India becomes third largest producer of crude steel
According to the report published by World Steel Association (WSA), India has overtaken US to become the world’s
third largest steel producer in 2017.
China has remained world leader by producing 831.7 MT in 2017 followed by Japan.
World Steel Association (WSA), headquartered in Brussels, Belgium, is a non-profit organisation and one of the largest
industry associations in world.
India 6th wealthiest country in the world
According to a report by New World Wealth, India ranked sixth in the list of wealthiest countries with total wealth of
USD 8,230 billion, while the United States topped the chart.
China ranked second with USD 24,803 billion and Japan with USD 19,522 billion at third.
The report further noted that India was the best performing wealth market globally in 2017.
The report further noted that India, is home to 3,30,400 HNWIs and ranked 9th in this aspect globally while US topped.
India is also home to 20,730 multi-millionaires, 7th largest in the world.
India ranked 177 in Environmental Performance Index (EPI)
India has been ranked 177 among 180 countries in the 2018 Environmental Performance Index (EPI).
Environmental Performance Index (EPI) has been developed by Yale University and Columbia University in
collaboration with the World Economic Forum and the Joint Research Centre of the European Commission.
Switzerland topped the list followed by France, Denmark, Malta and Sweden.
India ranked 81 on Global Index of Talent Competitiveness
India has been ranked 81 among 118 countries in 2017 Global index of talent competitiveness (GTI) list.
The index is released by global business school, INSEAD in partnership with Adecco Group and Human Capital
Leadership Institute (HCLI) of Singapore. Switzerland topped the list followed by Singapore and US.
India ranked 62nd in Inclusive Development Index (IDI-2018)
India ranked 62nd among emerging economies on an Inclusive Development Index (IDI-2018) released by World
Economic Forum (WEF). Norway remains the world’s most inclusive advanced economy, while Lithuania again tops the
list of emerging economies.
Govt launches Liveability Index to rate 116 Indian cities
The Union Ministry of Housing and Urban affairs (MoHUA) has launched the Liveability index to rate 116 Indian cities.
It will be funded by the World Bank and ranking of these cities is expected to be ready by June 2018.
Gujarat tops logistics performance index chart
Gujarat has topped in the Logistics Ease Across Different States (LEADS) index, a perception-based index of mobility of
goods and efficiency of logistics chain, closely followed by Punjab and Andhra Pradesh.

HRD Ministry releases All India Higher Education Survey

According to latest All India Higher Education Survey (AIHES), released by HRD Ministry, the Gross Enrolment Ratio
(GER) in higher education of Indian has registered an increase from 24.5% in 2015-16 to 25.2% in 2016-17.
The survey findings were based on responses of 795 universities, 34,193 colleges and 7,496 standalone institutions.
India is aiming to attain GER of 30% by 2020. Six states have registered GER higher than national average (25.2%).
Tamil Nadu with GER 46.9% leads the list followed by Himachal Pradesh (36.7%), Kerala (34.2%), Andhra Pradesh
(32.4%), Haryana (29%) and Punjab (28.6%).
Bihar has lowest GER with just 14.4% of its eligible population (in age group of 18 to 23 years) pursuing higher
education. India registered its best performance on the GPI in last seven years - 0.94 in 2016-17 from 0.86 in 2010-11.
India’s fastest supercomputer, Pratyush unveiled
India’s fastest and first multi-petaflops (PF) supercomputer named Pratyush was unveiled at Pune-based Indian Institute
of Tropical Meteorology (IITM). The supercomputer has been named as ‘Pratyush’ meaning Sun.
Pratyush is the fourth fastest supercomputer in the world dedicated for weather and climate research, and follows
machines in Japan, USA and the United Kingdom.
Pratyush has 6.8 PF computational power installed at two Govt Institutes. 4.0 Peta Flops HPC facility at IITM, Pune and
2.8 Peta Flops facility at NCMRWF, Noida. Peta Flops is a measure of a computer’s processing speed.
One petaflop is a million billion floating point operations per second and is a reflection of the computing capacity of a
system.
Governors’ committee submits report to President Kovind
The committee of governors submitted a report, titled ‘Rajyapal —Vikas Ke Rajdoot: Catalytic Role of Governors as
Agents for Change in Society’ on best practices to President Ram Nath Kovind at Rashtrapati Bhavan.
The five-member committee, which oversaw the drafting of the report, included ESL Narasimhan, governor of Andhra
Pradesh and Telangana; Banwarilal Purohit, governor of Tamil Nadu; Ram Naik, governor of Uttar Pradesh; Tathagata
Roy, governor of Tripura, and Acharya Devvrat, governor of Himachal Pradesh.

