INTRODUCTION
About EWMI G-PAC
The East West Management Institute (EWMI) Policy, Advocacy, and Civil Society Development in Georgia project (G-PAC) is a four-year initiative funded by the United States Agency for International Development (USAID). It aims to strengthen civil society’s role in advocating for, influencing the development and implementation of, and monitoring effective public policy reforms in Georgia.
To accomplish this goal, EWMI G-PAC provides grants, mentorship, and trainings to civil soci-ety organizations (CSOs). With our partner, the International Center for Not-for-Profit Law (ICNL), we also advocate for a legal environment conducive to the financial sustainability of CSOs. Additionally, we are collaborating with the Picker Center for Executive Education at Co-lumbia University’s School of International Public Affairs (SIPA) and Ilia State University (ISU) to establish a Master in Public Administration (MPA) Program at ISU. This program will serve as a focal point for public policy research in Georgia, and as an incubator for the next generation of Georgian policy makers and analysts.
Our Grant Programs
We seek to further engage CSOs in effective public policy, advocacy, and watchdog activities. Civil society is a broad term that includes NGOs, professional associations, community initia-tives, universities, and sports teams, among other community-based organizations. Through a combination of grants and demand-driven capacity development support, we seek to strength-en linkages between CSOs and the government, media, community constituencies, and CSO networks, leading to a self-sustaining, independent civil society owned by the citizens of Geor-gia.
To date we have awarded 199 grants throughout Georgia valued at more than $3.3 million USD. Grantees committed more than $500,000 USD to their initiatives. As part of EWMI G-PAC’s Master’s in Public Administration Program, two additional $200,000 grants have been awarded to Ilia State University.

THINK TANK SUPPORT GRANTS (TTSG)
TTSG support organizations whose primary focus is policy research and analysis (i.e., “think tanks”). Their projects must foster informed public debate and policy-making, including com-prehensive analysis of key issues facing Georgia, concrete recommendations for addressing problems, wide dissemination of findings, and follow-up advocacy targeting the public and de-cision-makers. To date, 11 Tbilisi-based think tanks have received 12-month grants to work on issues related to sustainable economic development, education, and health. New grantees are eligible to receive up to $50,000 through “open” grant competitions, and previously successful G-PAC grantees can receive up to $75,000 through “closed” competitions.

PARTNERSHIP FOR CHANGE (PFC) GRANTS
To increase civil society’s impact on the public policy process, the PfC program facilitates link-ages and coordination among advocacy CSOs, think tanks, and academic institutions through-out Georgia. This program also promotes interaction between CSOs and their constituencies. It is designed for formal or ad-hoc coalitions, networks, or partnerships of at least two organi-zations established around an advocacy issue. As of April 2013, G-PAC funded 17 Tbilisi-based CSOs advocating for issues related to education, the environment, elections, and healthcare. Previously, the maximum amount per grant was $50,000. G-PAC now provides up to $60,000 for first-time grantees through “open” competitions, and up to $80,000 for previously success-ful G-PAC grantees through “closed” competitions.

CITIZENS’ ADVOCACY GRANTS (CAG)
CAGs support issue-based advocacy initiatives undertaken by Georgian CSOs at local and regional levels, with priority given to CSOs based in the regions. Grantees implement creative participatory activities, engage citizens in advocating for policy reforms and better public ser-vices, assist local officials in adopting mechanisms for accountability and citizen participation, monitor budget and policy implementation, and protect core civil and political rights. In its first year, EWMI G-PAC provided up to $15,000 in funding for projects lasting up to one year. G-PAC now offers up to $20,000 for first-time grantees and up to $30,000 for previously suc-cessful G-PAC grantees.

