Introduction This document provides City of Everett staff, and
consultants, with the guidelines necessary to prepare construction
documents in a manner that is useful to the City’s CAD, GIS and BIM
systems. Deliberate effort was put into the development of these
standards to:
• Pair well with software common to the industry. • Provide
capability for all project sizes while minimizing complexity. •
Adopt the accepted industry best practices for presentation
graphics and electronic workflow.
Objectives include:
• Efficiently produced projects that clearly communicate
engineering design intent. • Maximize use of built in automation to
reduce error. • Rapid familiarization by new staff and consultants.
• Consistent graphic style and CAD file structure throughout a
project. • Ability to leverage 3D design data with GIS
(Geographical Information System) BIM (Building
Information Modeling) and visualization tools. CAD work completed
for the City of Everett Public Works Department, by staff or
consultant on contract, must to adhere to the intent of these
standards. Drawings and models that do not comply with these
standards may not be accepted. This is a dynamic document and will
change in response to customer needs, available resources and
technological growth. Before starting a project, consultants are
responsible to check the City of Everett website everettwa.gov or
contact the CAD Manager for the latest revisions of these CAD
Standards. It is highly recommended that there is a kickoff meeting
that involves representation from the CAD staff responsible for
production. Suggestions are welcome and are an important part of

format: Autodesk current and prevalent version. Check everettwa.gov
or contact the City CAD

Create a Project Title block: Copy the Everett-11x17TB.dwg or
Everett-22x34TB.dwg to your project folder. Rename and customize
the copy. XREF it into each paperspace layout tab, scaled 1:1 and
inserted at 0,0. Annotation: Must be consistent for all
sheets.
• Preferred settings for existing survey text are
Romans/0.10”high/40%screen/rotated to project view. • Preferred
settings for proposed design annotation are
Calibri/0.12”high/black. • There is flexibility for projects with
extremely dense annotation. Be consistent for all sheets in the
set.
o Existing text height can be 0.08” with design text 0.10”. o For
Survey bases, Romans.shx may be used if using an Everett.lin custom
linetype. o Surveyor and Design team coordination required for
determination of font, rotation and height.
• Use the “Everett-“ Dimension and Multileader styles set up for
0.08, .010, and 0.12 in the templates. • “NOTE” and “VIEW” Titles
are 0.15” with underline selected, not a separate line
object.
Layers names: Follow National CAD Standards as closely as
reasonable. (e.g. C-TOPO-MAJR-N) Plotting: Named plot styles are
used and defined in the Everett-2016.stb. Set plot style (Black,
Object Color, 40%
screen, or 60% screen) and lineweight (0.13, 0.30, 0.50, 0.80,
1.20) per layer. Set your Page Setup to Everett- 2016.stb and check
the “display plot styles” box. It is helpful to have a white
background in paperspace and turn on “Display lineweights”
(LWDISPLAY). Toggle LWDISPLAY off when in model space.
Sheet Set Manager: Copy and modify Everett-Sheetset.dst in
combination with the Everett22X34layout.dwt Electronic File
Delivery: PDFs are to be created full size using the DWG TO PDF.PC3
with a paper size of 22”x34”
or 11”x17” as appropriate. To print a 22x34.pdf half size hardcopy,
scale it at 50% (don’t simply print to fit). Abbreviations: Follow
the standard abbreviations defined on the G2 sheet but spell words
out when there is
room to do so. Don’t use periods at the end of abbreviations or
short callout notes. Use periods at the end of complete sentences.
When abbreviating the word typical use “(TYP)”.
Chapter 1 Setup, File Formats & Naming 1.1 Requesting
Files
Request for copies of CAD files can be made to the CAD manager.
Such data is provided for the convenience of the recipient only.
This data is often gathered from a variety of sources and therefore
may not conform to current CAD standards, may be incomplete or may
not accurately reflect current conditions. The City of Everett
makes no representation as to the completeness or accuracy of the
data.
1.2 Drawing & File Formats for Submittals
The City uses the following software for CAD and BIM. The version
adopted for use is the most prevalent current release. Due to lack
of backwards compatibility with certain versions (2018 files are
not compatible with 2016 software), coordination with all CAD team
members is essential. As standard practice, check with City CAD
Manager before starting your project.
• Autodesk AutoCAD based platforms: AutoCAD®, Civil 3D®, Map 3D®,

When consultants submit CAD files to the City they must conform to
the current CAD Standards. It is the consultant’s responsibility to
correct existing data provided, to the best of their ability, which
could be obsolete, inaccurate or does not conform to the current
City of Everett CAD standards.

• As requested by the City of Everett project manager (PM) The City
shall validate all CAD data and other materials that the consultant
submits. If submittals do not conform to the CAD standards the City
can reject the submittals from the consultant. The consultant is
responsible for modifying the materials to conform to this
document.
Include all electronic production files (e.g. External References,
Images, Spreadsheets, Sheetset file, custom pipe catalogs, Data
Shortcut source files and Data shortcuts folder tree) when
submitting a project.

