EXECUTIVE SUMMARY

1.0 PROJECT DESCRIPTION

1.1 INTRODUCTION

GULF ISPAT LTD. is promoted by GULF PETROCHEM GROUP. The GULF PETROCHEM

group’s major businesses are in REFINERY AND TRADING of REFINERY Product.

The Company “M/s. Gulf Ispat Limited” started in 1998 by Mr. Ashok Goel & Mr. Sudhir

Goel in UAE. It is promoted by M/s. Gulf Petroleum Ltd. (a family owned

professionally run group). It has emerged as a leading player in oil space with interests

in Oil Refining, Oil Trading, Oil Storage, Shipping, Grease and Bunkering keeping the

vision to be an integrated multinational Oil Conglomerate.

The company is having presence in key market of Europe, Africa, Middle East, Indian

Subcontinent, South East Asia and Far East. It’s total revenue is 1.4 billion USD,

employing about 400 people across the globe.

M/s. Gulf Ispat Limited has proposed for an Iron Ore Pelletization plant (1.2 MTPA), Iron

Ore Beneficiation plant (3.0 MTPA) & Producer Gas Plant (2x 25000 Nm3/hr) at Village-

Ghughra, Tehsil- Sihora, District: Jabalpur, (Madhya Pradesh).

As per the new EIA Notification dated 14.09.2006 and its subsequent amendments the

proposed project falls under Category ‘A’ projects, S. No. - (3) – 3 (a).

The project has been considered in front of Expert Appraisal Committee (EAC) (Industry)

for its First Technical Presentation (for ToR approval) on 18th November, 2013 & ToR

Letter was issued by MoEF, New Delhi for the preparation of EIA / EMP Report vide their

letter no. J-11011/256/2013- IA -II (I) dated 13th January, 2014.

1.5 MANUFACTURING PROCESS DETAILS

Iron Ore Beneficiation is a preparation of raw material i.e. fine grade ores meeting

Pelletization process required.

(B) Iron Ore Pelletization

The process of Iron Ore Pelletization involves following stages:

• Formation of green balls (rolling of moistened ground ore mixed with additives )

• Drying, pre-heating, heating of green balls in TG.

• Induration of heated pellet in Rotary Kiln.

• Cooling of Indurated Balls called pellet in cooler

(C) Producer Gas

• Gasification agent enters into Gasifier & generates Top gas & Bottom Gas.

• Purification of Top Gas.

• Cooling & purification of Bottom Gas.

• Mixing gas cooling.

• Light oil removing from mixed gas.

• Gas boosting.

2.0 DESCRIPTION OF ENVIRONMENT 2.1 PRESENTATION OF RESULTS (AIR, NOISE, WATER & SOIL)

Baseline study of the study area was conducted during Winter Season (Dec.2013 to

Feb.2014).

Ambient air quality monitoring has been carried out at 8 stations in the study area for 24

hourly basis. The concentrations of PM10 and PM2.5 at all the 8 AAQM stations ranges

between 42.58 to 80.41 µg/m3 & 20.11 to 32.29 µg/m3 respectively.

The concentrations of SO2 and NO2 were found to be in range of 6.44 to 9.18 µg/m3 and

11.24 to 19.79 µg/m3 respectively. The concentration of Carbon Monoxide detected are

<0.50 mg/m3 at all monitoring stations whereas Poly Aromatic Hydrocarbons

concentration (PAH) was Not Detected (ND) at all Monitoring stations.

Ambient noise levels were measured at 8 locations within the 10 km radius area from the

project site. Noise levels varies from 46.45 to 62.10 Leq dB(A) during day time and during

night time noise levels ranges from 39.02 to 49.96 Leq dB(A). Thus noise levels at all

locations were observed to be within the prescribed limits.

The ground water analysis for all the 8 samples collected within the study area i.e. 10 km

radius area shows that PH varies from 6.82 to 7.08, total hardness varies from 167.80 to

581.76 mg/l, and total dissolved solids vary from to 201 to 608 mg/l.

For the surface water analysis samples has been collected from 4 different sampling

locations within the 10 km study area. The analysis results of the samples shows that pH

varies from 7.18 to 7.43, Total hardness value ranges between 210.80 mg/l to 262.60 mg/l,

Total dissolved solids ranges between 242 mg/l to 270 mg/l.

Soil Sampling has been done for 8 different sampling locations. The analysis results of soil

show that soil is neutral to slightly alkaline in nature as pH value ranges from 6.68 to 7.43

& is Silty clay in texture. The concentration of organic matter ranges from 0.86% to 1.13 %.

Nitrogen is found to be in better amount while Phosphorous is found in less to more than

sufficient amount, whereas the concentration of Potassium is found to be medium to

more than sufficient.

2.2 BIOLOGICAL ENVIRONMENT

Flora: Neem (Azadirachta indica), Sirish (Albizzia procera), Bel (Aegle marmelous), Aak

(Calotropis procera),Sisam (Dalbergia sisso), Bamboo (Dendrocalmus strictus),Tulsi

(Ocimum sanctum) ,Imli (Tamarindus indica), Jamun (Syzygium cumini), Khair (Acacia

catechu), Pipal (Ficus religiosa),Banana (Musa acuminate), Aam (Mangifera indica), Mahua

(Madhuca longifolia), Anar (Punica granatum) etc.

