Quairading is a beautiful town nestled in the Central Wheatbelt of Western Australia, just 167km east of Perth on the York-Quairading Road.

The Shire’s main localities are Quairading, Pantapin, Yoting, Badjaling, Dangin, South Caroling, Balkuling, Doodenanning, and Wamenusking. Occupying a land area of approximately 2040 km2, the Shire borders eight other Local Governments consisting of the Shires of Beverley, Brookton, Bruce Rock, Corrigin, Cunderdin, Kellerberrin, Tammin and York.

We are a farming community with a population of about 1000, producing cereal and grain crops (heaps of wheat and stunning canola!), forestry (like sandalwood!), wool, sheep and cattle, supported by rural service industries. Our community provides a variety of volunteer-run cultural, sporting and social activities.

Reporting to the CEO, and as a key member of the Executive Team, the Executive Manager Works and Services will provide leadership and direction across a varied portfolio of construction and maintenance civil works, balancing short-term and long-term requirements. You will lead a small, multi-disciplinary team and external subcontractors to ensure that all works are carried out safely, to the highest standard, in a timely manner and within budget. Other responsibilities include preparing and monitoring the Maintenance Program and overseeing the productivity of labour and plant resources to maximize efficiencies, identifying areas for continuous improvement.

Your solid experience in civil construction and maintenance projects/works will stand you in good stead for this sought-after opportunity. Your supervisory skills, coupled with strengths in the areas of team building, mentoring, safe-working practices and natural ability to build rapport with various stakeholders will further bolster your application.

POSITION DESCRIPTION

Executive Manager Works & Services

ORGANISATIONAL RELATIONSHIPS

1.1 Responsible to: -

Chief Executive Officer Council.

1.2 Supervision of: -

Outside Staff comprising: • Team Leader – Works Construction • Head Gardener • Works / Parks and Gardens Employees (plus Casual employees)

1.3 Internal and External Liaison: -

Internal • Shire President and Councillors • Chief Executive Officer • Other Executive Staff • Other Staff

External • Community Groups • Ratepayers/Residents • Various Business Organisations (including Contractors to Council) • Government Departments • Local Government Agencies • External Consultants

2. EXTENT OF AUTHORITY

Operate under limited direction of the Chief Executive Officer and Council within established guidelines, procedures and policies of Council as well as statutory provisions of the Local Government Act and other relevant legislation.

Operate in accordance with Delegated Authority as assigned by the Chief Executive Officer.

Ability to authorise and generate Council Purchase Orders in accordance with Delegated Authority issued by the Chief Executive Officer.

3. POSITION OBJECTIVES

3.1 Objectives of Position

• To directly supervise and manage Council’s Works and Parks (Construction and Maintenance) programme.

3.2 Within Section

• To direct and control all aspects of service delivery by Council in the Works / Parks and Gardens Section and to ensure all tasks budgeted by Council and as directed by the Chief Executive Officer are carried out in an efficient and timely manner to a high standard.

3.3 Within Organisation

• To ensure that all works are carried out to the highest standard, in a timely manner and within budget.

• To provide professional assistance, information, advice and reports to the Council, Chief Executive Officer, staff, public, public authorities and others.

• To be an active contributing member of the Senior Executive Team.

4. KEY DUTIES/RESPONSIBILITIES

4.1 To effectively manage and supervise the total Works Programme and to best utilise Council’s workforce and contractors within Budget parameters.

4.2 Ensure Safe work practices are adhered to, Industry Best Practices are implemented, and that a safe work place is maintained and that there is full compliance with Occupational Safety & Health legislation and Council’s OSH Policy and Procedures.

4.3 Oversee and Monitor productivity of Labour and Plant Resources and make appropriate changes to ensure operations are performed in an efficient and effective manner, including to implement and adopt Continuous Improvement Reviews on all work activities.

4.4 Monitor all items of plant and arrange servicing / repairs, including a Maintenance Schedule, to ensure that plant is operating at its optimal level and within Budget parameters.

4.5 In conjunction with the Chief Executive Officer and Deputy Chief Executive Officer, prepare the Works Annual Budget and monitor budget expenditure within the areas of responsibility. Report any identified anticipated discrepancies to the Chief Executive Officer at the earliest opportunity.

4.6 Ensure that all relevant policies, specifications, standards and budgets within the areas of responsibility are adhered to. Assist in the preparation and review of Policies and Procedures Documents.

4.7 In conjunction with the Chief Executive Officer, assist with the preparation of Council’s Annual and 5 year works program and Road Project and Black Spot funding submissions and acquittals.

4.8 Provide advice on plant replacement and equipment, and in conjunction with the Chief Executive Officer, manage Council’s adopted 10 Year Plant Replacement Program.

4.9 Arrange the attendance of Staff to emergency call-outs outside normal work hours. Manager of Works and Services to ensure adequate staff resources are available for such callouts.

4.10 Ensure that Council’s Road, Drainage and Footpath infrastructure are inspected on a bi yearly basis to assess for Public Risk and schedule remedial work/actions or to submit them for future Capital and Maintenance Budgets.

