The 2016 Nominations Committee met on October 24 in the Chamber office. The responsibility of the committee was to review nominees submitted to serve on the Chamber’s Board of Directors according to the by-laws.

Independent accountants' review reportWe have reviewed the accompanying financial statements of Indiana County Chamber of Commerce (a not-for-profit organization) which comprise of the statement of financial position as of September 30, 2016, and the related statements of activities and changes in net assets and cash flows for the year then ended, and the related notes to the financial statements. A review includes primarily applying analytical procedures to management’s financial data and making inquiries of management. A review is substantially less in scope than an audit, the objective of which is the expression of an opinion regarding the financial statements as a whole. Accordingly, we do not express such an opinion.
Management's Responsibility for the Financial StatementsManagement is responsible for the preparation and fair presentation of the financial statements in accordance with U.S. generally accepted accounting principles. This includes the design, implementation, and maintenance of internal control relevant to the preparation and fair presentation of the financial statements that are free from material misstatement whether due to fraud or error.
Accountants' ResponsibilityOur responsibility is to conduct the review engagement in accordance with Statements for Accounting and Review Services promulgated by the Accounting and Review Services Committee of the American Institute of Certified Public Accountants. Those standards require us to perform procedures to obtain limited assurance as a basis for reporting whether we are aware of any material modifications that should be made to the financial statements for them to be in accordance with U.S. generally accepted accounting principles. We believe that the results of our procedures provide a reasonable basis for our conclusion.
Accountants' ConclusionBased on our review, with the exception of the matter described in the following paragraph, we are not aware of any material modifications that should be made to the accompanying financial statements in order for them to be in accordance with U.S. generally accepted accounting principles.
As discussed in Note 1 to the financial statements, U.S. generally accepted accounting principles require revenue to be deferred when payments are received, but not earned. The effect of this departure from U.S. generally accepted accounting principles on the accompanying financial statements has not been determined.

INDIANA COUNTY CHAMBER OF COMMERCENOTES TO FINANCIAL STATEMENTS YEAR ENDED SEPTEMBER 30, 2016
1. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
Organization Indiana County Chamber of Commerce (the Chamber) is a not-for-profit organization made up of business, professional, and civic minded people who are dedicated to the development and promotion of business and the public interest of Indiana County.
Basis of accounting The accompanying financial statements of the Chamber were prepared on the accrual basis of accounting in conformity with U.S. generally accepted accounting principles, except for deferred revenue as described below.
Cash and cash equivalents For purposes of the statement of cash flows, all highly liquid debt instruments purchased with an original maturity of three months or less are considered to be cash equivalents.
Property and equipment The Chamber capitalizes equipment purchased over $500. Equipment purchased by the Chamber is presented at cost. Gifts or contributions of equipment are recorded at the asset’s fair market value at the time received. Depreciation is provided by the straight-line method based on the estimated useful lives of the related assets. Maintenance, repairs, and minor replacements are expensed as incurred.
Restricted net assets The Chamber reports donations of cash and other assets as restricted revenue if they are received with donor stipulations that limit the use of the donated assets. Permanently restricted net assets are those whose use by the Chamber has been restricted by donors to be maintained by the Chamber in perpetuity. Temporarily restricted net assets have been limited by donors to a specific time period or purpose. The Chamber does not have any permanently or temporarily restricted net assets as of September 30, 2016.
Use of estimates The preparation of financial statements in conformity with U.S. generally accepted accounting principles requires management to make estimates and assumptions that affect certain reported amounts and disclosures. Accordingly, actual results could differ from those estimates.
Income taxes The Chamber is exempt from federal income taxation under Section 501(c)(6) of the Internal Revenue Code, except for monies received from Chambers of Commerce Service Corporation (CCSC) which is considered unrelated business income and is subject to federal income taxation.
Accounts receivable The Chamber monitors outstanding accounts receivables and charges off to expense any balances that are determined to be uncollectible. Management has not recored an allowance for doubtful accounts for the year ended September 30, 2016. If a membership or other customer defaults on payment, the loss is recognized at the time the account is determined to be uncollectible.
Advertising Advertising costs are expensed as incurred. Advertising for the year ended September 30, 2016 was $12,667.
Deferred revenue A significant portion of the Chamber’s revenues are attributable to membership income, which relates to the year-long memberships that the Chamber provides. Under U.S. generally accepted accounting standards, single payments received for year-long memberships are recorded as a deferred revenue liability to the extent that the payments have not been earned. This deferred revenue would be decreased and
recorded as revenue evenly throughout the year as it is earned. The Chamber has declined to record these payments as deferred revenue and instead has opted to record membership revenue in full whenever a new membership is given or a membership is renewed. This revenue is recognized when the membership invoice is generated.
