WDC projects sanctioned during 2009-2010. ------

Chhattisgarh State Watershed Management Agency (hereinafter called “CGSWMA”) is hereby inviting Expression of Interest to assign the Comprehensive Evaluation of PMKSY-WDC projects sanctioned during 2009-2010. The detailed terms & conditions prescribed for submission of EOI can be obtained from Department‘s website- https://watershed.cg.gov.in. 2. The details in this regard are provided under Terms of Reference in this EOI document. 3. The proposal duly completed in all respect should be addressed to „Chief Executive Officer, Chhattisgarh State Watershed Management Agency, Department of Agriculture & Biotechnology, Govt. Of Chhattisgarh, C-69, Khanij Nagar, VIP road, Raipur-492006 in the sealed cover superscripted as “EOI for Comprehensive Evaluation of PMKSY-WDC projects sanctioned during FY 2009-2010.” and the envelope should contain two separate envelopes each for Technical Bid (TB) & Financial Bid (FB) duly sealed. It should reach this office on or before 31.08.2018 (01.00 PM).The proposals received after due date will not be entertained in any circumstance and this Department shall not be held responsible for any type of postal delay.

1. Introduction

PMKSY-WDC (Erstwhile IWMP) is aimed to achieve its objective mentioned in Common Guidelines of Watershed Projects issued by GoI. Chhattisgarh State Watershed Management Agency (CGSWMA) is the state level nodal agency responsible for overall implementation of the programme under the guidelines. As per the provision of above mentioned guidelines, we are in need of evaluation of IWMP projects sanctioned during FY 2009-10. List of the projects which are to be evaluation is enclosed here with as Annexure 07.

Chhattisgarh State Watershed Management Agency (CGSWMA) is managing PMKSY-WDC (IWMP) in the state and currently implementing 263 Projects with project area 11.94 lakh ha. and project cost Rs.1498 crores in 27 districts with Project Implementing Agencies (PIAs) both from Government and Non-Government Organisations. The projects sanctioned in 2009-10(Batch-I) has been closed in March-2017. To ensure a quality evaluation for these projects, Government of Chhattisgarh is willing to hire a national level leading reputed Resource Organisations/ Institutions/ Consortium of Resource Organisations.

2. Cost of Evaluation

Cost of Evaluation will be limited to maximum up to INR Rs. 34.3480 Lakhs only.

3. Clarification and Amendment of EOI Document

3.1 This document contains necessary instructions and data sheets i.e. ToR, technical proposal (form), financial proposal (form). Agency(ies) may request a clarification on any clause of the EOI document within the timeframe indicated in the Annexure No. 01. Any request for clarification must be sent by e-mail only to CGSWMA‘s e-mail address indicated in the Annexure 01. CGSWMA will respond by e-mail i.e. [email protected]

3.2 At any time before the submission of proposals, CGSWMA may amend the EOI

by issuing an addendum in writing or by announcing it through its website. The

addendum shall be binding on all Agency (ies). Agency (ies) shall acknowledge

receipt of all such amendments. To give the Agency(ies) reasonable time, in which,

to take an amendment into account in their proposals, CGSWMA may, if the

amendment is substantial, extend the deadline for the submission of proposal.

4. Conflict of Interest

4.1 CGSWMA requires that Agency(ies) provide professional, objective, and impartial advice and at all times, hold CGSWMA‘s interests paramount, strictly avoid conflicts with other assignment/ jobs or their own corporate interest and act without any consideration for future work.

