President's Report Robert Davis My, what a busy month this has been! We started the year with a great New Year's Party followed by a Karaoke evening and a fun filled Super Bowl Party. Of course these events would not be possible without the help of volunteers who graciously give their time to our community. Naturally the more people volunteer the stronger our community will become. So, please consider participating in making our community a better place. A new ad hoc Rules and Regulation's Committee is in the process of reviewing and upgrading our R&R to match our changing times. Their recommendations will be presented to the Board for consideration at some point in the future. Additionally, we are attempting to reestablish our Compliance Committee, a vital tool in the enforcement of our governing documents. When a violation is cited, a letter is sent by the office to the violator addressing the situation. The violator has a fixed time period to correct the issue and reply to the office. If the violation is not resolved within the given time period, the matter is turned over to the Compliance Committee to follow up in order to achieve a resolution. Board members and their spouse are not permitted to serve in this capacity. W need several individuals who understand our governing documents and have good people skills to contribute their time. Please contact me if you are interested. We recently held our first Building Captains meeting in quite some time and it was very productive. This will be an ongoing monthly meeting to be held the last Wednesday of each month to discuss issues and share ideas. Your Building Captain plays an important role in addressing issues particular to your building and the community in general. Unfortunately, we still do not have Building Captains for buildings 111 and 113. If you live in those building, please think about making your home a better place and contact me for information. I am embarrassed, once again, to ask our residents (or some of them) to please act with respect in communicating to our employees or contract workers. I understand that we all experience frustration occasionally in dealing with issues and achieving the desired results.

However, walking into the office or calling on the phone and shouting and cussing with threatening behavior is not acceptable conduct! A calm, level-headed conversation is much more effective in achieving results (Psychology 101). Please communicate towards others as you would want to be communicated to. It’s called respect, towards others as well as yourself. With all that said, it’s a beautiful time of the year at Lake Emerald. I hope everyone is enjoying the beautiful weather, and all the wonderful amenities, friends and neighbors we have here.

Vice President Report Cyrus Blackshear There are significant changes afoot in Oakland Park. Across the City, there are new and innovative commercial and residential developments that will add to the growth in tourism, the shopping experience and the desire to reside in what was long considered a forgotten city during the real estate booms of years past. One project is the possible development of vacant land along Dixie Highway that would become the location for the new Oakland Park Square and include a combination of retail space and a new City Hall. There is also the recent competition between two developers, one being Inter Miami CF and the other Onside Entertainment, that share an interest in redeveloping the old Lockhart Stadium into a full scale sports and entertainment facility that may also include dining and retail space. These and other new residential and commercial projects occurring around our city are helping to reinvent Oakland Park as the premiere destination for good living and great entertainment. Some of this new development is occurring right across the street from us with consideration to the Pulte Group proposal to redevelop the former Oak Tree Golf Course. place Maggie Dunne's ad here

There is also the Florida Department of Transportation plan for the redevelopment of Prospect Road between Commercial Boulevard and Powerline Road that will consist of the widening of Prospect Road to include bike lanes and improved drainage. It seems that we are becoming even more of a bike friendly neighborhood as well! It is obvious that there are some major improvements in the pipeline for Oakland Park. Our residents should also be aware that Lake Emerald is following suit. Thanks to the efforts of our staff, board members, we are acquiring relevant historical information from our office records from past years. There are also some very helpful and long term residents who are providing additional historical information as well. The property manager and the board are analyzing those records and compiling a comprehensive history of past Lake Emerald projects so that we can use this information to develop a solid approach towards future projects resulting in significant improvement in the integrity of our infrastructure. We’ve had some professional observations conducted throughout Lake Emerald that have given us some insight into what must be addressed in the future. We still have some additional work to do but the most important factor is that there is continued progress. There will be updates as new developments present themselves so please be patient. We are working as hard as we can to expedite what needs to be done in the best interest of Lake Emerald and the residents who call this place home.

Secretary's Report Robert Pensabene, Secretary Highlights of our recent Board meetings. Note that ongoing projects and issues may not be discussed at each meeting. Replacement lounge chairs have been ordered for all pools. They are commercial grade such as is used at hotels and on cruise ships. They are designed to be stronger and withstand constant use. They have a warrantee and are made in Florida. Heat pumps in the main spa, south spa and the main pool were very old and in need of repair. They will be replaced with new units at these locations. We have reached and agreement and will have all the Tiki Huts rethatched. The Terra Cotta roofs on the property need cleaning and resurfacing. We are seeking bids from contractors.

We have arranged to have all gutters and downspouts cleaned throughout the community Our contract with Commercial Laundry still being evaluated related to the low usage. We will be evaluating the months that Lake Emerald is at its peak of occupancy.