1.3 Media Types
Full size hard copy sets of plans are typically produced for the
purpose of signing PE stamps and are plotted on 20# bond paper.
These will be scanned to .pdf format. Electronic files may be sent
on a DVD or a secure link may be requested to upload them to the
City’s ftp site.
1.4 Plan Archiving
The City keeps .dwg files for the Bid and Record Sets for all
projects. If there are significant changes to the bid set then a
copy of the Construction/Conformed documents would also be
kept.
1.5 File Naming Convention
The City uses a 4 digit City Work Order Number to track records for
all projects. An additional prefix such as PW or UP with the number
is not included in CAD file or folder naming. In CAD files it
appears in the filename prefix. For example 3384-C1.dwg (layout
sheet) or D-3384-STRM.dwg (data reference source file). The City
uses the typical modular approach to building a drawing set. There
are reference files that hold the design content and layout SHEETs
that organize scaled views for plotting. These CAD files are sorted
into a minimal number of folders, at least two, SHEET and REFERENCE
(see next section). The \SHEET folder contains the layout sheets.
The filenames include the city Work Order number and the drawing
sequence number. Examples: 3384-C101.dwg single sheet (one layout
tab) 3384-C102-C108.dwg multiple sheets (multiple layout tabs) The
\REFERENCE folder contains the 2D external reference files, 3D data
reference source files, Revit central file, Infraworks model
export, Excel spreadsheet source data, and image files such as .PDF
or .JPG. These have a prefix of D (Data Reference source file) or X
(External Reference) and are demonstrated in the examples below.

filename (i.e., X-3384-BASE) since it is not descriptive enough.
Similarly X-3384-STRM-BASE.dwg is redundant. Simply using
X-3384-STRM is sufficient. Avoid using dates in filenames. At some
point it will likely become obsolete or misleading and thus require
a name change. Once the name of a reference file has changed it
consumes time to fix the broken links. This process may also
introduce errors or missing content when correcting the broken
links.

PLEASE NOTE:
The folder structure listed above is intended for use on the City’s
network and it is understood that the organization of project
folders on another network will not be identical. Therefore, at a
minimum, it is important to sort properly named CAD files into the
appropriate \SHEET and \REFERENCE folders. Any filetype of
reference used (.dwg, .jpg, .png, .pdf, .xls, etc.) for the project
must be included in the \REFERENCE folder. When a project is
compressed (zipped) into an archive and submitted to the City the
entire \300 CAD-BIM folder tree is included.
Set this as the Civil3D® Data Shortcut Working folder. Also store
the .zip (CAD files) of project design review levels here.
The Civil3D® Data Shortcuts Project Folder is automatically placed
here when a NEW Project Folder is created.
All references used on the project, all file formats, go in here.
Unused references are moved to the Archive folder.
All layout sheet files and the .dst file go here. Unused files are
moved to the Archive folder.

For example the first drawing name of the Civil series would be
“C1” though it may also be sheet number 9 of 34 sheets.
Viewports of the same project location should have logical naming.
For example the same intersection may have Water, Stormwater and
Sewer plans labeled W12, C12, and C22 respectively.
Minor Designators for drawing names: • For large sets additional
minor designators are optional. For example; CX (Civil Demolition),
TD (Traffic
Details), SD (Structural Details), etc. Others may be helpful TC
(Traffic Control), EL (Electrical Lighting), etc.
• Do not use decimal drawing names (C1.01, C1.02, etc.) or letter
suffixes (C1a,C1b, etc.)
When assembling a contract document set the preferred discipline
order is:

2.5 Starting a New Project The following is a step by step the
workflow for setting up a new project.
1. Obtain a City of Everett Public Works 4 digit work order number.
Shown as #### below 2. Create your project folders. See Section 1.6
Project Folder Structure 3. Copy four files
(Everett-C3D-Design-2018.dwt, Everett-22X34TB.dwg,
Everett-22x34TB-PlanProf.dwt
and Everett-22x34Layout.dwt) from the “Everett CAD 2018 Templates”
folder to your project \REFERENCE folder.
a. Rename the three template files with your project’s prefix (i.e.
####-C3D-Design-2018.dwt, ####- 22x34TB-PlanProf.dwt and
####-22x34Layout.dwt)
b. Rename the titleblock XREF file with your Project’s XREF prefix
(i.e. X-####-22X34TB.dwg) c. Open the templates
####-22x34TB-PlanProf.dwt and X-####-22x34Layout.dwt and change
the
titleblock XREF to your project’s X-####-22x34TB.dwg 4. Customize
your X-####-22X34TB.dwg with your Project name, consultant logo and
P.E. Stamp as needed.
This Titleblocks will be XREFed into Layout sheets. 5. Open a blank
drawing (Drawing1.dwg is fine)and start a new SheetSet
a. Select the example .dst and choose Everett-sheetset.dst b. Save
your sheetset in your project \REFERENCE folder in the format
####-ShortProjectName
6. Open your new SheetSet a. set your template path to your
project’s X-####-22x34Layout.dwt b. set your Page Setup Overrides
to your project’s X-####-22x34Layout.dwt. You will experience
very
slow response times if you skip this step and Sheet Set Manager
cannot find a template it is looking for.
c. Modify the names of your Subsets as needed. They can be used to
organize your sheets as you need. Often these are Street Names and
are used in the titleblock’s third line of the sheet title.
d. When you add new sheets under these subset, they would normally
have a title “STA _+00 TO STA _+00” of that street.
e. Rename & Renumber sheets and their corresponding .dwg
filenames. See section 1.5 File Naming Convention
f. Create new a Cover sheet (G1) and Legend sheet (G2) from the
templates Everett-Cover-2018.dwt and Everett-Legend-2018.dwt
located in the “Everett CAD 2018 Templates” folder.
i. The Cover sheet is designed to have the middle area modified as
needed for your project. Titles and approval blocks around the edge
stay where they are though.
ii. The Legend sheet will need to have title block referenced link
updated to your project (X- ####-22X34TB.dwg).

