Dear Candidate,
Thank you for your interest in joining the exciting Programme Office Team. I hope this pack will give you a flavour of what the North Wales Economic Ambition Board and the Programme Office are trying to achieve.
Over the years we have successfully built a strong partnership in the region through the Board. The Board is a partnership of the 6 Local Authorities—Gwynedd, Anglesey, Conwy, Denbighshire, Wrexham and Flintshire, along with Bangor University, Glyndwr University, Grŵp Llandrillo Menai, Coleg Cambria and the North Wales Mersey Dee Business Council . The Board has set a strong foundation to deliver the growth vision, exploiting the opportunities in the region as well as address some of the challenges facing the regional economy.
At the end of 2019 we achieved a key milestone for the Growth Deal, signing Heads of Terms with both Governments to secure the £240M investment. The Growth Deal includes a suite of innovative and transformational programmes and projects that will contribute to driving forward our economy in the region. Both Governments and the Board recognise that the Growth Deal will be a key component as part of the economic recovery post COVID-19.
The Programme Office was established by the Board to deliver the growth deal for North Wales. I look forward to having a full team in place to drive this work forward, first of all completing the Programme Business Cases to secure Final Deal with both Governments by the end of the year.

With the programme Office team in place and growing,
we are progressing with the Ambition Board’s excellent work
driving the Growth Deal forward in partnership with Welsh Government and UK
Government. Our Growth Vision for North Wales is over fifteen years, with an
ambition to grow our economy and improve productivity.
The Growth Vision includes 7 exciting programmes, which will support long term
economic growth, create jobs, training opportunities and improve
Infrastructure. The programmes include, Digital, Low Carbon Energy,
Advanced Manufacturing, Land Based Industries and Tourism, Land and
Property, Skills and Employment and Strategic Transport.
Digital is a key sector to improve the digital Infrastructure and innovation, and
deliver quality access to effective and affordable digital connectivity. Transport is
another key sector for accessibility, with access in and out of the region,
including access for businesses and access to our supply chain. Energy has been
an important sector in the region for years, now with a new ambition to become
carbon neutral, and produce clean energy and innovation. We have a number
of sites across the region that are ready for development or regeneration. As a
region we are lucky to have a beautiful coastline and the National park, tourism
and agriculture have a key part to play in our natural environment.
The Programme Office have a key part to play to work flexibly with all partners to
respond to the changes, challenges and opportunities, as well as to attract
future investment.
The next milestone for the team will be to develop Programme Business Cases,
which will be presented to both Governments later in the year to secure Final
Deal Agreement and release
the £240M over 15 years.

Alwen Williams | Programme Director
Originally from Gwytherin, near Llangernyw, Alwen joined the team as ProgrammeDirector on 1 January 2020 following a successful career with BT and Openreach.
During her career Alwen has developed expertise in strategic communication, both in the UK and Globally, working in marketing, internal communications, change management, public relations, public affairs, employee engagement, human resources and service delivery. Her previous roles included Director of BT Wales and senior area manager for Openreach in London and the South East.

Hedd Vaughan-Evans | Operations Manager
Hedd joined the team on 1st January 2020 as Operations Manager. Hedd brings a wealth of local government experience to the team, particularly in partnership working, performance and programme management. His most recent role was as Assistant Director: Performance and Transformation at Cherwell District Council in Oxfordshire.
“My role is to support the co-ordination, development and delivery of the North Wales Growth Vision, ensuring we have the right levels of resource, governance and control to drive forward the programme.”

We currently have three Programme Managers in post leading on the digital, low carbon energy and land and property programmes. Stuart and David joined the team from Denbighshire County Council and Henry joined the team from Natural Resources Wales. They are responsible for driving forward the development and delivery of their programmes.

work programme forward. Each role has it’s own focus, but you will be expected to contribute

players capable of leading their own areas but also supporting their colleagues to deliver.
We are looking for individuals with excellent interpersonal skills and the ability to develop positive
working relationships across multiple partners to drive our programmes and projects forward. This
is a key requirement for all our roles, our Board is a partnership of 11 organisations and partnership
working is at the core of what we do. The team will provide you with a supportive environment
and development opportunities but you’ll need to be committed to your own development and
have the desire to learn and improve.
Some of our roles require Welsh language skills, for others this is desirable. For all roles, we are
looking for individuals who recognise the importance of the Welsh language, have empathy for
the Welsh culture and are committed to improving their linguistic skills whatever level you may be
starting from.

Lead on the development and delivery of two programmes within
the North Wales Growth Deal—Advanced Manufacturing and
Land Based Industries and Tourism
Leadership and management of assigned programmes
including design, negotiation, planning, co-ordination and
implementation;

Act as the main contact with the ‘Host Authority’ ensuring
that support services provided meet the needs of the
Programme Office;
Act as Deputy to the Operations Manager.

Maximise the impact of the Boards social media and web
presence;

Office, you will play a key role in the operation of the team.
Provide administrative support across programmes and

processing etc;
Be the main point of contact within the Programme office,
with prompt and effective referral of enquiries.
