining circle are provided with internet connectivity. The

SI has to integrate the Joda CUG with Koira CUG as automatic failover for

alternate. Necessary routing policy shall be configured by the SI in the hubs

for providing un-interrupted internet connectivity for all the check gates and

DDM office of Joda & Koira. The necessary network security and user

authentication shall be configured to restrict un-authorized access.

2.1.3.2 Integration with Minerals Movement tracking system

The minerals movement tracking system is the core application in the i3ms

project where the ePass generated are verified in the check gates. The SI has

to integrate the ePass system at the Koira mines circle check gates, which shall

verify the generated ePass online and sync the data on real time basis from

the check gates to the live server.

2.1.3.3 Integration with existing LAN

The SI shall integrate the Wireless LAN and WAN with the existing LAN

network available at DDM Koira office and Check Gates.

2.1.4 Warranty & Maintenance

2.1.4.1 Warranty

All theHardware listed in the Bill of Material shall be cover under warranty for

3 years. SI shall be responsible to replace/repair the defective items during the

warranty period.

2.1.4.2 Maintenance

The SI shallperform the maintenance activity at least once in a quarter and

more frequently if there is any appalling climatic impact during the contract

period. This includes Preventive Maintenance (PM), Predictive Maintenance

(PdM), Corrective Maintenance (CM) and Situational Maintenance (SIT), etc.

The SI shall keep provision of the stock (10% of IT Assets) for onsite and

instance support.

2.1.4.3 Insurance

The SI shall ensure that the Assets used for this project shall come under the

coverage of insurance.The SI shall bear the cost of insurance of those assets

during the contract period. The insurance shall cover all type of risks and not

only limited to theft, fire, natural disaster.

The SI shall also be responsible for the insurance of the employee engaged in

the project.

2.2 Operational Support

2.2.1 Operational Support

The SI shall provide the necessary operational support to the department

apart from the FMS services mentioned in the scope. The SI has to manage the

below set of activities.

(a) Discuss with the Department, DDM, STPI and other stake holder on regular

basis regarding the project status and improvement.

(b) Consult with the OEMs regarding the product configuration and

framework updation.

(c) Communicate with ISPs for Internet connectivity.

(d) Produce the periodic report with the department on the progress card,

and operational activities. Also prepare the analysis sheet of issues and

their resolutions.

(e) Prepare the forecast in terms of budget and H/W requirement. (if required)

(f) Verify the Implementation Certificate, if the part of the work has been

outsourced.

(g) Monitoring of SLA with Vendors, SI, Outsourced Jobs.

2.2.2 Helpdesk

2.2.2.1 Onsite Helpdesk

The SI shall facilitated an onsite help desk service as a single point of contact

for project related complain/issues/incidents and service requests. The scope

of work includes 24x7 Help Desk facility for reporting issues / problems with

the CUG IT infrastructure.

2.2.2.2 CentralizedService Desk

The SI shall provide a centralized service desk facility and setup all necessary

channels for reporting issues to helpdesk. The incident reporting channels

shall be the following:

(a) Specific Email account

(b) Dedicated Phone Numbers

(c) ITIL based Helpdesk portal

2.2.2.3 On-Call Support

The scope of activity also includes on-call support. The SI shall also share the

contact number of support team to the client for any On-Call support.

2.3 Facility Management Service

2.3.1 Networking

The SI shall ensure continuous operation and upkeep of the WAN and

Wireless network infrastructure at the hub points including all active and

passive components. The scope of services includes:

(a) Configure and manage the point to point device installed at each location.

(b) Mapping the ports and IPs as per the requirement of projects.

(c) Structure the IPs as per the VLAN and Zone.

(d) Manage the bandwidth as per the application requirements.

(e) Attending to and resolving network failures and issues

(f) Support and maintain the overall network infrastructure including but not

limited to LAN passive components, routers, switches etc.

(g) Configuration and backup of network devices including documentation of

all configurations.

(h) 24x7 monitoring of the network to spot the problems immediately.

(i) Provide information on performance of Ethernet segments, including

capacity utilization and error statistics for the segment and the top-

contributing hosts, WAN links and routers

2.3.2 Security

The SI shall ensure to provide a secure network environment through

implementing the standard security policy. This service scope includes:

(a) Managing and monitoring various devices/ tools such as firewall, intrusion

detection, content filtering and blocking, virus protection, and vulnerability

protection through implementation of proper patches and rules in the

UTM.

(b) Capping and controlling the bandwidth usages and network flood.

(c) Maintaining an updated knowledge base of all the published security

vulnerabilities and virus threats for related software and microcode etc.

(d) Ensuring that latest patches/ workarounds for identified vulnerabilities are

applied immediately w.r.t. operating system, system software.

