The Carlsbad Conference was agreat success thanks to Ellen Harbaugh,Local Arrangements Committee, the peopleof Carlsbad, 53 vendors, and the 311attendees. The evaluations have been greatand they will be beneficial to the new VicePresident, Laurie Macrae, and her LocalArrangements Committee. By the way, ifyou attended and did not send in anevaluation, you may still do so. There was aperforated evaluation form with the addresson the back or you may e-mail me [email protected]. These are used tohelp plan the next year's conference. It hasbeen -great this past year to make newfriends while working on the CarlsbadConference. Carlsbad welcomed us withopen arms and helped in numerous ways.Thanks to all who were involved in thisconference.

Groups (SIG) chairs. NMLA is always opento having new SIGs, so let us know if youwant to start one. If you are interested inbeing more involved, contact me concerningopportunities.

We will be working this year on newgoals. Currently, Carol Brey is heading upthis effort. This will be an exciting year. Wewould love to have suggestions orcomments on this. Follow the Newsletter fordevelopments in this area.

I would especially like to thankEllanie Sampson for all the support shegave me last year. She did a great job asPresident and Vice President. The Carlsbad Conference Wrap-Up'

The conference in Carlsbad is over! TheLocal Arrangements Committee is relievedand grateful for everyone who drove to ourcorner of the state for this year's NewMexico Library Association Confere.nce. Ifyou missed it, you missed a treat!

The final numbers looked something likethis: 311 people attended for th.econference; 170 people attended thebanquet on Thursday evening; andapproximately 110 people attended theYouth Services Luncheon.

.The conference was held on the beautifulPecos River in the Pecos River VillageConference Center. The exhibitors werelocated just a short walk down the river atthe Riverwalk Recreation Center. We had53 exhibitors come show their wares, whichwe were able to view during the breakfastsand lunches held at the Exhibit Hall.

The classes were stimulating and refreshing,'with teachers from all walks of the library .world -- and a few outside the library world!The classes ranged from "Financial .

, Planning for Your Future" to "UMI ProQuest,Direct" to "Playing Chess in a Checker'sWorld.:' They were very well attended andwe saw netiNorking take place among theattendees during the breaks between thesessions.

Thank you to the City of Carlsbad for all they.did to help the conference be such huge asUGcess. In a small city, it's amazing whatcan be done and needs to be done to host aconference this size. The City of Carlsbadadded phone lines and electricity to theRecreation Center and allowed us to use theCenter free of charge. We also want to

. thank everyone on the Local ArrangementsCommittee for all their hard work. After theconference, many of them when asked"when will the next conference beinCarlsbad?" responded with, "Not In mylifetime!" Thafwas definitely exhaustionspeaking, because we were thrilled to havethe opportunity to show off our beautiful city.

As one conference atteridee said soeloquently in his evaluation, "I'll alwaysremember Carlsbad as Carlsgood after thisconference!" ALA Library Legislative Day - Washington, D.C. - May 3,1999

This year ALA wa,s cE;!lebrating the 25th Anniversary of National Library Legislative Day.On May 3 there was an all day briefing on the "Key Issues and Messages for Congress." Theseincluded the Library Services and Technology Act / Library Services through Education andLiteracy Programs / Elementary and Secondary Education Act Reauthorization (ESEA) / .Database Protection Legislation / Copyright and Distance Education / Public Access to ,Government Information / Universal Service; Discounted Telecommunications Rates (E-Rate) /Filtering Req'uirements / and the Higher Education Act, Next Generation Internet, Digital Libraries,

Ben Wakashige and I visited the offices of New Mexico's representatives and senators. 'As we visited, we were able to describe how some of these programs directly affect our state.This is an important part of helping all libraries including the ones in New Mexico. It is also aneducation for those of us who attended. We would have to say that we felt that visiting our

Balloon Quilt to AlbuquerqueThe third--and final--fund raising qUiltdonated to the Foundation by BettyReynolds, The First Ever Black RangeInternational Balloon Festival, was won byJoe Sabatini, Head of the Main and SpecialCollections Branches of the .Albuquerque/B~rnalillo County LibrarySystem. Appropriately, Joe is also a veteranhot air balloon chase crew member since'1975. Joe's winning ticket was drawn byBarbara Robinson, keynote speaker at theNMLA's Youth Services Luncheon at theannual meeting in Carlsbad. Previouswinners were Sidney Margolis (Santa Fe)and Mary Pat Kraemer (Los Alamos).

The trustees thank all of those whocontributed to the Foundation through thisraffle and also welcome suggestions forfuture fund-raisers. This one has raisedabout $2,000 annually for the NMEH FundsTravelling Exhibit/Program on NM LibraryHistory. Just before the Carlsbad meeting,the New·Mexico Endowment for theHumanities announced that the partnershipof the Foundation, NMLA, and the NM StateLibrary had been awarded $8,960 towardcreating and circulating a travelling exhibitand public program on the history of NewMexico's lib~aries.

The source book for the exhibit is "OneBook at a Time" by Linda G. Harris of Las

. Cruces. This book won a BRLA 1998Southwest Book Award. Ms. Harris willassist in developing the content and be.available for pUblic programs hosted byparticipating libraries. While the NMEH grantis for 18 months, the exhibit is expected totravel throughout the state for four to five

years. The exhibit will include space forlocal library history. A manual will be created

. to assist librarians in best using theexhibit/program as a community event.NMLA will assume responsibility for thelogisti9s of moving the exhibit throughout thestate.

The NM~H grant is approximately half ofthat required to ensure the project'ssuccess; Fund raising to match the NMEHgrant is underway. More news will beprovided as plans are completed. Thanks tolibrarians who wrote letters of support fbrthis project; they were very valuable.