Revenue recognition The Chamber receives revenue from new and renewing membership dues. Renewing membership dues are billed the same month of the original chamber membership. Invoices are sent monthly for the renewal membership dues as well as any new member joining during that month. Revenue is recognized when the invoice is created.
The Chamber also recieves revenue from programs and events held throughout the year. Revenues from these events are recognized upon receipt.
Subsequent events Management has evaluated subsequent events through November 2, 2016; the date financial statements were available to be issued.
Uncertain tax positions The Chamber has adopted FASB ASC 740-10-25, Accounting for Uncertainty in Income Taxes. The Chamber will record a liability for uncertain tax positions when it is more likely than not that a tax position would not be sustained if examined by the taxing authority. The Chamber evaluates expiring statutes of limitations, audits, proposed settlements, changes in tax law, and new authoritative rulings.
The Chamber’s evaluation on September 30, 2016 revealed no uncertain tax positions that would have a material impact on the financial statements. The 2012 through 2014 tax years remain subject to examination by the Internal Revenue Service. The Chamber does not believe that any reasonably possible changes will occur within the next twelve months that will have a material impact on the financial statements.
2. CONCENTRATION OF CREDIT RISK FOR CASH HELD AT BANKS
The Chamber maintains cash balances at several local banks. The amount of cash deposits at each financial institution is insured by the Federal Deposit Insurance Corporation up to $250,000. As of September 30, 2016, the accounts did not exceed the federally insured amount.
3. INVESTMENTS
Investments consist of 26 shares of CCSC stock stated at cost. There is no fair market value for this stock since the Chamber is only permitted to resell the shares back to CCSC at their original cost of $100 per share.
4. LEASE OBLIGATIONS
The Chamber leases office space under an operating lease that expires December 31, 2018. The terms of the lease require monthly rental payments of $764. Future minimum payments are as follows:

The Chamber also leases a copier machine under an equipment lease. The lease expires November 14, 2018. The terms of the lease require monthly rental payments of $182 plus a volume charge for the number and type of copies produced. Future minimum payments are as follows:

The Chamber also leases a vehicle under an equipment lease. The lease expires on July 31, 2017. The terms of the lease require monthly payments of $282. Future minimum payments are as follows:

5. RETIREMENT PLAN
The Chamber maintains a SIMPLE IRA plan for the benefit of its employees. The Chamber matches a percentage of employees’ contributions annually. The match for the year ended September 30, 2016 was $3,268.

Throughout the past year, the Chamber continued to grow attracting many new members to strengthen our base and further our determined efforts to enhance Indiana County’s business community and overall quality of life. During the last fiscal year ending on Sept. 30, 2016, the Chamber added 89 new members bringing our total membership to 663 currently.
We also know this has been a challenging year for many businesses in Indiana County. With the downturn in the energy industry, the uncertainty of the economy, global fears - these are tough times for our nation. But we are resilient and faithful, hard working and inventive; we are Indiana County proud. The Chamber is committed to working with our County leaders and partners through the Indiana County Center for Economic Operations to attract new businesses, retain and grow employment opportunities, and rejuvenate our local economy. The Chamber has spent a great amount of time this year trying to attract new retail opportunities for Indiana County. We don’t want our local residents to travel elsewhere or shop online for what they need; we want them to find it right here. And we are confident those efforts will bear abundant fruit soon. The group will be changing leadership with Tae Ayers from S&T Bank taking the reins from Luke Shively with McNaughton Moving and Storage who has been the chair of the YPO since its creation in 2014. 2016 Business and Economic Development HighlightsBy Chauncey Ross, Indiana Gazette
It would not be an understatement to say 2016 has been a challenging year for Indiana County. The area continues to transition through the slowdown of the energy business and the recent departures of some industrial employers. It’s fair to say that it’s been a time for questions. But it hasn’t been a time for questions to go unanswered. For Indiana County, the future is the answer to the questions. The leadership of the region has responded with optimism, vision and energy. Our economic development team has prepared in many ways for the inevitable rebound of our economy, and worked hard to be ready for what comes next. Our transportation, technology and infrastructure systems have not been neglected. Our people have again shown resilience in the face of dif-ficulty and are eager for the opportunities that will arrive. In summary, 2016 has been a year of preparation for Indiana County.