India ranked 100th among 149 countries on the list of prosperous countries released as part of The Legatum Prosperity
Index 2017. Legatum Prosperity Index is an annual ranking developed by the London-based Legatum Institute.

India ranked 109th out of 122 countries in Mobile internet speed and 76th out of 133 countries in broadband space in
Nov 2017 Speedtest Global Index (SGI), released by popular internet speed testing service provider Ookla.
Norway (average speed of 62.66Mbps) topped the list in mobile internet speed followed by Netherlands (53.01Mbps) and
Iceland (52.78Mbps). Average speed of mobile data networks in India is 8.80Mbps.
Singapore (153.85Mbps) topped the list in Home broadband Countries followed by Iceland (147.51Mbps), and Hong
Kong (133.94Mbps).

Govt of India and ADB sign $250 Million Loan
The Asian Development Bank (ADB) and the Govt of India signed a 250 million dollar loan to finance the construction
of 6,254 kilometres all-weather rural roads in the States of Assam, Chhattisgarh, Madhya Pradesh, Odisha and West
Bengal under the Prime Minister’s Rural Roads Program (PMGSY).
The First Tranche Loan is part of the 500 million dollar Second Rural Connectivity Investment Program for India
approved by the ADB Board in December 2017.
India, Cambodia ink 4 pacts
India and Cambodia have signed four agreements after comprehensive talks between Prime Minister Narendra Modi and
his Cambodian counterpart Samdech Hun Sen in New Delhi to boost bilateral cooperation between both countries.

Zojila Tunnel would be India’s longest road tunnel and longest bi-directional tunnel in Asia.
On completion, the tunnel will provide all weather connectivity between Srinagar, Kargil and Leh.

ONGC to acquire Govt’s entire 51.11% stake in HPCL
The Union Govt and state-run oil explorer ONGC clinched deal for acquisition of govt’s 51.11% stake in Hindustan
Petroleum Corporation (HPCL) for a consideration of Rs. 36,915 crore. The panel headed by finance minister Arun
Jaitley had approved price bid for acquisition.
The all-cash deal will help govt boost its non-debt capital receipts and meet disinvestment target (Rs 72,500 crore).
AP sign sister-state agreement with Zurich canton
The Andhra Pradesh govt has entered into a sister-state agreement with the Canton of Zurich.
Zurich is the largest city in Switzerland and the capital of the canton of Zürich and is very strong in technology and
innovation.
Maharashtra Govt approved Rs 4,000-crore Nanaji Deshmukh Krishi Sanjivani Yojna
Maharashtra Govt approved Rs 4,000-crore Nanaji Deshmukh Krishi Sanjivani Yojna project to promote climate-
resilient agriculture. It will be implemented in 5,142 villages across 15 districts.
About 70% of the project’s cost will be borne by the World Bank while the state will contribute 30% over six years.

The Department of Commerce signed MoU with Confederation of Indian Industry (CII) for setting-up institutional
mechanism for the development of Logistics sector in the country.
The Centre has decided to reduce the logistics cost from current 14 percent of GDP to less than 10 percent by 2022.

Sikkim allows people to forge fraternal ties with trees
Sikkim Govt has allowed people from state to forge fraternal ties with trees.
In this regard, State Forests, Department has issued notification titled Sikkim Forest Tree (Amity & Reverence) Rules
2017. The Govt of Sikkim came up with a unique way of preserving trees by encouraging people to forge a relationship
of brotherhood or sisterhood with trees through a practice locally known as Mith/Mit or Mitini.
The Sikkim Forest Tree (Amity & Reverence) Rules also prohibit felling or damage to any tree registered as Mith/Mit or
Mitini, adopted or smriti and points out that any such violation shall be treated as a forest offence.
GCCI signed MoU with South Korea
The Gujarat Chamber of Commerce and Industry (GCCI) signed an MoU with South Korea for Business co-operation
with a focus on automobile, defence and textiles sectors.
The MoU aims to help Gujarat-based Small and Medium Enterprises (SMEs) to explore opportunities through joint
ventures with South Korean firms, especially in areas of automobile, defence and textiles.
India, Sri Lanka sign four agreements
India and Sri Lanka signed four agreements for collaboration in Information and communication technology (ICT) sector
between both countries.
The MoU was signed by Union minister for Information Technology Ravi Shankar Prasad with his Sri Lankan
counterpart in Colombo. Sri Lanka became first country to be connected to NKN through Gigabyte (GB) optical fibre
network.
IndianOil signs LoI with 2 Israeli firms
Indian Oil Corporation has signed Letters of Intent (LoI) with Phinergy, an Israeli start-up company, and YEDA, a
technology spin-off company from Weizmann Research Institute, Israel.
The agreement with Phinergy will allow Indian Oil to work on adoption of advanced energy systems for the Indian
market both for mobility and stationary industrial applications.
The Letter of Intent signed with YEDA (Weizmann Institute) will allow research collaboration between both the
organisations for developing solar to green fuel technologies through concentrated solar thermal route.
India, Israel sign 9 agreements
India and Israel signed nine agreements to boost cooperation in the areas of space, cyber security and oil and gas between
both countries. The agreements were signed between Prime Ministers Narendra Modi and his Israeli counterpart
Benjamin Netanyahu in New Delhi.