Treasurer's Report Mark Sutera, Treasurer Come March 1st, my wife and I will be celebrating our first complete year here in Florida. I did not expect to be working in an office again but I am enjoying my time on the Board. We have many Board members keeping a watchful eye on our property, allowing me and Accountsult to focus our attention on the finances. I have been reviewing all of the residents who have an Account Receivable (A/R) balance over 90 days. I needed to determine not only if the balance was for maintenance payments and/or special assessments but also when the

problem began. We will be sending a letter to each owner with a balance over 90 days, requesting payment of their past due balance. We have also received the December 2018 financial statements from Accountsult but I have not had an opportunity to review the documents. Next month, I am planning on reporting back to everyone on the 2018 results and January 2019 results. I want to thank everyone for their patience during this transition.

Committee Reports Boat Committee Robert Pensabene and Debra Richardson, Co-chairs

The Boat Committee wants to establish a more vibrant and active use of our lake. We are planning for now and the future to reactivate the thriving

boating interest of our recent past. Progress is continuing by putting together ideas for various ways of mooring watercraft around the lake. A site survey of the lake perimeter was done, and we will be proposing designated positions around the lake that watercraft can be moored and the method of attaching to the lakefront in a manner that ensures that the walls do not suffer any damage. It is highly recommended that you contact the Boat Committee prior to attaching a new boat to the lakeside. It must be up to required standards. We will be working with the Rules and Regulations Committee in their update of boating rules. We are also presenting the possibility of more mooring sites and cleanup of the area under the LEOA office for safety and proper storage facilities in the space. If you have any interest in using any watercraft on the lake and want to be part of the changes we are proposing we welcome your input by becoming part of the committee or sending an email to us.

Compliance Committee

In order to better serve this community, we are seeking individuals to help organize and re-establish the Compliance Committee. The Compliance Committee is constituted within the Rules and Regulations of LEOA, the Condominium documents and Chapter 718 of the Florida Statutes. The committee is composed of non-board members (or their spouses), owners in good standing. The purpose of this committee is to promote a safe, comfortable and harmonious environment for residents and guests. Rules and Regulations Committee Carole McDonough Reviewing Rules and Regulations (R&R) is a key part to an organization's success. Effective Rules and Regulations management requires far more than just creating a manual to sit on a shelf. Rules and Regulations are living documents that should grow and adapt with the organization. Review and regular revisions ensure that the R&R are consistent and effective. In short, all dynamic organizations require the revision of its Rules and Regulations on a regular basis. The purpose of LEOA's Rules and Regulations Committee is to review the present LEOA Rules and Regulations and update them when deemed necessary. The Rules and Regulations Committee will determine, and propose to the Board, what changes are required to improve the effectiveness or clarity of the present rules and regulations in addition to eliminating or creating new rules and regulations that reflect changes within the community. The newly-created Rules and Regulations, comprised of Cyrus Blackshear (117-102), Barbara Greenberg (105-312), Jerry Holloway (114-404), Ron Seifer (106-414) and Carole McDonough (105-112) (Chair) met for the first time on February 12th, 2019. The Committee members will also extend an invitation to the member of the Compliance Committee and to the Chairs of the Boat Committee and

the Web Portal to promote open communication and transparency. At the next meeting, scheduled for Tuesday, February 26th, the members will begin to review the current Rules and Regulations section by section and prepare recommendations to present to the Board of Directors for their approval. The Committee will consult with the Property Manager and the Office personnel to verify the feasibility of certain proposed changes. It may also be possible that the attorney's input will be required to ensure that the proposal is in line with Florida Statutes. It must be understood that once approval is obtained from all sources, the work does not stop there! Setting up the infrastructure to ensure the implementation of these Rules and Regulations will require time and energy on the part of the Property Manager, the clerical staff and others. Once the document is approved, the Rules and Regulations Committee will prepare a presentation which could be presented on Channel 92 and at the Orientation of new residents. The Rules and Regulations will also be online on LEOA website so that everyone at Lake Emerald will be well-informed. At this point, everyone will be expected to live by these Rules and Regulations designed to make living at Lake Emerald pleasant and comfortable and for our mutual benefit. We will keep you informed of the status of this project in the next edition of Reflections of Lake Emerald. Thank you.

Communication Committee As a reminder, Channel 92 is up and running. Besides viewing the Board of Directors' meetings, you can enjoy the beauty of our community: be it the lake, the beach, the sunsets, wildlife, nature, amenities, ... This is ideal for all you insomniacs! It is also useful as a background to show off our beautiful community to your guests.

The 420 pictures, coming from a variety of sources, are shown on a loop for a duration of 28 minutes. Smooth Jazz is heard in the background. So if you're preparing a romantic evening, don't forget to put on Channel 92!