Chapter 3 Reference Files
3.1 Where to place content
All relevant reference files for a single project are kept in that
project’s \300 CAD-BIM\REFERENCE folder. Filetypes include:
Autodesk .dwg and .dwt; jpg or .png images; .pdf and .doc
documents; .xls spreadsheet, and .csv and .txt files.
3.1a Model Space
• Model content. Always drawn at full scale (Civil: 1 unit = 1’,
Architectural: 1 unit = 1”). • Civil3D objects (Pipe networks,
Surfaces, Alignment, etc.) • Civil profile or section views.
Vertical can be exaggerated, horizontal remains at full scale. •
Annotation, Sheet Set Data fields, and schedules. Scale
appropriately to plot correctly. • Model space content is scaled
into a Paper space viewport for plotting at 1:1. • Assigning object
attributes (color, lineweight, linetype, or plot style) by entity
is highly
discouraged. This is because of the difficulty required to locate
these items when needing to change how they display.
3.1b Paper Space
• Not used on reference files for the purpose of creating published
documents.
In order to organize the CAD files some helpful conventions are
used.
3.2 External References (the X- prefix) In order to facilitate
coordination of base files ensure that:
• External reference (XREF) 2D files are kept in the \REFERENCE
folder and have a filename prefix of “X-“ • Name the XREF per City
standards. See Chapter 1 • DVIEW twist is set to 0.00° • UCS is set
to “World” • INSBASE is set to (0,0,0) • Insert at (0,0,0) with
scale factor of 1. • Civil bases follow the City of Everett
coordinate system as defined in the Survey section of this
manual.
“NAD83 Washington State Planes, North Zone, US Foot”. (WA83-NF) •
XREFs are only loaded as necessary. Upon final delivery, detach
unused XREFs and images. • The unaltered original survey is
archived in project’s \200 Support Files\210 Survey. Survey
updates
are organized in subfolders having the date reference as part of
the name. • The current working survey base file (copied from the
original) is kept in the project’s “310
WORKING\REFERENCE” folder. • XREF files are attached as OVERLAYS to
prevent circular references and slow drawing load times. • Keep the
XREF drawings original file name in the External Reference manager
dialog box, no aliases. This
is important when trying to locate a missing file.

• Referenced files should be inserted on a layer such as “X-XREF”
or separate layers such as “C-XREF- (BASE, STRM, SSWR, WATR)”.
Overall visibility can be controlled by “Reload or Unload” Status
and selectively by the referenced drawing’s layer.
• Files that are not copied to the REFERENCE folder but XREFed from
outside the project file structure must be bound (using bind type
“Insert”).
3.3 Civil3D Data Reference source files (the D- prefix)
In the current version of Civil3D the file path link between a file
using a data reference and its source file are absolute. Therefore
when project files are relocated the data links are broken. This is
a common occurrence when files are submitted to the City or a
folder is renamed. It is vital to properly name the source files
(so the links can be found and repaired more easily) and include
them with the submittal. Typically the tools provided by Autodesk
to repair links are effective. These are _AeccManageDataShortcuts
(from the command line) and the Data Shortcuts Editor
program.
• Data reference source files are kept in your project \REFERENCE
folder and have a filename prefix of “D-
“. These files contain Civil3D data objects (pipe networks,
surfaces, alignments, etc.) which are Data Referenced into other
Civil3D drawings instead of being XREFed.
• Use care in choosing filenames and object names since repairing a
broken link is error prone and time consuming. If you are creating
an object that could be used for the duration of your project then
the name should be appropriate at the various milestones.
• The Data shortcut folder tree should be compressed (zipped) and
included with the file submittal. • The “Working Folder” is set to
the
project’s \300 CAD-BIM folder (circled in red)
• The “Data Shortcuts Project Folder” under that. (circled in Blue)
See section 1.6 Project Folder Structure.
• All files within a project should have their “project associated”
to them. (circled in green)