(e) Respond to security breaches or other security incidents and coordinate

with respective OEM in case a new threat is observed to ensure that

workaround / patch is made available for the same.

(f) Maintenance and management of security devices, including, but not

limited to maintaining firewall services to restrict network protocols and

traffic, detecting intrusions or unauthorized access to networks, systems,

services, applications or data, protecting email gateways, firewalls, servers,

from viruses.

(g) Ensuring that the security policy is maintained and updates to the same

are made regularly as per ISO 27001

2.3.3 Surveillance

The SI shall manage and monitor the surveillance system during the contract

period. The service scope includes:

(a) Maintenance and management of all the cameras installed at various

location.

(b) Keep the backup of all video streaming on regular basis.

(c) Submit the backup with the DDM/Director of Mines on quarterly basis.

(d) Align the cameras as and when required

2.3.4 Internet

The SI shall manage and monitor all the network connectivity along with the

internet available at DDM office. The service scope includes:

(a) Monitoring of the internet usages from different nodes

(b) Co-ordinate with ISP for any internet connectivity issue

(c) Manage the internet traffic when required

2.3.5 Power System

The SI shall manage and monitor the power backup and solar cell on regular

basis. The service scope includes:

(a) Monitor the health of UPS, Solar Cell centrally

(b) Check and replace the UPS battery cell on periodic basis

(c) Check the replace the faulty cable when required

2.4 SLA Based Service Delivery

2.4.1.1 Intent

(a) The aim of this agreement is to provide a basis for close co-operation

between STPI (on behalf of Directorate of Mines) and Systems Integrator,

for support services to be provided by System Integrator to STPI, thereby

ensuring a timely and efficient support service is available to STPI end

users.

(b) This agreement is contingent upon each party knowing and fulfilling their

responsibilities and generating an environment conducive to the

achievement and maintenance of targeted service levels.

2.4.1.2 Objective

(a) To create an environment which is conducive to a co-operative

relationship between System Integrator and STPI to ensure the effective

support of end users.

(b) To document the responsibilities of all parties taking part in the

Agreement.

(c) To ensure that Directorate of Mines achieves the provision of a high

quality of service for end users with the full support of Systems Integrator.

(d) To define the commencement of the agreement, its initial term and the

provision for reviews.

(e) To define in detail the service to be delivered by System Integrator and the

level of service this can be expected by STPI, thereby reducing the risk of

misunderstandings.

(f) To detail via a question list, information System Integrator requires STPI to

extract from end users prior to System Integrator involvement.

(g) To institute a formal system of objective service level monitoring ensuring

that reviews of the agreement are based on factual data.

(h) To provide a common understanding of service requirements/capabilities

and of the principle involved in the measurement of service levels.

(i) To provide for all parties to the Service Level Agreement a single, easily

referenced document which caters for all objectives as listed above.

(j) The SLAs would be applicable during the O&M Phase.

(k) SLAs would be monitored on a quarterly basis and penalties would be

imposed, in case of breach of any of the SLAs and the same would be

deducted from the Quarterly Payment (QP).

(l) On breach of any of the SLAs in a quarter, a penalty would be levied on

the quarterly payment due to the System Integrator/ Successful bidder. For

each breach a penalty of 2% of the quarterly payment due would be

levied, with a maximum penalty not exceeding 5% of the quarterly

payment.

(m) The amount of penalty under this Contract shall not exceed 5% of total

equated quarterly instalments (Remaining CAPEX and OPEX as mentioned

in the Payment schedule) in case of non-compliance with SLAs.

2.5 Team Structure

starting from implementation to maintenance but also monitor & managing

2.5.1.2 Roles and Responsibility

(a) Infrastructure Consultant

The Infrastructure Consultant should lead the project. He should be

dedicatedly involved in the initial phase like procurement, installation and

configuration. After the full phase installation, he has to design the plan of

action for monitoring and maintenance. Periodic report of all the activities

should be send from Infrastructure Consultant to the Department. Any

strategically/managerial decision should be taken by him after discussion with

the department. The person has over knowledge on management and

network technology. He can able to handle clients, monitor the activity of the

network specialists and helpdesk. Also he should be good in budgeting,

financial planning and implementation (if required).

(b) Wireless Network Expert (WNE)

The WNE should be deployed for managing, monitoring and maintaining the

wireless network, surveillance and network security. He should have in depth

knowledge in wireless management. Also he will be expertise in managing the

surveillance solution. The WNE should manage all the wireless connectivity.

Also he has to produce the periodic report of frequency usability. Any

descriptions in the communication will have to resolve by the WNE.

