Seaman Recruit to Master Chief Roadmap
The educational roadmap below will assist Sailors in the Explosive Ordnance Disposal Technician community through theprocess of pursuing professional development and advanced education using various military and civilian resources e.g. PQSprogram; JST Joint Service Transcript; E-Learning; Navy College Network; etc. Successful leadership is the key to militaryreadiness and will always require a high degree of technical skill, professional knowledge, and intellectual development.
What is a Career Roadmap for Explosive Ordnance Disposal Technician?
Explosive Ordnance Disposal Technician roadmaps are just what the name implies - a roadmap through the Enlisted Learningand Development Continuum from Seaman Recruit through Master Chief. The principal focus is to standardize a program Navywide by featuring the existing skills necessary to be successful in the Navy. The ultimate goal of a roadmap is to produce afunctional and competent Sailor.
What is the Enlisted Learning and Development Continuum?
Enlisted Learning and Development Continuum is the formal title given to the curriculum and process building on the foundationof Sailorization beginning in our Delayed Entry Program through Recruit Training Command and throughout your entire career.The continuum combines skill training, professional education, well-rounded assignments, and voluntary education. As youprogress through your career, early-on skill training diminishes while professional military education gradually increases.Experience is the ever-present constant determining the rate at which a Sailor trades skill training for professional development.
Do Sailors have to follow the Roadmap?
Yes. The Explosive Ordnance Disposal Technician roadmap includes the four areas encompassed by the Continuum inProfessional Military Education to include; Navy Professional Military Education (NPME), Joint Professional Military Education(JPME), Leadership and Advanced Education.
Some training and education is mandatory (Recruit Training, EOD Preparatory course at Great Lakes, Illinois, EOD Phase I atNaval Diving and Salvage Training Center at Panama City, Florida and EOD Phase II and Phase III at Eglin Air Force Base,followed by Basic Airborne at Fort Benning, GA, Expeditionary Combat Skills (ECS) at Gulfport, MS and EOD Tactical Trainingat EOD Training and Evaluation Unit One San Diego, CA, E-Learning, etc.). Some may be directed by your chain of command(Microsoft Excel and PowerPoint courses), and the remainder is voluntary (MNP, E-Learning, college courses, etc.). Sailors areadvised to seek out mentors, including your Command Master Chief, Senior Enlisted Advisor, Leading Chief Petty Officer,Leading Petty Officer and Command Career Counselor, and to make use of your Navy College Virtual Education Center (VEC)or OCONUS Education Office's vast resources. All are uniquely qualified to help you along the way.

Explosive Ordnance Disposal Technicians (EOD). EODs perform operations which include: location, identification, render safe and disposal of foreign and domestic ordnance including conventional, chemical, biological, nuclear, underwater, and improvised explosive devices enabling access during operations in support of Carrier and Expeditionary Strike Groups, Mine Countermeasures, Naval Special Warfare, and Army Special Forces. Perform location and identification of Weapons of Mass Destruction (WMD) and Improvised WMD. Provide training and assistance for military, federal, state, and local civilian law enforcement agencies in ordnance related Anti-Terrorism/Force Protection procedures. Support and conduct ordnance related exploitation, intelligence collection, and counter-terrorism operations. Operate, maintain, and repair specialized EOD and combat equipment. Maintain required forms, records, correspondence, and files. Duties include performing open and closed circuit SCUBA diving, explosive demolitions, parachuting, tactical delivery, and extraction by unconventional insertion methods and small arms proficiency.

