SENATE BILL WOULD ALLOW OPENLY CARRYING GUNS
Senate Judiciary Chairman Greg Steube, R-Sarasota, introduced a controversial
measure Friday that would allow the more than 1.67 million Floridians with concealed-weapons
licenses to openly carry handguns. Steube's bill (SB 140), which is filed for the 2017 legislative
session, also would expand the places where people with concealed-weapons licenses are allowed
to carry guns. It would allow them to be armed at legislative meetings; local government
meetings; elementary and secondary schools; airport passenger terminals; and college and
university campuses. License holders would still be prohibited from carrying weapons at
locations such as police stations, jails, courtrooms, polling places and most bars. During the 2016
session, the open-carry measure was approved 80-38 in the House but failed to advance through
the Senate Judiciary Committee, which was chaired by former Sen. Miguel Diaz de la Portilla, R-
Miami. Diaz de la Portilla lost a re-election bid in November. A bill that would have allowed
people with concealed-weapons licenses to carry guns on university and college campuses also
died in the Senate Judiciary Committee during the 2016 session. This week, Rep. Scott Plakon, R
-Longwood, reintroduced a House version of the campus-carry measure (HB 6005) for the 2017
session. Also, Rep. Jake Raburn, R-Lithia, has proposed a bill (HB 6001) that would allow people
with concealed-weapons licenses to bring guns into the passenger terminals of airports.
VICE PRESIDENT’S REPORT
This year we had an interesting Toy Run. The weather cooperated and was perfect. The
turnout was a little light but the run went pretty good. However, we had an incident during the run
that turned out OK. We had a single vehicle accident on Big Pine Key that resulted in our Sgt at
Arms being air lifted to Miami. Dean is fine now, a little worse for wear from road rash.
We had very good participation in the Slow Race and had some really close races. In the
end, Skip Donmoyer won the race with Tommy B coming in second. Third place went to Cowboy.
We had very light participation in the weinie bite but we ran it anyway. The winning team
was Billy Seigal and Lindsey. Second place went to Little Garry and Susan Anisko.
I want to thank Sandy MacLaren, Too Tall Dave and Skip Wirth for helping me with the
games. We had a lot fun with the games like we do every year.
Don’t forget that the Chili Cook-off is on January 29th. That is always a fun time. I hope to
see many of you at our next chapter meeting at the Overseas Lounge on January 8th.