The Indiana County Development Corporation kept up the pace of the ongoing work at the 200-acre Windy Ridge Business & Technology Park, to make the building lots pad-ready and available at a moment’s notice to potential new businesses and employers. The park has newly built roads, curbs, sidewalks, signs, light poles and driveways along with ready-to-connect water, sewage and electric utility service available. The improve-ments were made possible in part by $2 million of additional Redevelopment Assistance Capital Program funds leveraged by our local legislative delegation. The economic development team also continues to develop and market the Route 119 Business Park in Center Township, the High Pointe at Indian Springs multi-tenant center in White Township, the Indiana County Commerce Park near Indiana, the Indiana County Corporate Campus in Burrell Township, and the Indiana County Airpark adjacent to the Jimmy Stewart Airport in White Township. We have success stories with the thriving Norma Group plant in Tunnelton. Norma leases their building from Indiana County Development Corportation (ICDC). The former Deitrich Industries plant in West Wheatfield Township has been converted to the Allegheny Logistics Center with sup-port and promotion by the Indiana County Center for Economic Operations (CEO).
A major addition to the business landscape this year is the new Hilton Garden Inn at IUP, a privately owned and operated facility adjacent to Kovalchick Convention & Athletic Complex at Indiana University of Pennsylvania. Constructed at a cost of $37 million, the Hilton Garden Inn has 128 guest rooms and suites on six floors, a restaurant and lounge, 3,000 feet of meet-ing space, a series of electric vehicle charging stations and a look to complement KCAC and the university. It is projected that bookings for events, conferences, and meetings at the Koval-chick Complex have the potential to increase by 15 to 20 percent with the addition of the hotel.
Shell Chemical Company brought optimism to the area with an announcement that it would construct the Appalachia Ethane Cracker Plant in Beaver County. The plant would specialize in conversion of natural gas into the chemical components of plastic products. Natural gas and petrochemical industry experts said the project, when it goes under construction in late 2017, would draw from a broad region, including Indiana County, for the estimated 6,000-person construction workforce and the 600 permanent jobs to be filled when the plant goes into operation. The Indiana County CEO has taken a leadership role in monitor-ing the development and making the local workforce and natural gas reserves a part of the cracker plant plan.
Indiana Regional Medical Center enjoyed another year of proud improvements and modernization, including the opening of the new Cardiac Catheterization Lab. IRMC also opened the new Kovalchick Family Intensive Care Unit, the first of three phases of modernization of the patient rooms and other features of the ICU. In a comprehensive Centennial Building Project, IRMC earlier completed the state-of-the-art First Commonwealth Surgi-cal Suites, the Rosebud Mining Post Anesthesia Care Unit and a new central processing department. Construction continues on the new S&T Bank Ambulatory Care Unit and the Reschini Endoscopy Suite. To keep the health care industry and providers of Indiana County abreast of the newest developments and advances in the field and within the area, the Indiana County Health Care Ca-reers Consortium collectively worked to promote quality health and human service careers and promoted training, recruitment and retention of local health care professionals
Downtown Indiana completed a decade-long renaissance of the Philadelphia Street area that included new sidewalks, curbs, crosswalks, traffic signals, lighting and signage between Fifth and Tenth streets. The streetscape project features the conver-sion of North Seventh Street as IRMC Park for community events and pedestrian friendly gatherings, and the replacement of the Vinegar Hill steps and Water Street wall. This $13 million investment, in large part through injection of government grant funds, has preserved the heart of Indiana County as one of the most vibrant and attractive small-town downtowns in Pennsyl-vania. It concluded with a cooperative project to resurface Phila-

delphia Street from Sixth to Ninth streets. The borough used funding from local water and natural gas utility companies and residual liquid fuels tax money administered by the Indi-ana County Office of Planning and Development to cover the $167,000 cost. Downtown Indiana annually attracts hundreds of area resi-dents and draws thousands of visitors to enjoy the Fire & Ice Festival, the Northern Appalachian Folk Festival, the Westsyl-vania Jazz & Blues Festival, the activities and attractions of the Jimmy Stewart Museum and the It’s A Wonderful Life parade and festival. The Wonderful Life event this year was expanded to six weeks of holiday-season activities and events centered on IRMC Park on North Seventh Street. The Chamber helps support the festival and other community events around the county that bring people to the area and boost our local economy. The finished project assures the Philadelphia Street business and hospitality district will remain a robust center for employ-ment and commerce for decades to come, bolsters Downtown’s position as a haven for entertainment and nightlife, and preserves Indiana as a center for the financial, legal and professional ser-vices sectors of our local economy. Indiana Borough was the center of an area-wide celebra-tion of the borough’s bicentennial in 2016. An array of events generated local interest in Indiana’s history, provided opportuni-ties for reunions, featured re-enactments of 19th century events, and attracted visitors to town for a parade, fireworks and other entertainment events
Construction continued this year on the new Indiana Fire Association station, a $35 million project nearing completion in downtown Indiana. The firehall will help reduce response time for emergencies in the eastern half of Indiana and White Township, and aid in the recruitment and reten-tion of volunteer emergency responders in the Indiana area. The Chamber held a Business After Hours in September at the new sta-tion to support the Fire Association’s efforts.