Water Resources Ministry ink MoU with Bihar & Jharkhand
The Union Ministry of Water Resources, River Development and Ganga Rejuvenation inked Memorandum of
Understanding (MoU) with Bihar and Jharkhand for completion of balance works of North Koel reservoir project.
The project is situated on North Koel river, tributary on Sone River. The project is scheduled to be completed in 30
months at the estimated cost of Rs. 1622.27 crores, of which Rs. 1013.11 crores will be borne by Union Govt.
60% will be financed by Central Govt from LTIF and remaining 40% of cost will be borne by the States through loan
financed by NABARD.
Umesh Sinha Committee for considering social media expansion
The Election Commission (EC) has constituted 14 member committee headed by Umesh Sinha to suggest changes to
Section 126 of the Representation of the People Act, 1951 (RP Act) in view of social media expansion.
Section 126 of RP Act, 1951 prohibits displaying any election matter by means of television or similar apparatus, during
the period of 48 hours before the hour fixed for conclusion of poll in a constituency.
Govt notifies the Companies (Amendment) Act, 2017
The govt has notified the Companies (Amendment) Act 2017, which is set to ease the implementation of the Insolvency
and Bankruptcy Code 2016. The Amendment Act amended some provisions of Companies Act, 2013.
Currently, Section 53 of the Companies Act 2013 prohibits the issuance of shares at a discount, something the new Act
has changed.
Similarly, Section 197 of the Companies Act 2013 requires the approval of the company in a general meeting for the
payment of managerial remuneration in excess of 11% of the net profits.
Section 247 of the Companies Act 2013 prohibits a registered valuer from undertaking valuation of assets in which he
has a direct or indirect interest.
Indian Navy signs MoU with Cochin Port Trust
The Indian Navy has inked a Memorandum of Understanding (MoU) with the Cochin Port Trust (CPT) towards leasing
of 228 metres of berths, Q2 and Q3 at Mattancherry Wharf for a period of five years.
This is the first time such an agreement has been signed between the Navy and CPT.
Lok Sabha passes Bill to hike salaries of judges
The Lok Sabha has passed High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Bill,
2017 to hike the salaries of judges of the Supreme Court (SC) and High Courts (HCs).
The Bill will amend HC Judges (Salaries and Conditions of Service) Act, 1954 and SC Judges (Salaries and Conditions
of Service) Act, 1958.
It proposes to hike the salary of Chief Justice of India (CJI) to Rs.2.80 lakh a month and that of judges of Supreme
Court and Chief Justices of High Courts to Rs. 2.5 lakh a month.
It increases salary of Judges of High Courts to Rs.2.25 lakh a month. The salary hike will come into force with effect
from Jan 01, 2016.
Railways, HRD and S&T Ministry ink MoU
Three Ministries of India viz. Ministry of Railways, Ministry of Human Resource Development (HRD) and Ministry of
Science & Technology have signed an MoU for joint funding of Technology Mission for Indian Railways (TMIR).

