EMPANELMENT OF VENDORS

Applications are invited from competent Vendors who have experience in carrying

out works in various categories and disciplines viz.,Network/Hardware/UPS &

Batteries, for empanelling themselves with our Bank, for a period of TWO years.

Interested parties may obtain the application form from our Regional office address

in person during working hours on any working day, on payment of Tender

Document Cost of Rs.500/- (nonrefundable), by means of DD in favor of Indian

Overseas Bank, payable at Varanasi. Application forms may also be downloaded

from our Bank’s web-site (www.iob.in), in which case Tender Document Cost of

Rs.500/-(nonrefundable), by means of DD in favor of Indian Overseas Bank, payable

at Varanasi, should be enclosed with the completely filled in application form. The

last date for receipt of completely filled application forms is 11:00 am on

06.08.2018.

Any Indian Individual, Sole Proprietorship Firm, Partnership Firm, Public Limited

Company or a Private Limited Company is entitled to get empaneled as contractor

with Indian Overseas Bank provided the eligibility criteria and other conditions are

satisfied.

INTRODUCTION:

INDIAN OVERSEAS BANK , Regional Office Varanasi (hereinafter referred to as ‘the bank’) invites Expression of Interest (EOI) for empanelment of vendors primarily for supply of spares and components for hardware (Desktop PCs, Peripherals ,Printers, Scanners etc), UPS/Batteries and Network related components and extending necessary technical services for trouble shooting various technical issues relating to Hardware, UPS & batteries and Network( LAN management) and also for supply of limited numbers of Hardware (Desktop PCs, Peripherals, Printers, Scanners etc), UPS & batteries, Network related equipments (switch, cables etc), hereinafter collectively referred to as “Empanelment of vendors for small/medium value IT”. OBJECTIVES OF THE EOI: This EOI issued for the purpose of gathering information and short-listing suitable small and medium sized IT vendors for empanelment. Bank shall not be liable for any costs incurred by any potential vendor in preparation and submission of information in response to this EOI. PROJECT SPECIFIC TERMS & CONDITIONS: 1.1. 1.2. BIDDER’S QUALIFICATION CRITIERIA (BQC): The documentary evidence in support of the Bidder's Qualifications Criteria listed below should be established to the satisfaction of the bank.

1) Apart from supply of Hardware, Firm should have its own support center in Varanasi to provide prompt and efficient service to the bank. The support center should be staffed with minimum of 5 Service Engineers under the pay roll of the bidder.

2) Should be a Company /Firm registered in India and is in operation for at least two years as on the date of Expression of Interest. Proof of document should be submitted along with response to Expression of Interest.

3) Should provide a reference of at least one Bank / government organization /

financial institution /major corporate companies in India where in bidder is engaged for Annual Maintenances of Hardware/Network/ UPS in the last 2 financial years.

4) Should not have any adverse records with other banks or our bank.

5) Should not have been blacklisted by any Govt. Department or Public Sector Undertaking.

6) Should be registered with Authorities for Goods and Service Tax. GST Certificate stating GST number should be submitted along with response to Expression of Interest.

7) Should not have any arrears in Tax Payments.

1.3. EVALUATION AND SHORTLISTING: The Bank will evaluate the bid submitted by the bidders based on the Bidder Qualification Criteria stipulated in the EOI. Bidders who have qualified as per Clause 1.2 of this EOI will only be shortlisted for empanelment. Empanelment of vendors will be based on the Scope and validity of empanelment stipulated vide clause 1.4 of the RFP. 1.4 SCOPE AND VALIDITY OF EMPANELMENT:

1. Short-listed bidders as per Clause 1.3 of this EOI will be classified into three categories based on submission of their response as under:

i. Empanelment of vendor for Network –

a) For installation, commissioning and maintenance of structured data cabling at various branches, ATMs/e-Lobby & offices in Varanasi Region.

b) For rectification of the LAN related issues (repairing of LAN Cabling) at various branches, ATMs/e-Lobby & offices in Varanasi Region.

ii. Empanelment of vendor for Hardware – For supply of small value hardware

(Desktop PCs, Peripherals, Printers, Scanners, Switch etc.) and extending necessary technical services such as installation and troubleshooting of technical issues.

iii. Empanelment of vendor for UPS-

a) For supply of Limited number of UPS & Batteries, UPS spares under buyback and extending technical services for installation of UPS and technical trouble shooting of UPS and batteries.

b) For periodical maintenance of batteries so as to ensure proper backup & long life of batteries.

2. Empaneled vendors should be capable of providing one or more onsite

service engineer/s on chargeable basis to troubleshoot technical issues relating to Computer Hardware and Peripherals, UPS & Batteries, Network Equipment’s and other IT related assets located at Various Branches, ATMs,

e-Lobby, & Offices in Varanasi Region, as and when desired by the Bank.

3. Bank, based on the requirement, shall issue ‘limited tender’ to empaneled

vendors for providing on-site support at Various Branches, ATMs, e-Lobby, & Offices in Varanasi Region. Terms and conditions for providing onsite support engineer/s and scope of work of service engineer/s will be detailed in the ‘limited tender’.

4. Troubleshooting of Desktops and Peripherals, UPS/Batteries, Network

Equipment’s include attending technical issues and reloading of Operating system, as well as moving such Desktops and Peripherals within the Bank’s Premises at Various Branches, ATMs, e-Lobby, & Offices in Varanasi Region.