Indiana University of Pennsylvania remained a solid driver of the local economy as the largest employer in Indiana County. The university this year celebrated the completion of the $30 million College of Humanities and Social Services building in the heart of the campus. The 126,000-square-foot building is home to seven departments, 31 classrooms, 120 offices, a 250-seat auditorium, eight conference rooms and many other features. IUP continued to modernize and upgrade with an eye on meeting the needs of the second-largest student body in the Pennsylvania State System of Higher Education. Construction of a new dining center is underway near the Oak Grove. When it opens in Fall 2017, the North Dining Hall will complete a $37 million overhaul of various campus dining facilities.
Also at the IUP campus, the university installed new visi-tor-side bleachers and new turf on the playing field at Miller Stadium in time for the Crimson Hawks’ latest playoff-bound football season. University officials embarked on a new street and building signage project, and planned for development of Grant Street Park, an open recreation, art display and event space not far from John Sutton Hall and the new humanities building. In addition to the economic investment of its thousands of full-time resident students, the university is responsible for at-tracting thousands more people for academic, athletic and enter-tainment events at the Center for Performing Arts, the fieldhouse and stadium sports centers and the Kovalchick Convention and Athletic Complex.
The Indiana County Chamber of Commerce and the partner agencies making up the Center for Economic Operations — including the Indiana County Development Corporation, the County Board of Commissioners, the Indiana County Tourist Bureau and Indiana University of Pennsylvania — embarked on a new public relations campaign to educate county residents of the work being done to create jobs and boost the economy. While the CEO works hard through a network of regional and state economic development groups to lure outside investment, the county devotes much effort to support existing businesses, promote growth and expansion, keep local jobs and create new employment opportunities. CEO leaders have made a priority of first supporting local employers and retaining existing jobs, then encouraging creation of new jobs at Indiana County businesses and attracting new employers and jobs to the area. Indiana County economic development leaders have a com-bined strategy for creating an attractive business environment. The CEO and county officials have worked for expanded high-speed internet and comprehensive cell phone service, encour-aged public and post-secondary schools to educate students for the jobs available in the region, and designated key development sites as Keystone Opportunity Zones affording a variety of tax abatements and other incentives for new businesses. CEO continued development of a commercial real estate database in cooperation with area real estate offices. Your Indiana County Chamber of Commerce built on its an-nual program of service to its hundreds of business and indi-vidual members in 2016, including the annual Business Expo at Indiana Mall; the Young Professionals Organization, which has grown to about 200 members; and networking events such as the popular Business After Hours mixers, the Check-In at the Cham-ber office events, Brains and Grains roundtable, and Chamber Chat for new members.

The Chamber inducted six pillars of the county’s business community in the second class of the Indiana County Business Hall of Fame; the third class will be inducted in June 2017. The Chamber again capitalized on many opportunities, including a growing presence in online social media, to an-nounce and share the Cham-ber’s work with area residents. For a fourth straight year, the Chamber and CEO welcomed the KDKA Radio morning team to Indiana County for a live broadcast of the radio show from the Jimmy Stewart Airport. The program reached an estimated 100,000 people with the good news about Indiana County’s employment, economic development, transportation and recreation opportunities.
In efforts to promote Indiana County, Chamber President Jim Struzzi recorded several Comcast Newsmakers segments, appeared live throughout year on regional radio programs, and participated in an interview for a nationwide cable show at WyoTech.