Chapter 4 Layout files and the Sheetset 4.1 Where to place
content
All relevant layout (sheet) files for a single project are
organized in that project’s \300 CAD-BIM\SHEET folder. Filetypes
include Autodesk .dwg and .dst
4.1a Model Space • Model content. Always drawn at full scale
(Civil: 1 unit = 1’, Architectural: 1 unit = 1”). • Civil3D Data
Referenced objects (Pipe networks, Surfaces, Alignment, etc.) •
Civil profile or section views. Vertical can be exaggerated,
horizontal remains at full scale. • Annotation, Sheet Set Data
fields, and schedules. Scale appropriately to plot correctly. •
Model space content is scaled into a Paper space viewport for

4.1b Paper Space • Not used on reference files for the purpose of
creating published documents. • Contains viewports for displaying
scaled views of objects in model space. • Contains titleblocks,
matchlines and their labels, view titles, Sheet Set data fields •
May contain legends, common notes, status block, and P.E.
stamps.
4.1 Titleblocks
Drawing files created by or submitted to the City use the standard
City title blocks. There are different formats designed for
specific purposes. The 22x34 format is used for construction
documents while 8½x11 and 11x17 formats are intended for simple
exhibits.
Template files for design documents: • “Everett-Cover-2018.dwt”
(Cover sheet, see section 2.4 Required Project Drawings) •
“Everett-Legend-2018.dwt” (Legend and abbreviations sheet, see
section 2.4 Required Project
Drawings) • “Everett-22x34Layout.dwt” (layout sheet). This .dwt
XREFs your project’s customized titleblock
border X-####-22X34TB.dwg which should be located in the \REFERENCE
folder.

For City Standard drawings (only used by the City’s CAD
department): These standalone sheets have a specific purpose of
portraying City of Everett standard drawings in the “Design and
Construction Standards and Specifications for Development”
document, Volume II.
• “Everett-11x17-DCSS.dwt” It is in 11x17 landscape format and
Xrefs the “COE STD DWG TB Tabloid Lower Rt.dwg” into paper
space.
4.2 Sheet Set Manager (DST)
The Sheet Set Manager is used to create, organize, annotate and
publish projects. It is defined in a .dst file that is stored in
the project’s \300 CAD-BIM\SHEET folder. The SSM is set up and used
by all projects prepared by City however on small projects
(containing 6 sheets or less) a consultant may simply use text in
place of the fields built in to the titleblock .dwt.
All of the DWT files have been designed to handle Sheet Set Manager
fields. The Sheet Set template is named Everett-sheetset.dst

The subsets shown in the template (G-General, C-Civil, etc.) are
intended to be modified and/or deleted to match the needs of each
project.

4.3 Template Plan Production Tools Due to the linear nature of many
City projects a standard titleblock template
“EVT-22x34TB-PlanProf.dwt” for use with Civil3D’s Plan Production
Tools has been developed.
Order of workflow:
1. Set up your standard project folder structure. 2. Set up your
project SheetSet. (see Section 4.2 Sheet Set Manager (DST)
) 3. Copy the Everett-22x34TB-PlanProf.dwt template to your project
\REFERENCE folder and rename
the copy to match your project. a. Scale is set for 1”=20’ which
will display 500’ at a time. Modify scale and resize as you
need.
The viewports have already been configured to display the Plan view
above the Profile. b. Modify the project name in the title block to
match your other sheets. c. The plan production styles and labeling
have already been set up in this template too.
4. Create your project view frames drawing (D-####-Viewframes.dwg)
a. Data Reference in your alignment or create a new alignment if
you don’t have one. b. Data Reference in or create your Existing
and Finished grade surfaces.
5. Run the Output|CreateView Frames wizard. a. Name the View Frame
Group to your street name b. Choose the “SH-North” North Arrow
Block
6. Adjust your view frames and matchlines. 7. Run the
Output|Createsheets
a. Set your paths correctly in order to keep all of your sheets
together. b. Choose the Sheet Set you set up for your project to
organize the new files
8. Use your project’s Sheet Set to rename/renumber your
drawings.

