Overview of Work Experience 1984 to Present, CH2M HILL, Denver, Colorado; Fellow and Senior Vice President - Dr. Bellamy is currently a Fellow and Senior Vice President of Water Technologies at CH2M HILL, one of the largest water and wastewater engineering companies in the United States. He provides leadership and direction for the water business and application of technologies worldwide. As a technology leader for CH2M HILL, he has assisted in delivering over $4 billion in engineering services including studies, designs, construction, and operations. Approximately $15 million of this work has been in studies and research for associations and agencies such as the American Water Works Association (AWWA), Water Research Foundation (WaterRF), U.S. EPA, and public and private utilities. In addition, he assists in regulatory development and maintains academic ties with 3 universities. The following are typical activities for the past 30 years:

− Managing and participating in over 150 studies, designs, and construction activities of water resource and treatment facilities, wastewater and reuse facilities, and hazardous waste reclamation and treatment facilities.

− Obtaining and supervising over 50 research grants and projects − Maintain membership and take an active role in professional societies, universities, and

regulatory organizations. − Develop and implementing new technologies as well as conduct internal and external

training courses necessary to communicate these technologies.

1980 to 1984, Colorado State University, Fort Collins, Colorado; Research Assistant – Competed Ph.D. program in Civil Engineering (Environmental Engineering specialty). Served as a research assistant supervising a USEPA grant studying water treatment; results provide a basis for drinking water regulatory requirements included in the Surface Water Treatment Rule (SWTR).

1978 to 1980, ARAMCO Inc., Dhahran, Saudi Arabia; Senior Environmental Engineer – Senior planner for oil distribution and marine facilities as well as project manager for various water, wastewater, and reuse projects. Project responsibilities included the development of designs and operating plans for RO treatment, seawater filtration, non-potable reuse, and assisting with the development of a new 5,000-person community. Served as the emergency response engineer for environmental incidences such as well fires and pipeline brakes.

1974 to 1978, Texaco, Inc., Port Arthur, Texas; Senior Process Engineer – Process engineering duties included technical supervisor of the wastewater treatment facility, and hazardous waste treatment and reclamation facility. Design, construction, and operations duties included hazardous and non-hazardous waste reclamation and landfill disposal facilities. Certified as a wastewater treatment operator by the State of Texas.

Regulatory involvement includes policy advice, development, and interpretation of drinking water regulations and guidance. The following list includes representative regulatory activities:

Representative Engineering Studies, Designs, and Construction Activities The following is representative of involvement in over 150 projects. The total value of these projects exceeds $3 billion.

Potable Water Studies and Designs − Co-author for the Guidance for Reporting GHG Emissions for Water Utilities, AwwaRF

Project 4156, which CH2M HILL is preparing as part of a tailored collaboration with California Urban Water Agencies and Santa Clara Valley Water District. It will allow sector benchmarking and enable an understanding of water utility-specific green house gas inventory issues. (2008 – 2009)

− Senior Review Engineer for the Water Research foundation project studying biological treatment for removal of nitrate. Study included two types of heterotrophic reactors and 1 autotrophic reactor using hydrogen as the energy source and considered sustainability aspects (GHG, brine, chemicals, etc) in comparison and process selection. (2007 – 2009)

− Lead consulting engineer for the preliminary design, build, and operate, 100 mgd membrane water treatment plant for San Diego County Water Authority. Process train included, direct membrane filtration, ozone, BAC filtration. (2005 to present)

− Senior Project Advisor and Consultant for the Southern Nevada Water Authority disinfection byproducts study, including advise and direction on regulations, decision making techniques, and technologies.

− Senior consultant for the study, design, and construction of Glendale Arizona’s 10 mgd groundwater nitrate ion exchange (IX) treatment plant. (2007 – present)

− Senior consultant for the study and conceptual development of upgrade and expansion to the 140 mgd San Francisco Harry Tracy WTP (2006 – 2007)

− Senior consultant for the Sothern Nevada Water Authority study and design of mussel control facilities (2007)

− Lead technologist for the development of 1.5 mgd RO water treatment plant for Tsunami relief in Banda Aceh, Indonesia (2005)

− Managing Engineer for the $2.2 billion (Public Works and Water) Iraqi reconstruction program. Responsible for the program management of approximately 40 water, 15 wastewater, and 10 water resource projects throughout Iraq. (2004 – 2005)

− Project Director for design of 100 mgd water treatment plant, presedimentation, enhanced coagulation, ballasted clarification, ozone, GAC filtration, Albuquerque Bernalillo County Water Authority, NM. (2002-2004). Lead consultant for continued operational support (2005 – 2010). Project won Grand Prize – Design AAEE 2010

− Senior Technical Consultant Masdar City Development – Carbon Neutral City, Abu Dhabi. Senior technical consultant for the wastewater, water, and reuse system being designed and built into a new 90,000 person community, being designed with zero carbon footprint. Design includes 75% reduction in water treatment and energy needs. Duties include assisting with the development of a dynamic simulation model that links power (GHG), water, waste management in a sustainability model. (2006 – 2009)

− Technical Director, ACTEW Advance Water Treatment Plant. Project includes the study, design, and construction of an 8 expandable to 50 ML/d advanced treatment plant located at the Lower Molonglo WWTP, in the Australian Capital Territory (ACT), Canberra Australia. The facility is being developed to reduce salt, zero liquid discharge, and provide indirect potable water quality. Involvement includes, providing leadership and advise on sustainability (triple bottom line) assessments of needs, provide process selection, and program direction. (2006 – 2008)

− Senior Project Consultant, Luggage Point Advance Treatment Plant, Brisbane, Australia. Director of technology for the integration and development of staff, treatment process, design, and start-up of the advance treatment plant. The 70 ML/d plant treats WWTP effluent to indirect potable water standards. Design included sustainability assessments (Economics, Environment, Community) to assist in selecting and designing treatment process. (2005 – 2008)

− Technical consultant for the development of the 50 mgd Aurora Prairie Waters project for indirect potable use

− Planning and process design of a 12-mgd reuse facility for irrigation Irvine, CA − Pilot study and design of a 4-mgd landscape irrigation facility, Santa Barbara, CA − Planning, study, and facility concept development for a three-community reuse program in