(c) Network Security Expert (NSE)

The NSE will responsible for managing the Firewall, Router, Layer3 & Layer2

Managed switches. Proper network security layout with procedure of

monitoring needs to be defined by NSE. The job profile of a NSE includes

monitor of CUG networks; detect, prevent and resolve various security threats

to the networks. The role also demands to analyze the security risks, develop a

response procedure, test software deployment tools, firewalls and intrusion

detection systems. Firewall, Router & Managed Switch configuration and

management is also includes in the roles and responsibilities. Network Security

Log management is also the responsibility of the NSE.

(d) Surveillance Expert

As the scope of the project is also to configure full surveillance system in each

location of the check gates, so one Surveillance Expert needs to be deputed to

manage and monitor the System. The Expert will have to monitor the cameras.

He will also be responsible for keeping the records of the footage on periodic

basis.

(e) Help Desk Call Center Executive

The support will be designed for 24 X 7 bases. So a Help Desk Unit should be

deployed for receiving complaints from the units to resolve any type of

network/internet issues.

(f) Tower Management Expert (Rigger)

The whole network is planned over wireless network and the network

connections are built on the Self sustained Tower. So a unit of tower specialist

should be deputed to do the periodic maintenance of Towers. The Riggers will

be deputed at the nodes to manage the tower related activities.

(g) UPS/Electrical Expert

As each node is provided with UPS and Power Backup Provision, so an

Electrical Expert will be deputed to manage the power backup devices. He is

also liable to manage and maintain the Solar Cell power backup Devices.

2.5.2 Institutional Support

The team deputed by SI shall provide the below institutional supports.

(a) Project monitoring

(b) Update on project milestone and its implementation status

(c) Inform to STPI regarding any proposed change management

(d) Guide and help the end user regarding the network usability

2.6 Monitoring & Reporting

The SI shall provide the required software to monitor & report of the activities,

incidents, logs etc. The SI is also free to suggest any alternatives to meet the

objectives of monitoring and reporting in a better way, provided that such

deviations are properly justified and implemented in an optimal manner. Few

software list given as follows:

2.6.1 IT Assets Management

One Asset Management Tool/Software shall be installed and configured to

manage and record the IT Assets used in the solution.

2.6.2 Network Monitoring System

One NMS (Network monitoring Software) will be installed and configured at

Koida DDM office/Main Hub to manage and monitor the network devices

installed in different locations of the CUG. The software will also manage the

Internet Service provided at the central hub for distribution. The software

should produce the network usability, traffic and flood reports.

All the footage of the cameras installed at check gates will be recorded at the

main hub. The Surveillance Monitoring Software will be installed and

configured at main hub to view the real time and recording footage. The

software should be web based, so that the higher authority of the department

can able to view the footage at anywhere through internet.

2.6.4 Helpdesk Management

The support activities will be tracked and monitored for 24 X 7 bases. For

support, a help desk software will be configured at the main hub. The help

desk support executive will keep the track of all call and its resolution history

through this software. The software should be web based.

Log issues / complaints related to IT infrastructure at the Data Centre under

the scope of work and issue an ID number against the issue / complaint.

Assign severity level to each issue / complaint. Track each issue / complaint to

resolution. Escalate the issues / complaints. Provide feedback to the callers.

Analyze the issue / complaint statistics. Creation of knowledge base on

frequently asked questions to aid the users of the IT infrastructure.

2.7.2.2 Helpdesk Management Services

(a) Log user calls and give them a call ID no.

(b) Assign severity level to each call based on the type of call. Severity levels

and resolution matrix to be mutually discussed and finalized, before the

contract is signed. However, the same shall be as per industry standards for

such services.

(c) Track each call to resolution

(d) Escalate the calls to the IT team of STPI, if necessary as per defined

escalation matrix

(e) Analyse the call statistics

(f) Generation of MIS reports, register user feedback and status of the call

(g) Ensure that all calls are attended satisfactorily within the maximum time

limit specified, as per the resolution matrix agreed.

2.7.2.3 Network Management Services

The SI shall ensure that the network is trouble free and welloptimized follow

up with Networking Vendor for spares and replacements. The deliverables are:

(a) Re-patching of data cords on need basis.

(b) Replacing faulty internal data cabling

(c) Manage effectively and efficiently the day to day network operations of

internal LAN, WAN and Wireless.

(d) Fault Management – Identifying and Resolve the all networking faults

including network devices, configuration, UTP cable, patch cords etc. and

getting them resolved through concerned local vendor providing

Management services if the same is of serious nature.

(e) Testing and installation of networking software

(f) High level and Low level Network Diagram along with IP segments

(g) Administrative Password

(h) Network policies, Security policies, IP addressing scheme and Migration
