Our Foundati onExperti se was founded in 2014 by Wangari Kebuchi Muikia, former Nati onal Treasury and World Bank staff member. Her profi le is detailed below.
Wangari has worked in public fi nance management for over 10 years. She has worked in senior positi ons for, amongst others, the Nati onal Treasury in Kenya, The World Bank in Washington DC, and Dalberg Global Advisors in New York, Switzerland, Tanzania and Kenya. She has undertaken several projects for USAID,
DANIDA, DFID and the Global Fund and advised on several other government projects. Wangari has a Bachelor of Business Administrati on degree from the University of Oklahoma, and Master of Public Administrati on from Harvard University.

Further, we have executed our own projects to support our clients as well as disseminate informati on to the general public to enhance public accountability and parti cipati on at all levels of governance. This via various publicati ons, both print and digital, and through audio-visual media such as videos.
Support Nati onal Treasury in revising the Standard Chart of Accounts (SCOA) and building related in-country capacity at nati onal and in selected counti es
The Nati onal Treasury sought to update the SCOA with a view to enhancing its eff ecti veness in budgeti ng and accountability of resources as well as enhance monitoring and budget analysis.
This was an advisory assignment providing technical support to government in updati ng the SCOA, ensuring it supports eff ecti ve reporti ng and is responsive to various IT applicati ons. Capacity building is a key tenet in the delivery of this assignment. Key areas of support included i) incorporati ng programme based budgeti ng ii) migrati on to accrual basis of accounti ng iii) revision of the SCOA user guide iv) upgrade to GFSM 2014 v) harmonizing budget and fi nancial reports vi) recommendati ons to enhance the ICT capabiliti es vii) clarifying the classifi cati ons of expenditure, and viii) clarifying the classifi cati on and treatment of AIA.

A Study of Local Government Finance Mobilizati on and Review of Grants Allocati on Systems to Sub-Nati onal Governments in Swaziland
The Kingdom of eSwati ni sought to conduct an in-depth situati onal analysis of local governments’ fi nancial resources pool, explore and recommend diverse revenue sources, review the current grants allocati on system. This was with a view to identi fying weaknesses/gaps in this system and come up with fi rm policy proposals for a sustainable local government revenue pool and an equitable, fair and transparent system for grants allocati on to both urban and rural local governments.
This project involved extensive fi eldwork and consultati on with urban and local governments. The fi nal deliverable was a comprehensive report recommending a suitable and well-researched and sustainable intergovernmental fi scal framework for revenue sharing.
County Health System Capacity Needs Assessment
The objecti ve of the capacity needs assessment was to provide an overview and analysis of the capacity strengths, weaknesses, gaps and demands around the health systems building blocks including strategic planning, budgeti ng and monitoring implementati on processes with a focus on achieving RMNCAH results. Key areas of the assessment were the annual work planning process, preparati on and monitoring of budget executi on, distributi on and management of human resources; supply chain and commoditi es management systems and processes and health informati on systems.

Formulati on of DANIDA’s Themati c Programme Support to Good Governance in Kenya (2015-2020)
DANIDA was in the process of formulati ng a new country programme for support to Kenya from 2015-2020. The development objecti ve for the governance programme was to contribute to the implementati on of the Consti tuti on, the consolidati on of a democrati c, accountable, inclusive and parti cipatory politi cal system as well as increased stability in Kenya through the rule of law.
The objecti ve of the assignment is to assist the Embassy of Denmark in Nairobi with the full process of programme formulati on for the Public Sector Management component of the Governance programme in the new county programme. This project entailed extensive consultati ons and coordinati on with other donors and sectors within DANIDA. Several interim documents were produced for consultati on and review, and the fi nal Governance Programme and Engagement Documents.
The fi ndings in the report were a synthesis of the assessment undertaken to understand and document the capacity of the Counti es to eff ecti vely implement RMNCAH services. Tana River and Isiolo were two of the six counti es that were purposively selected for the assessment in consultati on with the Council of Governors (CoG) Secretariat. The other counti es are Isiolo, Homa Bay, Kirinyaga, Nairobi, and Uasin Gishu. The assessment was done between March and April 2018.

