WHAT IS TITLE I

• Federal law intended to support the educational needs of disadvantaged students

• Elementary and secondary Education Act of 1965 (ESEA), as amended

• Federal Funding Source

PURPOSE

Ensure that all children have fair, equal, and significant opportunity to obtain high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and assessments.

ELIGIBILITY FOR TITLE I FUNDING

• Title I eligibility is based on student poverty

Federal allocation is made to NYSED

based on poverty data from US Census

NYSED allocates subgrants to LEAs based upon federal

allocation and other adjustments

LEAs make school level allocations using a per pupil formula for low-income students

• Developed in consultation with stakeholders: administrators, teachers, parents, and community stakeholders

• Describe how the LEA will ensure that schools receiving Title I-A funds will substantially help students meet challenging State academic Standards

• Approved by NYSED

• Fund supplementary programs

• Fund supplementary materials and staff

• Fund programs and services that specifically support students with the greatest academic need

USE OF TITLE I FUNDS

• Title I funds are to be used to directly impact student achievement by:

oProviding additional services that increase the amount and quality of instructional time

oProviding students with an enriched and accelerated academic program

oSignificantly elevating the quality of instruction

oAffording parents substantial and meaningful opportunities to participate in the education of their children.
