PRE-QUALIFICATION OF FOREIGN CONTRACTORS FOR
CONSTRUCTION OF INFRASTRUCTURE WORKS FOR QUAID-E-AZAM
APPAREL PARK, M-2, MOTORWAY, DISTRICT SHEIKHUPURA
(SPECIAL ECONOMIC ZONE-SEZ)
1.1 INTRODUCTION
Punjab Industrial Estates Development & Management Company (PIEDMC) has
been established by Government of Punjab, having its registered office at
Commercial Area (North), Sundar Industrial Estate, Raiwind Road, Lahore, Pakistan,
an association of non-profit organization, within the meaning of Section-42 of the
Companies Ordinance-1984 has been formed as Public Company with the main
objective to develop a chain of new industrial estates in the province Punjab along
with upgrading the existing ones in a dynamic and innovative manner, making
ancillary arrangements related to the development of infrastructure, meeting the new
challenges of WTO regime and providing solutions to the problems of prospective
entrepreneurs.
PIEDMC is led by private sector so that it can be more flexible, responsive to the
changing environment and also be financially sustainable in the long run.
The company consists of a central Board of Directors (BOD) consisting of 21
members, 17 of which are from private sector including Chairman of BOD,
representing different sectors of the economy and four (04) from Ex-Officio
Government Secretaries such as Secretary Industries, Commerce &Investment,
Secretary Labor, Secretary Finance and Chairman TEVTA.
The Government of Punjab (GoP) has initiated a project of “Quaid-e-Azam Apparel
Park (QAAP)“ and PIEDMC has been made responsible for its execution. The
project is located on M-2, motorway near district Sheikupura, in order to facilitate the
textile, garment & apparel sector all over the Pakistan.
Presently, there is neither any organized or planned Garment/Apparel Zone neither
in Punjab nor in the entire Country. Therefore, there is an utmost need for
establishment of state-of-the-art Apparel / Garment Zone to encourage and promote
garment related industrial activity. It can also become a source of foreign investment

by projecting to international industrial community; in particular, South Asia, China
and Central Asian States. As a matter of fact, establishment of Garment Zone will
bring prosperity to the entire region at local and national levels.
Since, the focus of Apparel / Garment Zone will be largely on industries like textiles
and garments but allied and other general industries related to textile and garment
will also be given the same importance as these industries will serve a major role in
supporting and supplying to the main industries. There will also be opportunities for
industries producing value additions products, therefore planning and development
be carried out in light of their (all types of textile, garment and related industries)
combined technical and financial parameters.
The Apparel Zone will be developed on minimum 1536 acres which can meet the
requirements to provide maximum possible facilities including infrastructure,
amenities, CETP and grid station etc. to the potential industrialists.
The SALIENT Features of project are as follows:-
i. Approved as Special Economic Zone (SEZ) by the Government of the Punjab.
ii. 1536 acres land is earmarked for the said project (QAAP).
iii. Well located (40 kilometers away from Lahore city and 15 kilometers from District
Sheikhupura).
iv. 1.5 kilometers from existing overhead bridge on Motorway (M-2) which is being
developed as an interchange to link directly with the site.
v. All the utilities (Electricity, Sui Gas, Telephone etc) are within 10 kilometers range.
vi. Plain land with minimal level differences, therefore, no problem for drainage.
vii. Mix of agricultural, sandy land with normal soil strata.
viii. UCC (Upper Chanab Canal) at a distance of 2.5 kilometers of site provides alternate
water source other than the tube wells.
ix. Four kilometers away from Chichookee Mallyan railway station.
x. Also easily accessible from Lahore- Sheikhupura road other than Motorway.

