With the adoption of the 2030 Agenda, UN Member States pledgedto ensure “no one will be left behind” and to “endeavour to reachthe furthest behind first”. But, what does this mean for the inclusivesocial protection and financial inclusion agenda? What is requiredfrom a policy, technology, e-payment solutions and legal andregulatory perspective? How do stakeholders ensure that socialprotection schemes and programmes are inclusive, deliveredresponsibly and adopt a human rights based approach? Is itsufficient to “bank the unbanked” and make use of large scaleGovernment-to-Person (G2P) payment programmes to meetfinancial inclusion targets or is something more required? Development Pathways is pleased to invite you to spend themorning of 20th February 2020 exploring the nexus betweeninclusive social protection, technologies and e-payment solutions,payment services law and regulation and responsible financialinclusion. Leaving no one behind is everyone’s responsibility. This event aims to bring together Kenyan thought-leaders fromGovernment, the private sector (banks, MNO’s Fintech, CardAssociations), foundations, NGOs and think-tanks to shareperspectives and discuss what more needs to be done in Kenya tofoster inclusive social protection and responsible financial inclusion.

SPEAKERS’ PROFILES

Stephen is a highly experienced specialist in social protection and has workedin this field in over 30 countries. He has supported work on policy, research,and good practice in implementation around the world, including Africa, Asia,the Pacific and Latin America. His experience ranges from advisory support tothe development of national strategies on social protection, leading the designof social protection programmes for development partners, undertakingreviews of social transfer programmes, research on social protection in arange of countries including, Vietnam, Georgia, Pakistan, Nepal, and thePacific. He taught about social protection on the Cape Town and Chiang Mai“Design of Social Transfer programmes” course as well as on a range of morespecialised training courses in, for example, Kenya, Rwanda, Uganda, Tanzania,Nepal, Lao PDR, Indonesia, Barbados, United Kingdom, Germany, Australia,and the Netherlands. Stephen has also undertaken research, and published on social protectionissues such as on targeting – including an assessment of the Proxy Means Testmethodology – conditional cash transfers (CCTs), pensions, disability inclusivesocial protection, social exclusion and the political economy of socialprotection.

Milkah is a Payments Expert for Kenya Government Social Protectionprogrammes. She has a wealth of experience in the design andimplementation of social protection payment solutions and interventionsleveraging on private sector partnerships to deepen financial inclusion inKenya. Over the last six years she has been working with the Ministry ofLabour and Social Protection providing technical expertise and influencingpolicy towards the digitisation and effective delivery of cash transferprogrammes for Kenya. Milkah has been instrumental in supporting Government to strengthenpayment delivery systems and capacity building for implementers of socialprotection payments. She led in the design, development and successfulimplementation of the Inua Jamii choice- based social payments deliverymodel, which has seen over one million beneficiaries receive their paymentsthrough bank accounts. Prior to joining FSD Kenya she worked in the Kenyan banking industry for over24 years in various disciplines including Retail Banking, Regional portfolios,Branch Management and customer service operations. She was involved incapacity building, business development and instrumental in the rollout outand growth of Agency banking models in one of the leading banks in Kenya.Milkah holds a Doctoral degree from United States International University-Africa (USIU-A) majoring in Strategic Business Administration- thesis onKnowledge Management in the Kenyan Public sector.

Richard is the Senior MIS Specialist at Development Pathways and anexperienced Management Information Systems (MIS) expert with more than18 years of relevant professional experience in more than 20 countries. Richard has devoted most of his career to the design and development ofmulti-platform ICT solutions. In particular, he has spent a considerable amountof his professional experience specialising in designing ManagementInformation Systems (MIS) for cash transfer and social protection programmesat global stage. He is highly computer proficient; Certified Information SystemsAuditor (CISA, USA) and competent with programming languages such as Java,Delphi 2007, HTML and Visual Studio.Net 2017. Richard has rich and unparalleled experience on MISs, having worked acrossAfrica and Asia. In addition to designing and developing the SAGE MIS inUganda, he has designed the MIS for Kenya’s four main social protectionprogrammes, designed and implemented Kenya’s Single Registry; providedadvice on Pakistan’s Benazir Income Support Programme and Indonesia’sUnified Beneficiary Registry the two largest social registries in the world;reviewed and researched on China’s Integrated MIS; advised on MISdevelopment in the Seychelles, Angola, Laos, Malawi, Ethiopia, Indonesia,Uzbekistan and Zambia; and developed MISs for cash transfer schemes inLiberia, Ethiopia, Zimbabwe, Ethiopia, Angola, Uzbekistan and Malawi. He alsodesigned integrated Social Protection Management Information System inRwanda, Uganda, Uzbekistan and Ethiopia. In terms of research, Richard has co-authored the three leading publicationsand blogs on MISs used in developing countries and teaches on part-timebasis information management for social protection module at Bonn-Rhein-Sieg University of Applied Sciences in Germany.

Sarah has over 18 years international development experience and joinedDevelopment Pathways Ltd in June 2018 as a Senior Financial Inclusion andPayments Specialist specialising in electronic payments, Government-to-Person (G2P) payments, digital financial services plus (DFS+), payment systemlaw and regulation, AML/CFT, consumer protection and financial inclusion.Sarah now leads the Financial Inclusion and Payment Solutions (FIPS) unit atDevelopment Pathways. Sarah has provided technical assistance and advice to a range of donors,governments, NGOs in Africa, Asia and the Middle East, including UNICEF,UNCDF, FAO, IFAD, DFID and the World Bank. Widely recognised as a regionalexpert in payment system law and regulation, she has worked extensively withthe National Payment System Department of all 14 Southern AfricanDevelopment Community (SADC) Central Banks on payment system law andregulation and advised on the harmonisation of AML/CFT law and regulation inthe region. Sarah has provided technical assistance to large social cash transfer (SCT) andagricultural input subsidy programmes in Angola, Kenya, Malawi, Mozambique,Pakistan, Uganda, Zambia and Zimbabwe and is currently providing technicalassistance to MASFAMU and UNICEF Angola, UNICEF Malawi, GiZ Malawi andthe Expanding Social Protection (ESP) programme in Uganda on variouspayments related aspects of national cash transfer programmes. She hasworked with commercial banks, Mobile Network Operators (MNOs) and non-bank Payment Service Providers (PSPs) on inter alia strategy development,new product development and financial inclusion. She also has significantexperience in facilitating training and capacity building activities. Sarah holdsB.Comm (Law) and LLB degrees from Stellenbosch University and has recentlycompleted the Building State Capability (BSC) / Problem Driven IterativeAdaptation(PDIA) program run by the Centre for International Development(CID) at Harvard University.