4.5 Layouts
It is often convenient to have multiple layout tabs in a single
layout drawing. However, a large number of tabs can increase file
size and increase initial load time. A file of average complexity
and typical computer might reasonably contain 6 tabs. A titleblock
is to be placed in each paperspace tab. A layout tab can have
multiple viewports. Viewports are created on layer “C-ANNO-VFRM”,
which is a non-plotting layer. Do not put a viewport on layer “0”
or “Defpoints”.
4.6 Drawing Rotation for Plotting
Survey site information must not be rotated from survey North or
translated from the Washington State Plane – North Zone coordinate
system. However, paperspace views of an area are routinely rotated
to make efficient use of the drawing sheet. In this case the
viewport is rotated and “VPCLIPped” as needed. Custom modelspace
views can be created to ease daily design work but it is highly
preferable to set the current view back to World UCS before
submitting it to City.
4.7 Civil3D Object information display and labeling Civil3D’s
dynamic engineering model maintains object data which is used to
create labels. It makes sense to agree on where certain information
is placed. While most objects have defined choices, there are
places where it is left up to the user to input what is desired. In
order to use the City of Everett label styles as they are designed
the following instructions apply.
1. Surface naming • Include the “short project name” or “work order
number” as a prefix or
suffix with EG to designate the surface as the existing grade. For
example, EG 3629 or EG_PineStreet. This creates a unique
identification of this important surface while allowing it to
remain consistent for the duration of the project.
• Don’t use a date as part of the Surface name. If the surface is
data referenced throughout the project and name changes it can be
difficult to correct. Use the description box to provide this sort
of information.
• If you create volume surfaces then prefix the names of those with
“Volume“ then “(Base surface - Comparison surface)”. For example,
Volume (EG-Pond). With this method you will be able to maintain
order even if you have many surfaces or if someone else has to work
on your model.

2. Gravity Pipe Networks
Pipes: o For proposed pipes
displayed in the foreground use the pipe style “EVT-Solid (plan)
Double (Profile)” to depict pipes. The pipe is drawn as a solid
line in the actual width.
o For 2D existing pipes displayed as background, such as survey,
the linetypes would apply.
o When an existing pipe is recreated in Civil3D it should be
assigned the “EVT-Nodisplay (plan) Double (profile)” style and set
to the appropriate layer for existing pipe. The purpose is to
display just one instance of the pipe (from the 2D Survey) on the
plan view yet see the location (shown as a hidden line) on the
profile when desired.
o When labeling pipes in plan view, the most common plan view label
style is “EVT- PLAN”, which displays the inside diameter and the
type (e.g. 12” SD), and the pipes are shown solid with actual
width. This label should be moved on the pipe or dragged to a
location when necessary for readability.
o In the situation where a pipe is not shown on a Profile yet that
amount of information is desired then the “EVT-PROF” label style
should also be used in plan view.
o The City of Everett does not typically callout pipe materials
since this information is contained in the specifications.
Therefore the label simply shows the pipe diameter and type (SD,
CS, SS, W, etc. which is kept in the description box). If a pipe
material is to be shown then this box is the correct place. The
material field in the Pipe Properties box it is not used to
populate the labels due to the lack of options in the “out of the
box” catalog and its infrequent use.
Structures: o There are four Civil3D styles for gravity structures
to use. One
for all MHs and 3 for CBs. The cylindrical structures are scaled to
actual size based on the diameter set in the structure properties.
The rectangular Type 1 and 1L are set to actual size.
o When labeling structures in plan view, the preferred structure
label is “EVT- PLAN” which contains the Name, Description, Station
and offset, and Rim elevation. Connected pipes are typically shown
on the Profile.
o Enter the Name of a structure into the Structure Properties using
Structure type then numerical sequence. At a minimum, enter the
type of structure and size into the Description.

Profile View Pipes: o The preferred label style for a pipe in a
profile
view is “EVT- PROFILE” and displays the computed inside diameter,
type, 2D length in lineal feet and slope. (e.g. 12” 24LF SD
S=.0200). Drag the label off of the pipe if needed.
Structures: o The preferred label style for structures is
“EVT-
PROFILE”. It contains the Structure name, Rim elevation, and pipe
inverts. Location information is shown on the plan view.
o When you need to identify structures that are not on the
alignment or are not the purpose of your layout, the structure
label style “EVT-PLAN & PROF [name only]” should be used.
3. Pressure Pipe Networks
Similar to gravity pipe standards with a few exceptions.
o There is just one pipe label style “EVT-PLAN & PROF”. o The
diameter and material are included in the description. The label
style uses only the pipe
description to build the label. o The callouts, dragged labels, and
Mleaders are all splined. This is peculiar to pressure system
plans and profiles since the information tends to be grouped in
tight clusters and straight leaders would be more difficult to see.
Straight leaders are consistently used elsewhere.
4. Profile grade lines
Profile styles are named according to how they display (Red-dashed,
Green-solid, etc.) rather than their purpose (Existing Road
Centerline, Proposed Pond, etc.) The purpose is to minimize the
number of profile styles while giving you the choice you
need.

Chapter 5 Layers 5.1 Industry CAD Layering Systems
The City of Everett uses the National CAD (NCS) and BIM standards
as the basis for all design and land surveying work. Projects not
conforming to this standard may cause rejection of the plans.
Design projects for buildings using Building information Modeling
(BIM) will utilize Revit and follow the BIM standards manual.

5.2 Layer Name Format
There are four field types organized as a hierarchy – Discipline
Designator, Major Group, Minor Groups, and an optional Status Field
– each separated by a dash. The layer name format allows the user
to include field codes to the desired level of detail. The
following is a description of the fields used.
5.3a Discipline Designator
The first character of the Discipline Designator denotes the
category of subject matter contained on the specified layer. The
second character is a modifier to the first character, sometimes
describing the source of the information on the layer.