1.2 PURPOSE OF THIS DOCUMENT
The purpose of this document is to shortlist / pre-qualify eligible, well versed Foreign Firms
in Joint Ventures (JVs) with Pakistani firm, capable of undertaking all required activities
under the subject project including Civil, Mechanical and Electrical works along with all
other allied works and to seek applications for Pre-qualification as per requirements
elaborated in this document.
1.3 PROJECT LOCATION
The proposed project is located on M-2, Motorway, District Sheikhupura, 40 km from the
Lahore, provincial capital of Punjab province of Pakistan. The satellite image showing the
location plan of QAAP project is attached as Annexure-B and approach roads connectivity
details is attached as Annexure-C.
1.4 SPECIFICATIONS STANDARDS
The QAAP project has been designed on the international standards & techniques as per
ASTM, AASHTO, AASHO, ACI and IEC etc.
1.5 BREIF SCOPE OF WORK
The wining contractor will be executed/constructed the works as per the design and standards
provided by the Client as under:
i) Construction of internal road network (flexible pavement) approximately 32 km in
length.
ii) Laying of water supply network (PE pipes), including construction of overhead water
tanks.
iii) Construction of drainage system, RCC drains for effluent and storm water system.
iv) Laying of underground electrification system including HT/LT lines, street lights and
installation and commissioning of pad mounted transformers, RMU’s and other allied
equipments.
v) Laying of main Trunk sewer lines.
vi) Construction of Waste Water Works
vii) All related civil, electrical and mechanical works will be executed
2. FEE OF THE PRE-QUALIFICATION DOCUMENTS
The pre-qualification documents will be issued to the interested foreign firms/JVs on
payment of non-refundable fee in shape of CDR/pay order of $100/- or equivalent Pak
Rupees from the office of “General Manager-Technical, Commercial Area (North), Sundar
Industrial Estate, Rawind Road Lahore”. No application will be entertained without receipt of
the non-refundable application fee.

3. INSTRUCTIONS TO APPLICANTS
3.1 Submission of Application
The blank forms attached with this document are to be duly filled by the applicants who
apply for Prequalification. One original and two (02) copies should be submitted
separately in sealed envelopes to be delivered by hand or through registered mail to:

Not later than 1500 hrs on June 30, 2016 clearly marked “Applications for
Prequalification for Construction of Infrastructure Works for Quaid-e-Azam
Apparel Park, District Sheikhupura.
The applications are to be prepared in English language. The applicants must respond to
all questions and provide complete information along with supporting documents where
required and certified copies of Registration with Pakistan Engineering Council (PEC) as
advised in this document. In case of foreign firm, a certified copy of the respective
country organization duly certified by Pakistan Embassy/ High Commission or PEC shall
be furnished. Any lapses to provide essential information may result in dis-qualification
of the applicant. No column is to be left blank.
Applicants may request to office of General Manager-Technical, Sundar Industrial Estate
Commercial Area (North), Raiwind Road, Lahore, Pakistan, Ph: +92-42-35297203-06,
Fax: +92-42-35297207, (the Employer), for the clarification about the Project or the
Pre-qualification during office hours before the deadline for submission of Pre-
qualification Documents but no document will be received/ considered after the due date
for submission of Pre-qualification Documents.
All documents submitted by the firms should be delivered in one packet/parcel for ease of
handling and to avoid loss of documents.
The bidding process for the project will be based on “Single Stage Two Envelope
Method”. The bidding documents will be released to shortlisted JV contractors only.
Any miss-statement(s)/false information by any applicant will result into his
disqualification at any stage.
3.2 Qualification Criteria
3.2.1 General
Pre-qualification will be based on the criteria given in succeeding paras regarding the

Applicant’s Experience Record, Personnel Capabilities, Equipment Capabilities and
Financial Soundness etc. as demonstrated by the Applicant’s responses in the forms
given in this document. The Client “Punjab Industrial Estates Development &
Management Company (PIEDMC)” reserves the right to waive minor deviations, if
these don’t materially affect the capability of an applicant to perform the contract.
Sub-contractor’s experience and resources shall not be taken into account in
determining the Applicant’s compliance with the qualifying criteria. However, Joint
Venture experience & resources shall be considered. The following criteria is evolved
keeping in view the complexity of the project.