The percentage division of the funding between the three ministries for Technology Mission for Indian Railways’ is
Ministry of Railways: 30%, Ministry of HRD: 25% and Department of Science & Technology: 25%.
Under the MoU, Ministry of HRD and Ministry of S&T have agreed to fund TMIR projects to the tune of Rs 75 cr each
while Railways and Industries would also be contributing to their respective shares.
Namami Gange projects worth Rs. 295 crore approved by NMCG
National Mission for Clean Ganga (NMCG) has approved five projects worth Rs. 295.01 crore.
Three projects pertain to sewage management in West Bengal at an estimated cost of Rs 278.6 crore, one relates to
sewage management in Uttarakhand at an estimated cost of Rs 4.68 crore and one project worth Rs 11.73 crore is related
to ghat improvement works in Varanasi.
Parliament passes NABARD (Amendment) Bill, 2017
The Parliament has passed the National Bank for Agriculture and Rural Development (NABARD Amendment) Bill,
2017 with the approval of Rajya Sabha. The Bill seeks to amend National Bank for Agriculture and Rural Development
(NABARD) Act, 1981.
The Bill allows Union Govt to increase capital of NABARD from Rs. 5000 crore to Rs 30,000 crore.
Further, it allows Union Govt to increase the capital more than Rs 30,000 crore in consultation with the Reserve Bank of
India (RBI), if necessary. The Bill provides that Union Govt alone must hold at least 51% capital share of NABARD.
Currently, RBI holds 0.4% of paid-up capital of NABARD and remaining 99.6% is held by Union govt and this causes
conflict in RBI’s role as banking regulator and shareholder in NABARD.
Parliament passes Insolvency and Bankruptcy Code Amendment Bill, 2017
The Parliament has passed Insolvency and Bankruptcy Code (Amendment) Bill, 2017.
The Bill amends Insolvency and Bankruptcy Code (IBC), 2016 and replaces Ordinance promulgated in Nov 2017 to pave
way for tightening loopholes in existing code and make resolution process more effective.
Cabinet approves establishment of new AIIMS at Bilaspur
The Union Cabinet approved establishment of new All India Institute of Medical Sciences (AIIMS) at Bilaspur in
Himachal Pradesh under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) with the cost of Rs.1351 cr.
The new AIIMS will be completed in a period of 48 months.
Under this scheme, AIIMS have been established in Bhubaneshwar, Bhopal, Raipur, Jodhpur, Rishikesh and Patna while
work of AIIMS Rae Bareli is in progress.
Also, three AIIMS in Nagpur (Maharashtra), Kalyani (West Bengal) and Mangalagiri in Guntur (Andhra Pradesh) have
been sanctioned in 2015, two AIIMS have been sanctioned at Bathinda and Gorakhpur in 2016 and an AIIMS in Kamrup
(Assam).
MHA exempts cruise tourists with e-visa from biometric enrolment till 2020
The Ministry of Home Affairs (MHA) has exempted the cruise tourists arriving with e-visa from the requirement of
biometric enrolment for a period of three years i.e. till 2020.

Approves amendments to FDI Policy
The Union Cabinet gave its approval to a number of amendments in the FDI Policy, aimed at liberalising and simplifying
the FDI policy in several sectors so as to provide ease of doing business in the country.
The liberalisation of the FDI policy, which includes allowing 100 per cent FDI under automatic route for Single Brand
Retail Trading, 100 per cent FDI under automatic route in Construction Development, allowing foreign airlines to invest
up to 49 per cent under approval route in Air India and allowing FIIs/FPIs to invest in Power Exchanges through primary
market.
While extant FDI policy on SBRT allows 49 per cent FDI under automatic route, and FDI beyond 49 per cent and up to
100 per cent through government approval route, it has now been decided to permit 100 per cent FDI under automatic
route for SBRT.

The Cabinet Committee on Economic Affairs (CCEA) has approved extension of mandatory packaging norms of
foodgrains and sugar in jute material for Jute Year 2017-18 (i.e. July 2017 to June 2018). The mandatory extension was
approved under the Jute Packaging Material (JPM) Act, 1987.
The approval mandates that 90% of food grains and 20% of sugar products shall be mandatorily packed in jute bags.

NGT bans plastic items along banks of Ganga
The National Green Tribunal (NGT) has imposed complete blanket ban on use, sale, purchase and storage of plastic
items such as carry bags, plates and spoons in towns of Haridwar and Rishikesh till upper areas of Uttarkashi along the
Ganga River in Uttarakhand.
It has also imposed Rs 5,000 fine on those violating order and also held that

Cabinet clears bill criminalising instant triple talaq
The Union Cabinet cleared a bill that criminalises the Islamic practice of instant triple talaq, ahead of it being taken up in
the Winter Session of Parliament.
Instant triple talaq, or Talaq-e-biddat involves Muslim men divorcing their wives by mentioning the word ‘talaq
(divorce)’ three times in one go, sometimes over email, WhatsApp messages or letters.
The bill is titled the ‘Muslim Women (Protection of Rights on Marriage) Bill, 2017’.

The Union Govt is planning to club phase I and phase II of its ambitious Ken-Betwa inter linking river (ILR) project.

