Effective August 12, 2019, Lincoln is pleased to announce the expansion of lab-free consideration for qualifying clients who apply for a life insurance policy through the Tele-App submission process. • If the client does not qualify for the lab-free process, Lincoln will order the necessary labs and vitals.

­ Lincoln TermAccel®: Lincoln must order the labs and vitals and cannot accept exams completed through other companies. To deliver a streamlined experience, this process has been directly integrated with our partner exam vendor and is not compatible with other company’s exams.

­ LincXpress® Tele-App: Lincoln will order labs and vitals if they are necessary and this best practice will save time and avoid unnecessary lab work for your client. However, Lincoln will accept previously completed labs, exams and medical records from other companies for cases submitted through the

LincXpress® Tele-App process. To prevent duplicate orders and delays in Underwriting, include the lab

slip, exam and/or medical records with the LincXpress® Tele-App ticket submission.

• To effectively monitor the quality of the automated underwriting process and ensure Lincoln continues to meet expected mortality results, Lincoln will randomly hold-out a percentage of cases that would have previously qualified for the Lab-Free process. For these cases, an abbreviated exam will be ordered for the client. Lincoln will not require full underwriting or the review of an APS.

• Exclusions from Lab-Free consideration: ­ Certain non-medical and medical conditions will prompt the need for labs and vitals ­ New York applications ­ Traditional Full Paper Application and/or eApplication submissions ­ Guaranteed and Simplified Issue ­ Exchanges and Conversions ­ Lincoln LifeElements® One-Year Term ­ Lincoln MoneyGuard® product submissions ­ Prior submissions, including trial or formal applications, received in the past 12 months

Spectra Quick Quote Tool Coming Soon – August 2019

Later this month, Lincoln will introduce a new online quick quote tool – Spectra – available for producers on August 26, 2019. Spectra leverages Lincoln’s Underwriting Rule Book to provide accurate, trackable quick quotes across a wide variety of medical, avocational and occupational risks. Partners will access Spectra through their Lincoln producer website to provide real-time quick quotes for their client and have confidence in the accuracy of the quote. Key Benefits of Spectra

• Leverages Lincoln’s existing automated underwriting rules leading to increased accuracy of quotes

• Simple and intuitive online interface allows for easy data entry

• Quotes can be generated 24/7 through Lincoln’s producer website and results are instantaneous

• Spectra will provide quotes for over 220 impairments, including medical impairments as well as occupational and avocational risks

• Can provide a range of quotes even if full details of client’s impairment(s) are not known

• Available for Lincoln UL, IUL, VUL and Lincoln LifeElements® Level Term Additional information, resources and training will be available upon the launch of Spectra later this month.

PBR/2017 CSO Client Disclosure Form New Signature Requirement Form LF11922

Earlier this year, Lincoln introduced a new disclosure form intended to educate clients and supplement conversations regarding the risks associated with the withdrawal and placement deadlines of non-PBR/2017 CSO compliant products. This form is included with all new and revised sales illustrations for non-compliant products and it is also located on the Lincoln Forms Tool in the required forms section. Based on feedback received from our Partners, Lincoln is implementing a new client signature requirement on this PBR/2017 CSO client disclosure form [LF11922] for all non-compliant life insurance product submissions, including Lincoln MoneyGuard®. The client’s signature will be required beginning on the following dates:

• August 12, 2019 | Non-PBR/2017 CSO compliant Term, UL, IUL, VUL policies

• September 16, 2019 | Non-PBR/2017 CSO compliant Lincoln MoneyGuard® policies Additionally, Lincoln will be adding a new “Memo to Agent” pending status notification for all non-PBR/2017 CSO compliant products as a reminder that all cases must be placed in-force with premium and all placement restrictive requirements no later than Tuesday, December 31, 2019. Why we are doing this Lincoln is committed to helping you and your client meet the December 31, 2019 placement deadline and will do everything we can to complete underwriting and issue your policy in a timely manner. However, in some cases, obtaining final requirements may be outside our control and result in your policy missing the deadline. These requirements may include, but are not limited to, obtaining medical records and/or external 1035 exchange proceeds received from another insurance company.