4.11 Implement Industry Best Practice and Continuous Improvement procedures to works activities.

4.12 Check and ensure the accuracy of daily timecards for all relevant employees.

4.13 In conjunction with the Chief Executive Officer, conduct the appointment, and performance management and development of Council Staff in the Works/Parks and Gardens Section.

4.14 Attend and report to all Council and Committee Meetings as required by Council and the Chief Executive Officer.

4.15 Liaise with the general public and Government Departments, Agencies, Utilities and external consultants on all aspects of the Works section and related areas of responsibility.

4.16 All other duties consistent with the senior level of this position and as authorised by the Chief Executive Officer.

4. COMPETENCY REQUIREMENTS

Formal Training/studies in Civil Engineering /Project Management/Plant Operation/Traffic Management/Occupational Safety and Health (OSH)

Drivers Licence –“C” and “HR” - Unrestricted

Key Skills, Knowledge and Experience Essential Desirable

2 years Managerial experience.

5 Years practical experience in all areas of Road Construction, Concrete, Footpaths, Drainage Works and Maintenance including the Management and Co-ordination of Staff, Plant and Materials.

Proven ability in the management, supervision and administration of a diverse group of contractors

Demonstrate a proven record of managerial skills in achieving given tasks and meeting set targets

Sound practical knowledge of Local Government/Civil Works programming and implementation.

Experience and proven skills in financial management, cost control and business administration

Working knowledge of plan and design interpretation and use of levels.

Sound knowledge of safe and efficient operation of heavy plant and the maintenance of heavy plant to Industry Best Practices, including Continuous Improvement Principles.

Working knowledge of Strategic (Forward) Planning Principles

Working knowledge of Local Government Law and other relevant legislation.

Demonstrate a commitment to and sound knowledge of Occupational Safety & Health (OS&H), Environmental, Equal Employment Opportunity and Cultural Diversity policies and principles.

5. WORKING CONDITIONS/OHS CONSIDERATIONS

Occupational Safety and Health – comply with the Shire’s OSH Policy and other Shire OSH policies and procedures and legislation relevant to role and responsibilities, including assuming responsibility for the proper use of all shire equipment under direct control of the incumbent.

Assist in the management and drive of the Shire’s OSH Management Systems adopting a pro-active approach to all shire activities that the incumbent is responsible for and ensure that all risks are identified, quantified and controlled ensuring Shire employee’s, contractors and the community are protected against preventable injuries and damage to property.

6. OTHER RELEVANT FACTORS OR REQUIREMENTS

A Pre-Employment Examination and current National Police Certificate will be required by the successful applicant. (Pre-Employment Medical Examination at Shire’s Cost).

7. COMMENTS

This position is classified as a Senior Employee under the Local Government Act 1995 and is subject to a Contract of Employment being entered into between the Council and the Officer.

All employees are required to sign a declaration that they have read Council’s Employee Code of Conduct prior to the commencement of work or any reviews. This signed document will be placed on each employee’s Personnel file as evidence of the fact that they have read and understood the requirements of the position and Council.

8. TERMS OF EMPLOYMENT

AWARD/LEVEL

Local Government Industry Award 2020

Local Government Act – “Senior Officer”

Negotiated Contract 5 year period.

POSITION STATUS Contract Fixed-term Full-Time

HOURS OF WORK

Nineteen (19) Day per Month Work Roster to provide “Works/Planning/Scheduling Time” when the Works/Parks & Garden Staff have their Roster Day Off (RDO) one day a fortnight. The Employee’s taking of the RDO to be approved by the CEO. Works Team commencement time is 7.00 am each work day and concludes at 4.00pm (except every Second Friday at 3.30pm)

LEVEL Negotiated contract of Employment – “Senior Officer”.

CURRENT SALARY RANGE $95,000 - $105,000 per Annum

SUPERANNUATION 10.0 % Employer Superannuation Guarantee Contribution.

PROBATION PERIOD Three (3) months from commencement date. The Chief Executive Officer reserves the right to extend the Probation Period by a further three (3) months.

PERFORMANCE REVIEW Annually – to be undertaken by the CEO

ANNUAL LEAVE Employee will be entitled to four (4) weeks Annual Leave with

17 ½% Loading on Entitled Annual Leave.

HOUSING

Officer required to be resident in the District. If required, Council will provide a fully maintained four-bedroom brick and tiled residence for the Officer. Officer to be responsible for all other utilities consumed. This residence is provided at a subsidised negotiated rental. Current Rental of $113 per week.

WORK ATTIRE

Staff are requested to wear appropriate work attire at all times during working hours to promote a professional work environment and meet Occupational Health & Safety requirements (Supplied by Council)

MOTOR VEHICLE The Council shall provide a 4WD Motor Vehicle (Currently, Isuzu DMax Dual cab Utility) for Business Use and Negotiated Private Use.

MOBILE TELEPHONE Official Use/Emergencies and negotiated private usage as determined by the CEO

INITIAL RELOCATION EXPENSES

$3,000 (maximum) subject to written evidence of expenses incurred and subject to satisfactory completion of the probation period.
