NOTICE INVITING EXPRESSION OF INTEREST
Expression of Interest affixing Court Fee stamp of Rs.8.25/- are invited by Axom Sarba Siksha
Abhijan Mission, Kahilipara, Guwahati -19 for the following works from reputed software solution
provider.

The EMD should be submitted in form of Demand Draft/ Bankers Cheque in favour of Mission
Director, Axom Sarba Siksha Abhijan Mission, Kahilipara, Guwahati -19 payable at Guwahati alongwith
the Technical bid. Only technical bid are to be submitted.
Interested and eligible Bidders may obtain the prescribed document by paying Rs 2,000/- (Rs
Two thousand only) in cash or in the form of a Demand Draft drawn in favour of the Mission Director,
Axom Sarba Siksha Abhijan Mission, Assam, payable at Guwahati, either in person or by Registered post
/ Courier service. The documents may be obtained from the office of the undersigned from 12.09.2013
to 26.09.2013 during the office hours. The last date of submission of EOI is 27.09.2013 at 1400 Hours
and will be opened on 27.09.2019 at 1500 Hours in presence of representative of bidders. No separate
calling letter will be issued. For sending through post the Bidder should also pay the necessary postal /
courier charges of Rs 500/- extra. The Bidding document will be sent by Registered post or courier at
the risk and responsibility of the prospective bidder. Interested bidders may download the document
from official website www.ssaassam.gov.in and in such cases the bidder has to deposit the value of the
bid-document of Rs.2000/- along with the EMD.

1. Mission Director, Axom Sarba Siksha Abhijan Mission, Assam invites sealed Technical proposals affixing Court Fee stamp of Rs.8.25/- to develop, implement and maintenance of Web Based Child Tracking System from reputed software solution providers. This job will include Systems Study, Analysis & Design, Development and Implementation of Child Tracking System Application Software along with the complete list of deliverables. This will also include training, warranty and support considering a fully integrated and networked on-line architecture.
2. Interested eligible Bidders may obtain further information from the office of the Mission
Director, Axom Sarba Siksha Abhijan Mission, Assam, Kahilipara, Guwahati-19. 3. A complete set of bidding documents may be purchased by an interested eligible bidder on
the submission of a written application to the above and upon payment of a non-refundable fee of Rs. 2000.00 (Two thousand) only in the form of Cash/Demand Draft in favour of Mission Director, Axom Sarba Siksha Abhijan Mission, Assam payable at Guwahati. Interested bidders may download the document from official website www.ssaassam.gov.in and in such cases the bidder has to deposit the value of the bid-document of Rs.2000/- along with the EMD.
4. Interested and eligible Bidders are required to submit only the Technical proposal. The
Technical Bid should be accompanied by a bid security as specified in this Bid Document by the prospective Bidder. The Bid Security should be included in the same envelope containing the Technical Bid and must be delivered to the Office of Mission Director, Axom Sarba Siksha Abhijan Mission, Assam on the date specified below.
5. The envelope containing the Technical Bid and the Bid Security will be opened on the
specified date and time in presence of Bidders or their authorised representative who choose to attend. In the event of the date specified for bid receipt and opening being declared as a holiday for the Office of Mission Director, Axom Sarba Siksha Abhijan Mission, Assam the due date for submission and opening of bids will be the following working day at the appointed times.