LOBBYISTS LEARN THE ROPES ON NEW RULES

THE CAPITAL, TALLAHASSEE, December 13, 2016.......... Advocates for local governments, big business and all other manner of
interests touched by Tallahassee crammed into a room Tuesday for the first of two training meetings to prepare for the 2017
legislative session.
The subject was new House rules governing how lobbyists conduct business when pushing for bills and budget items. And at times,
it was clearly a meeting of the lawyers, by the lawyers and for the lawyers.
"Simple guide: Until you become interested in the promotion or modification of or opposition to legislation or possible legislation
proposed by anyone or pending in the House or Senate, you're not lobbying an issue," said Don Rubottom, staff director for the
Public Integrity and Ethics Committee, in trying to parse what constitutes lobbying.
The new rules, the brainchild of new House Speaker Richard Corcoran, R-Land O' Lakes, are aimed at forcing lobbyists and in some
cases lawmakers to be a bit more open about what's going on behind the scenes.
Budget projects targeted at individual governments or businesses --- and often pushed by lobbyists --- will have to be filed as
individual bills before the House will consider folding them into the state spending plan. And it's no longer enough for lobbyists to
just register as such, and list for whom they work; they now have to disclose which issues they are lobbying on.
In addition, lobbyists working for government entities are required to provide their contracts to the House.
That could lead to a deluge of new paperwork for those who work the process in Tallahassee.
"The answer is sure, there's a lot of additional work," said Ron Book, a lobbyist with an extensive practice that includes many local
government contracts. "And we're all trying to learn the process."
Rubottom and JoAnne Leznoff, who oversees the House budget staff, spent close to two hours answering scenarios they came up
with and questions that lobbyists pitched at them. Another training session is scheduled Wednesday.
Rubottom stressed that, for now, the House is trying to encourage lobbyists to play by the rules.
"We're not playing gotcha here," he said. "We're trying to get these issues in the public, so everybody knows who's working on what
in the House."
At the same time, there was clearly a warning to those who might be tempted to try to come up with clever workarounds. For
example: "Overdisclosure" --- listing a blizzard of issues meant to make it difficult to figure out what the lobbyist is working on --- is
frowned upon.
"It's a fictitious response," Rubottom said. "It hides the bill you're actually lobbying. It calls attention to the one doing so. It fills our
data set with garbage. It's a great way to get a call from us and get a little professional assistance."
In a meeting last week with House members, Rubottom also raised the possibility that lobbyists could turn on each other, filing
complaints to try to harm opponents. Book seemed to downplay the possibility of that happening.
"I don't believe that I'm supposed to be here to be a lobbyist cop and report on other people," he said. "Maybe other people think that
they are. ... I think that when people run around and don't do the right thing, eventually it'll catch up with them."
Leznoff, meanwhile, worked to describe what does and doesn't amount to a budget project for the purposes of the House rule
requiring each of those proposals to be filed as a different bill. As with the lobbying rule, there was nuance but also some rules of
thumb.
"Really focus on the notion of something that is specifically named, that is typically a private entity, local government or privately
operated program --- that's where 95 percent of the projects are," she said.

RED-LIGHT CAMERAS AGAIN IN THE CROSSHAIRS
In what has become an annual debate, a South Florida senator filed a proposal Thursday that would repeal the state's red-
light camera law. Sen. Frank Artiles, R-Miami, filed the proposal (SB 178) for consideration during the 2017 legislative
session, which starts in March. Artiles, who was elected to the Senate last month after serving in the House, has been a
longtime critic of the use of cameras to crack down on motorists who drive through red lights. But past attempts to repeal
the red-light camera law have failed. Supporters of red-light cameras contend they help improve traffic safety, but critics
argue the devices are used to generate revenue for local governments.
LAWMAKER SEEKS TO REPEAL 'PIP' AUTO INSURANCE
Renewing a long-running debate on the issue, a Senate Republican on Tuesday filed a proposal that would repeal the state's
no-fault auto insurance laws. Senate Transportation, Tourism and Economic Development Appropriations Chairman Jeff
Brandes, R-St. Petersburg, said the repeal of a requirement to carry personal-injury protection, or PIP, coverage would help
lower premiums. "PIP is a broken insurance system, and it does not reflect the reality of Florida's transportation future,"
Brandes said in a prepared statement. "PIP fraud impacts every driver in our state, and no proposal is more effective at
reducing premiums than a full repeal of PIP. It's time to finally bring substantive reform to the automobile insurance
market." The bill (SB 156), which is filed for the 2017 legislative session, follows similar proposals that failed to pass in
recent years. Under the no-fault system, motorists are required to carry $10,000 in PIP coverage to help pay for medical
expenses after accidents. Brandes' bill includes a requirement for motorists to carry bodily injury liability coverage.

If you are enjoying the feeling of riding with the wind in your hair these days, you can thank ABATE of Florida for that special feeling.
ABATE members statewide worked tirelessly to convince our legislators to see the truth of the issues
involving the choice to wear or not to wear a helmet while riding a motorcycle in this state. Now that it is legal to make a choice, the ‘other side’ will be working just as hard to try and force you to wear a MANDATORY helmet in the next
session of the Florida legislature. To stop these ‘do gooders’ who want to save you from yourself you need ABATE this year more than ever.
All you have to do is take a moment of your time to fill out this membership
application and mail $20 for an annual membership ($600 for a life membership) and you will be helping to support the organization that will be fighting to keep the helmet a matter of choice.