The Chamber continued to serve as a partner involved in several regional networking, lobbying and marketing organiza-tions, such as the Pittsburgh Regional Alliance, the Allegheny Conference on Community Development, the Southwestern Pennsylvania Commission, Greater Pittsburgh Regional Advo-cacy Coalition of Chambers, the US Chamber, the Pennsylvania Chamber of Commerce and Industry, the Pennsylvania Associa-tion of Chamber Professionals, and the Marcellus Shale Coali-tion’s Shale Insight Conference. Your Chamber provides a voice for Indiana County business community, and has the ear of elected and government officials on the state and federal level. The annual Eggs and Issues Break-fast brings our legislative team to Indiana to answer questions important to our members. The Chamber teamed again with local state legislators, the county board of commissioners and the PA CareerLink office of Indiana to stage an annual job fair, with scores of exhibitors and hundreds of job seekers, at the S&T Bank Arena in White Township. The Chamber supported the Challenge Program, a commu-nity-based initiative to create business-education partnerships to instill solid work habits in 10th-, 11th- and 12th-grade students in area high schools. The Chamber produced a new road and community map for Indiana County using E&M Consulting, a firm specializing in publishing materials for Chambers of Commerce. The map was produced locally.
The CEO also has partnered with area school districts and the Challenger Foundation, of Houston, Texas, to find a location for a Challenger Learning Center for science and technology educa-
tion. There’s rightful optimism now that Pennsylvania’s first Challenger Center, already supported by private contributions and state grant funding, could be built at the Armstrong-Indiana Intermediate Unit headquarters along West Pike near Indiana. The county commissioners await response from the state on an application for a grant of $3.4 million from the Redevelopment Assistance Capital Program to cover development costs for a Challenger Center.
Indiana County leaders worked on more improvements at Jimmy Stewart Airport this year. The county completed a grant-funded $1.5 million project to remove obstructions from the airport’s flight paths, and the Federal Aviation Administration approved and published the airport precision approach data. The improvement, combined with GPS technology and the airport’s instrument landing system, enables pilots to safely arrive and depart in inclement weather and darkness. The airport promoted its role as a community asset hosting the annual airport festival for historic and military aircraft, and the Wings of Freedom tour of World War II-era planes during the summer.
The entrepreneurial spirit of Indiana County remained strong over the past year as evidenced by the wide variety of invest-ment in retail, commercial, service, entertainment and profes-sional businesses throughout the area. Among them:• Silvia’s Tacos opened a new Mexican style restaurant this year in downtown Indiana.• The Park Inn by Radisson opened a new eatery, the RBG Bar & Grill, in White Township.• The Uptown Fitness center expanded its offerings with the companion Upcycle Fitness center in Indiana• The former Season-All and Gorell Industries building in White Township returned to life this year as the site of the Levity Brewing craft beer house and pub.• In a demonstration of resilience and dedication to the area, the newest generation of owners of Palace Gardens Drive-In Theater invested in sophisticated new digital technology to remain in operation as a favorite center for family entertainment in Indiana County.• In the Homer City area, the Yankeetown Apothecary drug-store opened for business as a family-operated facility.• Bestway Pizza opened a new franchise eatery at the former Music Box along Philadelphia Street in Indiana with a plan to employ about 20 people.• The new Bella Spa and Beauty shop was developed and opened for business in a formerly neglected building along Wayne Avenue on the south end of Indiana.• Another popular craft beer brewer and distributor, Noble Stein Brewing Company, opened for business this year on Wayne Ave. in White Township.• Bella Ragazza Boutique opened this year as a specialty fashion outlet, providing “something for everyone,” at its home along Philadelphia Street in downtown Indiana.• Shar’s Hair Salon relocated and remained in town along South Seventh Street.• The Sheetz chain replaced its aging convenience store at Wayne Avenue and South Seventh Street, Indiana, with a new café version store offering beer sales and large selections of food

and drink.• The Escape Room opened on Philadelphia Street in Indiana with two themed rooms providing intellectually stimulating games for players to solve to be freed from the rooms.• A new senior living center, the Indiana Square Personal Care Home, celebrated its grand opening this year along Warren Road in White Township.• The Ikonik Ink tattoo and piercing shop was opened this year on Philadelphia Street in Indiana.• Dollar General opened branch outlets of the popular discount store this year in Blairsville and Strongstown.• The Barn at Rayne Run, a remodeled Amish barn, opened this year as an event center geared to hosting weddings, recep-tions and other occasions along Rayne Run Road near Marion Center.• The owners of Bruno’s Restaurant in Indiana converted their partner business, the Bruno’s Too tavern, into the area’s first gastropub, H.R. Steinhouse.• At The Cabin, a gift and craft shop specializing in locally-made products, opened in September in White Township.