    NTRC The North Texas Regional Consortium includes the districts of Allen, Coppell, Highland Park, Frisco, Lewisville, McKinney, Northwest, Plano, and Richardson. Its focus is on research-based enhancements in their respective districts including innovat i ve teach ing prac t i ces , technology integration, and increased student engagement using problem-solving, collaboration, creativity, and higher-thinking skills. These districts are implementing new procedures and professional development that support organizational transformation of the education system. They are also exploring relevant accountability methods that will provide a more accurate measure of a student s knowledge and 21st century skills.

    Tracy Fisher brings a wealth of experience in a variety of educational settings to her new role as a Coppell ISD Trustee. Having attended three junior high and four high schools in the United States and parts of Europe, she remembers having been encouraged to think out-of-the-box (by a specific

    social studies teacher) when the phrase was still in its infancy. Tracy also learned that all experiences are learning opportunities and not all of them come from inside the classroom. She came back to the U.S. to earn her Bachelor of Science Degree in Business Administration (emphasis in economics) from the

    University of Nebraska. Tracy enjoyed a successful 14-year business

    career which included diverse positions in management development, marketing, and operations management. She met and married her husband, Andy, during her first job (at Frito Lay). In 1996, Tracy set aside her professional interests to care for her two sons (Aaron and Sam) and quickly became involved volunteering in the Coppell community. She has an extensive resume of volunteerism which includes time spent with CISD city government, and her church. Tracy lists her occupation as, Education Advocate and believes her unique perspective will add value to her service on the School Board.

    Judy Barbo officially became a member of the Coppell School Board on May 21 when she was sworn-in at a board of trustees meeting. Having grown up on a ranch in the Panhandle of Texas, Judy was always a hard worker. During the summers she helped her family with many of the tasks

    around the farm including moving cattle and mowing cotton. She graduated from Texas Tech University earning a BBA in Accounting.

    Judy and her husband have two children,

    a 2012 CHS graduate and a current sophomore there. Judy has a family history of being involved with the school board. Her grandfather served on a school board for 12 years and her father served eight. In addition to her School Board responsibilities, Judy has had over 13 years of volunteer work in various organizations throughout the district.

    It was Judys high school history teacher, Ms. Self, who inspired Judy to work in education. She always made the subjects interesting by weaving everything together and making real-world connections, said Judy.

    This has been an outstanding year for Coppell ISD! There were numerous success stories throughout the district, many on the state and national front (see p. 3) and our staff has continued its steady progress toward the completion of CISDs 2009 Strategic Plan. We began the re-design of our district website, expanded our character education program (with an emphasis on the topic of bullying), implemented a blended and virtual learning pilot, and introduced the Bring Your Own Device opportunity for students. All of these efforts have been accomplished as we worked diligently to implement the states new STAAR accountability system.

    Coppell ISD remains committed to transforming traditional instruction. If we are to take advantage of the opportunity that follows the ongoing debate about standardized, high-stakes testing, we must be ready to demonstrate that we have moved away from the recitation and memorization of content and embrace a new pedagogy that engages students in relevant learning activities. Our belief is that students can do so much more and want to be allowed to synthesize content and create examples of mastery using the tools that are part of their everyday lives. The CISDs curriculum team, Club 21 members, and SuperTeachers are leading the way in the districts transformation. Our intructional leaders are already preparing to utilize the extra time they will gain when they are no longer spending so much time preparing for standardized tests.

    We will continue to work closely with our legislators, in preparation for the upcoming session, to reexamine the accountability system and develop one that truly measures student learning against rigorous standards and prepares them for their global futures. It may not be next year or the following year, but we believe we can change the states views on standardized testing through collaboration.

