I. OVERVIEW

The Committee on Public Safety, lnfrastructure and Maritime Transportation convened a public hearing on July 23. 2014 at 4:00 pm in I Liheslatura's Public Hearing Room. Among the items on the agenda was the consideration of the appointment of Ms. Marian Pizarro to serve as a General Member Representative to the Guam Contractors License Board. whose appointment history is as follows:

II, SUMMARY OF TESTIMONY AND DISCUSSION

Chairperson Ada called the hearing to order at 4:00pm.

*Note: Chairperson Ada heard the Executive Appointment of Ms. Marian Pizarro to the GCLB Board. This summarized transcript reflects the hearing in its entirety as opposed to if the transcription reflected the appointment being heard separately.

Chairperson Ada: starts off the public hearing by asking if there is there anybody who has signed up to provide testimony for Ms. Pizarro's appointment to the Guam Contractors License Board. Chairperson Ada acknowledges ML Reilly Ridgell and asks if he would be providing any testimony today. Chairperson Ada then goes on by asking Ms. Pizarro if she would kindly step up and take a seat right next to ML Ridgell.

Mr. ReillJ Ridgell: Supports her nomination to be on the board. He explains that the board currently consists of 5 members at this point and with Ms. Pizarro's appointee would make it 6 to compliment the board. She has been on the board for a while and has been a member since 2003 and served passed her term. He supports her continuation of wanting to serve on the board. There was a lack of accountability of how long a board member should serve and when their term had started.

Chairperson Ada: asked to reconcile about why she is coming in only now. There is a gap in service according to the documents. He asked if Mrs. Pizarro has been a member of the CLB since 2003. He reconciled that. The last public hearing he conducted on her confirmation was in June 23. 2009. He acknowledged that she served as a vice chairman for the board. She served as a significant asset to the board, she is well versed in the mandates and helped streamlined the licensing process while serving as chairman of the board. According to his records that she startecl serving on the board in 2003 to 2006. Then served on the board from 2006 to 2010 and why .just now is she only coming up for reappointment again.

ReillJ Ridgell: explains that there was a lack of accounting in terms of when a board member started and when their term was over. He explains that it was because board members were serving beyond their term. The problem with serving the amount of terms was not only a problem with Ms. Pizarro. but also with two other board members.

Chairperson Ada: applauds them for showing up to reconcile this thing about coming in as late as last year for reappointment. The last confirmation hearing for Ms. Pizarro was in 2009 and so. he has to get with his staff to reconcile that.

ReillJ Ridgell: Explains that she serve past her set time.

Chairperson Ada: Just wanted to say that the last public hearing conducted for your confirmation was June 23, 2009 for a 4year term and would of taken her up to 2013. Has to do some of his own reconciling. Her last confirmation hearing has served then as the Vice Chairman and the execntive director for the board at the time was senator Tom Morrison. Asked Ms. Pizarro is there anything else that she would like to accomplish because it looks like she accomplished quite a bit already.

Ms. Pizarro: She wants to provide suppm1 for the agency and help get it back on track. They have not been able to have for quite awhile.

Chairperson Ada: Asked, if her current job takes her off-island quite a bit.

Ms. Pizarro: Her response is no not at all.

Chairperson Ada: Says that if she gets confirmed and served her time it will be about l 1 years.

Ms. Pizarro: It has gone by quickly and the agency has improved.

VS Cruz: Would like to thank Ms. Pizarro for her continued service.

Chairperson Ada: It is her second go around to try and confirm her to the CLB. He does not have any more questions and said "confirmation hearing is hereby completed."