• The local development partnership Indy Apple advanced its plans to build an Applebee’s Restaurant, a Panera Bread restaurant and a hotel on a site along Oakland Avenue in White Township.• The Hemmed Inn, a crafting retreat center targeting a re-gional audience, opened in October in Montgomery Township.• Hire On Corp., a startup company specializing in personnel recruiting and placement, opened this year in the Corporate Campus Business Park in Burrell Township.• Two long time service businesses, Indiana Floral and the Flower Boutique, merged and relocated to a new home this year. The shops combined their resources and opened for business along Warren Road in White Township.• The Center for Transportation Safety Driving School, which long offered training for commercial truck drivers under corpo-rate contracts, has opened to the public in with its new headquar-ters at Indiana County Technology Center in White Township.• A technology-based business advanced in scope and pres-tige this year as My New Leaf Inc., a Saltsburg-based mobile device app developer, celebrated the introduction of an addiction recovery tool that assists users as a motivating, portable support system.• Pittsburgh-based Lucid Chiropractic Clinic opened a satellite office along Philadelphia Street in the west end of Indiana.• Saltsburg Kayak and Canoe Outfitters opened in the former Altman Feed Mill near the banks of the Conemaugh River this past spring.• For more than 40 years, the vintage Pizza House continued serving patrons from the campus and from town under new own-ership on Oakland Avenue near IUP.• The Our Twist of Country store opened in Smicksburg offer-ing an assortment of rustic Amish furniture in a western style.• Goodwill Industries continued its service in the Blairsville area from a new, modernized location at Resort Plaza along Route 22 in Burrell Township.• In the Indiana Mall, the staff of the Go Bonkerz entertain-ment and play center opened for business with a ribbon-cutting early in the year. The venture expanded midway through the year and added the Go Bonkerz Glow Golf game center, a glow-in-
the-dark miniature golf course, near the original center in the mall.• The Trendy Trades shop closed its original location and held a new grand reopening in downtown Homer City.• The Crimson Creamery attached to the Subway restaurant in the Townfair Plaza in White Township opened this year.• The new Matt’s Cuts barber shop for men opened this year along Philadelphia Street in Downtown Indiana.• Known for decades as Brownie’s Bar, the heart of the Mc-Intyre community was purchased and revamped this year, and now serves area diners as the Roadside Bar & Grill.• An icon of the tax preparation business, H&R Block opened its third location in the Indiana area at SouthTowne Plaza in White Township.• Icarus Chiropractic opened a center on South Sixth Street in Clymer.• The longest continuously operated business in downtown Indiana, Henry Hall, expanded the offerings of its office supply division with a merger with W.B. Mason, of Brockton, Mass. Henry Hall Technical Services continues unchanged, carrying the Henry Hall company name for more than 150 years.• Kraisinger Family Dentistry opened for service in the Indiana area along South Sixth Street in White Township.• In Homer City, the Love Our Little Angels Early Care and Education Center held its grand opening along Old Route 119 with capacity for more than 100 children and a potential 25 employees.• Hildebrand’s Mowers & Saws is the latest Indiana County business to sign on with U-Haul as a neighborhood dealer.• Locally-owned White Lace Bridal/Designs/Decor moved from its owners’ homes to the retail district along North Fifth Street in downtown Indiana.• Cherrywood Executive Par 3 expanded its recreational offer-ings with FootGolf, FlingGolf and another DiscGolf course on its grounds near Penn Run.• The Indiana Country Club constructed a 75-by-25-foot heated pool along with other amenities for members’ use and completed the project with no assessment or increase in dues.• Keystone Fundraising Solutions, which provides training, strategy and support to nonprofit organizations in western Penn-sylvania, celebrated five years in business this year.• Kuzneski Financial Group moved to a new location at 27 North Sixth Street in Indiana as the business celebrates it’s 50th anniversary this year. • The Indiana Hair Designers salon marked its 15th anniver-sary in business on Warren Road in White Township.• Spaghetti Benders, the Italian specialty restaurant and tavern on Philadelphia Street in Indiana, marked its 25th anniversary in October.• Mumau Diesel Service/MDS Welding, a diesel engine and truck repair shop in Shelocta, celebrated 35 years in business this year.• One of Indiana County’s most popular and longest-running recreational attractions, the family operated Marion Center Speedway, celebrated its 50th anniversary of operations with the 2016 season.• Wyoming Technical Institute, better known as the WyoTech automotive trade school, celebrated the school’s 50th anniver-sary this year, with events at its facility in the Corporate Campus

in Burrell Township. WyoTech next spring will mark 15 years in Indiana County.• Tate’s Supermarket in Clymer is marked its 110th anniversary in business.• And in Indiana, Robinson-Lytle Funeral Home reached its 125th anniversary of service to area families this year.• The Homer-Center Area Athletic Booster Club developed plans for infrastructure and recreation improvement, through the extension of water service and other upgrades to the FMC Sports Complex near Homer City. The Pennsylvania Greenways Trails and Recreation program awarded a grant of $199,500 to toward the project.