1. The EOD rate has three primary Navy Enlisted Classification (NEC) codes (M02A/M03A/M04A) which signify an increased level of knowledge and responsibility, similar to the Navy’s apprentice, journeyman, and master skill designations used to describe other technical rates.
EOD NECs required for advancement • M02A Basic EOD Technician (Apprentice / E5 and below)
o Awarded upon completion of EOD A-School. • M03A Senior EOD Technician (Journeyman / E5 to E6)
o Only graduates of EOD A-School with NEC M02A are eligible for this NEC. o NEC may be awarded to personnel 24 months after permanent assignment to an EOD Unit. o NEC code M03A requires the completion of Senior EOD Warfare Specialist (EWS) PQS
(NAVEDTRA 43171-2 Series) and Senior (EWS) Screening Board. o M02A/Basic EOD Technicians are expected to qualify as M03A/Senior EOD Technicians no later
than 30 months of reporting to a member’s first EOD command. • M04A Master EOD Technician (Master skills / E6 to E9)
o Only personnel with NEC code M03A are eligible for this NEC. o NEC may be awarded to personnel 48 months after Senior EOD Warfare Specialist (EWS)
qualification date. o NEC code M04A requires the completion of Master (EWS) PQS (NAVEDTRA 43171-3 Series)
and Master EWS Screening Board. o M03A/Senior EOD Technician are expected to qualify as M04A/Master EOD Technicians no later
than 60 months from M03A qualification date. (1) Any “Extenuating Circumstances” when the Sailor was not able to meet the deadline (i.e.,
operational employment, severe personal hardship/illness) will be documented in the performance evaluation report block 43 for E-6 and below for consideration.
2. The EOD rate has secondary NECs described in the Navy Enlisted Manpower and Personnel Classifications and Occupational Standards (NEOCS) manual which are not prerequisites for advancement within this career path.
EOD NEC not required for advancement • M05A EOD Exploitation Specialist (Secondary NEC for M03A/M04A)
o This qualification is NOT superior to M04A. o Only awarded to Senior/Master EOD Technician permanently assigned to Expeditionary
Exploitation Unit ONE (EXU-1). o NEC M05A is earned upon completion of a Combined Explosives Exploitation Cell (CEXC) Fleet
Readiness Training Plan (FRTP).
3. Considerations for advancement E-7 Leader development • Prospective EOD Candidates MUST be a Master EOD Technician with NEC M04A. • Prospective EOD Candidates (by order of precedence).
o MUST have completed a successful tour (minimum 12 months) as a Leading Petty Officer (LPO). o Should have a minimum of 3 years of EOD experience in NEC M03A. o Should have a minimum of 4 Core and 2 Advanced qualifications outlined in section 5. One core
qualification should be a diving supervisor qualification. o Should have completed a minimum of 2 deployments at an operational command. o Should have completed the EOD Leadership Continuum (EODLC) Phase II.
E-8 Leader development • Prospective EOD Candidates (by order of precedence).
o MUST have completed a successful tour (minimum 12 months) in a leadership milestone position as outlined in section 4.
o Should have a minimum of 4 Core and 2 advanced qualifications outlined in section 5. One core

6. EOD Qualifications (priority order).
BEST QUALIFIED EOD Technicians will have completed all prescribed PME, maintained multiple supervisory designations and excelled during a diverse history of assignments which include Combatant, Component, and Task Force Commands referenced in section 5.

3. The EOD rating is comprised of three primary NECs and one secondary NEC. Each primary NEC
represents increasing levels of knowledge and responsibility.
Primary NECs:
a. M02A – Basic EOD Technician: Awarded upon completion of EOD School.
b. M03A – Senior EOD Technician: IAW COMNECC Instruction 1414.2 (series), the Senior EOD
Tech Warfare qualification must be obtained within 30 months of reporting to a member’s first
EOD command.
c. M04A – Master EOD Technician.
Secondary NEC:
* MO5A – EOD Exploitation Specialist: This qualification is NOT superior to M04A and can only
be obtained if a M03A/M04A is permanently assigned to Naval Surface Warfare Center Indian Head
Explosive Ordnance Disposal Technology Division Expeditionary Exploitation Unit ONE (NSWC
IHEODTD EXU-1). NEC is earned upon completion of a Combined Explosives Exploitation Cell
(CEXC) Fleet Readiness Training Plan (FRTP).
4. Considerations for promotion from E6 to E7:
a. Candidate shall have completed a reserve mobilization at some point in their career.
b. Candidates should be qualified as a Master EOD Technician.
c. Candidates should have completed a successful tour (minimum of 12 months) as a Platoon or
Division LPO.
d. Candidates should have qualified (CO signed Letter of Designation) as a mixed gas underwater
breathing apparatus (UBA) Diving Supervisor (MK16, MK25 etc.) and EOD Supervisor at some
point in their career.
e. Candidate shall complete a minimum of one and should complete at least two PLT OFRPs, at an
EODMU, NSWDG, EXU-1, or other deployable unit.
f. Candidates should have completed EODLC Phase II
g. Best qualified will have completed one sea, one shore training, and at least one NR EOD tour.
5. Considerations for promotion from E7 to E8:
a. Candidate shall have completed a reserve mobilization at some point in their career.
b. Candidates shall be qualified as a Master EOD Technician.
c. Candidates should have completed a successful tour as a Platoon or Division LCPO.
d. Candidates should have qualified as a mixed gas UBA Diving Supervisor (MK16, MK25 etc.) and
EOD Supervisor at some point in their career.
e. Candidates should have completed EODLC Phase III.
f. Best qualified will have completed one sea, one shore training, and at least one NR EOD tour.
6. Considerations for promotion from E8 to E9:
a. Candidates shall have completed a successful tour as a Command Senior Enlisted Leader (SEL).
b. Candidate shall have completed a reserve mobilization at some point in their career.
c. Candidates shall be qualified as a Master EOD Technician.
d. Candidates should have qualified as a mixed gas UBA Diving Supervisor (MK16, MK25 etc.) and
EOD Supervisor at some point in their career.
e. Candidates should (Shall for those selected to E8 after FY17) have completed a Senior Enlisted
Academy. This includes the Navy SEA and JSOFSEA.
f. Best qualified will have completed one sea, one shore training, and at least one NR EOD tour.
7. Best qualified candidates will have a diverse background and have completed prescribed PME.
Additionally, they will have multiple supervisory designations (listed below)
a. Should have a minimum of 3 of these supervisory qualifications:

JOB DESCRIPTIONExplosive Ordnance Disposal Technicians locate, identify, render safe and explosively dispose of foreign and domesticordnance including conventional, chemical, biological, nuclear, underwater, and terrorist type devices enabling accessduring military operations in support of Carrier and Expeditionary Strike Groups, Mine Countermeasures, Naval SpecialWarfare, and Army Special Forces. Performs location and identification of Weapons of Mass Destruction (WMD) andimprovised WMD’s. Provide training and assistance for military, federal, state, and local civilian law enforcement agenciesin Anti-Terrorism/ Force Protection Procedures. Support and conduct ordnance related intelligence collection and counter-terrorism operations. Operate, maintain and repair specialized EOD and Combat equipment. Maintain required forms,records, correspondence, and files. United Services Military Apprenticeship Program (USMAP): USMAP is available to most active duty occupations and is
certified by the U.S. Department of Labor. This is the largest apprenticeship program operating in the U.S. and is recognized byall 50 states. Completion of one of these programs would qualify you as a journeyman, which could mean a significantly higherstarting salary in the civilian work force. Most programs require 5-8 years to complete but are transferable if you decide to leavethe service prior to completion. USMAP opportunities also exist for SELRES with orders over 12 months.

You already have. All your training up to this point is part of your Explosive Ordnance Disposal Technician Roadmap. Nowthat you have made the first steps you will need to sit down and formulate a plan. This plan will work best if you start outdiscussing your options with your Leading Chief Petty Officer, Leading Petty Officer, Mentor, or Career Counselor. They will helpyou understand all of the basics. Then your next step is to contact the Navy College Virtual Education Center or visit yourOverseas Navy College Office. Then your counselors will be able to help you formalize your plan and make sure that it makessense for both you and the Navy. The Navy College Program (NCP) provides opportunities to Sailors to earn college degrees by providing academic credit forNavy training, work experience, and off-duty education. The NCP mission is to enable Sailors to obtain a college degree whileon active duty. In support of the four R's - Recruiting, Readiness, Retention, and Respect - the NCP signifies Navy's commitmentto education by improving enlistment appeal; demonstrating Navy service and achieving a college degree are compatible;helping Sailors apply themselves to new situations and challenges and better preparing them for advancement; building upSailors' self-image; and producing higher quality Sailors.

Tuition Assistance (TA):
NAVADMIN 114/19 limit changes as of 1 October 2019: TA provides funds for eligible active-duty personnel to attend approvededucational institutions on an off-duty basis to earn a high school diploma, vocational/technical certificate, or college degree. TApays for tuition. TA will pay for the following amount per career: 120 semester hours, or 180-quarter hours or 1800 clock hours ora combination of semester, quarter and clock hours. TA will pay the following amounts per fiscal year: 12 semester hours, not toexceed $250/credit for semester hours or 18-quarter hours not-to-exceed $166.67/credit for quarter hours or, 180 clock hoursnot-to-exceed $16.67/clock hours or a combination of semester, quarter and clock hours.

The American Council on Education (ACE)
ACE has reviewed every course listed in the OCCUPATIONAL Roadmap and determined what type of collegiate level credit isrecommended. The ACE identifier, listed with each course, is a source to validate the information and to check for changes asthey occur.

Vocational Certificates
Vocational Certificates are available from most community colleges. Most of your military training can be counted toward theirdegree programs, but they will still require residency credits and approximately 40-75 credit hours. These certificates can be asvaluable as the apprenticeship program in the civilian work force.
College credits by Testing CLEP, DSST
Testing can replace the requirement to attend most of the college courses listed in the Occupational Roadmap. Base EducationCenters offer CLEP and DSST exams for active duty military at no cost. They also offer a comprehensive list of "credit-by-exam"tests. Additionally, many of the tests have study guides available. These tests are available at the base education center orthrough the base library system. For specific testing locations visit the DANTES website.

College Entrance Exams Testing ACT, SAT
The ACT and SAT are both standardized tests that help colleges evaluate candidates. Many colleges require that studentssubmit test results as part of the admission application process. Since Sailors are considered transfer students, these tests arenot generally required for admission. However, some Sailors must take the tests to enter specific military programs.