Letter to the Editor

On February, 16th, 2019, Lou Papa, a Lake Emerald owner wrote: "Dear Editor,

As I was preparing to pay my February maintenance payments on the 11th of the month I noticed what appeared to be a misprint in the new coupon books for 2019. The coupons showed a late payment due date of any payment made after the 10th of the month with a late fee of $25.00. This is contrary to our rules and regulations and to the letter sent out to the owners in December 2018,by the Board, advising what the new maintenance fees would be and the different ways to pay them. Included in that letter was a statement that read "The due date is the first of the month, checks received after the 15th at the bank are late and will be assessed a $25.00 late fee". I was concerned that I would be considered late so I called Mark Sutera, Treasurer of the Board, who was extremely helpful and promptly called the new company handling our accounting, ACCOUNTSULT.INC., on my behalf to express my concern with what had been incorrectly printed on the coupons. The problem was quickly resolved. My suggestion is that some kind of notification be made to all the owners so as to avoid unnecessary confusion and possible distress. Perhaps an inexpensive posting, clarifying the issue, be placed in each building with the correct information explained as to the proper dates for payments to be made. Thanks for your help in this matter. Louis V. Papa, Owner"

This letter was forwarded to Mark Sutera, LEOA Treasurer who promptly replied: "Thank you Lou for spotting that error. Neither myself nor anyone on the Board authorized Accountsult to change the late payment date. I assume that Accountsult, when preparing our 2019 payment coupons for the first time, used an industry standard date of the 10th. I have contacted Accountsult and informed them that they are not to assess a late payment fee unless received by Center State Bank after the 15th. I do want to stress again to everyone that your payment is technically due the 1st of the month but we allow a two-week cushion. If you or your bank is mailing a check, allow sufficient time for the postal service to deliver the payment to the lock box. If the 15th falls on the weekend your payment is due the Friday before. Also, remember to include your coupon and write your building & unit number on your check. I apologize for any inconvenience this may have caused anyone. Mark Sutera, Treasurer"

City Facilities On November 6, 2018, City residents approved a $40 million general obligation bond program to improve City facilities and build a "Safer and Stronger Oakland Park". The bond will fund the modernization of the three City's fire-rescue stations, our municipal Library and community centers that serve Oakland Park's diverse population including children, seniors and adults.

Oakland Park Commission Meetings Meetings are broadcast live on Comcast Channel 78, AT&T u-Verse Channel 99.

File Now for the 2019 Senior Exemption Property owners who are 65 years or older may qualify for an additional exemption on their Homesteaded property. This additional exemption – which applies only to the county’s portion of the taxes and city taxes for residents of cities that have adopted this exemption – saves the average Broward senior nearly $300 each year in taxes. To qualify for this valuable tax-saving exemption, an applicant must be 65 or older as of January 1, 2019 AND have a combined HOUSEHOLD adjusted gross income for 2018 not exceeding $30,174. For questions regarding property tax exemptions, please call 954.357.6830. 2019 Homestead Exemption/Save Our Homes Cap Set by the State The Florida Department of Revenue has set the 2019 Save Our Homes cap at 1.9%. This cap limits increases to the Assessed/Save Our Homes Value for properties receiving Homestead Exemption to no more than 3% per year or the increase in the Consumer Price Index (CPI) regardless of increases to the just value of the property. This cap results in considerable savings over time for properties with Homestead Exemption. It is important to remember this is not a cap on the actual taxes, but rather a cap on the assessed value of the property. Important: The Save Our Homes cap begins the year after you receive Homestead Exemption and automatically renews each year. This cap does not cover new construction or construction that was not taxed before the "Save Our Homes" limit applied to a particular property. Many owners will face a significant increase in property taxes when they purchase a property as the previous owners’ exemptions will be removed and the Save Our Homes (SOH) value reset. Florida law requires the SOH value be brought up to the just value of the property when Homestead Exemption is added or removed from the property. For this reason, our office offers a New Homebuyer’s Tax Estimator on our website at www.bcpa.net. This estimator allows prospective buyers the ability to plan ahead when purchasing a new home.

The absolute filing deadline for any 2019 exemption is September 18, 2019.

Clubhouse rooms are available

The Lake Emerald Clubhouse is available for rent to the residents and the community, and only so long as they are in attendance at the function.

The available venues at the clubhouse are: - Card room (reception area included) for up to 50 guests for a minimum of 4 hours;

- Ballroom (reception area included) for up to 100 guests for a minimum of 4 hours; - Ballroom (reception area included) more than 100 guests for a minimum of 4 hours. Reservations will be confirmed only upon reception of full payment at least two (2) weeks prior to the reservation date (due to funds clearing with the bank). Verbal or

written requests will be tentatively placed on the calendar pending payment of the fee and deposit. The rental of the Clubhouse is strictly on a first come first payment basis.

The Property Manager reserves the right to cancel a reservation or accept another reservation upon payment of fees. The rental of the Clubhouse entitles the renter to the use of the rest rooms. Abuse of this policy will result in immediate termination of the contract, loss of deposit and/or other justified fines determined by the manager.