Several major transportation improvement plans advanced in the region this year:• Major projects included reconfiguration of the Route 119 and Lucerne Road intersection in Center Township at a cost of $9.3 million.• Pennsylvania Department of Transportation also began realignment and safety upgrades on sections of Route 119 north of Indiana in White and Rayne Townships. The Route 119 Blais Bridges replacement project at the north end of the bypass, a $3.5 million investment, was completed this year, and PennDOT began the $11.5 million replacement of the Home bridge.• Between the two new bridges, Route 119 will be realigned and a 1.2-mile climbing lane will be constructed in the Grove Chapel area at a cost of $17 million.• Improvements to the Route 286 and 422 interchange in White Township now provide easier access to the Windy Ridge Busi-ness & Technology Park, and upgrades at Route 286 and 56 in Center Township have improved safety.• Contractors began a $2.9 million project to replace the struc-turally deficient bridge carrying Route 422 over Laurel Run in Cherryhill Township. It is to be completed in 2017.• Workers also replaced the Route 422 West bridge over Route 954 on the bypass in White Township.• Other transportation improvement projects in 2016 included resurfacing of Route 286 in Cherryhill and Rayne townships; replacement of the Shelocta bridge on Route 422 in Armstrong Township; realignment of Route 56 in East Wheatfield Town-ship to eliminate curves near United High School; resurfacing of Route 422 in Cherryhill Township near the entrance to Yel-low Creek State Park; resurfacing of Route 954 south of Trade City in North Mahoning and West Mahoning townships; and the introduction of new techniques for a hot-in-place recycling resurfacing of Route 85 between Plumville and Home Again this year the Indiana County region enjoyed coopera-tive federal and state representation from a contingent of elected officials who have worked together for the mutual benefit of their districts, a rarity in higher levels of government. U.S. Rep. Bill Shuster, of the 9th District in Congress; state Sen. Don White, of the 41st District; and state Reps. Dave Reed, 62nd District, House Majority Leader; Jeff Pyle, 60th District; Chris Dush, 66th District; and Joseph
Petrarca, 55th District, have been attentive and responsive to the needs of our area. Our region will further benefit from the seniority and power that our political leaders will gain with their re-election to new terms in Harrisburg and Washington.
The Welcome to Indiana organization, a mainstay community beautification group for more than 25 years, was reinvigorated with an injection of new leadership this year. The organization is responsible for the large welcome signs in the heart of the county, one of the pieces of the county’s overall economic devel-opment picture.
Several Indiana County infrastructure systems were improved this year.• PennVEST approved more than $8 million for water system work by Indiana County Municipal Services Authority in Cher-ryhill and Pine townships, and almost $4 million to assist Central Indiana County Water Authority in the extension of water service in Center Township and upgrading service in Homer City.The projects provided safe and reliable water supplies for the Penns Manor schools and nearby residents, and for the Route 119 Business Park, the Fabin Brothers Farm and Brookside Dairy.• With an eye toward improving the environment for com-mercial and residential development, White Township moved ahead with stormwater and sewage infrastructure improvement projects. Phase II of the work invested more than $560,000 in the Chevy Chase area.• Local boroughs and townships banded together as the Stormwater Education Project to jointly comply with often-changing regulations on stormwater management and the impact of development on water quality. Officials expect to benefit from cooperative experiences as municipalities prepare to spend mil-lions of dollars and assess new fees to update their aging storm water infrastructure.• The first of six apartment buildings designed for the retire-ment housing market went under construction in Lucernemines in Center Township. The development, planned to offer about a dozen housing units, is to be completed in six years.
Although a lull in new gas well development and extraction continued this year in the area, the county benefited from past drilling and service operations. The county was entitled to a share of $162,000 from the Act 13 Impact Fee, a tax on uncon-ventional gas wells, to assist area fire departments, preserve farmland and improve stormwater controls.• Late in the year came sparks of hope for the natural gas industry with increases in commodity prices and the addition of drilling rigs, but the shortage of pipeline for delivering gas to market kept many people concerned.• CEO leaders looked to the Sunoco Logistics project for economic benefits for Indiana County. Sunoco plans to construct a pipeline from the western Pennsylvania natural gas fields to a Philadelphia area distribution center at a cost of $2.5 billion, crossing southern Indiana County along the Route 22 corridor. The project could provide a temporary spark with construction jobs and housing, supplies and services needed by construction crews in the area.