4.2 Without limitation on the generality of the foregoing, Agency(ies), and any of their affiliates, shall be considered to have a conflict of interest and shall not be recruited, under any of the circumstances set forth below: Conflicting Activities: An Agency(ies) or any of its affiliates, selected to provide consulting assignment/job for this project, shall be disqualified from subsequent downstream supply of goods or works or services resulting from or directly related to this EOI. Conflicting Assignment/job: An Agency(ies) (including its affiliates) shall not be hired for any assignment/job that, by its nature, may be in conflict with another assignment/job of the Agency(ies) to be executed for the same or for another CGSWMA. Conflicting Relationships: An Agency(ies) that has a business or family relationship with a member of CGSWMA’s staff who is directly or indirectly involved in any part of the project shall not be awarded the Contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to CGSWMA throughout the selection process and the execution of the Contract. 4.3 Agency(ies) have an obligation to disclose any situation of actual or potential conflict that impacts their capacity to serve the best interest of their CGSWMA, or that may reasonably be perceived as having this effect. Any such disclosure shall be made as per the forms of technical proposal provided herewith. If the Agency(ies) fails to disclose said situations and if CGSWMA comes to know about any such situation at any time, it may lead to the disqualification of the Agency(ies) during bidding process or the termination of its contract during execution of the assignment.

5. Unfair Advantage

5.1 If a short-listed Agency(ies) derives any undue advantage by using unfair means in their activities which are not defined in para 4 as above, that would be treated as ‗unfair advantage‘.

6. Preparation of Proposal

6.1 Proposal should be filled in the prescribed format given in the annexures only mandatorily. The Proposal as well as all related correspondence exchanged by the Agency(ies) and CGSWMA shall be written in English/Hindi language, unless specified otherwise. 6.2 Depending on the nature of the assignment/job, Agency(ies) are required to submit a Technical Proposal (TP) in forms provided in Annexure-02-05.. 6.3 Proposal being deemed non-responsive, if following is found missing in proposal:

(a) A brief description of the Agency(ies)‘s organization and in the case of a consortium/joint venture, description of each partner, will be provided in technical forms (Annexure-02). In the same form, the Agency(ies) and in the case of consortium/joint venture, each partner will provide details of experience of assignments which are similar to the proposal assignment / job as per the TOR.

(b) A description of the approach, methodology and work plan for performing the assignment/job to be provided in the respective Technical Form (Annexure-05). (c) The list of the proposed Professional staff team by area of expertise, the position that would be assigned to each staff team member and their tasks to be provided in (Annexure-03). (d) CVs of the Professional staff as mentioned in para (d) above signed by the staff themselves or by the authorized representative of the Professional Staff. (Annexure-03). 6.4 The Technical Proposal shall not include any financial bid related information. 6.5 Financial Proposals: a) The Financial Proposal shall be prepared using the prescribed Forms (Annexure No.06 ) be submitted in INR inclusive of all.

7. Taxes -The Agency(ies) shall fully familiarize themselves about the applicable domestic duties and taxes on amounts payable by CGSWMA under the Contract. All such duties and taxes must be included by the Agency(ies) in the financial proposal and must be mentioned respectively and clearly. 8. Currency – Agency(ies) shall express the price of their Assignment/ job in Indian Rupees (INR) only. 9. Earnest Money Deposit The selected Agency(ies) shall be required to furnish an F.D.R. of amount INR Rs. 3.43480 Lakhs which is equivalent to 10% of the evaluation cost along with Technical Proposal (As mentioned in 11.4 further in Section-02). EMD would be returned only after successful completion of tasks assigned to them and only after adjusting/ recovering any dues recoverable/ payable from/ by the Agency(ies). 10. Submission, Receipt and Opening of Proposal

10.1 The original proposal, both Technical and Financial Proposal shall contain no Interlineations or overwriting. Submission letters for both Technical and Financial Proposals should be in the format of Annexure No. 02-06 respectively. 10.2 An authorized representative of the Agency(ies) shall sign all pages of the original Technical and Financial Proposals. The signed Technical and Financial Proposals shall be marked ―ORIGINAL‖.