UNIVERSITY ASSISTANCE GRANTS (UAG)
The UAG program supports smaller-scale activities aimed at improving graduate programs in public policy, public administration, political science, and related academic programs and/or courses at accredited Georgian universities. The program provides up to $10,000 to develop public policy courses or curricula, strengthen academic program management, provide spe-cialized training for faculty and administration, invite visiting professors, hold faculty retreats, prepare publications and translations, and organize summer schools in public policy and ad-ministration. Grant applications are reviewed on a monthly basis and projects can last up to six months. As of April 2013, EWMI G-PAC awarded UAG grants to Tbilisi State University, Shota Rustaveli State University in Batumi, the Georgian Institute of Public Affairs in Tbilisi, Akhaltsikhe State Education University, Akhalkalaki State Educational Institution, the University of Georgia in Tbilisi, Grigol Robakidze University in Tbilisi, the International School of Economics at Tbilisi State University, the Georgian Institute of Public Affairs, Samtskhe-Javakheti State Education University, and Gori Teaching University.

INTERNSHIP GRANTS
Insufficient real-life experience can pose a serious challenge for students seeking work. The EWMI G-PAC Internship Program offers students from diverse universities opportunities to test lessons learned in the classroom in the real world. At the same time, it pairs energetic youth with CSOs seeking additional human resources. As of April 2013, 73 graduate students from 15 universities and academic institutions have interned through the program at local and national governmental institutions, think tanks, and CSOs throughout Georgia. G-PAC offers up to 30 internships per academic year on a rolling basis.

ARTS FOR ADVOCACY (AFA) GRANTS
AfA grants fund innovative engagement by the artistic community in furthering advocacy caus-es. EWMI G-PAC supports artists who use their craft - dance, theatre, music, poetry, and/or visual arts – as a medium to carve out new approaches to challenging social issues. Art can cul-tivate public awareness, encourage provocative public debate, inspire shifts in public attitudes, and promote solutions to pressing issues. AfA projects can address public issues at local and national levels. Grants are open only to Georgian citizens, who must apply in partnership with an art group, cultural organization, or non-governmental organization registered in Georgia. Grants of up to one year are available for up to $10,000.

ACT NOW GRANTS
This program offered support for strategic, targeted advocacy initiatives that responded to highly important and unexpected political, economic, and social concerns. Initiatives could ad-dress a new policy, government program, or human rights violation by public or private sec-tor institutions. Decisions to fund these rapid reaction grants were made within a week of proposal submission, allowing stakeholders to act on unique, time-sensitive, and unforeseen opportunities for policy change.
Beginning in September 2012, the Act Now Grants Program was converted into the broader Open Door Grants Program (see next page). Act Now Grants provided up to $5,000 for proj-ects lasting up to two months.

OPEN DOOR GRANTS
The Open Door Grants Program began in September 2012 as an altered version of the Act Now Grants Program. In addition to funding projects that respond to urgent public issues as the Act Now Grants did, the Open Door Grants also support pilot projects and proposals submitted by groups of individuals and CSOs. Open Door Grants expand advocacy efforts beyond the traditional CSO community and encourage a wider range of advocacy initiatives.
The Open Door Program awards grants of up to $10,000 for projects lasting up to six months. Open Door Grant applications are reviewed on a rolling basis.

ENABLING ENVIRONMENT GRANTS
The Civil Society Institute (CSI) has received two one-year grants from G-PAC to improve the Georgian legal environment to better support the financial sustainability of CSOs. CSI is analyzing tax regulations affecting CSOs in Georgia, identifying key problematic regulations, developing solutions, providing expert consultations to other CSOs and businesses on tax-ation issues, publishing a guidebook on taxation for CSOs, and assisting G-PAC in identifying priorities for upcoming years in this area. CSI coordinates with G-PAC and its partner, the International Center for Not-for-profit Law (ICNL).
The Centre for Training and Consultancy (CTC) is another Enabling Environment grantee. CTC worked on identifying and resolving factors that hinder the effectiveness of the civil society sector. To this end, CTC conducted working group meetings with CSOs about issues like public attitudes toward CSOs, CSO – government relations, CSO standards of conduct and self-regulation, and CSO funding sources. CTC then produced discussion papers based on these meetings that identified specific problems and solutions. In addition, CTC promoted partnerships between CSOs and businesses.