    CISD has an amazing opportunity to make a difference in educational outcomes in our community as well as across the state and nation. Our transformational work with the North Texas Regional Consortium (NTRCsee red box on left), along with Senate Bill 1557 and our funding lawsuit against the state, have created the perfect storm to craft meaningful change in the foreseeable future. I truly believe we are poised and ready to meet the challenge. This is a very exciting time to be in public education and the best time to be in Coppell ISD!

    n Coppell ISD is a recipient of the Texas Comptrollers 2011 Texas Honors Circle Award, which recognizes schools and districts that are achieving academic success through cost-effective operations.

    n Coppell ISD earned a perfect 5 out of 5 stars on the Financial Allocation Study for Texas (FAST). Only 46 out of 1,237 public school districts and charter schools statewide achieved this award.

    n Five CISD campuses made the 2011 National Center for Educational Achievement (NCEA) Higher Performing Schools List: CHS, CMS-East, CMS-North, CMS-West, and Valley Ranch Elementary. NCEA measures academic growth of students and absolute achievement based on the Commended TAKS criteria. According to NCEA, these campuses have shown more than expected growth for the past three consecutive years.

    n Mockingbird Elementary won a trifecta of national awards this year:

    National School of Character by Character Education Partnership (CEP)

    Principal Pam Mitchell won the National Distinguished Principal by the Texas Elementary Principals and Supervisors Association (TEPSA)

    The Honor Council Excellence Award by the National Association of Elementary School Principals (NAESP)

    n Coppell High School was awarded a Gold Medal by U. S. News and World Report (Best High Schools).

    n New Tech High @ Coppell was selected as an Apple Distinguished School for the second year in a row. Only 52 schools nationwide received this honor. This designation is reserved for schools that have become centers of educational excellence and leadership. They have consistently demonstrated Best Practice qualities of a 21st century learning environment utilizing Apple technology.

    n Coppell ISD received 11 of 13 Gold Performance Acknowledgements (GPAs) in 2011. The district was awarded GPAs in the following areas: Advanced Courses, AP/IB Programs, Attendance Rate, Col lege-Ready Graduates, Recommended High School Program (RHSP)/Distinguished Achievement Program (DAP), SAT/ACT Performance, Commended in Reading/LA, Writing, and

    Social Studies, and the Texas Success Initiative Higher Education Readiness Components in English/LA and Math.

    n Valley Ranch Elementary made the Texas Business and Education Coalitions 2011 Honor Roll for the second year in a row. The award is given for sustained, academic excellence over a 3 year period and is the most prestigious award of its kind in Texas.

    n The National Merit Scholarship Corporation honors students with high performance on the PSAT. This year, 46 CISD students were named Commended Scholars, and nine were recognized as Scholars in the National Hispanic Recognition Program. Fifteen students were selected as semifinalists, and 14 went on to become finalists (13 from CHS and 1 from NTH@C). Out of these honored groups, six CHS students were awarded scholarships.

    n Scholarship awards for the CHS graduating Class of 2012 totaled over $28,613,500

    CIsD to Use Cloud Computing

    This coming fall, Coppell ISD will expand the Bring Your Own Device (BYOD) program a Strategic Plan technology initiative designed to 1) be more accommodating for students, 2) create greater efficiencies in the way the district replaces its technologytime normally spent reimaging machines will now be redirected to other district initiatives, 3) extend the life of the equipment, and 4) save the district money ($1000 per desktop). In fact, with three thousand desktops in the district and over seven thousand total devices (including netbooks and laptops), it is projected that virtual desktops could save CISD upwards of $1 million over the course of the implementation period.

    Commonly referred to as cloud computing, virtual desktops will continue to offer the same safe and secure computing currently offered in the district. According to Chad Branum, Executive Director of Technology, Since the solution is not hosted by a Third Party and still sits in CISD, behind our firewall, the same security and protection measures that currently exist for Internet services like webmail and student H drives will remain in place.

    Virtual desktops will be initially deployed in the elementary classrooms, labs, libraries, and BYOD program. Even though this initiative is currently slated as a five-year plan, the program could be fully implemented in as few as three years. The goal of the Technology Department is for all users to have the same desktop experience that they have today (at a reduced cost )while providing more flexibility to meet the growing demands of mobility.