5.3b Major Group The Major Group denotes the main group of the
subject matter.

5.3c Minor Groups
The optional Minor Groups denote a more detailed breakdown of the
major group. This is usually one or two fields.

5.3d Status (Phase) The optional Status (Phase) field denotes the
status of the work or a construction phase.

5.3 Layer Organization The level of detail required within a
project is coordinated with the City of Everett project manager and
the CAD Manager. Objects can be organized by the number of groups
used.
Example: C-WATR-LINE This forces all proposed water lines,
regardless of size or material, to be combined on one layer. This
allows the visibility to be controlled with a single layer
selection.
C-WATR-12DI-LINE Proposed water lines are placed on separate layers
according to size and material. They can then be selectively
controlled within a viewport.
5.4 Complete List of Codes to Populate Layer Name Fields
The following tables show the codes used in the City standard
within each of the four fields of the layer name format. The codes
shown here represent a subset of the complete NCS Layer Guidelines.
In addition to these codes, new codes (shown bold & italics)
were created by the City to help define categories unique to the
City’s needs – a practice allowed by the NCS. The definitions of
selected codes that were already defined in NCS were not
changed.
The template files ”Everett-C3D-Design-2018.dwt” and
Everett-C3D-Survey-2018.dwt” are supplied to be used with the
“DesignCenter” (ADCENTER) that contains the majority of the City
layer names with the appropriate properties. All layers have a
Discipline Designator “##” this saved duplicating layer names for
all possible disciplines. By dragging the appropriate layer name
into a drawing and assigning the desired Discipline Designator all
of the appropriate properties will be set. Most importantly the
syntax, linetype, and layer description have been preset. The other
properties such as Color are solely dependent on operator
preference on their monitor; Plot Style is dependent on how the
finished plot is to appear.
5.4a Common Discipline Designators:

City CAD manager. The Discipline Designator is intended to denote
both discipline and responsibility for the work.

Chapter 6 Blocks (Symbols) 6.1 Block Creation
The standard blocks provided in the CAD standard file distribution
were adapted from APWA and generally accepted civil engineering
practices. All Topography, Utility, Surface Features, and Mapping
blocks/symbols are only developed by the City under the approval
and direction of the CAD manager. All approved blocks/symbols are
contained in “EVT-Symbols” directory. The City develops one block
for all conditions (Existing, New, Demolished, Future, Temporary,
etc). The visibility/appearance is controlled by the block layer
properties. This facilitates translation of the entity from exist
to demolished/removed or new to existing after installation.
6.2 Block Rules for Creation, Storing and Use
• Define blocks on layer “0”. • Set Plot Style, Color and
Lineweight to bylayer (layer and .stb controls) • Draw blocks full
scale, when possible, to show conflict problems. City CAD manager
may

The file “EVT-Templates\BASIC\ EVT-BLOCKS ONLY.dwg” is supplied to
be used with ADCENTER (Autodesk DesignCenter) that contains a
majority of the City’s blocks. This allows individual blocks to be
dragged into an open drawing file. Use of non-standard or
unapproved blocks in a drawing file may result in the file not
being accepted.
The following blocks, used with Civil3D styles, are more useful
with explanation. These are used by structure styles and are scaled
to actual size for precise placement in the design file. This
provides an accurate center of structure location when you are
using Stations and Offsets or Site Coordinates in your labels.

Chapter 7 Displaying Lines, Screens and Transparency 7.1 General
Lineweight It is important for the CAD operator to skillfully use
lineweight on their drawings to differentiate the important subject
from the background. The full range of more than 20 lineweights may
be used but 0.13mm, 0.30mm, 0.50mm, and 0.80mm are preferred. These
lineweights are set per layer. On rare occasions a lineweight might
be set to an entity but this is highly discouraged.

Screening and transparency Screening and transparency may be used
in combination with any lineweight. The Everett-2016.stb Plot Style
table provides 40% and 60% screen. Note that a screened object may
plot on top of a solid black object if the draw order is incorrect.
However an object with transparency still shows objects underneath.
Both options may be employed. If you choose to use transparency
then the “Plot options - Plot transparency” must be selected. The
Civil3D styles for profile view gridlines are set up to use
transparency. Transparency is also frequently used instead of a
concrete or dot hatch patterns where the area to be pattern can
make readability difficult.

