MANAGER’S REPORT

4-21-10

1. I received a request from Larry Barrett of the EAC to purchase trees for the stream clean up day sponsored by the CRC. Larry has been contacted by a corporate group that would like to supply 25 volunteers and he thought it would be very helpful to have them plant trees that have been discussed in previous EAC meetings. I am requesting approval to purchase trees not to exceed the amount of $400.00 for planting on May 1, 2010.

2. I have met with Sue Howat to audit our current sewer billing system. We typically do this after the Chapter 94 reports have been submitted to ensure that our customer data is correct.

3. I sent the Recapture purchase agreement to WAWA incorporated for their review and execution. The agreement is standard to those we have used in the past and it requires the payment of $125,000.00 for the recapture rights currently owned by WAWA.

4. I have executed the Agreement for the Sale of Vacant Land, with Dottie Luckenbach Kressly for 19.65 acres for $90,000.00 as directed by the Board of Supervisors. The land surveyors were on the property last week and we will finalize the purchase of that property upon completion of the survey.

5. I am scheduled to attend a joint meeting on Tuesday 4-20-10 with Cheyney University as requested by the board of supervisors. Jim Bulkley will attend on behalf of the Planning commission.

6. I met with our consultants on April 12, 2010, to review the tasks that need to be completed for the West Side Sewer Expansion. Bob Anderman is working on the deferred Payment agreement, The tapping fee is still to be determined, I am working to determine the purchase amount for the grinder pumps.

7. I met with Ted McCandless, Mark Bryan and Lloyd Noll to discuss updating our septic abandonment permit process

8. I attended a Regional Transportation meeting on 4-13-10. Topics covered included sustainable green building projects and user friendly ordinances.

9. I met with Mark Ott of US Environmental to receive pricing on cleaning our pumps stations in the East District.

10. We held our fourth annual Local Government Day with Local Legislators and students from Bayard Rustin High School. We had 78 students and two teachers from the school. Gov’t Officials included Senator Ted Erickson, Rep Tom Killion, County council Vice Char Christine Fizzano Cannon, District Justice Richard Cappelli, BOS Chair Jim Raith, Vice Chair Joe Sgro, and Supervisor James Kelly.

11. We received an application for payment from Steve Botella construction on Thursday April 15, 2010. Pennoni is processing the approval of payment.

ASSISTANT TOWNSHIP MANAGER’S REPORT

1. AGENDA ITEM: The Annual Cheyney Bike Challenge is scheduled to take place on Sunday, June 13, 2010. Ted McCandless has provided the Board with the application for this Special Event. Accordingly, I would ask the Board to make a motion to approve the Cheyney Bike Challenge. MOTION #1: I move to approve the Application for Special Event Permit for the Annual Cheyney Bike Challenge to take place on June 13, 2010.

2. AGENDA ITEM In preparation for the annual Fourth of July Parade I have prepared and the PennDOT Race/Parade Permit which I have provided to the Board for your review. At this time I would ask the Board for a motion to approve Resolution 13 of 2010 authorizing Jeff Seagraves to sign the PennDOT Race/Parade Permit and Indemnification Agreement for the Fourth of July Parade. MOTION #2: I move to approve Resolution 13 of 2010 authorizing Jeffrey Seagraves, Township Manager, to sign the PennDOT Race/Parade Permit and Indemnification Agreement as an authorized agent of Thornbury Township.

3. May 25th is National Missing Children’s Day and the Park & Recreation Board would like the Board to enacted Resolution 2010-14 setting aside May 25, 2010 as “National Missing Children’s Day” and to participate in the Take 25 (minutes) Campaign Event at Thornbury Park on May 25, 2010 from 4:00 p.m. to 7:00 p.m. I have attached the proposal from Take 25 for the Board’s review and approval. This event is a national child safety event and the Take 25 organization will create free “Child ID’s” by taking pictures and fingerprints with the assistance of the Pennsylvania State Police. Accordingly, I would ask the Board for a motion to approve Resolution 2010-14 setting aside May 25th as National Missing Children’s Day and to participate in the Take 25 campaign event. MOTION #3: I move to approve Resolution 14 of 2010 recognizing May 25th as National Missing Children’s Day and to participate in the Take 25 Campaign Event.

