OPERATIONS  

Assistant  Chief  Darren  White  oversees  the  Operations  Division  of  FMBFCD.  In  2010,  FMBFCD responded  to  2313  incidents.  These  calls  for  assistance  included  tasks  such  as  confining  and extinguishing  structure,  vehicle, brush  and  trash  fires;  as  well  as hazardous materials mitigation  and other  special  operations  such  as vehicle extrication, water rescue and technical rescue.  

2010 Calls by Stations:   Station # 31 – 1119 Station # 32 –   525 Station #33 –    669  Response times for the District averaged 4:57 minutes for 2010.      In  addition  to  coordinating  the District’s  response  to  calls  for assistance,  the Operations Division provides ongoing training to employees to further their knowledge and expertise in their field.   The wide variety of  incidents that the District responds to continues to represent how competent and professional our forces are in meeting the diverse challenges of a barrier island.    

  Training is essential to keep personnel ready for the challenges they face when performing their duties.  Forcible entry, fire and extrication are just a few of the tasks they experience on a daily basis.  Personnel perform drills while wearing heavy protective clothing and gear to simulate “real time” performance to assure they are in top physical form when responding to disasters.

EMERGENCY MEDICAL SERVICES 

In  2010  Lt.  Randy  Kraus  was appointed  to  the  position  of  Medical Officer  for  the  District  where  he oversees  the  daily  operations  of  the EMS division.  In 2010 the District ran a  total  of  2313  emergency  responses with  2071  of  those  calls  being emergency medical calls. Over 90% of the  calls  in  District  are medical.  As  a department,  the  District  transported 1229 (60%) of all patients attended to and  744  of  those  transports  were advanced life support. The District ran 249 more EMS response calls  in 2010 than the prior year.  

Given the increased number of medical calls, it is imperative that our personnel are current with all medical protocols. To assist  the District with “hands on” training,  the Bureau of EMS has added a “Simulaids” training manikin to enhance our medical training capabilities. The simulation manikin has all the necessary anatomical responses to provide our personnel the information to determine proper  treatment. From  the basic  level  to  the Paramedic  level,  this manikin  is an  invaluable  tool. These  same manikins  can  be  found  in medical  schools  around  the  country,  and  has  become  the “national standard”  in medical  training. At every  level of patient care, hands‐on experience  is  the best teacher. The patient simulator is a computer‐driven‐model, full sized manikin; which delivers experiences in true‐to‐life scenarios that quickly change. With these ultra sophisticated and highly versatile simulators, we are able to train our personnel in CPR, physical assessments, intra‐venous therapy,  drug  administration,  advanced  and  basic  airway  procedures,  heart  and  lung  sound 

recognition,  EKG  interpretation, defibrillation, and invasive life‐saving procedures.  

 

We also conduct monthly in‐services, along  with  annual  and  bi‐annual national re‐certifications for all of our EMT’s  and  Paramedics.  All  of  our District  vehicles  are  equipped  and staffed  at  an  advanced  life  support (ALS)  level,  which  guarantees  our residents  and  visitors  the  highest level of pre‐hospital care available.

FIRE PREVENTION 

Charged  with  the  enforcement  of  life  safety codes,  new  and  existing  building  inspections and  investigation  of  fires  of  unknown  origin, the FMBFCD Fire Prevention Bureau  is one of the  busiest  offices  in  the District.  In  2010  the Prevention Bureau welcomed Lt. Joe Reed and Lt. Ron Martin to the Bureau.  

During 2010 the Prevention Bureau performed 236  inspections,  investigated  the  cause  of  3 fires, and issued 65 certificates of occupancy.  

FMBFCD provides professional  fire and rescue services outside  of  regular  duty operations.  FMBFCD  Fire  Prevention Bureau coordinates all fire rescue staffing and equipment needs for large‐scale events that require life safety protective  services. The  Bureau  also  consults  event  organizers  on  matters  of  life  safety  throughout  the planning  phase  of  an  event.  In  2010  the  Bureau  coordinated  these  services  for  20  events  throughout  the District.  

The Fire Prevention Bureau is proud that no fire related deaths occurred within the District in 2010; its goal is and will continue to be zero loss of life due to fire. 

PUBLIC EDUCATION 

One  of  the  many  rewarding  jobs  for  the  District  is  to  provide  a  “hands  on”  approach  to  educating  our community  on  public  safety.  The District  performs  CPR,  AED  and  First  Aid  classes  throughout  the  year  to numerous beach organizations.  

In 2010 the Fire Prevention Bureau was afforded the opportunity to provide CPR and AED classes to the 5th Grade Class of The Beach Elementary, along with the school staff. After completion of the class, each student received a certificate for CPR and AED. Thanks goes out to the Kiwanis for donating the funds to provide the 

Automated  External  Defibrillator  to  the  Beach Elementary  School.  The  Beach  Elementary  5th Grade  Students  are  the  first  in  Lee  County  to have accomplished this life saving class! 

FMBFCD  offers  a  wide  variety  of  community education  programs.  These  programs  are designed to prevent  injury and or property  loss through  increased  education  and  public  safety awareness.

C.E.R.T. AND EXPLORER PROGRAM 

FMBFCD  Community  Emergency  Response  Team,  (C.E.R.T.)  demonstrated  their  commitment  to  the community during  several  events  in 2010. Among  these was  the  volunteer  services  provided  during  the  H1N1 clinic  for  beach  residents  as  well  as  neighboring communities.  C.E.R.T.  has  grown  to  over  75  volunteer members  and  is  a positive  reinforcement  to  the District in  emergency  and  disaster  situations.  C.E.R.T.  is  about readiness,  people  helping  people;  which  was  evident through  all  the  volunteer  services  provided  in  2010  for many  Beach  special  events.  Members  of  the  team  are trained  in  many  different  areas;  first  aid,  CPR,  AED, search  and  rescue,  triage  and  fire  extinguisher operations.    

 

With  the  support of  the Kiwanis,  the District has  formed an  Explorer  Team  (Post  1001)  of  young  adults  who  are trained in safety and basic skills required for firefighting. The  Explorer  Post  1001  meet  regularly  where  they  are introduced  to  fire  fighting  and  rescue  techniques.  They perform  drills  through  a  regimented  class  structured  on teamwork  and  responsibility.    The  Explorer  program emphasizes  community  involvement  participating  in  a variety of educational and public service projects.  

COMMUNITY INVOLVEMENT 

In 2010, FMBFCD participated in numerous events, which helped citizens throughout the community. As a District  that  is  focused on  saving  lives, we  also  strive  to  give  back  to  the  residents  and members  of  our community.  

School Slowdown 

• Firefighters remind motorist that school IS back in session. • Firefighters  ensured  that  pedestrians,  students,  and  parents 

remained safe during the first day of school. 

 Spirit of the Holidays 

• Firefighters  joined forces with  the  Red Coconut to wrap the gifts  before  Santa delivered them.  

• The  District  has  a Santa  Helper,  along  with Mrs.  Claus,  Santa’s  Elf  and other firefighters to deliver toys to the less fortunate.