10.3 The original and three copies of the Technical Proposal shall be placed in a sealed envelope clearly marked ―TECHNICAL PROPOSAL‖. Similarly, the original Financial Proposal shall be placed in a sealed envelope clearly marked ―FINANCIAL PROPOSAL‖ followed by the name of the project. The envelopes containing the Technical Proposals, Financial Proposals shall be placed into an outer envelope and sealed. This outer envelope shall bear the submission address and page content. CGSWMA shall not be responsible for misplacement, losing or premature opening if the outer envelope is not sealed and/or marked as stipulated. This may lead to

rejection of the Proposal. If the Financial Proposal is not submitted in a sealed envelope duly marked as indicated above, this will constitute grounds for declaring the Proposal non-responsive. 10.4 The Proposals must be submitted by Registered/Speed Post(or personally to the office) to the addressee indicated in the Data sheet and received by CGSWMA not later than the time and the date indicated in the Data Sheet, or any extension to this date. Any proposal received by CGSWMA after the deadline for submission shall not be considered.

11. Evaluation of Proposals:- Evaluation and selection of the technical proposals will be done on basis of conditions mentioned in technical proposal of sanction-3 of this EOI documents. Financial bids will be opened only after technical proposal has been qualified.

The decision of CEO-CGSWMA will be final.

11.1 After opening of financial proposals the L-1 Agency(ies) will be declared eligible for award of the contract. This selected Agency(ies) will then be invited for negotiations, if considered necessary.

11.2 Cost of Evaluation will be limited to maximum upto INR Rs.34.3480 Lakhs only.

12. Negotiations

Financial negotiations: Negotiations, if considered necessary, shall be held only with the Agency(ies) who shall be placed as L-1 bidder. Representatives conducting negotiations on behalf of the Agency(ies) must have the written authority to negotiate and conclude the Contract.

13. Award of Contract

13.1 After completing negotiations, CGSWMA shall issue a Letter of Intent to the selected Agency(ies) and promptly notify all other Agency(ies) who have submitted proposals about the decision taken. 13.2 The Agency(ies) will sign the contract after fulfilling all the formalities/ pre-conditions mentioned in the form of contract in Section-6, within 15 days of issuance of the letter of intent. 13.3 The Agency(ies) is expected to commence the assignment/ job from the date of receipt of first instalment.

14. Payment Terms

(a) The payment schedule would be linked with the deliverables in TOR- Inception report

Section 3 : Technical Proposal

Technical Proposal must contain following self-attested* documents with application for

EOI:

1. Earnest Money Deposit(EMD): FDR @ 10% of Evaluation Cost.

2. Agency(ies) must submit their registration certificate with appropriate act and also

enclose copy of its by-laws.

3. Registration certificate for G.S.T.

4. A copy of PAN Card.

5. A copy of three years‘ Audited Balance Sheets of the agency duly audited by

empanelled charted accountant.

6. ITR filed for 3 years duly attested.

7. Experience of Remote Sensing and Geographical information system (RS&GIS)

technique in evaluation of projects enclose appropriate support document(s).

8. Evaluating Agency/Organisation should be registered with any Department, Govt of

Chhattisgarh.

9. Organisation should have work experience in Agriculture Department, WRD, Forest

Dept, in similar nature works.

10. Organisation should have experience of minimum 05 years working with Govt. of

Chhattisgarh.

11. Organisation should have previous work experience in similar nature works.

12. Organisation should have experienced team for comprehensive evaluation

knowledge.

13. Organisation should have minimum 01 Crore (INR) in last 03 years.

Note:

1. Self-Attestation may be done by Head of the Organisation [Herein mentioned as

“Agency(ies)”in this Document] or the nominated representative of the HOD of Organisation.

2. Documents are to be attached in the same serial number.

3. Documents related to Point 01 to 13 should be mandatorily attached. Even if single document

nor attached, your proposal will be rejected summarily and automatically you will be

disqualified and financial bids will not be opened under any circumstances.

