1 INTRODUCTION

1.1 Introduction 1.1.1 Census 2011 summarizes the fast-paced Indian urbanization and its manifestation

on different aspects of planning. India’s urban population which was 377 million

(31% of the total population) is forecasted to reach 600 million by 2031 and 50%

of the country’s population by 2050. The number of cities and towns had also

increased significantly from 5161 (2001) to 7935 (2011). In 2011, close to 8

million households do not have access to toilets and defecate in the open. Weak

sanitation has significant health costs and indicates both the scale of the challenge

ahead of the Indian cities and the huge costs incurred from not addressing them.

1.1.2 The Government of India (GoI) has launched flagship program the Swachh Bharat

Mission (SBM), a joint mission of the Ministry of Housing & Urban Affairs

(MoHUA) and the Ministry of Drinking Water and Sanitation (MDWSS). The

vision set forth is to realize the dream of Mahatma Gandhi that “all cities, towns

and villages should become clean”, as a tribute on his 150th

Birth Anniversary to

be celebrated on October 02, 2019. But in Uttar Pradesh the ODF target is 02nd

October 2018.

1.1.3 The Mission objectives are

a) Elimination of open defecation;

b) Eradication of Manual Scavenging;

c) Modern and Scientific Municipal Solid Waste Management;

d) To effect behavioral change regarding healthy sanitation practices;

e) Generate awareness about sanitation and its linkage with public health;

f) Capacity Augmentation for ULBs to create an enabling environment for

private sector participation in Capex (capital expenditure) and Opex

(operation and maintenance)

1.1.4 The mission aims to cover 1.04 crore households, provide 2.5 lakh community

toilets, 2.6 lakh public toilets, and a solid waste management facility in each town.

Under the programme, community toilets will be built in residential areas where it

is difficult to construct individual household toilets. Public toilets will also be

constructed in designated locations such as tourist places, markets, bus stations,

railway stations, etc. The programme will be implemented over a five-year period

in 4,401 towns.

1.2 SBM (Urban) Component II: Community Toilets 1.2.1 Under SBM (Urban), it is estimated that about 20% of the urban households in

cities, who are currently practicing open defecation are likely to use community

toilets as a solution due to land and space constraints in constructing individual

household latrine. Community toilet blocks will consist of a given number of toilet

seats, as per requirements, toilet super-structure including the pan and water closet,

and a sub-structure (either an on-site treatment system, or a connection to

underground sewerage/ septage system) shared by all the toilet seats and facilities

for hand wash.

1.2.2 For this component, beneficiaries shall be groups of households (“beneficiary

household group”) in urban areas whose members practice open defecation and



who do not have access to household toilet, and for whom the construction of

individual household toilets is not feasible. Beneficiary household groups will be

targeted under this scheme irrespective of whether they live in authorized

/unauthorized colonies or notified/non-notified slums. Under SBM (Urban), tenure

security issues are to be de-linked with benefits.

1.2.3 Once a sufficient number of households are identified as a group, the ULB shall

identify suitable piece of land adjoining their houses/dwelling and design the toilet

block. Efforts should be made to look into all possible sources of revenue

generation by leveraging land, use of rooftop or any other means.

1.2.4 All community toilets constructed under SBM must have a minimum 5 year

maintenance contract.

1.3 SBM (Urban) Component - III: Public Toilets and Urinals 1.3.1 Under SBM (Urban), States and ULBs will ensure that a sufficient number of

public toilets & Urinals are constructed in each city. All prominent places within

the city attracting floating population should be covered. Care should be taken to

ensure that these facilities have adequate provision for men, women and facilities

for the disabled (e.g. ramp provision, braille signage, etc.) wherever necessary.

1.3.2 States and ULBs are encouraged to identify land for public toilets & urinals, and

leverage this land and advertisements to encourage the private sector to construct

and manage public toilets & Urinals through a PPP agreement.

1.3.3 All Public Toilets & Urinals constructed under SBM must have a minimum 5 year

maintenance contract.

1.4 Government of Uttar Pradesh Initiatives 1.4.1 Government of Uttar Pradesh (GoUP) acknowledges the Mission and has launched

the SBM with a goal of achieving “Open Defecation Free Cities” by 2019.

Achieving these goals mandated GoUP to strategize interventions on creating

infrastructure (individual / community / public / hybrid toilets) and their sustained

operations and maintenance). To inform citizens as well as reach sustained

outcomes special focus on demand creation through IEC coupled with behavioural

change has also been strategized.

1.4.2 In this regard, the State Mission Directorate / Urban Local Bodies Directorate is

initiating an empanelment process through this Expression of Interest (EoI) to

empanel Agencies/Service providers for construction/development/operation of

Community Toilets (CT) and Public Toilets (PT) & Urinals in the identified areas1

of the state.

1.4.3 The scope of this empanelment is limited to construction/development/operation of

CT and PT & Urinals only. The purpose of empanelment of Agencies/Service

providers /Operators is to make available for the State Mission Directorate and

Urban Local Bodies (ULBs) a list of dedicated agencies from whom services

(construction/development/O&M) of CT and PT & Urinals can be undertaken.

1.4.4 Depending on the location and size of the Community Toilet or Public Toilet or

Urinals, GoUP may assist the Contractor/Developer in the following:

� Identification of land suitable for construction of Community Toilet and

Public Toilet & Urinals

� Provide standard Designs and Specifications for construction/development

� Ensure water and electricity connection

� Obtain necessary Clearances and Approvals

� Release Grant in case of Community Toilets

2 EOI INVITATION

2.1 General 2.1.1 With the objective of elimination of open defecation, eradication of Manual

Scavenging and introducing behavioural change regarding healthy sanitation

practices, the State Mission Directorate (SBM-Urban), Department of Urban

Development, Government of Uttar Pradesh (“Authority”) is inviting Expression

of Interest (EoI) from Corporate Bodies/ Private sector/ Public Sector Undertakings

NGOs/Trust (“Applicant”) to construct/develop/operate Community Toilets and

Public Toilets & Urinals as per the details given above.

2.1.2 Applicants willing to get empanelled are required to furnish details (in English

language only) as outlined and as per the prescribed format along with evidence

documents as cited.

2.1.3 The Applicant shall bear all costs associated with the preparation and submission

of its application, and the Authority will in no case be responsible or liable for

these costs, regardless of the conduct or the outcome of the EoI process.

2.1.4 The Applicant should not be black-listed by any of Central/State Government or

PSUs or Urban Local Bodies or any other Government body.

2.2 EOI submission 2.2.1 EOI shall be submitted along with the filled in formats provided as Appendices.

The EOI envelope shall be super scribed as:

“EOI for Construction of Community Toilets, Uttar Pradesh” or

“EOI for Development of Public Toilets and Urinals through PPP, Uttar Pradesh”

2.2.2 The EoI shall be submitted on or before 15.00 Hrs (IST) on November 27, 2017

and open at 16.00 Hrs (IST) on same day .

2.2.3 Submission of EoI by email or other electronic means will also be accepted. It is

the responsibility of the interested party alone to ensure that its EoI is delivered at

prescribed address by the stated deadline. The Authority shall not be held



responsible for any delay in delivery or lost in transit cases.

2.2.4 The EoI shall be submitted either online or offline.

2.2.6 Only complete EoI response received on or before the due date and time shall be

considered.

2.3 Eligibility Criteria 2.3.1 The Applicants intending to be empanelled for construction/development/operation

& maintenance of Community Toilets and Public Toilets & Urinals should fulfill

the following eligibility criteria and shall provide necessary documentary evidence

as detailed out below:

2.3.2 The Applicant shall be either a Proprietorship/Partnership Firm/LLP, or a

Company/LLC or a NGO/ Trust / Society registered with concern legal authority, 5

years prior to the EoI Submission Due Date.

2.3.3 The EoI shall include:

a) A brief Profile giving details of current activities (As per Annexure B)

b) Copy of the PAN and GST (as applicable)

c) Proof of existence of establishment and legal status as on the date of

publication of EoI

2.4 Empanelment process 2.4.1 Empanelment of Agencies for construction/development/operation of Community

and Public Toilets & Urinals will be on the basis of Eligibility Criteria in response

to the EoI invited by the Authority.

2.4.2 A Committee headed by Principal Secretary, Urban Development Department,

GoUP will screen the application for empanelment and if required, the Applicants

may be called for presentation accordingly.

2.4.3 The information and the details received will be evaluated by the Committee,

based on the criteria given. On completion of evaluation process, Applicants

considered eligible for empanelment (“Agency”) will be intimated.

2.4.4 The list of empanelled agencies shall be made available to the ULBs of State, who

can in-turn appoint the agencies for construction/development/operation and

commissioning of toilets according to the requirements.

2.4.5 Urban Development Department, GoUP reserves its right to allocate the number of

identified Community Toilets/Public Toilets & Urinals based on the requirements

assessed for each ULB and the technical financial capability of the

Contractor/Developer to implement the project. The decision of Authority for the

allocation of work in this regard is final and binding.

2.4.6 Authority reserves the right to reject any or all EoIs received without assigning any

reasons.



2.5 Other Terms & Conditions 2.5.1 Empanelment shall be initially for a period of Two years, which may be renewed

for further period(s) at the sole discretion of the Authority.

2.5.2 Joint ventures/Consortiums are not allowed.

2.5.3 Empanelment with the Authority does not confer any right to the agencies to be

invited for participating in any bids, tenders, allotment of works etc.

2.5.4 The Authority reserves the right to call bids/ assign work/ associate the agency/

agencies in any urban area as may be deemed fit by him depending upon the

profile provided by the agencies and requirement of the assignment.

2.5.5 The Authority reserves the right to waive-of any shortfalls; accept the whole,

accept part of or reject any or all responses to this EoI.