NMLA joined the MPLA this year and I have been appointed as the NMLA representative·to the MPLA. '1 will be attending my first meeting in Big Sky, Montana June 13 - 16. Despite rumors to the contrary, the University of Arizona's School of Information Resources andLibrary Science (SIRLS) is currently ALA accr.edited. Last fall the ALA's on~site accreditation teamvisited the campus and issued a report stating that the SIRLS program met all six ALA standardsfor reaccredidation. However, in February 1999 the ALA's Committee on Accreditation (COA)unexpectedly voted to deny reaccredidation to SIRLS.

SIRLS has made ·an appeal of this deCision with the complete support of the University and willretain accreditation during t\:1is time. University President Peter Likins and the UniversityAttorney's Office are involved with the appeal.

Post Conference Special Interest Group Reports

Youth Services SIGRogers Barde

Youth Services SIG met with 29 present, Patricia Froehlich presiding. The agenda waspresented and the meeting began with greetings from Ben Wakashige, State Librarian. Hedescribed several State Library initiatives of great interest to those who provide library services toyouth. .

1. The UMI Proquest database, the beginning of a variety of databases statewide.2. NM Task Force on School libraries, newly constituted, to begin its work with a needsassessment and which should have a long-range effect on school libraries.3. Increase in the budget of the Roadrunner reading program by $5000.4. NM TaskForce on electronic resources will look at long range planning in relation toelectronic resources, and discuss what should we add and who will be responsible.5. The State Library will be involved in long range planning of all kinds of libraries.

A. CHANGES IN YOUTH SERVICES SIG GOALS:

1. Advocate, encourage, and support children's services around the state, regardless of libraryformat.2. Continue communication among all those who work with children.3. Support and encourage workshops, presentations, and discussions at NMLA and otherconferences.4. Promote continuing education opportunities.

B. I. INCLUDE A REPRESENTATIVE TO BATTLE OF THE BOOKS PROGRAM AND LAND OFENCHANTMENT BOOK AWARD IN THE YOUTH SERVICES SIG.

Charlotte Dombrowski reported on the Battle of the Books, and made a case for its need of anumbrella organization. Presently the program is funded by donations and sponsored by NMLAand the NM Library Foundation. Tip Spain-Vandewart agreed that Land of Enchantment BookAward would benefit from being under the Youth Services SIG as well. It is sponsored by NMLAand the New Mexico International Reading Association.

. REPORTS:1. Dr, Kitty Sherlock from the NM State Department of Education presented the list of members

of the new task force on School Libraries, and spoke about the need for better training andprofessional development for school librarians. A needs assessment is being sent to allschools in September with phone calls (funded by the State Library) to follow up. The draft ofthe assessment will be coming out in June. She reported that the State Board of Educationwas meeting on April 30th to act on the proposed competencies for certification of schoollibrarians based on AASL competencies. These proposed competencies will become thelicensure base. Kitty also presented a list of what is looked at in libraries when the State

Local & Regional History SIGPeter B.lves, liaison to the NMLA Board

The speaker at the 1998 Annual Conference in Albuquerque was Howard Bryan, a popularhistorian and former newspaperman. His talk was entitled "Tales of Old Albuquerque," which wasa series of stories about various memorable personalities from the turn-of-the-century. It waswell-attended and favorably received. There was a serendipitous tie-in with his new book,Incredible Elfego Baca: Good Man, Bad Man of the Old West, which he signed at the Clear LightPress booth later in the day.

At the 1999 Annual Conference in Carlsbad, the Local & Regional History SIG had a panelpresentation on "Documenting Southeastern New Mexico History: New Approaches". Featuredspeakers were Austin Hoover, NMSU Archivist, Ann Massmann, UNM SW Studies Librarian, andFrank Sanchez, Rosweil community organizer. Again, the program was very well attended andfavorably received.

Public Libraries SIGNancy Osterberg, liaison to the NMLA Board

The Public Libraries SIG presented a program at the NMLAlSWRLLS October 1998 conference·in Taos entitled "Storytelling, A Different Approach". At the 1999 annual conference in Carlsbad,the Public Libraries SIG sponsored a panel discussion on Regional Libraries, and participated ina discussion on House Bill 15 with the Municipal Librarians Association, a section of the NewMexico Municipal League.

Members present voted to request approval from the NMLA Board to continue the PublicLibraries SIG into the upcoming year. Nancy Osterberg will continue as chair. Plans for theupcoming year include:

Presentation of a program at the mini-conferenceRequesting information from New Mexico public libraries on

program suggestions, questions, and commentsPresenting a luncheon program at the 2000 NMLA annual conference in Taos,

and inviting participation from the Municipal Librarians Association.

White House Conference SIGBetty Long and Susie Sonflieth, liaisons to the NMLA Board

Betty Long attended the 1998 WhiteHouse Conference on Library and Information ServicesTaskforce annual meeting in Phoenix in August 1998. At that meeting the Taskforce did decide tocontinue work toward another national forum for libraries, and members of the Taskforce havebeen attending meetings and communicating with groups such as NCLlS, ALA, and COSLAconcerning this. There should be an update on the progress soon, since the 1999 Taskforcemeeting, attended by Betty Long, took place April 30 - May 2, 1999 in Washington D.C.

NMHRAB funded the proposal and workshops will be held in Silver City, Roswell, Santa Fe, andFarmington from mid-September through mid-October 1999. The AMIGOS Preservation staff willteac~ one-day workshops. The registration fee for the workshops will be $20.00. The NMHRABalso funded three "Basic of Preservation" workshops for organizations receiving NHPRC funding.The workshop presenters, Judy Murphy and Kathlene Ferris, are NMPA members. SandraJaramillo is coordinating the workshops to be held in Albuquerque on May 13-14, Las Cruces inlate September, and in Las Vegas later in the year.