    The only cost incurred for this initiative will be for the purchase of additional hardware to meet the demand of a virtual desktop infrastructure. Several other districts have already experienced success with virtual desktops and have offered their expertise as CISD makes the transition. This fall, the Coppell ISD Technology Department plans to host campus coffee talk demonstrations to explain this new initiative to staff and parents, and video presentations will also be available.

    virtualBlended & Virtual Learning for the Future

    The term blended learning applies to an instructional model that incorporates or blends traditional learning in the classroom with that of virtual or online learning (anytime/anywhere). It is an important and timely topic to address in Coppell ISD because of its increased use at leading colleges and universities across the country and around the world.

    This curriculum initiative, as a part of the 2009 strategic plan, is being piloted in 2012 at Coppell High School. A similar model will be developed in the near future for use in the lower grades. The following is a brief chronology of the work being done so far: n 2010-11 school year, 6-12 teachers formed a committee to

    study and define blended and virtual learning

    n this group looked at different ways to introduce blended learning in the district

    n the team developed a common language, vision statement, and designed unit lessons for use in fall 2011

    n student feedback (pre and post implementation) addressing strengths, rigor, and achievement was gathered by the committee

    students concluded that they wanted to participate in a pilot teachers, when given the appropriate amount of time and

    support, agreed that the outcome far exceeded potential implementation challenges

    A pilot course in Government was designed for 67 senior students in which they traveled two-three days per week to attend a traditional class at Coppell High School before reporting to a virtual learning lab (designed by CHS interior design students) on the remaining days. According to Mrs. Tabitha Branum, Executive Director of Leading and Learning, Our curriculum goal with this initiative was to offer students a rich, meaningful, and engaging virtual learning experience that will better prepare them for the transition into a post-secondary learning environment. The teachers have all been trained, and I met regularly with the 67 students to address pre-survey expectations and concerns. Our plan also included a post-pilot survey at the completion of the course.

    In 2012-13, the goal is to include four courses in a blended learning environment: Multi-media, Spanish III, Advanced Placement (AP) U.S. History, and AP Human Geography. Four core teachers will be on the committee, and Economics and U.S. Government are set to be offered only in AP, Dual Credit, and Virtual Learning courses as CISD addresses student populations, efficiencies, and transitional versus full courses.

    In promoting 21st century languages and preparing our students for the global marketplace, we entered into a partnership with the University of Texas at Dallas and the Confucius Institute. The number of students taking Asian language courses grew exponentially during the first two years of the grant. Because of this, the Board has recently shown their support for the program (beyond the grant period) by designating three faculty positions for Chinese languages across grade levels.

    Great expectations for Character-BuildingFollowing a year of research and training, Coppell ISD is set

    to launch Great Expectations (GE) as a district-wide initiative for all interested campuses. During the last week in June, Coppell ISD hosted GE training for the Dallas-Fort Worth area. Two hundred twenty-seven teachers and administrators from 14 districts and private schools participated in the four day training held at Coppell High School.

    Great Expectations is a professional development program that provides teachers and administrators with the skills needed to create harmony and excitement within the school atmosphereelements that are basic for inspiring students to pursue academic excellence. The program will compliment others currently in place at the schools to build character and collaboration.

    Nine of 15 CISD campuses are set to participate in 2012 including Austin, Cottonwood Creek, Mockingbird, Town Center, Wilson, CMS-East, CMS-West, New Tech High @ Coppell, and Victory Place @ Coppell (formerly the Education Annex).

    The GE model is based on the following six basic principles (tenets):

    n High Expectations Teachers must hold high expectations of students. When students recognize those expectations, they will respond by reaching upward to achieve them.

    n Teacher Attitude and Responsibility Teachers who have positive attitudes possess the influence necessary to shape the attitudes of students. The teachers attitude is one of a facilitator of learning who encourages and believes in students, and who requires excellence in every detail.

    n All Children Can Learn All children can learn no matter what labels are placed upon them, whether it is learning disabled, low socioeconomic status, unstable home life, inner-city, or rural.

    A Vision of Transformation Nine North Texas school districts (see p. 2 for list) have a

    vision to move the education system into a forward thinking system that prepares students for their future.

    This consortium formed as a result of the Visioning Institute, a group of school district superintendents brought together by the Texas Association of School Administrators and the Texas Leadership Center. Through collaboration between districts, the Consortium has embraced the six principles of the Visioning Institute: 1) The digital revolution requires organizational transformation of the education system; 2) The digital revolution and social transformations call for a new digital learning environment; 3) The new learning environment demands new learning standards; 4) The new learning standards require new assessments of learning; 5) New learning standards require new relevant accountability systems; and 6) Significant authority and responsibility must be returned to local communities to accomplish these goals.

    Campus Teachers of the Year were recognized on-field at the CISD Night at the Ballpark, courtesy of the Texas Rangers.

    Since 2000, the Coppell Education Foundation has made educational investments totaling nearly $800,000 to teachers and classrooms across all of the schools located in the Coppell Independent School District. This years fundraising efforts included a successful annual Red & Black Attack drive, as well as the new Run to Fund. Over 550 runners participated in the Fun Run and 5K. The goal was to unite the City of Coppell to: 1) raise awareness of the community health initiatives and 2)drive awareness and support of the Coppell Education Foundation and its unique purpose. The event was held in partnership with Coppells Living Well Initiative. The tremendous response helped lay the groundwork for the event to continue next year.

    In cooperation with the CISD, the Coppell Education Foundation held its annual Academic Recognition Banquet in May. The banquet honored the top 5% of graduating senior students from Coppell High School and New Tech High @ Coppell and a CISD teacher who made the greatest positive impact in his/her academic careers and lives. In addition, campus Teachers of the Year and district-wide Teachers of the Year were honored.

    The Coppell Education Foundation is proud to be the leading nonprofit organization in our community, helping to bridge the educational funding gap our schools are challenged by each and every day. This meaningful work is accomplished by generating and distributing resources in the form of grants that are educating, motivating, and innovating.

  • 7CIsD Bus registrationThe CISD Transportation Department offers two types of bus

    service for the students of Coppell ISD. The Pay to Ride service enables students who live within two miles of their school to ride the bus for a fee. Not all neighborhoods qualify for Pay to Ride service. Call 214.496.8082 to inquire if your address qualifies. Those students who live farther than two miles from their school may ride the regular bus service at no cost. Special Education students who qualify for bus service will not be charged a fee to receive transportation and DO NOT need a bus pass. ALL other students who ride a school bus will have to acquire a photo identification card (this includes Pre-K students.) The identification card will be required and must be displayed to the bus driver when boarding the bus. Students will be charged a $5.00 fee to replace lost/stolen bus identification cards.

    All students must have a bus pass by the first day of school, August 27, 2012. Failure to display the bus pass three times may result in termination of bus service for the remainder of the school year. No refunds will be given to any student who is removed from the bus for disciplinary reasons.

    Buses will run as close as possible to the published schedule, however, the first several weeks of school are a period of adjustment. Routes will not run early but may occasionally run late until revisions are made. Bus schedules and times will be posted at each campus during school registration dates, in the local newspaper, and on the district and campus websites.     e-Group subscription and portal NewsDont forget to update your childs portal account before

    school starts on August 27th. To ensure safety and accuracy, parents need to update their childs portal account by going to the student registration module online to verify all the information (phone numbers, emergency contact, medical, disclosure/picture information) and make any additions or corrections. To make an address change or enroll your child on the portal, please contact your childs campus and make an appointment as soon as possible.n Subscribe to e-groups in the Parent Portal in order to receive

    important email communications from the district and your childs campus. Log in to the Parent Portal, click on e-groups at the top of the page (a list of CISD campuses and the district will appear), check the box next to the location(s) you wish to subscribe to, and click submit.