a) Pre-qualification status shall be decided on the basis of Pass/Fail criteria.
b) The applicant must secure at least 60% marks in each category and 65% overall
marks.
3.2.2 Basic Eligibility
The firms fulfilling the following basic requirements shall only be considered for
further evaluation (relevant documents to be attached):
a. The foreign contractor shall submit proof of their affiliation from their
respective country (s) Council/ Engineering Services Accreditation Body.
b. Valid Registration with PEC in Category "CA" (No Limit) for their local JV
Partner
c. Certificate of registration of Firm or equivalent.
d. Income Tax registration certificate.
e. Provide last 10-year litigation history, if any, as per form A-11 of the criteria.
f. Judicial Affidavit declaring no blacklisting.
g. Annual Audit Report for the last three years.
h. Foreign Contractor should preferably have experience in construction of
infrastructural works for establishment of International Standards/known
Apparel/Industrial Parks worldwide.
All the members have to fulfill the above mentioned Basic Eligibility criteria. In case
of foreign firms, they have to form a JV with local firms as per provision of
“construction and operation of Engineering Works” Bye-laws, 1987, of PEC, duly
amended. For foreign firms registration with PEC will not be mandatory at the time of
Prequalification. However, they will have to produce license in Category C-A from
PEC of the local partner along with the bid in a separate envelope.
3.2.3 Experience Record
Credit marks for experience shall be awarded on the basis of following qualifications:

* The Applicant shall attach Acceptance letter/Award letter as well as completion certificate (Showing project
cost) for completed and on-going as given above. The detailed scoring criteria is attached as Annexure-I.
3.2.4 Personnel Capabilities
The applicants must have in their employment suitably qualified personnel with relevant
experience to fill the following key management and specialist positions. The applicant will
supply information on a prime and an alternate candidate for each position (both should meet
the specified experience requirements) in the relevant Annexure-I provided in the document.

3.2.5 Equipment Capabilities

3.2.6 Financial Position

3.2.7 Litigation History
The applicant and partners of a Joint Venture should provide accurate information on
any litigation or arbitration resulting from contracts completed or under execution
over the last five (10) years. A consistent history of litigations against the applicant or
any partner of a joint venture may result in rejection of the application.
3.3 Joint Venture (JV)
3.3.1 Joint Venture must comply with the following requirements:-
a) Following are the minimum qualification requirements;
i) In accordance with Pakistan Engineering Council Bye-laws, Foreign Firms are
required to form Joint Ventures with local Firms.
ii) The lead partner shall meet not less than 60% of all qualifying criteria given in
paras heretofore.
iii) Local partner shall meet not less than 30% of all the qualifying criteria given
in paras heretofore.
iv) No compromise shall be made on minimum requirements of 60% score in
each category and 65% overall score.
v) The joint venture must collectively satisfy the criteria of paras 3.2, 3.3 and
3.4 heretofore, for which purpose the relevant figures for each of the
partners shall be added together to arrive at the JV’s total capacity.
Individual members must satisfy each of the requirements of paras 3.5 and
3.6 hereafter.
vi) The lead partner shall be foreign firm and local Pakistani firm will act as
associated local partner.
b) Any change in a prequalified JV after prequalification, shall be subject to the
written approval of the Client prior to the deadline for submission of bids.
Such approval may be denied if:-
i) Partner(s) withdraw from a JV and remaining partners do not meet the
qualifying requirements;
ii) The new partners to a JV are not qualified individually or as another
JV; or
iii) In the opinion of the Client, a substantial reduction in competition
would result.

c) Bid shall be signed by all members in the JV so as to legally bind all partners,
jointly and severally, and any bid shall be submitted with a copy of the JV
agreement providing the joint and several liabilities with respect to the
contract.
3.3.2 The prequalification of a JV does not necessarily prequalify any of its partners
individually or as a partner in any other JV or association. In case of dissolution of a
JV, each one of the constituent firms may prequalify if they meet all the
prequalification requirements and any partner of J.V has requested/shall request for
the same and then his prequalification shall be subject to the written approval of the
Client.
3.4 Conflict of Interest
The Applicant (including all members of a JV) must not be associated, nor have been
associated in the past, with the consultants or any other entity that has prepared the
design, specifications and other prequalification and bidding documents for the
project, or was proposed as Engineer for the contract, over the last five (05) years.
Any such association may result in disqualification of the applicant.
3.5 Updating Prequalification Information
3.5.1 Bidders shall be required to update the financial, personnel and equipment
information used for prequalification at the time of submitting their bids, to confirm
their continued compliance with the qualification criteria and verification of the
information provided at the time of prequalification. A bid shall be rejected if the
Applicant’s qualification thresholds are no longer met at the time of bidding.
3.6 Other Factors
3.6.1 Only firms/contractors/JVs that have been prequalified under this procedure shall be
invited to bid. A qualified firm/contractor/JV may participate only in one bid for the
contract. If a firm submits more than one bid, singly or as a JV, all bids including that
bidder will be rejected. This rule will not apply in respect of bids which include
specialist sub-contractors who are used by more than one bidder.
3.6.2 a) The scope of work mentioned under Section-1.5 is provisional and the Client
reserves the right to amend it in the Bidding Documents.
b) Reject or accept any application; and
c) Cancel the prequalification process and reject all applications.
3.6.3 a) All the applicants will be informed, in due course, of the result of evaluation
of applicants.
b) The Employer shall neither be liable for any such actions nor be under any
obligation to inform the Applicant of the grounds for rejection, however, on

the request of firms the result of their applications may be debriefed.
4. EVALUATION CRITERIA
Applicants meeting the minimum requirements mentioned in Para 3.2 besides other factors
shall be considered for pre-qualification. No compromise shall be made on minimum
requirements of 60% score in each category and 65% overall score. The evaluation of the
Foreign Firms/Contractors/ Joint Ventures (JVs) will be carried out as per criteria attached as
Annexure-I.
5. ADDITIONAL CLAUSES
5.1 Answers must be given to all questions in the attached Forms. If necessary, additional
sheets may be attached. Failure to provide complete information may result in
disqualification.
5.2 Each sheet shall be duly signed by the applicant or by the duly authorized
representative of the applicant. Such authorization shall be indicated by a written
power of attorney which shall be attached with the application.
5.3 All the documents submitted by the applicants shall be treated as confidential and
shall not be returned.
5.4 If necessary, additional sheets may be added to the Forms. Each page of each Form
shall be clearly marked in the right top corner as follows: Form I, Page 1 of 2, Form I,
Page 2 of 2 etc.
5.4.1 Each page of documents must be attached by page marking and signing
initials.
5.5 Only those Pakistani Firms/Contractors/JVs can apply or participate in Joint Ventures
for the purpose of pre-qualification who have valid registration in “C-A
CATEGORY” with the Pakistan Engineering Council (PEC).
5.6 All the forms given in the documents shall be completely filled in.

Dear Sir,
1. Being duly authorized to represent and act on behalf of ................................... (hereinafter
“the Applicant”), and having reviewed and fully understood all the prequalification
information provided, the undersigned hereby apply to be prequalified as a bidder for the
“Construction of Infrastructure Works at Quaid-e-Azam Apparel Park (QAAP)”.
2. Attached to this letter are copies of original documents defining1:
(a) The Applicant's legal status;
(b) The principal place of business; and
(c) The place of incorporation (for applicants who are corporations); or
the place of registration and the nationality of the owners (for applicants who are
partnerships or individually-owned firms).
(d) Registration with Pakistan Engineering Council of local contractor.
1 For applications by joint ventures, all the information requested in the prequalification documents is to be provided for the joint venture, if it already exists, and for each party to the joint venture separately. The lead partner should be clearly identified. Each partner in the joint venture shall sign the letter.

(e) The foreign contractor shall submit proof of their affiliation from their respective
country (s) as a proof of their credibility and recognition.
3. The General Manager-Technical, and its authorized representatives are hereby authorized to
conduct any inquiry or investigation to verify the statements, documents, and information
submitted in connection with this application, and to seek clarification from our bankers and
clients regarding any financial and technical aspects. This Letter of Application will also
serve as authorization to any individual or authorized representative of any institution
referred to in the supporting information, to provide such information deemed necessary and
requested by The General Manager-Technical, , or the authorized representative to verify
statements and information provided in this application, or with regard to the resources,
experience, and competency of the Applicant.
4. The General Manager-Technical, and its authorized representatives may contact the