Development of the Aff ordable Medicines Facility – Malaria Unit of the Global Fund
In developing countries, most malaria medicines are purchased in the private sector, which traditi onal aid mechanisms do not reach. So a new aid approach was needed. The Aff ordable Medicines Facility–malaria (AMFm) will effi ciently supply publicly subsidized drugs to meet public- and private-sector demand in malaria-endemic countries. If artemisinins are priced more competi ti vely, resistance to them will be delayed.
The structure and implementati on of the program was a challenge but through a grant from the Bill and Melinda Gates Foundati on, the project was developed and rolled out. The outcome of this project was the taking root of the global subsidy.
Strengthening County Revenue Management in Kenya: Stocktaking Exercise
The Strengthening County Revenue Management in Kenya: Stocktaking Exercise is a report that details the fi ndings from the stocktaking acti vity and identi fi es key areas for support. The report was informed by the need for counti es to strengthen their own revenue mobilisati on and management as a key part of the Government of Kenya’s devoluti on agenda as specifi ed in the Kenyan consti tuti on.
The World Bank Multi -Donor Trust Fund (MDTF) facilitated technical assistance and capacity support to the Government of Kenya for the transiti on to devolved government. As part of this initi ati ve, the bank task team carried out a quick stocktaking of the ongoing initi ati ves

by the Government of Kenya at both levels – nati onal and county - and by development partners, to strengthen county revenue management as well as gauge the needs and expectati ons of a sample of counti es regarding the areas that they would like to receive support.
County OSR Potenti al Assessment Exercise
Own Source Revenue governance has been a pervasive challenge for most of the county governments in Kenya. In order to address some of the challenges being faced, our team worked with the county governments of Meru and Nairobi to troubleshoot, propose and begin implementati on of soluti ons.
For Meru, the focus was mainly on supporti ng the Meru County Revenue Board and helping the team with a revenue enhancement strategy to tap into their potenti al. For Nairobi we worked specifi cally with the Outdoor Adverti sing Unit where we worked on a revenue enhancement strategy as well as a County Assembly engagement strategy.
Both projects were delivered through to initi al implementati on with capacity building for the team to take over the roll out of the strategies.

Development of the Delivering As One UN strategy
We worked with Dalberg to support change management of the UN’s ‘Delivering as One’ initi ati ve. Dalberg was working in eight pilot countries - Albania, Cape Verde, Mozambique, Pakistan, Rwanda, Tanzania, Uruguay and Vietnam. Our support was focused in Tanzania.
We helped to develop a common UN inter-agency approach to change management for the initi ati ve. This work included extensive interviews within the UN and with their partners, both internati onal organizati ons and government at both levels.

Development of the County Government of Garissa County Fiscal Strategy Paper (CFSP) 2018
The fi scal strategy paper is published in accordance with secti on 117 of the Public Finance Management Act, 2012 and which requires the County Treasury to prepare the CFSP.
We worked with Garissa County to develop a CFSP charti ng out a path for transforming Garissa County into a positi ve economic force by demonstrati ng excellence in promoti ng improved access to service, resources and opportuniti es for every resident of the county.
This CFSP detailed fi ve Key Priority Areas to enhance service delivery to the people of Garissa County: improving access to water and sanitati on services;

provision of accessible and quality healthcare services; investment in agricultural transformati on and food security; investment in transport and infrastructure development; and creati on of a conducive business environment. This work also included capacity building and training, as well as intensive negoti ati on on budget ceilings between sectors.
Kenya Economic Update – Navigati ng the Storm; Delivering the Promise (2011)Devoluti on without Disrupti on (2012)
These two reports were delivered with the World Bank, to sensiti ze and educate our clients and the general public on the components and implementati on of devoluti on including fi scal decentralizati on.
These publicati ons were viewed as landmark publicati ons in an environment where devolved government was brand new and majority of the populace including the implementers of devolved government, had litt le to no tools to roll out the structures as dictated by the new Consti tuti on. They are sti ll used today as guiding documents.
We also supported the draft ing of model legislati on for revenue governance to support counti es collect and manage own source revenues.