1. Scope of Work
1.1 Introduction
Sarva Shiksha Abhiyan (SSA) is a comprehensive and integrated flagship programme of Government of India, to attain Universal Elementary Education (UEE). The programme lays emphasis on enrollinf all children of Age group 6-14 years, bridging all gender and social category gaps at elementary education level with time bound objectives. On one hand, SSA is a programme with its own targets, norms and processes and on the other hand it is an umbrella programme covering other programmes like National Programme for Education of Girls at Elementary Level (NPEGEL), Kasturba Gandhi Balika Vidyalaya Programme (KGBV). Now, Govt. of India has enacted the Right to Education Act, 2009 from 1st April, 2010. Under the act, the state Govt. is bound to provide free and compulsory education to each and every children of age group 6-14 years. In this context, it becomes necessary for the govt. to keep track of the educational status of each and every children of age group 6-14 years and upto 18 years incase of children with special need.
1.2 Scope of Works
Axom Sarva Siksha Abhiyan Mission started an ambitious project of developning a on-line system for collecting individual children profile of age group 0-18 years. For this purpose, SSA, Assam conducted House-to-House survey in ICR format using volunteers. Now, the field level survey has been 95% completed and the remaining part of work has to be completed at specified rates. However, there may be requirement of ICR forms subject to new areas/ uncovered area if found any. There are two major works to be done –
(A) Development and Implementation of a Software for Web-based Child Tracking System
(B) Scanning of data in ICR format and digitization of the data
Objectives of CTS
To identify children of every house hold habitation,village wise.
To get information of Educational status of children.
To get reasons of children being ‘out of school’ and also to get gender wise , category wise and religion wise children information.
To get information of migrated children
To get information of Children With Special Needs
To ensure retention and to ensure quality education
Proper Technology has to be used to transfer data to a database for each district.
The school data has to be mapped into the system by giving a unique code
Bi-lingual application accessible over Internet (English & Assamese)
Periodical updation of data
The child data for each district should be consolidated at a central location so that different kinds of reports can be generated. The reports are planning level reports and analytical reports based on the information gathered. The reports should have excellent search facility so that the people can search for particular child information in the entire state. Following are few reports that need to be generated from the CTS database:

Child Tracking System should have options for adding or modifying child data as well as household data so that in future the information can be added/ modified directly into the system and reports related to planning activity can be generated.
The child data will be made available to the public to view and to suggest any changes. This will lead to citizen satisfaction and authentication of the data.
The school information should also be managed in the proposed application. Proper training sessions should be conducted every year to educate the district users and intervention heads on the software section.
The software should be web enabled such that data can be transferred directly to the central database which should be placed at the Data Center. Platform & Technologies Proposed Web Based MIS Software on Child Tracking System Solution should be on the latest platform and technologies to be specified after awarding the contract to a suitable party.
1.2.1 Conversion of Survey data to digital format
The solution provide needs to do the detailed system study, analysis and feasibility study, prepare the data structure and data dictionary. Accordingly, based on these Application will be developed in the platform specified in the bid document. During the database design the existing DISE code for school/ habitation/ Village/cluster/ block/ districts will be used. Such code will be provided to the selected bidder. The bidder needs to convert all the survey data to digital format and these have to be uploaded on to the CTS database.
2. Responsibilities of Solution Provider
The Solution Provider will study the existing system and will design web based application software for activities described in the Scope of Work. For studying the existing system the Solution Provider will have to interact with the officials of the AXOM SARVA SIKSHA ABHIYAN MISSION who will provide the required information. The solution provider will also make an inventory of the hardware and networking equipment available with the department.

2.1 TASK-I (DETAILED SYSTEM ANALYSIS AND DESIGN AND HOUSEHOLD SURVEY TRAINING)
2.1.1 System Analysis
Documentation containing System Analysis Report covering all the aspects described above.
2.1.2 System Design
System Requirement Specification (SRS) covering all the aspects described above
2.1.3 Technical Consultancy
Hardware, Networking, UPS and package software will be deliverable at this stage. After satisfactory completion and acceptance of the above task, which will be decided by the experts of the Mission, the Bidder will be allowed to start work on next task.
2.1.4 Time Schedule
Task I shall be completed within two weeks or maximum 21 man-days from the date of Contract whichever is minimum.
2.2 TASK-II (SYSTEM DEVELOPMENT & SYSTEM TESTING AND SYSTEM ACCEPTANCE TESTING)
2.2.1 System Development and System Testing

2.2.2 System Acceptance Testing

2.2.3 Time Schedule
Task II shall be completed within 3 weeks or maximum of 50 man-days from the date of completion of task I. During task II the developed software will be implemented for one (1) month for checking the stability of the software. The above time limit is indicative and shall be decided in Consultation with the Bidder at the time of award of contract.
2.3 TASK-III (SOFTWARE IMPLEMENTATION, APPLICATION SUPPORT AND TRAINING)
2.3.1 Software Implementation
After completion of the task II the developed Software will be implemented.

