Federal Law No.170-FZ “On the nuclear energy use” established:

• general legal and regulatory framework in the field of atomic energy

use

• independence of regulatory bodies, Regulator’ authority to issue

Federal Norms and Rules, Safety Guides

• obligatory licensing of RW management activities

• constant supervision regime for certain facilities (list of these facilities

is approved by Government, it includes major RW storage and

disposal sites)

• Governmental competence for decisions of RW storage and disposal

facilities siting and construction with consent of regional authorities

• RW in storage and disposal facilities are to be isolated from

environment, safety of current and future generations shall be

assured

Unified State System for RW management (USS RW)

USS RW Development Plan for years 2011-2021, approved by the

Government

Development of regulatory and administrative basis for USS RW, updating

the system of federal regulations and rules, safety guides

First stage related to the USS RW has been completed (2011-2014)

• regulatory and organizational framework

• registration of the accumulated RW and storage sites

• plans for RW disposal facilities siting and construction

Second stage of the USS RW is being implemented (2015-2017)

Decommissioning waste from uranium-graphite reactors

EI-2 reactor at Siberian Chemical Combine site was completely

decommissioned in 2015 according to the concept of in-situ

isolation of graphite reactor core as “exceptional” waste form

Conclusions

Comprehensive legal and regulatory framework is established in

the Russian Federation for RW management in accordance with

national and international experience and IAEA safety standards

Further development of the federal regulations will provide

scientifically sound basis for

• provision, demonstration and regulation of RW management safety

• establishing of clear regulatory framework for implementation of

RW management projects envisaged by the Federal Target

Programs including ‘nuclear legacy’ challenges in the Russian

Federation