Fauna: Indian Pond Frog (Ranahexadactyla), Cobra (Naja naja), Common Map (Cyrestis

thyodamas), Jackal (Canis aureus indicus), Common Langur (Presbytis entellus), Indian

hare (Lepus nigricollis), Spider (Artema atlenta) etc.

2.3 SOCIO-ECONOMIC ENVIRONMENT

The total population of the study area (10 km radius) as per 2011 Census records is 77397.

Scheduled Castes in the study area are 10468 and that of Scheduled Tribe is 17284. Total

no. of households is 18738. Literacy rate of the area is 75.02%. About 46.93% of the total

population is working population & remaining 53.07% is non-working.

4.0 ENVIRONMENTAL MONITORING PROGRAMME Environmental Monitoring Programme will be conducted for various environmental

components.

The various environmental components and pollution sources, which will be monitored

under environmental monitoring programme are stack emission, ambient air quality,

water quality, noise level, soil quality, socio-economic status etc.

Details of the environmental monitoring schedule / frequency, which will be undertaken

for various environmental components, are given in Table - 6.

The Company has allocated Rs. 32.5 crore separate budget for all the CSR activities for

the proposed expansion project.

7.0 ENVIRONMENT MANAGEMENT PLAN

The present environmental management plan addresses, the components of

environment affected during construction of the project and by the different operations

in the Iron Ore Pelletization , Beneficiation Plant & Producer Gas Plant. Environmental

Management Plan which will be implemented is detailed under the following heads:

7.1 AIR QUALITY MANAGEMENT

The major pollutants of air from the Proposed Plant will be the SO2, NO2 & Particulate

matter from the stacks and fugitive emissions due to material handling.

Mitigative measure to Control Gaseous & Particulate emissions

� Pollution control equipments (ESP / Bag filter) will be installed wherever required &

maintained properly.

� Stack with adequate height will be provided & its emissions will be regularly

monitored. Sampling ports, opacity monitor and analyzers shall be provided in the

stacks as per the CPCB guidelines.

� Some of the gases can be recovered & can be used further for energy generation.

� Maintenance of vehicles will be done on regular basis.

� Only those vehicles will be allowed which will be following PUC norms.

� Personal protective equipments like dust mask, ear plugs, helmets etc, will be

provided to the employees/workers.

� Adequate Green belt/plantation will be developed all around the boundary & within

the plant premises so as to attenuate the gaseous emission impact.

� Regular ambient air monitoring around the plant & nearby villages will be done.

Mitigative measure to Control Fugitive emissions

� Water will be sprayed during unloading of materials.

� Bag filters will be provided at all the transfer point as per the requirement.

� All the Roads inside the premises will be concreted.

� Fines collected from air pollution control equipment will totally be used in the pellet

plant.

7.2 WATER MANAGEMENT

� Domestic waste water generated from office area & canteen will be treated in STP.

� Rain water harvesting system will be provided for storm water drains and rooftop.

7.3 NOISE MANAGEMENT

� Various measures proposed to reduce noise pollution likewise reduction of noise at

source, provision of acoustic lagging for the equipment & suction side silencers,

selection of low noise equipments.

� Proper maintenance, oiling and greasing of machines at regular intervals will be

done to reduce generation of noise.

� Walls and ceilings of the concerned buildings will be lined with sound absorbing

materials.

� Improved silencers are provided in the machineries generating high noise.

� Green belt/plantation will be developed all along the project boundary.

� Regular monitoring of noise level will be carried out and corrective measures in

concerned machinery will be adopted accordingly.

7.4 SOLID & HAZARDOUS WASTE MANAGEMENT

� Main waste from the Proposed plant will be as follows:

� Also the sludge from the proposed STP will be reused in Green Belt development &

for the plantation purpose.

� No other solid waste will be generated from the Proposed Plant.

7.4.1 Hazardous Waste Management

Used oil will be generated as and when lubricating oil will be changed from the various

gearboxes. It will be mainly disposed off as per the following:

� Reuse in lubrication of other equipment exposed to dust/raw material where the

used oil gets consumed.

� Transaction with those waste oil reprocessing units which are registered with the

Ministry of Environment and Forests and have further authorization from the State

Pollution Control Board under Hazardous Waste (Management and Handling) Rules

for using waste oil for manufacturing lubrication oil.

7.5 GREENBELT DEVELOPMENT / PLANTATION

� Out of the total project area i.e. 32.696 ha, 10.899 ha area (33% of the total plant

area) will be developed as green belt/plantation all around the plant boundary,

roadside, office , building & stretches open are within the premises.

� Local plant species will be preferred as per the CPCB guidelines in consultation with

Local Forest Department.

� Green belt development along the plant boundary attenuates noise level, arrest

dust and improves the surrounding environment.