2.3.2 Training
Solution providers shall provide training to application users for understanding and operation of Application Systems after Task II completion. The Solution provider will provide manpower for training.
Time Schedule
The Task-III shall have to be successfully completed within the period of 4 weeks or maximum 45 man-days after completion of Task II. The total duration of training will depend on number of participants to be trained. The extent of training and its schedule shall be mutually decided by the user Department and the Bidder. Such trainings should be commensurate with the needs of the user department and may have to be repeated with suitable modifications.
2.3.3 Application Support
The Solution provider will
Have to scan the filled-up ICR Child census format, data editing and convert to the database for all districts within 90 days from the award of contract.
Develop the online Application Deployment Support and Maintenance of the Software for 1 year from the date of commission of the system. Supply of web application must be completed within 45 days from the award of contract.

3. Qualification of Bidder
3. PRE-Qualification Criteria for Bidders
The Bidding is open to all qualified Bidder who fully meet the following qualifying requirements:- 1. The Vendor should have experience of working in Image Based data Processing Environment for
more than 5 years. 2. The Vendor should have experience of more than 10 Govt. organizations, Education/Examination
boards or Universities or Examination / Recruitment bodies of processing using ICR based Scanning & Processing.
3. The vendor should have 10 or more successful installations/Service contract/ work done for
Government organizations within India. 4. The vendor should have scanning experience of total 50 lakhs or more papers till date. 5. Vendor should be have own developed ICR Software or should be authorized dealer for any of the
ICR Software. 6. Vendor should be Authorized dealer of Scanners or should have sufficient number of scanners to
execute job without delay. 7. Vendor should be capable of delivering/handing all required modules/services i.e. Scanning &
Database creation on ICR System. No Subcontracting will be allowed. 8. Vendor should be ISO 9001 2008 Certified. 9. A Company registration & Establishment certificate is must. 10. VAT / Central Tax certificate is compulsory. 11. Employees Provident fund certificate is to be submitted. 12. Solvency certificate of with Rs.25.00 Lakhs from Bank. 13. The Turnover of the Vendor should be more than Rs.1.00 CRORE in each of last three financial years
i.e. 2010-11, 2011-12, 2012-13 in the similar business. 14. Audit report (Balance Sheet) from CA should be attached for last 3 (Three) completed Financial
year.
15. The Agency shall have clean legal records and there should be no open legal case / petition in any of the courts/high courts.
16. Demonstration of the proposed use of the system/solution, Services & methodology is to be given. 17. All the above clams by the Vendor should be supported by authentic documents and verifiable
Certificates. 18. Selection of vendor will be made purely on merit, past experience and reputation. As the work to be
entrusted is of very sensitive and important nature, merely quoting lower rates will not make the tendered eligible for selection.
19. The evaluation will be purely technical. Besides technical competence, general experience, and
financial capability, the ability to mobilise resources and carry out the tasks quickly will be used to choose the most suitable party