• While awaiting improvements in the regional gas distribution infrastructure, the CEO also opened discussion of the prospects of attracting natural-gas fired electric generating plants to Indi-ana County.• The state Department of Transportation announced that a Utah-based company would construct a public compressed natural gas fueling station for owners of CNG powered motor vehicles at the Indiana County Transit Authority maintenance garage along Rose Street in White Township. Trillium CNG will commence an $84.5 million project to install 29 CNG stations at public transit agency sites across Pennsylvania beginning in 2017.• Currently the only fast charge option for Indiana County is at Sheetz along Route 22 in Burrell Township. Other charging stations are located the Mark Arbuckle Nissan auto dealership in Indiana and at three campgrounds throughout the county.
An ambitious plan to tie together the rail trails of southern In-diana County gained momentum this year as a federal grant was added to local funding commitments to design an exclusive bi-cycle and pedestrian bridge over Route 22 in Burrell Township. The $2 million investment, already five years in the planning stage, would connect the Hoodlebug Trail with the Blairsville Riverfront trail and become part of the Indiana County Parks and Trails recreation system. The trails in the region now draw 75,000 to 150,000 users each year and the bridge would help form a continuous string of trails from the Allegheny River to the Allegheny Ridge. The Indiana County WalkWorks expanded this year in a multi-faceted program of identifying and designing attrac-tive walking paths in numerous Indiana County communities, encouraging the health benefits of walking, and promoting the educational opportunities to learn the history of local communi-ties on the WalkWorks routes.
Blairsville Community Development Authority worked on commercial and recreational opportunities in southern Indiana County, including plans for improving boat launches on the Conemaugh River. Blairsville’s community improvement plans also included the inaugural Blairsville Riverfront Music Festival, a full day of entertainment in a festival-atmosphere at Riverfront Park.
Many individuals in the business community shared time in the spotlight. • George Karlheim, president and CEO of Marion Center Bank, and Josh Rosenberger, the 700 Shop, Indiana, were named to the Pennsylvania Business Central’s list of Top 100 People. Pennsylvania Business Central also included five Indiana County businesses on the annual Top 100 Organizations list. • State Rep. Dave Reed, R-Indiana, House majority leader from the 62nd Legislative District, was honored this year with the Distinguished Citizen Award from the local Boy Scouts of America.• The Chamber again promoted the Leaders Circle awards pro-gram, bringing the county’s attention and honor to area residents with admirable records of volunteer service in Indiana County communities. The Leaders Circle combines the presentation of the IUP President’s Medal of Distinction, the Athena Award and the Civic Leader of the Year Awards in a single prestigious program each spring.• At an event in Indiana, U.S. Rep. Shuster was recognized with the 2015 Spirit of Enterprise Award by the U.S. Chamber of Commerce. This award is given to members of Congress that support pro-growth, pro-jobs policies. • Bill Balint, Indiana University of Pennsylvania’s chief tech-nology officer with more than a quarter-century of service to his alma mater, has been named the winner of the 2016 Pittsburgh Chief Information Officer of the Year Award (education divi-sion).• The Homer-Center Historical Society gave local military veterans a place of honor with a community banner program, originally displaying sponsored servicemen’s names and photos on the streets of Homer City, and expanded the banner program this year to neighborhoods in Center Township.• The Indiana Garden Club honored veterans with a Blue Star Memorial, a standing marker unveiled at Memorial Park in Indiana.
Among the quality of life issues that help to make Indiana County a desirable place to live:• White Township was awarded a $30,000 grant and accepted a private donation of $25,000 for development of a dog park at Getty Heights Park.• The township also made improvements to community facili-ties at Kennedy-King Park.• The Homer-Center Area Athletic Booster Club developed plans for infrastructure and recreation improvement, through the extension of water service to the FMC Sports Complex near Homer City. The Boosters applied to the state for $250,000 of assistance.• The county benefited economically when hundreds of softball players from three states and Canada filled area hotels for the 11th annual Indiana County Showcase fast-pitch softball tourna-ment.
Many community accomplishments and business advance-ments occurred around Indiana County in 2016. Thanks to years of hard work, dedication and steadfast leadership, the stage is set for a great future ahead. The Chamber will be there every step of the way.