Linetypes The City of Everett uses two methods to denote object
lines in a CAD file. In 2D AutoCAD custom linetypes are used to
differentiate pipe information. The Everett.lin file still provides
hundreds of linetypes for this purpose. With Civil3D styles, pipes
and labels are used together to display pipes. Selected typical

7.2 Custom Annotative Linetypes
AutoCAD standard line types should be used when possible but custom
linetypes are also used to make a drawing set more readable.
Complex Linetype definitions have been developed where the
descriptive text is imbedded in the definition showing the function
of the line or pipe represented. These definitions utilize the
AutoCAD default text style “Standard” (which is set to
“romans.shx”). All of the lines included in “Everett.lin” file have
been developed based on a plotted scale of 1”=20’. The drawing
variables “ltscale & psltscale” should be left at the default
of 1. Lines will appear the same in the typical layout. In model
space set your viewing scale to 1”=20’. All custom line types
created for the City CAD Standards are contained in the Everett.lin
file. There is one custom .shx (EVT-Shapes.shx) used to create the
squiggle for the ditch linetype.
7.2a Naming Syntax
In order to sort and find what you need among the hundreds of
linetypes that are used a standardized naming convention has been
developed.

7.2b Creation Criteria
• The overall appearance of the plotted line was determined by its
appearance and clarity within a 1”=20’ scale viewport (the most
commonly used).
Note: All other scales must be approved by the City of Everett
Project Manager. • The standard line type name consists of three
fields separated by a hyphen.
o The first field consists of “-EV-“. o The second field is a short
abbreviation/description of the line’s intended use or discipline
(see table below). o The third field indicates the annotation used
in annotated line types. In non- annotated
line types this field is used as a short, more definitive
description. o An optional forth field can be used for further
clarification. For example, REV would
indicate the line appears the opposite of a line type with the same
name (only used on directional lines). The use of HF is intended to
indicate a line type which repeats in approximately half the
distance as the line with the same name.
• Standard AutoCAD default text style is used in all annotated line
types. • Text in annotated line types is intended to have a height
of 0.12” in all standard 1”=20’
viewports. • The same line type is used to represent existing, new,
to be removed, etc. The properties of
the layer containing the line will determine the appearance of the
line.
When working in model space it may be desirable to set the LTSCALE
from 1 to 20. This will display the line spacing and text as it
would in a standard 1”=20’ scale viewport. However, since the
LTSCALE variable is a drawing standard variable and not controlled
by the layout the LTSCALE=20 must be returned back to LTSCALE=1
before printing the layout sheets.

Chapter 8 Annotation
8.1 Text Styles The City uses the Calibri Truetype font for
annotation and titles. The Autodesk Romans.shx font is used for the
custom linetypes and remains in the definition of the “Standard”
style. As the “Text Style” dialog box shows below, there are
several other Everett styles preset in the template. The styles
“Everett” and “Legend” are Calibri with a text height of 0.0 and
not annotative. The Everett styles that are annotative are named
according to their Paperspace height.
Must be consistent for all sheets. • Preferred settings for
existing survey text are Calibri/0.10”high/40%screen/rotated to
typical project
view. • Preferred settings for proposed design annotation are
Calibri/0.12”high/black. • There is flexibility for projects with
extremely dense annotation. Be consistent for all sheets in the
set.
o Existing text height can be 0.08” with design text 0.10”. o For
Survey bases, Romans.shx may be used if using an Everett.lin custom
linetype. o Surveyor and Design team coordination required for
determination of font, rotation and

8.2 Dimension Styles
• The appearance of dimensions should appear the same through all
projects. Dimensions may be put on a general layer such as
“C-ANNO-DIMN or C-ANNO-DIMN-E” or specific layers such as
“C-WATR-DIMN).
• Three annotative dimension styles “EVT-0.12, EVT-0.10 and
EVT-0.08” are provided
to match the chosen text height of the project.
• Dimensions, like other annotation, are usually located in model
space.
• The first line of dimension text is placed above the line with
the second line below. Text is parallel to the line.
• Dimension variables such as color, linetype, and visibility are
controlled by layer.
• Dimension text locations and orientations may be adjusted for
drawing clarity.
• Do not EXPLODE dimensions.

8.3 Callouts for section, elevation and detail On a plan view
drawing:
There are two blocks to remember. EVT-Section_Cut and
EVT-Detail_Callout. For easy recognition they are the same size on
plan and detail sheets. View titles are simply formatted text. The
title is 0.24” and underlined. The scale is part of the same MTEXT
and is 0.12” high. If there is more than one line for the title
then only the bottom line underlined. Callouts and titles are
placed on appropriate annotation layers which have a lineweight of
0.30mm. Callouts:
Leaders, Notes and Bubbles:
For clarity, leaders from text, multileaders and bubbles are
typically straight and aligned when possible. One exception being
Water drawings where splines are preferred. Text is left justified
and notes are aligned vertically when possible. The left attachment
for leaders is the middle of the top line while the right
attachment is the middle of the bottom line.