4. Instructions to the Bidder
4.1 Cost of Bidding
The Bidder shall bear all the costs associated with the preparation and submission of its bid, and
the Tendering Authority in no case, will be responsible or liable for these costs, regardless of
conduct or outcome of the bidding process.
4.2 Bidding Document
The Bidder is expected to examine all instructions, forms, terms and specifications in the bidding
documents. Failure to furnish all information required by the bidding documents or submission of
a bid not substantially responsive to the bidding documents in every respect will be at the
Bidder’s risk and may result in rejection of the bid.
4.3 Clarification of Bidding Documents
a. A prospective Bidder requiring any clarification of the bidding documents may notify the
Tendering Authority in writing at the Tendering Authorities address indicated in the
Invitation for Bids. The Tendering Authority will respond in writing to any request for the
clarification of any biding documents, which it receives one day prior to deadline for
submission of bids prescribed by the Tendering Authority.
b. Bidders may also seek clarification on the document or about any condition of the Bid in the
Pre bid meeting fixed for this purpose. In the event of any clarification required and issued
in writing, it shall form the part of the Tender document.
4.4 Amendment of Bidding Documents
a. At any time prior to the deadline for submission of bids, the Tendering Authority may, for
any reason, whether on its own initiative or in response to the clarification requested by a
prospective Bidder, modify, change, incorporate or delete certain conditions in the bidding
document.
b. All prospective Bidders who have received the bidding documents will be notified of the
amendment in writing, and will be binding on them.
c. In order to allow prospective Bidders reasonable time to take into consideration the
amendments while preparing their bids the Tendering Authority, at its discretion, may
extend the deadline for the submission of bids.
4.5 Preparation of Bids
The bid prepared by the Bidder, as well as all correspondence and documents relating to
the bid exchanged by the Bidder and the Tendering Authority shall be in English only.

4.6 Documents Comprising the Bids

4.7 Documents Establishing Bidder’s Eligibility and Qualification
a. The certificate of successful handling of the project from the concerned Department.

b. Details of the strength of technical personnel with the company. Performa in Annexure 2.
c. Certificate of Registration with PF and ESI.
d. Balance sheet of last three years i.e 2010-11 , 2011-12 and 2012-13
e. Certificate of Income Tax and Service Tax registration.
f. Certificate of capability to perform the Contract if his Bid is accepted. Performa in Annexure
–2.
g. Bidder’s Authorization Certificate. Performa in Annexure 3.
4.8 Documents Establishing Bidder’s Eligibility and Conformity
a. The Bidder shall furnish, as part of its bid, documents establishing the eligibility
and conformity to the bidding documents of all goods and services, which the Bidder
proposes to supply under the contract. Performa in Annexure 7.
b. The documentary evidence of conformity of goods and services to the bidding documents
may be in the form of literature, drawing and data, and shall consist of detailed description
of the essential technical performance characteristics of the goods.
c. The Bidder shall furnish, a Self-Declaration in the Performa given in Annexure 6.
4.9 Earnest Money Deposit
a. The Bidder shall furnish, as part of its bid, an Earnest Money Deposit (EMD) in the form of a
Demand Draft/ bankers Cheque drawn in favor of Mission Director, Axom Sarba Siksha
Abhijan Mission Payable at Guwahati for an amount of Rs 5.161 Lakhs (Five Lakh
Sixteen Thousand One Hundred )
b.The EMD shall be in Indian Rupees only.
4.10 Period of Validity of Bids
a. Bids shall be valid for 90 days after the date of bid opening. A bid valid for a shorter period
shall be rejected by the tendering authority as non –responsive.

b. In exceptional circumstances, the Tendering Authority may solicit the Bidders consent to an
extension of the period of validity .The request and response thereto shall be made in
writing.
c. Bid evaluation will be passed on the bid prices without taking into consideration the above
changes.
4.11 Contents of Envelopes
a. It will be a two envelope bid comprising of technical bid and commercial bid.
b. First envelope shall be marked as Envelope No. 1 Technical Envelope and shall contain:
Demand Draft for Earnest Money Deposit (EMD)
The documents establishing Bidder’s eligibility, qualifications and conformity mentioned in the clause 7 of Section IV.
c. The Bid shall be typed or written in indelible ink and shall be signed by the Bidder or a
person or persons duly authorized to bind the Bidder to the Contract. A Written power-of-
attorney accompanying the bid should support the latter authorization. The person or
persons signing the bid shall initial all pages of the bid, except for un-amended printed
literature.
d. Any interlineations, erasures or overwriting shall be valid only if they are signed by the
person(s) signing the bid. The bid will be summarily rejected if all the documents mentioned
in clause 11.b are not enclosed in technical bid.
4.12 Submission of Bids
a. Sealing and Marking of Bids
i. The Bidders shall seal the envelope containing Technical proposal along with all
relevant enclosures should be addressed to:

ii. The envelope shall bear the words:
“Invitation for EOI for System Study, Analysis & design, Development and
Implementation and Training of Web Based Software for the Axom Sarva Siksha
Abhiyan “
iii. If the envelope is not sealed and marked, the Tendering Authority will assume no
responsibility for the Bid’s misplacement or premature opening.
iv. Telex, cable or facsimile bids will be rejected.
b. Deadline for Submission of Proposal
i. Bids must be received by The Tendering Authority at the address, not later than the
time and date specified in the Invitation for Bids (Section I). In the event of the

specified date for the submission of Bids being declared as a holiday for the
Tendering Authority, the bids will be received up to the appointed time on the next
working day.
ii. The Tendering Authority may, at its discretion, extend this deadline for submission
of bids by amending the bid documents, in which case all rights and obligations of
The Tendering Authority and Bidders subject to the deadline will thereafter be
subject to the deadline as extended.
c. Late Submission of Proposal
Any bid received by the Tendering Authority after the deadline for submission of bids
prescribed by the Tendering Authority, will be rejected and/or returned unopened to
the Bidder.
d. Withdrawal of proposal
i. The Bidder may withdraw its bid after the submission, provided that written the
Tendering Authority receives notice of the withdrawal, prior to the deadline
prescribed for submission of bids.
ii. In case the Bidder wants to withdraw the Bidder’s withdrawal notice shall be
prepared, sealed, marked and dispatched to the Tendering Authority in original.
iii. No bid may be withdrawn in the interval between the deadline for submission of bids
and the expiration of the period of the bid validity specified by the Bidder on the Bid
Form. Withdrawal of a bid during this interval shall result in the Bidder’s forfeiture
of its bid security.
4.13 EOI Opening and Evaluation
a. The Tendering Authority will open all bids as per schedule mentioned in Section I.
b. After the opening of envelopes the Mission may desire to send officials/ members for site
inspection to have a look at the setup at the Bidders place or at the site of bidder. Only if
he passes the technical scrutiny and site inspection, then he becomes eligible for the
commercial aid.
c. If onsite inspection it is found that the documents submitted by the Bidder are not
compatible with the actual situation at site, or if the document supplied by the Bidder are
found to be fraudulent or misrepresenting the facts then, it will render the Bidder ineligible
for participating in the tender process.
d. Technical proposal will be checked for eligibility and meeting the qualifications as per ITB
clauses 1 and 8 under section 3, and for meeting the technical specifications of the items
bid.

e. Proposals (and modifications sent pursuant to ITB Clause 5.12.D) that are not opened and
Proposal out at bid opening shall not be considered further for evaluation, irrespective of
the circumstances. Withdrawn bids will be returned unopened to the bidders.
f. The proposals will be evaluated on the basis of these presentations with regard to their
capabilities, experience, approach, methodology, training and support.