4. I prepared the PSATS Employers Unemployment Compensation 1st Quarter Tax Report.

5. We will again be selling discounted amusement park tickets beginning in May. We offer tickets to Dorney Park, Dutch Wonderland, Hershey Park, Knoebels, Morey’s Piers, PA Renaissance Faire, Philadelphia Zoo, Sesame Place, Six Flags and Splash Zone. This year we have added tickets for “Ride the Ducks Philadelphia”, the Camden and Baltimore Aquariums and Clementon Park.

6. I have advertised the “Concise Financial Statement” as required and have provided the Board with a copy of the Proof of Publication.

7. The Park & Recreation Board has provided us with a proposed budget for the Palmer Arboretum Dedication which I have provided to the Board for your review and approval in the amount of $2,525.00. Respectfully submitted,

MOTOR VEHICLE AND TRAFFIC ORDINANCE In accordance with direction from the Board of Supervisors the Solicitor has advertised the above ordinance for a hearing which is now scheduled for April 21, 2010 at 7:00 p.m. II. ZONING HEARING BOARD AMENDMENT In this matter, the Solicitor has drafted an amendment to Section 27-2302(2) concerning the authority of the alternate member of the Zoning Hearing Board and the same was referred to the Township and Delaware County Planning Commission for their forty-five (45) day review period. The Township Planning Commission has submitted a review which the Solicitor and Board of Supervisors should consider together with the review by the Delaware County Planning Commission. III. INTER-MUNICIPAL TRANSFER OF LIQUOR LICENSE - CLINCO, LLC In accordance with direction from the Board of Supervisors the Solicitor has advertised the Inter-Municipal Transfer of Liquor License for a hearing which is now scheduled for May 19, 2010 at 7:00 p.m. IV. PAABY ESTATE – PURCHASE OF PROPERTY The Solicitor has drafted a proposed Agreement of Sale for the purchase of a parcel of land from the Paaby Estate and submitted the same to the Township Manager for review and use.

Work completed for the period:

Greenbriar Dallett - Residence construction continues. HOA has expressed some concerns over thesidewalk condition. This again appears to be related to spalling and the source of the problem will belinked to a certain extent to deicing chemicals.

Blantyre - Completing periodic erosion and sedimentation inspections.

Mill Creek - House construction continues. A complaint of a Concord Township resident concerning siltaccumulation and erosion has once again been lodged with the Township. The resident does not agreewith the observations of the Conservation District and our Inspector. Grading and Encroachment Permits - W orking with the Township Licenses and Inspections on severalpermits.

Andover - Construction continues on houses. Completing inspections for certificates of occupancy andperiodic erosion control. Twin Pine W ay stormwater resolution will need to be reconsidered.

Guilday Subdivision - Plans have been reviewed. No further action.

Black Bell Farm - Items to be addressed include buffering, historic preservation, traffic and open space. No revised plans have been submitted.

Spinelli Subdivision - Edgmont Township - Project has been reviewed and there are several impacts ofthe project on the Township, in particular, traffic and stormwater. The Developer’s engineer has forwardeda sketch to collect stormwater that currently flows to Slitting Mill Road and discharges to the 352 side ofthe property. This should eliminate some of the stormwater concerns. No further action at this time.

Cheyney University - Received plans for the new dormitory at Cheyney. A review has been completed. Cheyney has also requested a grading permit which is premature. The University has submitted theUniversity Master Plan to assist in review of parking and other concerns of the Planning Commission. Meeting has been set for Tuesday to discuss plans jointly with Chester County Thornbury Officials.

Cheyney University- Treatment Plant Upgrade - Received plans for upgrade of systems for DEPcompliance. The Sewer Engineer has provided verbal comment. No further action.

Joseph Gricco - Received land development plans for a combined driveway for the Locksley Roadproperty. A waiver of the separate driveway requirement is being sought. The plan will be revised toincorporate the single drive access but has not yet been received.

Miller (Formerly Derry) Subdivision - Plans were received for two lot subdivision on Locksley Road. Plans have been reviewed.

Collins Subdivision - Final plans have been submitted. A review is pending.

Palmer Arboretum - Contractor has submitted invoice. This invoice will be not be approved. Thecontractor has asked us to reconsider the work. He feels the staining is as it is supposed to be and thereare three coats of sealer that would preclude him from re-staining.

Road Program 2010 - Requesting authorization to advertise for bid.