    The 411 on student DisclosureEach year, parents are given four options regarding the

    disclosure of student directory information (i.e., name, address, phone number, email address, etc.).

    n The first option permits CISD to release all directory informa-tion.

    n The second option permits CISD to release information for limited school purposes.*

    n The third option permits CISD to release specific informa-tion and requires a letter from the parent with the specific types of information that can be released.

    n The fourth option is the most restrictive and does not permit CISD to release any information.* Most questions and misconceptions arise regarding the option

    permitting the release of information for limited school purposes. Limited school purposes includes school-related publications such as the yearbook and school newspaper (created by/for students and staff), graduation program, CISD website, and the districts printed publications such as the eXPRESS. In other words, these are publications and broadcast media which are generated by the school or by the district. However, the limited school purposes disclosure option does not apply to local/community newspapers or school-related groups such as the PTO, since they are considered third party outside requestors. For example, if you select the limited school purposes option, and your child is on the honor roll, his/her name will not be released for publication in the local newspaper. If your child is a graduate and the limited school purposes option is selected, your childs name will be listed in the graduation program, however it will not be released to the local newspapers.

    New school Meal requirementsDue to new regulations from

    the United States Department of Agriculture (USDA), the Coppell ISD Child Nutrition Department is implementing new changes to the school menus.

    Biggest CHange: Students are now required to have cup of fruit or vegetables on their tray for it to count as a full meal. Anything less than a full meal is charged at a la carte prices. We are limited to how much meat and grains we can offer. Previously, we only had a minimum, now we have to stay within the specified ranges for each age group. This means main entres may not be as large as they have been. Well have to be a little creative to make this work, but have no doubt we can make each meal something our students will enjoy, said Jean Mosley, Director of Child Nutrition.

    wHat is already in plaCe: Half of all grains offered must be whole grain rich. Almost all of the grains offered already meet this requirement. Vegetables from the following groups must be offered each week: dark green, orange/red, and legumes. After this requirement is met, there is the option to include starches and other vegetables as well. Child Nutrition has been working towards this goal by serving fresh steamed broccoli, fresh vegetables with low-fat ranch dressing, switching all lettuce to romaine, and offering legumes and a variety of other vegetables.

    The CISD Maintenance Department is currently working on projects that were included in Phase Five of the 2009 bond package. There are approximately six phases that make up the bond package which is set to be completed in 2013.

    Interested in subbing?Coppell ISD strives to employ the most qualified applicants;

    therefore, certified applicants and registered nurses will be considered first for an invitation to any upcoming orientations. Coppell ISD monitors staffing needs throughout the year and hires substitutes as needed.

    2. Once you have submitted your application, it will be included in the substitute applicant pool. (Applications are routinely reviewed by the Substitute Specialist.)

    3. The Coppell ISD Substitute Specialist will contact you with an invitation whenever there is a need.

    4. Applicants selected as substitute candidates are also required to be fingerprinted in accordance with Senate Bill 9. The fingerprinting cost is $52.20 for Texas certified educators and $50.20 for all others.

    5. Substitute candidates must complete the Region 10 Education Service Center's Substitute Teacher Training Program. Program information is given when a candidate is invited to attend orientation.

    The Returning Substitute Orientation is scheduled for Wednesday, July 18, and Monday, July 30, 2012 from 9:00 a.m.12:00 p.m. in the Auditorium of Coppell Middle School-West. It is only necessary to attend one session. This orientation is limited to only those substitutes who subbed with CISD during the 2011-12 school year.

    Good Attendance is Important Parents and students, please remember that attendance is vital each and every day that school is in session. Not only do students miss valuable instruction time and assignments when they are absent, but the rest of the class learning environment can be affected if a large number of students are absent. Additionally, it costs Cop-pell ISD $34.75 per student in state funding for every day a student is absent. This means that if nearly 1,500 students on a single day are absent across grades K-12 district-wide, Coppell could lose enough state funding to equal one teacher's salary. Please join Coppell ISD in encouraging good attendance during scheduled class days.