g. The Bidder’s representative who is present shall sign an attendance. In the event of the
specified date of bid opening being declared holiday for the tendering authority, the bid
shall be opened at the appointed time and location on the next working day.
h. The Bidder’s name, bid modifications or withdrawals, bid prices and presence or the
absence of requisite bid security and such other details as, the Tendering Authority at
his discretion, may consider appropriate, will be announced at the time of opening. No
bid shall be rejected at the openings except for the late bids, which shall be returned
unopened to the Bidders.
i. Bids that are not opened and read out at bid opening shall not be considered for further
evaluation, irrespective of the circumstances. Withdrawn bids will be returned unopened
to the Bidders.
j. Bids will be opened In the presence of Tender Committee Members whoever are present
as well as Bidders or their representatives who chose to attend on the specified date and
time. No separate call will be sent.
k. The Tendering authority reserves the right to disallow the opening of bid of any of the
bidders without assigning any reason.
4.14 Clarification of Bids
During evaluation of bids, Tendering Authority may at its discretion, asks the Bidder for
clarification of its bid .The request for clarification and response shall be in writing and no
change in prices or substance of the bid shall be sought, offered or permitted.
4.15 Contacting the Tendering Authority
a. No Bidder shall contact the Tendering Authority on any matter relating to its bid, from time
of opening to the time the contract is awarded. If he wishes to bring additional information
to the notice of the Tendering Authority, he should do in writing. The Tendering Authority

reserves the right as to whether such additional information should be considered or
otherwise.
b. Any effort by a Bidder to influence the Tendering Authority in its decision on bid evaluation,
bid comparison or contract award may result in disqualification of the Bidder’s bid and also
forfeiture of his bid security.
4.16 Award of Work
a. The finalization of the tenders will be done by a committee constituted by the Tendering
Authority for this purpose.
b. The Tendering Authority will award the work to the Successful bidder whose bid has
been determined as the lowest evaluated bid provided further that the bidder is
technically eligible and has also passed the presentation stage.
c. The Tendering Authority’s may vary scope of contract at the time of award.
4.17 Tendering Authority's Right to Accept / Reject Any or All Bids
The Tendering Authority reserves the right to accept or reject any bid, or to annul the bidding
process and reject all bids at any time prior to the award of Contracts, without thereby incurring
any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or
Bidders of the grounds for the Tendering Authority’s action.
4.18 Notification of Awards
Prior to the expiry of the period of the bid validity, the Tendering Authority will notify the
successful Bidder in writing. The Bidder will confirm the same in writing through registered
letter.
4.19 Signing of Contract
a. At the same time as the Tendering Authority notifies the successful Bidder that its bid has
been accepted, the Tendering Authority will send the Bidder the Contract Form provided by
this office.
b. Within 7 days of receipt of the Contract Form, the successful Bidder shall sign the contract
and return to the authority.
4.20 Performance Guarantee
Within 15 days after receipt of notification of award of the Contract from the AXOM SARVA
SIKSHA ABHIYAN MISSION, the successful Bidder shall furnish performance guarantee bond to
the AXOM SARVA SIKSHA ABHIYAN MISSION, which shall be equal to 10% of the total value of
the contract and shall be in the form of a bank guarantee bond from a Nationalized Bank in the
Performa given in Annexure 5.

4.21 Corrupt or Fraudulent Practices
The Tendering Authority requires that the Bidders/suppliers/ contractors under this tender
observe the highest standards of ethics during the procurement and execution of such
contracts. In pursuance of this policy, the Tendering Authority:
a. Defines for the purposes of this provision, the terms set forth as follows:
i. “Corrupt practice” means the offering, giving, receiving or soliciting of anything of value
to influence the action of the public official in the procurement process or in contract
execution; and
ii. “Fraudulent practice” means a misrepresentation of facts in order to influence a
procurement process or a execution of a contract to the detriment of the Tendering
Authority, and includes collusive practice among Bidders (prior to or after bid
submission) designed to establish bid prices at artificial non-competitive levels and to
deprive the Tendering Authority of the benefits of the free and open competition;
b. Will reject a proposal for award if it determines that the Bidder recommended for award has
engaged in corrupt or fraudulent practices in competing for the contract in question.
c. Will declare a firm ineligible, either indefinitely or for a stated period of time, to be awarded
a contract if it at any time determines that the firm has engaged in corrupt and fraudulent
practices in competing for, or in executing, a contract.
d. The past performance of the Bidder will be crosschecked if necessary. If the facts are
proven to be dubious the Bidders tender will be ineligible for further processing.
4.22 Interpretation of the clauses in the Tender Document / Contract Document
In case of any ambiguity in the interpretation of any of the clauses in Tender Document or the
Contract Document, the Tendering Authority’s interpretation of the clauses shall be final and
binding on all parties.
4.23 Decision Taken
The decision taken by the SSA, Assam in the process of Tender evaluation will be full and final.

