EXECUTIVE ORDER NO. 63-B Series of 2020 AN ORDER PROVIDING FOR THE GUIDELINES OF DAVAO CITY AS A RESTRICTED LOCAL GOVERNMENT UNIT WHEREAS, the World Health Organization (WHO) has declared a COVID-19 pandemic; WHEREAS, President Rodrigo Duterte issued Presidential Proclamation 1021 extending the State of Calamity in the country until September 12, 2021; WHEREAS, there is a surge of COVID-19 cases in Davao City because of the innumerable activities allowed during a Modified General Community Quarantine (MGCQ); WHEREAS, there is a need to control the COVID-19 cases in Davao City because of the full occupancy of the COVID-19 beds in the Southern Philippines Medical Center (SPMC) and other hospitals; WHEREAS, there is a need to reduce the number of people moving inside Davao City; WHEREAS, there is a need to seek the assistance of Joint Task Force (JTF) COVID Shield for enforcement of Authorized Persons Outside Residence (APOR) and NON-APOR travel into Davao City to insulate other Local Government Units (LGUs) from the effect of the surging cases in the city as well as to further protect the residents of Davao City; WHEREAS, the Regional Inter-Agency Task Force (RIATF) XI has approved on November 12, 2020, the request of the Davao City COVID-19 Task Force for approval to put Davao City as a RESTRICTED Local Government Unit; WHEREAS, the Philippine National Police (PNP) has duly concurred with the approval of the RIATF XI; NOW, THEREFORE, I, SARA Z. DUTERTE, Mayor of the City of Davao, by virtue of the powers vested in me by law, do hereby order the following: SECTION 1. WHO ARE APOR AND THEIR REQUIREMENTS. The following are the list of Authorized Persons Outside of Residence and their requirements for entry to Davao City: A. Health and emergency frontline services personnel; B. Government officials, employees, government frontline personnel; C. Duly-authorized Humanitarian Assistance Actors (HAAs); D. Coming in for work or business and going home;

EXECUTIVE ORDER NO. 63-B Series of 2020

AN ORDER PROVIDING FOR THE GUIDELINES OF DAVAO CITY AS A

RESTRICTED LOCAL GOVERNMENT UNIT

WHEREAS, the World Health Organization (WHO) has declared a COVID-19 pandemic;

WHEREAS, President Rodrigo Duterte issued Presidential Proclamation 1021

extending the State of Calamity in the country until September 12, 2021; WHEREAS, there is a surge of COVID-19 cases in Davao City because of the

innumerable activities allowed during a Modified General Community Quarantine (MGCQ); WHEREAS, there is a need to control the COVID-19 cases in Davao City because

of the full occupancy of the COVID-19 beds in the Southern Philippines Medical Center (SPMC) and other hospitals;

WHEREAS, there is a need to reduce the number of people moving inside Davao

City; WHEREAS, there is a need to seek the assistance of Joint Task Force (JTF) COVID

Shield for enforcement of Authorized Persons Outside Residence (APOR) and NON-APOR travel into Davao City to insulate other Local Government Units (LGUs) from the effect of the surging cases in the city as well as to further protect the residents of Davao City;

WHEREAS, the Regional Inter-Agency Task Force (RIATF) XI has approved on

November 12, 2020, the request of the Davao City COVID-19 Task Force for approval to put Davao City as a RESTRICTED Local Government Unit;

WHEREAS, the Philippine National Police (PNP) has duly concurred with the

approval of the RIATF XI;

NOW, THEREFORE, I, SARA Z. DUTERTE, Mayor of the City of Davao, by virtue of the powers vested in me by law, do hereby order the following:

SECTION 1. WHO ARE APOR AND THEIR REQUIREMENTS. The following

are the list of Authorized Persons Outside of Residence and their requirements for entry to Davao City:

A. Health and emergency frontline services personnel; B. Government officials, employees, government frontline personnel; C. Duly-authorized Humanitarian Assistance Actors (HAAs); D. Coming in for work or business and going home;

Requirements: Via Land travel from other parts of Mindanao: JTF COVID Shield and Local Government Unit:

1) Company/Office ID and Certificate of Employment OR Principal

acknowledgment of labor/service (for those without employer-employee relationship); AND

2) Company/Office Travel Order; AND 3) Hotels and other similar accommodation establishments Confirmation (APOR cannot stay in the houses of Davao City residents), if staying for more than one day.

Via Land travel from Visayas and Luzon: JTF COVID Shield and Local Government Unit:

1) Company/Office ID and Certificate of Employment OR Principal

acknowledgment of labor/service (for those without employer-employee relationship); AND

2) Company/Office Travel Order; AND 3) Hotels and other similar accommodation establishments Confirmation

(APOR cannot stay in the houses of Davao City residents), if staying for more than one day; AND

4) Twenty-four to seventy-two (24-72) hour from date of arrival RT-PCR negative test result or test upon arrival.