Terms of Reference (TOR) for Comprehensive Evaluation of PMKSY-

WDC projects sanctioned in FY 2009-2010

1. Background :

Chhattisgarh State Watershed Management Agency (CGSWMA) is managing PMKSY-WDC (IWMP) in the state and currently implementing 263 Projects with project area 11.94 lakh ha. and project cost Rs.1498 crores in 27 districts with Project Implementing Agencies (PIAs) both from Government and Non-Government Organisations. The projects sanctioned in 2009-10(Batch-I) has been closed in March-2017. To ensure a quality evaluation for the Impact Assessment of these projects, Government of Chhattisgarh is willing to hire a national level leading reputed Resource Organisations/ Institutions/ Consortium of Resource Organisations.

2. Objectives :

i) To study whether all the works/activities have been completed by watershed

committees and user groups as mentioned in sanctioned work plan.

ii) To record the changes observed in natural resources in the project area. This include change in Land use & Land cover, Bio-mass, reclamation of waste-land, change in irrigated areas, change in ground water & surface water profiles and change in soil profiles (quality & reduction in run-off).

iii) To assess the change in agriculture and allied sector i.e. change in cropping pattern, area expansion, production, productivity of major crops, cropping intensity and diversity, area of horticulture crop, fodder production, increase in milch animals, milk production, meat production etc.

iv) To assess the change in economy of the watershed community—i.e. change in Income, Employment, Skill enhancement (if any) & Expenditure Patterns.

v) To assess the level of people‟s participation in the project and its implications.

vi) To assess the extent of development & level of impact on common property resources development and the system of sharing of usufructs there-off.

vii) To assess the post project maintenance of assets & institutions generated under the project and suggest policy option for their sustenance.

viii) To assess the overall impact of the project on the beneficiaries including the spill over effects (i.e. externalities & social impacts).

ix) Provide an overall State level summary of findings and document the best practices observed. Indicate the lessons learnt with policy suggestions for future improvement.

3. Methodology:

(a) Sample size & area coverage:

i) Impact study desired by CGSWMA will be confined to 16 PMKSY-WDC

projects in 9 districts with project area 80673.85 ha. and project cost Rs. 4462.80 Lakhs (i.e. INR Rs. 44.6280 Crores)* sanctioned in FY 2009-10(Batch-I) .

ii) The study will cover watersheds in all 09 districts and a minimum of 33 % of each project will be selected.

iii) The study will cover at least 33% of households from project area.

Note: Project Cost has been given according to amount utilised. Please see Annexure No. 07.

(b) The analytical framework:

The study would follow the following analytical frame work:-

i) Natural resources analysis: –Area of waste land brought under productive use(like agriculture, plantation, fodder, etc.), Covering Land use, Land cover, Bio-mass, Hydrological & Soil profiles.

ii) Agriculture sector analysis: - Area under Agriculture crop, Area Production & productivity analysis, analysis of allied sectors like live stocks, horticulture etc.

iii) Economic Analysis-Including Cost Benefit Ratio Analysis and Internal Rate of Return (IRR) Analysis. (Covering Income, Employment, Debt & Migration Analysis).

iv) Institutional Analysis – Community Based Organizations (CBOs) & Project Implementation Agencies (PIAs), Non-Government Organizations ( NGOs), Community at Large, other stakeholder if any.

v) Systemic & Financial flow Analysis: – Administrative arrangement system analysis of fund flow analysis.

vi) Community Involvement analysis: – How far the project is community driven than merely community centred.

vii) Gender sensitivity and equity analysis: - i.e. Women Involvement in Planning and Implementation of the project & Distribution of investment returns by class, caste & gender.

viii) Over all Analysis- A conclusive overall impact analysis of all the above sectors. Interlinking the Watershed Community & Natural Environment.

Ideally the analysis to be carried out in comparison with related baseline values (i.e. before the project status) collected during the initiation of project. In case of non-availability of such data, the analysis should be made in comparison with related normal values of the region.
