Planning Commission of Pakistan, Governance Institutes Network International (GINI) and

Department of International Development (DFID)-UK September 20th, 2011

Executive Summary of Karachi Workshop Proceedings

The Karachi Workshop was the first stakeholders’ dialogue under the consultation process spreading over nine workshops involving all stakeholders for creating economic literacy and local ownership of the economic reforms under the Framework for Economic Growth of Pakistan formulated by the Planning Commission and approved by the National Economic Council. It was organized by the University of Karachi in collaboration with the Planning Commission of Pakistan, the Governance Institutes Network International (GINI) and DFID on 20th September, 2011 as per agenda at Annex-I. Against the planned participation of 70, the workshop was attended by over 150 participants as per details at Annex-II. The stakeholders’ dialogue at Karachi received wide coverage in the media. Selected press clippings are at Annex-III. Inaugural Session

Dr. Pirzada Qasim Raza Siddiqui, Vice Chancellor, University of Karachi, while welcoming the participants emphasized the importance of fundamental requirement of societal change needed for supporting economic growth strategy developed by the Planning Commission of Pakistan. He also highlighted that result oriented planning strategy should be adopted carefully enhancing the roles of all the stakeholders like academia and educational institutions. Mr. Shahid Sattar, Member Energy, Planning Commission of Pakistan welcomed the guests on the auspicious gathering at Karachi. He briefly introduced the New Growth Strategy, especially economic and energy sector reforms. While explaining the requirement of involvement of all the stakeholders in implementing the framework of economic growth, he underlined the role of academia, educationists and the responsibility of the government of Pakistan. Pir Mazhar ul Haq, Senior Minister/Minister for Education Government of Sindh in his inaugural address thanked the participants. He emphasized that a change for economic growth would require a good education system which has quality and relevance to the job market by giving examples of other countries. In this regard, he said that we were not honest in allocating required funds as out of 4% of budget for education out of which around 1.2% is the actual spending on ground in case of Sindh. He also quoted the example of Malaysia which spends about 24% of their budget on education and their Prime Minister spending one full day in a week with the officials of education department for this important reform process in their system despite his other pressing commitments. The Senior Minister referred to the new Article 125-A inserted in the Constitution of 1973 under 18th Amendment establishing fundamental right of a child to good quality of education and called for concrete steps/policy to correct the existing systems by learning through such stakeholders’ dialogues. He suggested that the Planning Commission should think over and

3create allocation in planning for new educational framework. He explained that in Sindh, they have been working on the reform process in education sector for last three years, with technical support of EU and WB which enabled them to recruit 14000 quality teachers through transparent mechanism with out any political intervention. However on permanent basis, dependence on foreign donors has to be replaced with our own enhanced funding in education which is critical for concrete economic growth A 45 minutes video address by Dr. Nadeem ul Haque, Deputy Chairman Planning Commission of Pakistan explaining the rationale and salient features of the Framework for Economic Growth of Pakistan was screened for the participants before start of the stakeholders’ dialogue. Stakeholders’ Dialogue The stakeholders’ dialogue was conducted with brief background presentation on each of the five themes by officials of the Planning Commission followed by open discussion as given in the agenda. As a result of stakeholders’ dialogue during the workshop, following key points of both consensus and contention emerged covering a series of key areas for follow-up implementation of the Framework for Economic Growth of Pakistan formulated by the Planning Commission:

1. No progress can be made without increasing the long-run growth rate; therefore, a new approach as provided in the New Growth Strategy (NGF) is required to improve the economy.

2. Governance reform is fundamental for the (NGF). Without good governance no policy/strategy can succeed.

3. Participants emphasized the importance of fundamental requirement of societal change needed for supporting economic growth strategy developed by the Planning Commission of Pakistan. Policies and debates would remain fruitless unless these are duly supported by research and their ownership is anchored in the society at large. In this regard involvement of universities, media, bar clubs, civil society organizations is critically important for the change of mind set required for success of a reform. Result oriented implementation framework should be adopted; carefully enhancing the roles of all stakeholders.

4. Without proper attention and funding for the education sector, no reform particularly involving change of mind set can take place.

5. Nationalization policy of assets and corporations has had adverse impact on ownership of institutions, leading to inefficiencies, corruption/rent seeking behavior and poor economy.

6. Shortfall in energy and power sector is a major constraint on economic growth. Unless this shortfall is overcome on priority and ensuring favorable tariff by capitalizing on available sources of cheaper power generation like utilization of technically viable Thar coal reserves and small water heads from Skardu to Kotri, productive economy would continue to remain constrained.

7. Dynamic entrepreneurship can only grow under environment of fair competition through effective regulation.

8. Government control over market’s infrastructure and commercial areas development must give way to non-state holder entities as emerging globally under concept of social economy.

9. Urban growth through vertical expansion would require cultural change as upper stories of existing high rising plazas mostly remain underutilized.

10. More attention should be given to youth and community relationship programs.