MP passes bill awarding death for rape of girls aged 12 or less
The Madhya Pradesh Assembly has unanimously passed DandVidhi (Madhya Pradesh Sanshodhan) Vidheyak, 2017 that
will see rapists of girls 12 years or below being hanged till death.
With this, Madhya Pradesh becomes first state where those convicted of such rapes will face the gallows.
The bill proposes death penalty or a minimum term of 14-year rigorous imprisonment or life imprisonment till death for
raping girls aged 12 or less.

Commission (FC).
15th Finance Commission recommendations' will cover five years commencing on April 1, 2020.
It is a constitutional obligation to set up FC under Article 280 (1) of the Constitution.
The 14th Finance Commission, headed by former RBI Governor YV Reddy, was set up in January 2013 to make
recommendations covering period of five years commencing on April, 2015 to March 2020. The 14th FC had submitted
its report in December, 2014. The recommendations of 14th FC are valid upto the financial year 2019-20.

Govt inks Loan Agreement with World Bank for Shared Infrastructure for Solar Parks Project
The Union Govt has signed a guarantee agreement for IBRD/CTF loan of US $98 million and Grant Agreement for US
$2 million for Shared Infrastructure for Solar Parks Project with World Bank.
It will help to establish large-scale solar parks and support government’s plan to install 100 Gigawatts (GW) of solar
power out of total renewable-energy target of 175 GW by 2022.

‘Kailash’ won Award at the 2018 Sundance Film Festival
The documentary ‘Kailash’ has won the US Documentary Grand Jury Award at the 2018 Sundance Film Festival at Park
City in Utah. The documentary is directed by Derek Doneen.
It depicts the journey of Indian Nobel laureate Kailash Satyarthi and his efforts to eliminate child trafficking and child
labour. The film has been produced by Davis Guggenheim and Sarah Anthony, and co-produced by Purnima Raghunath.
Govt announces five Outstanding Parliamentarian Awards
The Indian Parliamentary Group has announced Outstanding Parliamentarian Awards to five Members of Parliament.
BJD MP Bhartruhari Mahtab will be conferred the award for 2017.
Dinesh Trivedi, Congress leader Ghulam Nabi Azad and Hukumdev Narayan Yadav have been chosen for the award for
2016, 2015 and 2014 respectively. Manipur Governor Najma A Heptulla was selected for this award for the year 2013.
Asha Bhosle selected for fifth Yash Chopra Memorial Award
Legendary playback singer Asha Bhosle was chosen for fifth edition of Yash Chopra Memorial Award for her
outstanding contribution to the Hindi film industry.
IAF Corporal Jyoti Prakash Nirala posthumously conferred with Ashok Chakra
President Ram Nath Kovind awarded India’s highest peacetime military decoration Ashok Chakra posthumously to
Indian Air Force (IAF) Garud commando Corporal Jyoti Prakash Nirala on Jan 26, 2018. He had laid down his life after
gunning down two terrorists in Jammu and Kashmir.
He is the third Ashok Chakra winner for the IAF and its first for ground combat.
Other two winners of IAF officers are Rakesh Sharma (first and still only Indian citizen to go to space) and Flying
Officer Nirmaljit Singh Sekhon posthumously decorated with the Param Vir Chakra in 1972.
Ashoka Chakra is India’s highest peacetime military decoration awarded for valor, courageous action or self-sacrifice
away from the battlefield.

The Ministry of Labour & Employment announced Prime Minister’s Shram Awards for the year 2016 to 50 workers
including 3 women employed in Departmental Undertakings & Public Sector Undertakings (PSUs) of Central/ State
Govts and Private Sector Units employing 500 or more workers. In 2016, 34 workers are from PSUs and 16 workers are
from Private Sectors.
Shram Ratna Award: No nomination was found suitable for it.
Shram Bhushan: 12 workers from SAIL, BHEL and TATA Steel Ltd.

Assam's famed one-horned rhino was unveiled as the official mascot of the 2017 AIBA Youth Women's World Boxing
Championship.
Chief Minister Sarbananda Sonowal and Boxing Federation of India (BFI) president Ajay Singh also released the
championship's official logo and anthem, to mark the countdown for India's first youth world boxing championship from
Nov 19 to 26.
The official mascot, named Guppy, is a female version of Assam's one-horned rhino.
The logo infuses two key elements-- the strength of an Indian woman in the form of a female boxer and the culture
of Assam through the 'gamosa', a much-cherished hand-woven piece of cloth in the state.
It has cleverly integrated the national flag's three main hues - saffron, green and white - too.
The World Championship official anthem, 'Make Some Noise', proved to be an instant hit with those present, including
the entire Indian contingent, its Performance Director Bergamasco Raffaele and head Coach Bhaskar Bhatt.