Via Air travel from all domestic and international airports:

JTF COVID Shield and Local Government Unit:

1) Company/Office ID and Certificate of Employment or Acknowledgment of

Principal for labor/service (for those without employer-employee relationship); AND

2) Medical Certificate Clearance; AND 3) Company/Office Travel Order; AND 4) Hotels and other similar accommodation establishments Confirmation

(APOR cannot stay in the houses of Davao City residents), if staying for more than one day; AND

5) Roundtrip Ticket; AND 6) Twenty-four to seventy-two (24-72) hour from date of arrival RT-PCR

negative test result or test upon arrival. If the APOR is staying for more than fourteen (14) days or residing permanently in the city, a mandatory 14-day hotel/home quarantine is required before they report to work. The quarantine expenses shall be paid for by the employer.

E. Persons travelling for medical, dental or allied medical reasons with one (1) driver and

one (1) assistant;

Requirement:

1) Certification of travel to access health service from a doctor, dentist, hospital, medical or allied medical institution

F. Extraordinary Humanitarian Considerations, Accessing National Government Agency/Office service or Private pick-up of plane passenger;

Requirements:

1) Travel Confirmation from Davao City Government. Registration must be

submitted at least five (5) days before the intended date of travel, AND

2) The ID used to register for a Travel Confirmation Pass

G. Persons residing outside Davao City going to Davao International Airport (DIA);

Requirement:

1) Confirmed plane ticket

H. Those who are travelling by land to other cities and municipalities;

Requirement:

JTF COVID Shield

1) Travel Pass-Through Permit from the LGU/PNP of origin, JTF COVID Shield

I. Bus, Van and Airplane passengers who arrive/land in Davao City but are travelers bound for another city/municipality/LGU;

Requirements:

1) Twenty-four to seventy-two (24-72) hour from date of arrival negative RT-PCR

test result or testing upon arrival, AND 2) Confirmation from destination LGU of pick-up vehicle, OR 3) Confirmation of public transportation arrangements from airport or bus

terminal to destination LGU, OR 4) Travel Confirmation of private transportation pick-up

J. Returning Davao City resident by land, air or sea, including the LSIs, OFs, OFWs;

Requirements:

1) Twenty-four to seventy-two (24-72) hour from date of arrival negative RT-PCR test result or testing upon arrival, AND

2) Fourteen (14) days home quarantine

K. Returning Davao City resident frequently travelling by air (Mindanao travel) and land for work/business or returning from domicile;

Requirements:

1) Company/Office Travel Order (work/business), AND 2) An ID with a Davao City address, OR Any document with a Davao City address and ID (for return from domicile); AND 3) If available, the current month RT-PCR negative test result.

SECTION 2. WHO ARE NON-APOR AND THEIR REQUIREMENTS. All those not listed in Section 1 Letters (A) to (K) are considered Non-Authorized Persons Outside of Residence. The following are requirements for entry to the city:

Requirements:

JTF COVID Shield and Local Government Unit:

1) Travel Authority (JTF Covid Shield); AND 2) Travel Confirmation from Davao City Government. Registration must be

submitted at least five (5) days before the intended date of travel, AND

3) The ID used to register for a Travel Confirmation, AND 4) Hotels and other similar accommodation establishments paid

Confirmation (NON-APOR cannot stay in the houses of Davao City residents), if staying for more than one day.

SECTION 3. DOCUMENT USE. The documentary requirements of Sections 1 and 2 hereof shall be used to travel and move inside Davao City and shall be considered as the compliance to the documentary requirements of Executive Order No. 62, s. 2020.

SECTION 4. AMBULANCE. There are no requirements for patients transported

by ambulance, except for a momentary stop at the check for the presence of a patient and take the ambulance vehicle details. If it is clear that there is no patient, the ambulance and all its occupants are required to present requirements in Section 1 hereof.

SECTION 5. DQR. In addition to the requirements in Sections 1 and 2 hereof,

the use of the Safe Davao QR upon implementation of the initiative.

SECTION 6. SEPARABILITY CLAUSE. If any provision of this Executive Order is declared invalid or unconstitutional, the other provisions not affected thereby shall remain valid and subsisting.

SECTION 7. REPEALING CLAUSE. All Orders or parts thereof which are

inconsistent with the provisions of this Executive Order are hereby repealed or modified accordingly.

SECTION 8. EFFECTIVITY. This Order shall take effect immediately.
