OVERVIEW
The annual Southern Arizona Law Enforcement Explorer Competition will be held on October 10 & 11, 2015 at Marana Aerospace Solutions located in Marana, AZ northwest of Tucson. Marana Aerospace Solutions is conveniently located just off Interstate 10 making for easy access from any direction. (Please refer to attached directions)
Southern Arizona Law Enforcement Explorer Competition (S.A.L.E.E.C.) is designed to be very demanding on the physical and mental capabilities of each Explorer. Events are designed to test the strengths and limitations of a person's intelligence, personality, demeanor, professionalism, and physical abilities, as well as dedication and conviction to the Explorer Program. Explorers are given the opportunity to test their skills in real life situations including: Felony Stops, Vehicle Stops, Building Searches, and Crisis Negotiations, just to name a few. These events may be held both in daylight and night time scenarios. The competition will test the Explorers’ physical abilities and teamwork through obstacle courses, physical agility, and a tug of war. Mental abilities are tested through a variety of events including: Report Writing and Courtroom Testimony scenarios, and a Law Enforcement Entry Level Written Exam.
***Some force-on-force events may incorporate the use of simulated training weapons. ***
All events will be judged and scored by various law enforcement professionals from local, county, state, and federal agencies throughout the area. In an effort to ensure fairness amongst all competitors, only those professionals (subject matter experts) trained to perform the duties of the event they are judging will be allowed to score the event.
Trophies are awarded for 1st through 3rd place in each event with 1st through 3rd place for overall scores and may increase to 1st through 5th place depending uponthe number of registered Explorer Posts. Participants are encouraged toparticipate in every event as points are earned for each event toward the overalltrophies. The S.A.L.E.E.C Cup trophy will be presented to the overall 1st placepost for a year’s worth of bragging rights.
The coordinators, sponsors and all volunteers are hard at work to make this event better than the last. Please help us in this endeavor and pass the word to all Explorer Posts in your specific areas. Pictures from the 2014 event can be viewed at www.facebook.com/SALEECARIZONA.

COMPETITION RULES
ALL EVENT JUDGES HAVE FINAL SAY AND THEIR DECISIONS WILL STAND.
*** Each event will be judged and scored by Law Enforcement Professionals who are trained to perform event duties as part of their regular job functions***
In the event of a tie one competition event, determined prior to the start of the competition by the competition committee, will serve as the tie breaker.
NOTICE: All events are subject to change or cancellation.
WEAPONS USED IN COMPETITION SCENARIOS: Each Post must provide its own training weapons for the law enforcement events.
ALL TRAINING WEAPONS MUST BE DISTINCTIVELY PAINTED SO AS NOT TO BE MISTAKEN FOR AN ACTUAL WEAPON.
Simulated training weapon systems will be provided by SALEEC.
****Advisors WILL NOT carry duty or off duty weapons at the competition facility. ****
PT gear (tennis shoes and shorts or sweats) will not be allowed. Competition uniforms, or BDU style pants and boots will be worn for all physical agility events.
AGE OF PARTICIPANTS: Exploring is Learning for Life’s career-education program for young men and women age 14 (and who have completed the eighth grade) to 20 years old.
FEES
The cost of this two day event is $150.00 per Explorer and $90.00 per Advisor. Each post must have at least one paid advisor in attendance.
Agencies wishing to pay by credit card will need to add 2.75% for bank fees.

GENERAL INFORMATION
REGISTRATION
Registration (pages 8 & 9 of this packet) and payment must be received by September 23, 2015. Once registration has been received and processed, your post will receive a confirmation email. All waivers must be signed by parents, if under age of 18, and post advisors. Signed waivers will be submitted by the Advisor during check-in.
INSURANCE
Post advisors are responsible for ensuring that their post’s charter and liability
insurance are current with their local Learning for Life or Boy Scouts of America
Office. It is also the responsibility of the post advisor to ensure that each
Explorer has a current Learning for Life Physical on file with their local office.
SALEEC assumes no liability for injury or medical costs associated with any
injuries.
LODGING AND MEALS
Lodging is included in the competition costs. Lodging will be onsite at Marana
Aerospace Solutions. In the past, Marana Aerospace Solution served as a federal
training facility complete with classrooms, mat room, shooting range, cadre
houses, dorm rooms, barracks, etc. Many of the structures are still maintained
and are available to be contracted out. As a cost saving measure to participating
programs, the SALEEC committee negotiated lodging into the cost of the facility
rental.
Cadre houses will be available for shared use by registered advisors and are
complete with multiple bedrooms, full kitchen, multiple bathrooms, television and
full size washer & dryer. All linens are provided.
Explorer housing will consist of single dorm rooms with a shared bathroom (two
dorms for every one bath room) and open bay barracks with shared bathrooms.
Males and females will be housed separately. All linens are provided.
Explorer lodging will be assigned as registration packets are received on a first to
pay basis beginning with individual dorm rooms then barracks.
Meals will not be provided. We will have several food truck vendors on site to provide a variety of meal options for purchase during competition hours. Dinner will be provided at the BBQ social on Saturday night.