6. Special Conditions of Contract
The following Special Conditions of Contract shall supplement the General Conditions of
Contract. Whenever there is a conflict, the provisions herein shall prevail over those in the
General Conditions of Contract.
6.1 Solution Provider’s Integrity
The Solution Provider is responsible for and obliged to conduct all contracted activities as
defined in the scope of work in accordance with the Contract.
6.2 Solution Provider’s Obligations
a. The Solution Provider is obliged to work closely with the Tendering Authority’s staff, act
within its own authority and abide by directives issued by the Tendering Authority.
b. The Solution Provider will abide by the job safety measures prevalent in India and will
free the Tendering Authority from all demands or responsibilities arising from accidents
or loss of life the cause of which is the Solution Provider’s negligence. The Solution
Provider will pay all indemnities arising from such incidents and will not hold the
Tendering Authority responsible or obligated.
c. The Solution Provider is responsible for managing the activities of its personnel or sub-
contracted personnel and will hold itself responsible for any misdemeanor.
d. The Solution Provider will treat as confidential all data and information about The
Tendering Authority, obtained in the execution of his responsibilities, in strict confidence
and will not reveal such information to any other party without the prior written approval
of the Tendering Authority.
The bidder will submit all deliverable specified in Bid Document. The detail compatible
Software Specifications for the Web- Application Software is mentioned as below:
The Application Software is to be developed on App Server and database server in
environment of latest technology.
All the source code along with help files of the complete Application software must be
submitted to AXOM SARBA SIKSHA ABHIJAN MISSION in a CD which will be verified by the
Technical person of AXOM SARBA SIKSHA ABHIJAN MISSION or any other Technical person
engaged by AXOM SARBA SIKSHA ABHIJAN MISSION.
The Web Server Software will be run on Microsoft IIS 6.0 and Browsers is Internet Explorer
6.0 or higher or any compatible browser.

The Application will be accessed through Broadband or leased line.
Specification of ICR Format to be scanned: Specification of ICR format is A4 (210 mm X 297
mm) size of minimum 100 GSM
The bidder will be bound by the decision of the AXOM SARVA SIKSHA ABHIYAN MISSION
for the evaluation of the completion of the project.
7. Payment
All the payment will be made only after the successful completion of the complete works or
may be district wise data digitization in the on-line system.
Payment for Scanning and data digitization is Rs.1.945 for format including all taxes
Payment for Development of web-based CTS software along with One year
maintenance is Rs.2205982.00 inclusive of all taxes

7.1 Expected Outcomes
7.1.1 Child Tracking System
The main objective of this part of the project is to collect the information of child from each
house in all the villages across the state.
To identify children for enrollment to schools.
To get information of Educational status of 0-18 age group children.
To get reasons of children ‘out of school’ and also to get gender wise , category wise and religion wise children information.
To ensure retention and quality education.
Proper Technology has to be used to transfer data to a database for each district.
The school data has to be mapped into the system by giving a unique code.

reports and analytical reports based on the information gathered. Following are the few reports

CTS should have options for adding or modifying child data as well as household data so
that in future the information can be fed in directly into the system and reports related to
planning activity can be generated. The child data should be made public to view and
suggest for any changes. This will lead to citizen satisfaction and authentication of the data.
Reports can be developed for the people to view information related to child as well as
household. Search facility can also be given for the people to search a particular child in the
entire state.
Infrastructure Development
In order to carry out and mange such a project, it is very much necessary to have good
infrastructure in the state office for setting up the Data Center. Also Installation &
Maintenance of servers for smooth execution of the project at the State data center.
