PROJECT APPLICATION

SECTION 1 - PRELIMINARY QUAliFICATIONS:

1. Describe why this project is considered urgent and was not submitted during the Fall 2010 applicationprocess?

The Town was awarded a Roberti-Z’berg-Harris — Nonurban Needs Basis Grant for the Mammoth ActivityCenter which will expire in March of 2012. The $500,000 grant will construct a multiuse facility concreteslab and ice rink. The funds and project must be completed by March 2012. There will be no extensionfor the use of these funds.An option that was discussed at the March 16, 2011 Council meeting was to use the $365,000 HospitalParcel payment for this project. This will leave an estimated funding short fall of $57,000.

2. Does the project live within the Draft Parks and Recreation Master Plan and/or the Draft Trail SystemMaster Plan?

If YES, please cite: This project will work towards the completion of a park that is currently in a semi-completed state and it will enhancement of visitor experience.

Council authorized staff to proceed with preparation of the Plans Specifications and Estimate (PS&E) andto begin advertising for the construct this project. The project will construct a concrete slab completewith the hydronic tubing necessary to operate the ice rink. A photo of a similar facility in Moses LakeWashington and the site plan is attached.

If YES, Please provide documentation of approval The Town currenity has a 20 year lease with a 10 yearoption. Council is in negotians with the School District to amend the lease. Thes negotiations will becompleted prior to a Constuction Conract Award by the Council in June 2011.

A. Development/Design: $25,000 (for plan update and advertise)

B. Implementation/Construction: $922,000 ($2.28 Million expended to date)

C. Maintenance/Operation: $190,000 ($170,000 Mello Roos Tax $ fees, $20,000 General(anticipated annual costs) Fund)

D. Contractual Services: Construction would begin July 2011 and be completed October(define length of contract) 2011.

(Please Describe) The project will have a positive impact on the location with a addition of apermanent 27,000 sf concrete slab which will be available for year round use. This project will reducepark staff time for setup and take down making those man hours available for other parks. The sitewas previously selected by the Town Council for the Multiuse Facility Ice Rink and is accessible yearround by sidewalks, transit, and provides ample parking.

The Town Pupblic Works Department will maintain the facility and the Recreation Department willoperate and program the facility. Temporary employees will suplement permant staff members toprovide the oversite and maintenace required. Funding for the project includes user fees, mellos roostax, and general fund.

SECTION 3 - PR0JEa BENEFITS

1. Describe how your project/service provides a measurable community benefit (incremental visits, revenue,etc..) to the residents and visitors of Mammoth Lakes?

The Recreation has received many calls every week reagading the status of the Town’s ice rink, MUSDsubmitted a petition to the Town for continued operation. Based on user survey 2/3 thirds of the usesare visitor5 to Mammoth. This facility provides a night acitvity and something else to do in Town is youdo not ski. All of the destination mountain resorts have a full sized ice rink for use in the winter. Otherresorts such as Big Bear make their ice available for olympic training as well.

2. Describe the targeted users of your project/service? (Include numbers of participants)

The targeted users are residents and visitors. The 2009/10 year had 8,140 users. This was a problematicyear with 8 days closed due to weather and 14 days closed for maintenance. Construction of the slabshould eliminate closures for maintenance thus increasing facility users.

3. Is it available for limited or year round use?

The slab will make the facility available for year round recreation and events.

4. Describe the economic benefits of your project/service.

One of the primary benefits of the project is the reduction staff setup and maintenance time. Theimprovements will save about 700 man hours each year. The ice rink generates revenue through userfees and sales. Currently, this revenue is estimated to be less that the Municipal Code goal of generatinghalf of the operation cost through fees. The new slab will reduce closures; provide for summer activitiesthus increasing revenue.

S. Please provide any additional information you would like the Recreation Commission to consider whenreviewing your application.

The Town has invested significant funds in this facility and this phase of the project will leverage anadditional $500,000 in grants. Completion of the concrete slab will be a positive step in allowingmaintenance staff to perform other priorities in the fall and spring because they will not have to setupand take down refrigeration tubing. The facility is an amenity that most resorts destinations have andoffer to their residents and visitors.

Dear Ms. Stroud:

Greetings. My name is John Sharifi and I am from Washington, DC. Late lastfall, I discovered online that Mammoth Lakes was building a new ice rink and that therewere people playing pond hockey on the nearby lakes. I know how beautiful theMammoth area is from past visits, and, being an avid hockey player, I decided to visitMammoth again for a little hockey vacation this past week. My purpose was not to hitthe mountain (although I did), but to experience hockey in the midst of the beautifulSierra Nevadas. I am back home now, but having had such a memorable experiencewhile I was there, I wanted to share my thoughts with you and your staff.

I have played on many rinks, in many places. In all my years of playing, I havenever enjoyed skating or hockey in such breathtaking scenery as I did in Mammoth onyour new rink (unfortunately, there was too much snow to play on the lakes). Skatingthere was absolutely exhilarating. The fresh air, blue skies (or snowy weather), and goodice (!) made for a great time. Moreover, I cannot say enough about the rink staff and themembers of your department that I came into contact with (such as Karl). Everyone wasso friendly and helpful that it made my experience even better.

I understand that when I was there, the rink was going through a “soft opening,”and that a roof:, snack bar, etc. will soon be added. I am sure it will be an even moreperfect setting once everything is completed. I know that regular pickup hockey games,as well as league play, will soon follow. I really hope that hockey gains more and morepopularity in Mammoth, particularly with the addition of the rink. You have realpotential to become a hockey haven! If you ever need any assistance with a hockeyprogram of any kind (instructional clinics, etc.), please let me know. Along with playingcompetitively for years, I also coach, and would love to help out in any way I could.

Once again, I truly had a great experience in Mammoth and think the ice rink wasa great addition to the town. I have been talking about it consistently since I have arrivedback home (and showing a lot of pictures). Thank you again!