CHECK-IN
Only the Post Advisors are eligible to check-in the post. Advisors must have
signed waivers (pages 10-13) for each registered participant. Please ensure that
waivers are completely filled out, with all applicable and necessary signatures,
prior to arrival. These must be submitted at the time of check-in. Check-in will
begin Friday October 9, 2015 from 1600-2300. Please notify the coordinators if
your travel will require you to arrive after 2300 so that we may make
accommodations. Check-in will continue on Saturday morning at 0530.
SAFETY
The SALEEC competition committee has worked diligently to provide realistic law
enforcement scenarios that will challenge Explorers to operate under demanding
circumstances. As such we will introduce various law enforcement simulated
training weapons and tools into competition scenarios. All Explorers are
expected to treat each weapon as if it were real. Explorers will be given a safety
brief prior to the start of the event and are expected to abide by the rules and
safety protocols of the safety officer. Failure to do so will result in
disqualification from the event. After the safety brief has been completed,
Explorers and Advisors will be given an opportunity to ask the safety officer
questions or clarify any discrepancy prior to the start of the event. The safety
officer will not field questions once the event begins, during the event, or at the
conclusion of the event.
Event participants will be under command/control of the safety officer for the
duration of their participation in the event. If the safety officer deems that the
team is engaging in negligent or unsafe behavior, that team will be removed from
the event. Safety of all persons involved will be a priority.
In the event of an injury, EMT’s will be available during competition hours.
Off duty or duty weapons are not allowed during competition hours. Sworn
officers should make arrangements to safely secure weapons while on
competition grounds. Marana Aerospace Solution is a secure facility with limited
access; however the security of weapons is the individual’s responsibility.
MISC
Most competition events will take place outside. Teams are encouraged to bring
tents, sunscreen, hats etc., to offer protection from the elements. Water will be
available, however teams are encouraged to bring extra.
During competition hours, Explorers are expected to wear their designated BDU
style or competition uniform. PT shorts, shirts or tennis shoes will not be
allowed for the physical agility events.
Explorers are allowed to wear civilian attire for the after-hours BBQ and dance
social.

COMPETITION SCHEDULE
FRIDAY October 9, 2015 1600 – 2300 HOURS: Event Check-In and room assignments. Each post must
arrive no later than 2300 hours for check in on Friday night. Advisors only eligible to check in POST
***All Law Enforcement Competition Events will be schedule by competition
committee. Each post will receive an event schedule, during check-in, with times that their post should report to the various competition events***
SATURDAY October 10, 2015 0530 – 0700 HOURS: Event Check-In and room assignments. Each post must
arrive no later than 0700 hours for check in. Advisors only eligible to check in POST.
0715 – 0800 HOURS: Opening remarks, orientation and Advisor briefing. Last minute changes and questions will be handled at this time. 0800 – FINISH: Competition events. Saturday Evening (After Competition Hours):
Saturday night dance and dinner w/ DJ. Location TBA SUNDAY October 11, 2015 0800 - FINISH: Competition events / Physical Agility events / Court Room Testimony 1500 Hours: Closing Ceremony Begins:

EVENT DESCRIPTIONS
LAW ENFORCEMENT SCENARIOS:
The competition committee has evolved some of the event scenarios in an effort
to make them more challenging for all participants. This is done to gauge the
leadership, teamwork and decision making skills of all participants. In order to
evaluate these skills, multiple events have been combined into one scenario
where Explorers will have to transition between competition events.
For example, Explorers may start off with crisis negotiations skills and the
scenario may evolve into a high risk building entry. In total there will be 8-10 law
enforcement event scenarios and four physical agility events. The number of
required Explorers needed to complete the events will range from a minimum of
four (4) to a maximum of eight (8).

WAIVER OF LIABILITY AND HOLD HARMLESS AGREEMENT
1. In consideration for participating in “Southern Arizona Law Enforcement Explorer Competition (hereinafter referred to as “S.A.L.E.E.C”), I hereby RELEASE, WAIVE, DISCHARGE AND CONVENANT NOT TO SUE S.A.L.E.E.C., the competition committee, Marana Aerospace Solutions, the host organization (Explorer Post 181 and its Advisor Coalition), their officers, servants, agents, and sponsoring agency (United States Customs and Border Protection) (hereinafter referred to as RELEASEES) from any and all liability, claims, demands, actions and causes of action whatsoever arising out of or related to any loss, damage, or injury, including death, that may be sustained by me, or to any property belonging to me, WHETHER CAUSED BY THE NEGLIGENCE OF THE RELEASEES, or otherwise, while participating in such activity, or while in, on or upon the premises where the activity is being conducted or in transportation to and from said premises. 2. To the best of my knowledge, I can fully participate in this activity. I am fully aware of risks and hazards connected with the activity, including but not limited to the risks as noted herein, and I hereby elect to voluntarily participate in said activity, and to enter the above-named premises and engage in such activity knowing that the activity may be hazardous to me and my property. I VOLUNTARILY ASSUME FULL RESPONSIBILITY FOR ANY RISKS OF LOSS, PROPERTY DAMAGE OR PERSONAL INJURY, INCLUDING DEATH, that may be sustained by me, or any loss or damage to property owned by me, as a result of being engaged in such an activity, WHETHER CAUSED BY THE NEGLIGENCE OF RELEASEES or otherwise. 3. I further hereby AGREE TO INDEMNIFY AND HOLD HARMLESS THE RELEASEES from any loss, liability, damage or costs, including court costs and attorney’s fees, that may incur due to my participation in said activity, WHETHER CAUSED BY NEGLIGENCE OF RELEASEES or otherwise. 4. It is my express intent that this Release and Hold Harmless Agreement shall bind the members of my family and spouse (if any), if I am alive, and my heirs, assigns and personal representative, if I am not alive, shall be deemed as a RELEASE, WAIVER, DISCHARGE AND COVENANT NOT TO SUE the above named RELEASEES. I hereby further agree that this Waiver of Liability and Hold Harmless Agreement shall be construed in accordance with the laws of the State of Arizona. 5. I UNDERSTAND THAT RELEASEES WILL NOT BE RESPONSIBLE FOR ANY MEDICAL COSTS ASSOCIATED WITH ANY INJURY I MAY SUSTAIN. 6. I further agree to become familiar with the rules and regulations of said competition concerning participant conduct and not to violate said rules of any directive or instruction made by the person or persons in charge of said activity and that I will further assume the complete risk of any activity done in violation of any rule or directive or instruction. 7. I also understand that I should and am urged by S.A.L.E.E.C. to obtain adequate health and accident insurance to cover any personal injury to myself which may be sustained during the activity or the transportation to and from said activity.

8. I understand that as part of the Southern Arizona Law Enforcement Explorer Competition I may be afforded the opportunity to fire simulated training weapons. These weapon systems, although they fire projectiles, are non-lethal and are widely used in military and law enforcement training to provide reality-based training. 9. I understand that although these simulated training weapon systems projectiles are non-lethal, there is still a risk of injury. I voluntarily assume full responsibility for any risks of loss, property damage or personal injury including death, that may be sustained by me, or any loss or damage to property owned by me, as a result of being engaged in such an activity, whether caused by the negligence of the releasees or otherwise. 10. I understand that in order to participate in any event that uses simulated training
weapons, I must wear all safety gear provided to me at all times to include: any head
and face protector, chest protector, groin protector, knee and elbow pads.
11. I understand that all training scenarios will be conducted under the supervision of
an evaluator and a safety officer. I agree to follow completely the commands and
instruction of the evaluator and safety officer.
12. I understand that I will be given a safety brief and agree to adhere to all safety
requirements and protocols for the duration of my participation in the event. I
understand that failure to do so will result in my team being disqualified from the event.
13. I understand that NO LIVE WEAPONS, AMMUNITION, or OTHER FORCE
WEAPONS will be allowed in the event area by Explorers, Advisors, safety officers,
evaluators, role players or other spectators. Failure to follow this requirement will result
in my post’s removal from the competition.
14. I understand that prior to the start of force on force events each participants, role
players, safety officers, evaluators, an advisor may be scanned using metal detectors.
IN SIGNING THIS RELEASE, I ACKNOWLEDGE AND REPRESENT THAT I have read the foregoing Waiver of Liability and Hold Harmless Agreement, understand it and sign it voluntarily as my own free act and deed; no oral representations, statements or inducements, apart from the foregoing written agreement, have been made; I am at least eighteen (18) years of age and fully competent; and I execute this Release for full, adequate and complete consideration fully intending to be bound by same.