This new signature requirement on the client disclosure form will provide added protection for our partner firms, our producers, for Lincoln and for our mutual clients – helping to ensure all clients are fully aware of this important industry update and the impact if their pending policy is not placed with premiums and any pending restrictive requirements by December 31, 2019.

What you need to know • The updated Acknowledgement & Important Product Information About Your Lincoln Life

Insurance Purchase [Form LF11922] with client signature line will be included with all new and revised sales illustrations within the Lincoln DesignItSM Illustration System will also be available on the Lincoln Forms Tool as a required form beginning:

­ August 12, 2019 | Non-PBR/2017 CSO compliant Term, UL, IUL, VUL policies ­ September 16, 2019 | Non-PBR/2017 CSO compliant Lincoln MoneyGuard® policies

• The client signature on Form LF11922 will be a requirement for placement of your policy

• For 1035 exchanges, Form LF11922 must be signed by the client and submitted to Lincoln in good-order prior to initiating the 1035 exchange

• Lincoln will be implementing two new status updates within your pending policy details for all non-PBR/2017 CSO compliant products: Beginning August 12, 2019:

1. Memo to Agent: TIME SENSITIVE WARNING: This policy must be placed in-force with premium no later than December 31, 2019, to comply with 2017 CSO Tables and PBR regulation changes. If all placement restrictive requirements and premium are not received IN GOOD ORDER by the deadline, your client must select a PBR compliant product. This deadline is industry wide and is NOT Lincoln-imposed. REWRITES ARE NOT ALLOWED. Access 2019 Year-End CSO and PBR Transition and Placement Guidelines here: www.lfg.com/YearEnd2019.

Foreign National Underwriting Update Inspection Report/PHI no longer needed for certain cases Lincoln’s Foreign National Underwriting team has launched a NEW Foreign National Financial Questionnaire [Form LF11963] to eliminate the need for an Inspection Report/PHI on certain cases. A proposed insured who is not a U.S. citizen or legal permanent resident (green card) and is seeking up to and including $10,000,000 of Life Insurance can benefit from the use of this form.

• A Tele Inspection may not be required, if:

­ Foreign National Questionnaire [Form LF11963] is fully completed and signed ­ Third-Party Verification on page two of the Foreign National Questionnaire [Form LF11963] is

completed and signed ­ Face amount is $10 million and under [Note: Cases with a face amount over $10 million will

continue to require an Inspection Report/PHI] Foreign National Financial Questionnaire [Form LF11963] is now available on the Lincoln Forms Tool; it is not a required form and must be selected to be included with the application packet. For additional information on the Foreign National New Business Submission Process, click here.

Lincoln Care Coverage® Accelerated Benefits Rider – Now Available in Hawaii Effective August 12, 2019 Lincoln Care Coverage® Accelerated Benefits Rider (CCABR) will be made available in the state of Hawaii. This rider availability is being implemented by means of Hawaii recently joining the Long-Term Care Interstate Insurance Compact. As part of the Interstate Insurance Compact, Hawaii will utilize all applicable forms and disclosures. The CCABR will be made available in Hawaii on the following products:

• Lincoln LifeGuarantee® UL (2019) – 07/15/19

• Lincoln VULONE (2019) – 05/13/19

• Lincoln WealthAccumulate® IUL (2019) – 02/11/19

• Lincoln WealthPreserve IUL® (2017) – 02/11/19 New business applications for CCABR in Hawaii will be accepted on August 12, 2019. With the availability of CCABR in Hawaii, the Lincoln LifeEnhance® Accelerated Benefits Rider (LEABR) will be subject to a 60-day transition period ending October 11, 2019.

• Formal applications for Lincoln LifeEnhance® ABR applications must be signed, dated and received in good order in Lincoln’s home office by the end of the transition period to qualify.

• For pending business or policies already issued and have not been paid (no money applied), Lincoln will accept a written request and revised illustration to add the CCABR. Please note: Adding CCABR after an application has been submitted could result in a processing delay, will require additional supplements and signatures, and may require additional underwriting requirements.

• For policies already placed, Rewrites and Internal Replacements for the purpose of adding CCABR will not be allowed.