5. Empaneled vendors have to provide competitive quotes (either on

monthly/quarterly basis or on demand basis) for supply, installation & rectification of hardware spares, UPS/Batteries under buyback, Network LAN spares, Desktop PCs & Peripherals such as Printers, Scanners and support services such as maintenance of desktops/peripherals etc. PO will be given to L1 vendors for each such component.

6. Short–listed vendors shall be notified individually by the Bank. Such empanelment is valid for a period of two years from the date of notification of such empanelment by the Bank or to such extended period as notified by the Bank.

2. GENERAL TERMS & CONDITIONS: 2.1. SUBMISSION OF BIDS: Bidders who are ready to provide the services as defined in clause 1.4 of this EOI, may submit their Technical Bid as per format provided in Annexure I, II, III, IV, V of the EOI in a sealed cover Superscripting:

1. Empanelment of vendor for Network – a) For installation, commissioning and maintenance of structured data

2. Empanelment of vendor for Hardware – For supply of small value hardware

(Desktop PCs, Peripherals, Printers, Scanners, Switch etc.) and extending necessary technical services such as installation and troubleshooting of technical issues.

3. Empanelment of vendor for UPS- a) For supply of Limited number of UPS & Batteries, UPS spares under buy

back and extending technical services for installation of UPS and technical trouble shooting of UPS and batteries.

b) For periodical maintenance of batteries so as to ensure proper backup & long life of batteries.

In case bidder is interested for empanelment for more than one service, bidder should submit Separate Annexure for each service along with credential in support for each of the services. Sealed covered should be send to Regional Office Varanasi on or before the date and time mentioned in the Schedule for bidding process of this EOI. In the event of the specified date and time for the submission of EOI, being declared a holiday for the Bank, the EOI will be received up to the appointed time on the next working day. Extension or preponement of submission date and time will be at the sole discretion of the Bank. EOI so submitted should remain valid for a minimum period of 60 days from the scheduled date of opening. FURNISHING OF INFORMATION: The Bidder is expected to examine all instructions, forms, terms and specifications in these documents. Failure to furnish all information required by the documents or to submit an EOI not substantially responsive to the documents in every respect will be at the Bidder's risk and may result in the rejection of its EOI. 2.4. FORMATS AND SIGNING OF BIDS: The original EOI shall be typed and signed by the Bidder or a person or persons duly authorized to bind the Bidder to the contract. The person or persons signing the EOI shall initial all pages of the offer. EOI submitted without signature and seal will be summarily rejected. 2.5. AUTHENTICATION OF ERASURES/OVERWRITING etc: Any inter-lineation, erasures, or overwriting shall be valid only if the person(s) signing the EOI initial(s) them. 2.6. CLARIFICATION: During evaluation of the EOI, technical presentation of the product features, the Bank may, at its discretion, ask the Bidder for any clarification. 2.7. AMENDMENTS TO EOI: Banks reserves its right to amend any or all of the clauses in the EOI and Annexure to this EOI, if any, including amendments in the schedule for tendering process at

any time prior to deadline for submission of EOI, at its sole discretion. Such amendments to EOI will be webcasted through Bank’s official website and no separate newspaper advertisement or individual intimation to bidders will be provided. 2.8. REMOVAL OF VENDORS FROM EMPANELLED LIST: If the service provided by the vendor is found to be unsatisfactory or if at any time it is found that the information provided by the vendor is false, the Bank reserves the right to remove such vendors from the empaneled list without giving any notice to the vendor. Bank’s decision in this regard will be final. 2.9. INSTRUCTIONS TO VENDORS:

i. Application with documents as per the Check List appended is to be submitted to Indian Overseas Bank, Regional Office, C-33/2 Shree Prem Complex, 2nd Floor, Chandua, Vidyapeeth Road, Varanasi-221002, before 11:00 AM on 06.08.18. If any applicant sends the application (filled EOI document) by post/courier and the same reaches after the stipulated time, such applications will not be considered.

ii. The response should be submitted in a structured format as per the check list appended and all pages are to be numbered serially. Non relevant/ unnecessary documents should not be submitted along with the application. All information provided should be specific to the requirements mentioned. Detailed clarification should be provided later in case of necessity.

iii. All pages are to be signed by person(s) on behalf of the organization duly affixing the company seal and the person so signing should have necessary authorization/PA to do so. (Copy of Power of Attorney or Authorization Letter from the company should be furnished along with the application).

iv. Right of acceptance is reserved by Indian Overseas Bank, Regional Office,

Varanasi.

v. Applications containing false or inadequate information are liable for rejection. Any alterations, erasures, overwriting, blanking out or discrepancies in figures etc. may render the EOI submission as invalid.

2.10. BANK’S RIGHT TO ACCEPT ANY EOI AND TO REJECT ANY OR ALL EOIs: Notwithstanding anything contained in any of the clauses in this EOI, the Bank reserves its right to accept or reject any EOI, and to annul each or all of the EOI processes and reject all the EOIs at any time prior to awarding the offer without thereby incurring any liability to the affected Bidder or bidders or any obligation to inform the affected Bidder or bidders of the grounds for the Bank's action. 2.11. CONTACTING THE BANK: Any effort by a Bidder to influence the Bank in its decisions on bid evaluation or bid comparison will result in the rejection of the Bidder's bid. 2.12. VALIDITY OF BIDS SUBMITTED: EOI submitted should remain valid for a minimum period of 60 days from the scheduled date of opening. 2.13. CHECK LIST:
