1. Introduction 1 The move from traditional to administrative register Population and Housing Censuses has become increasingly common in many countries, including in the GCC region. An administrative register census involves taking data from administrative registers created for government administrative purposes. These are used to create population and address registers. Information from specialist registers relating to specific topics is then added. Data from a partial field census can also be added to provide the full information on the characteristics of the population and their housing.

The statistics produced from the population census are fundamental for planning and decision making across GCC countries. They also provide

fundamental information for development planning, including the 2030 Agenda for Sustainable Development (SDGs), on the size, growth, distribution, location and characteristics of population. They cover a wider range of statistical information allowing detailed data disaggregation by small geographic areas and small population groups, as well as diverse population characteristics such as sex, age, education, migration, labour force and disability.

Administrative registers provide many opportunities to increase the range and frequency of outputs. However, as a result of changing methodologies there can be changes in definitions, classifications and the coverage of the census. The impact of these changes needs to be understood and clearly explained to users.

quality of census data is an important and necessary part of the census project. Assessing the quality of a census that uses new methods and procedures is especially important, to provide relevant information on the reliability of the new census statistics, and how the quality compares with previous censuses and other statistics.

Evaluation of the census results needs to be properly planned and scheduled, to ensure that the evaluation information is available at the right time. Without proper evaluation, the final census data may contain many errors which can severely diminish the usefulness of the results. If data are of poor quality, decisions based on these data can lead to costly mistakes. Eventually the credibility of the entire census may be called into question.

This workshop is being organised to help GCC countries prepare for the 2020 round, especially in preparations for census evaluation. The workshop builds on the 2017 GCC Regional workshop on Census Data Quality and the ESCWA Expert Group Meeting on Evaluation of Population Census Data in 2013.

The transition to administrative based censuses, together with the specific demographic and social composition of GCC countries, means that specific evaluation techniques need to be implemented. While the workshop is targeted to countries conducting administrative register censuses, it will also be useful for countries preparing traditional censuses.

3. Expected Results 3 Attendees will have a clear understanding of how to apply best practices in evaluating population and housing census statistics in the context of the transition to administrative based censuses in the GCC.

Attendees will then be able to determine how the evaluation of the 2020 Census will be conducted.

The workshop is organized by GCC-Stat It will be a mixture of theoretical presentations, case studies and group discussions. Countries will be encouraged to provide short presentations on their previous experiences and preparations and plans for census 2020.

In addition, the workshop will be of interest to users of population and housing censuses, seeking to understand more about census methods.

Attendees should have some practical experience in preparing or working with census data.