On a detail drawing: There are two blocks that are used together.
EVT-Detail_Callout and EVT-DETAIL_SECTION_TITLE. In the example
below you can see one is selected and the grips are showing.
EVT-DETAIL_SECTION_TITLE is a dynamic (stretchable) block that
snaps on to the right side quadrant of the EVT-Detail_Callout
circle. Stretch the title line out so that it is the approximate
width of the detail it denotes. When laying out a detail sheet line
up the titles vertically and horizontally whenever possible. Use a
letter designation for Sections and Elevations and a number
designation for Details.
Detail titles are placed on appropriate annotation layers which
have a lineweight of 0.30mm.
Within a detail: Since space is tight within a detail and a section
is usually shown right next to where it is cut a smaller symbol is
used. For this purpose there is the EVT-Section_Cut-mini block. It
is dynamic (rotate, flip, stretch, and keep the letters upright).
It is placed on appropriate annotation layers which have a
lineweight of 0.30mm. Titles are a MTEXT, 0.15” high, underlined,
and are placed on appropriate annotation layers which have a
lineweight of 0.30mm.

8.4 Other Callouts
Matchlines and Continuation In many cases it is preferable to
simply direct the viewer to another sheet for continuation and a
matchline is not needed or beneficial. In such a case use MTEXT,
0.15” high, underlined (%%U) or overlined (%%O) as appropriate, on
the layer C-ANNO- MTCH-TEXT (0.30mm), and aligned with the edge of
the view. The viewport should have some overlap to see the
stationing. Placement of the text should be approximately 0.1” away
from the edge of the viewport and in an area where it is clearly
visible. The text is located on edges of both the plan and profile
and reads “SEE DRAWING ____”. When using Sheetset Manager the
drawing name should be used as a field. There are no other blocks
to use.
When a matchline is required then it reads as follows: “MATCHLINE
STA __+__ SEE DRAWING ____”. It is used in conjunction with a line
on the C-ANNO-MTCH layer (0.30mm, dashed, black). The line is
precisely on the station and perpendicular to the alignment.

Chapter 9 Plotting
The City of Everett uses the style based plotting method of
creating plots. This provides multiple advantages. • Lineweights
and transparency stay with the drawing and are thus what the
designer intended. They
are embedded into the .dwg instead of being interpreted through a
table at plot time (when using the Everett-2016.stb).
• No complex tables to learn. • Freedom to directly choose any
combination of lineweight, color, screen or transparency
without
complexity. • WYSIWYG viewing in paper space (with Display Plot
Styles selected and using a white background) • Allows objects to
be organized by color for lineweight or function, yet plot with the
correct weight. • Compatibility with backgrounds exported from
other Autodesk products such as Revit®, Infraworks®
and Inventor® already have the lineweight set. • Easier conversions
between other CAD standards.
The Everett-2016.stb is designed to work with documents plotted at
1:1 scale. For example, a full size sheet (22”X34”) is plotted at
1:1. When plotting that same sheet half size (11”x17” at 1:2) the
scale lineweight box must be selected. When printing a .dwg file
exported from a Revit model using the AIA standards, the “NCS
4.0.stb” should be used since it is also based on the object
lineweight setting designated in the Layer. If you are converting
from the previous City of Everett CAD standard a helpful conversion
table has been provided in Appendix C, Helpful References that
compares the EVERETT.stb to the EVERETT-2016.stb.
9.1 Colors
Under the City system the color of an entity does not necessarily
signify line weight. The colors assigned in the templates were
based on designer’s choices for ease of viewing. Some individuals
may prefer to assign colors to layers based on line weight. This a
matter of personal preference.
9.2 Styles based Plotting
The City uses a named based plot style Everett-2016.stb. The color
table (.ctb) method is not used. Even if you are missing this .stb
file for some reason it is easy to recreate.

9.3 Plotted Lineweight, Colors & Screening Density
The Lineweight (common use is 0.13, 0.30, 0.50 and 0.80) and Plot
Style (Black, Object Color, or Screened) is assigned to each layer.
An important benefit to this method is that you can check “Display
Plot Styles” from the page setup for WYSIWYG viewing in your Paper
Space layout. This is best viewed when using a white background.
Toggle LWDISPLAY off in model space because scale varies depending
in zoom.
9.4 Plotter Settings
• Everett-2016.stb is selected. • For creating pdfs the “DWG To
PDF.pc3” driver is preferred. • Plot with transparency is typically
selected. • The “Plot stamp on” box is not selected. The plot
information fields are already in the binding edge of
the paper space layout.

Chapter 11 Plan Phases
11.1 General A “snapshot” of the CAD files are to be taken at
various times during the project: • Design review levels (30%, 60%,
90%).
Required for review, can be deleted after Bid (100%) Set
• Prior to major changes (recommended), can be deleted after Bid
(100%) Set
• Milestones o Bid (100%) This is often the basis
for the Record Drawings and is comprised of the files that produced
the full size set that was wet signed by the project engineer.
Required until Record Drawings are created.
o Construction or conformed. Supercedes the Bid set files.
o Record Drawing. Required for archiving.
This “snapshot” is typically done using the ETRANSMIT command which
creates a .zip file. The file name includes; Work Order#, project
name, description of phase, and date created. Include all
referenced files needed to produce hardcopy (dwg, dwt, dst, jpg,
jpw, png, pdf, xls).
11.2 Design Review Levels (30%, 60%, 90%)
Turn on the layer on the
