FOREWORD
The NDSP4 Publication series is an attempt to bring some of our key reports and consultancy reports to our stakeholders and a wider audience.
The overall objective of the Niger Delta Support Programme (NDSP) is to mitigate the conflict in the Niger Delta by addressing the main causes of the unrest and violence: bad governance, (youth) unemployment, poor delivery of basic services. A key focus of the programme will be to contribute to poverty alleviation through the development and support given to local community development initiatives.
The NDSP4 aims to support institutional reforms and capacity building, resulting in Local Gov-ernment and State Authorities increasingly providing infrastructural services, income gener-ating options, sustainable livelihoods development, gender equity and community empow-erment. This will be achieved through offering models of transparency and participation as well as the involvement of Local Governments in funding Micro projects to enhance impact and sustainability. Specifically, 863 community projects are expected to be implemented as part of the EU support to community development in the Niger Delta.
By the end of August 2019, some 690 out of the 863 micro-projects had been completed and accepted.
In addition, under the NDSP4 Service Contract, 330 uncompleted projects were taken up un-der an addendum No.1 to the contract (mpp9) and successfully completed 302 by the end of December 2017; the remaining 28 were carried over to NDSP4 Works contract-2.

PROGRAMME OVERVIEW
NDSP Component 4 (NDSP4)NDSP4 is an extension of MPP9 and is building on its achievement, focussing on focal com-munities and capable and reform-minded Local Government authorities. This component is implementing micro-projects co-funded with Local Governments, which will contribute to building the capacity of local governments in service delivery to the poor and to strength-ening the partnership between Government authorities and communities. By implementing Micro-Projects in a wide range of communities, the programme aims to improve the delivery of social and economic services and to sensitise communities to demand good governance through the community participatory planning and development.
NDSP4 includes allowance for community-based action in support of conflict prevention/management or addressing other issues of relevance to the affected communities, including environmental improvements.
The Objective of NDSP Component 4 is to support local communities’ development initiatives and conflict alleviation by completing the 9th EDF MPP9 project, which has a financial short-fall. Expected results to be achieved are:
Result 1: Strengthened Community Governance through adoption of Community Development Action Plans by Communities and Local Government authorities.Result 2: Increased equitable access to basic infrastructure services by women and men.Result 3: Increased equitable access to income generating options and sustainable livelihood development by women and children.Result 4: Improved social cohesion among village communities.
Management StructureThe MBNP, represented by the National Authorising Officer (NAO), is the FGN implementation agency and is supported by the following management structure:• National Project Steering Committee (PSC)• State Level Project Stakeholders Coordination Committee (SLPSCC)• Project Implementation Management Unit (PIMU): • Implementation Field Offices (IFOs)• Micro-Projects Implementation Committees (PICs)

Funding ArrangementThe funding arrangement was based as follows:• Total EU Funding: €45,000,000.00 (for works/Services)• European Union: €25,905,000.00 (50% for works)• LGAs: €12,952,500.00 (25% for works)• Communities: €12,952,500.00 (25% in kind)• States: To facilitate, coordinate and monitor projects.
Micro Projects CategoriesMenu of proposed micro projects under NDSP-C4 include:• Basic Water Supply and Sanitation infrastructure, • Health Centres, • Educational Infrastructure, • Civic Centres/Town Halls and • Income Generating Infrastructure (Palm Oil Mills, Cassava Mills)• Open and Lock-up Markets, etc.
NDSP4 Achievement and Challenges So FarBelow are Achievements of NDSP4 since its inception in January 2014:• Completion of the 9th MPP9 project under NDSP4 Additional Services contract with over
90% completion rate.• Facilitated the successful selection of NDSP4 LGAs and communities with the support of
the nine ND States.• Sensitisation of key stakeholders on NDSP4 for awareness creation and seamless partici-
pation.• Establishment of SLPSCCs & PICs in the nine ND States and communities for programme
coordination, implementation and sustainability.• Successful procurement of works contractors (Lots 1 to 9) for construction of over 860
MPs via Works Contract 1 and Works Contract 2 in the nine ND States with high success in contract execution.
• Preparation and Implementation of Programme Estimate 1 to facilitate full participation of key stakeholders (Communities, CSOs, State and LGA officials, etc.) in NDSP4.
• Implementation of a robust visibility and communication action plan to create programme awareness and information dissemination via production and distribution of NDSP4 vis-

ibility materials and promotional items (brochures, folders, jotters, Tee shirts and Caps, pens etc.).
• Development and regular update of NDSP4 website with mobile application software for upload of events and progress of work during field missions.
• Widening the scope of NDSP4 visibility via creation of NDSP4 Facebook account and Twit-ter handle.
• Capacity building of State, LGA and communities on procurement, project monitoring, management, operation and maintenance of water and agro processing mills.
• Commissioned study and publication of key stakeholders’ engagement on the sustaina-bility of provided micro projects facilities.
• Main challenge is late commencement of construction work and delay by LGAs in the dis-charge of their counterpart contribution.
Related Programmes/Donor Activities in NDThere are similar initiatives in the Niger Delta region funded by the EU and other international donor agencies that are targeted towards alleviating poverty and conflict. The donors and agencies include CIDA, UNDP, DFID, WHO, USAID etc.

NDSP4 WORKS CONTRACT & CONSTRUCTION PROGRESS.
1) Overview of NDSP4 Works Contracts (Works Contract-1 & Works Contract-2)The NDSP4 works contracts are construction contracts comprising buildings and water projects. They are micro projects of basic standards. Building project; The walls are made of sand Crete block and the surface is rendered with cement-sand mortar finishing. The roof structural members are wood cov-ered with long span aluminium roofing sheets finished with wooden fascia boards. The ceiling sheets are cements fibre materials. The windows are made of aluminium casement and the doors are made of metals with transom. The floor is finished with cement / sand mortar screeded on a concrete damp proof course (DPC) except health center buildings which are finished with tiles. The walls and ceilings are painted with emulsion paint. Water project; The water project is a basic standard motorized bore-hole powered by solar energy. The tank stand is a steel structure with base plate bolted to concrete foundation footing with anchor bolts. The water tanks are plastic tanks with in-let and out-let units for water supply and distribution services. The solar power system is automatic in operation with the CU200 panel. This system is protected against thunder by proper earthing system. The water distribu-tion point is constructed with block and concrete structure with three battery taps units. The projects types include; solar powered motorised borehole, school block, health post, civic center, market stall, cassava mill and palm oil mill.
NDSP4 Works Contract 1 (WC1) & Works Contract 2 (WC2); A total of 863 numbers of community pro-jects were planned to be implemented as part of the EU support to community development in the Niger Delta. Of these, 579 projects were awarded in 9 Lots in the first tranch as Works Contract -1 (WC1). A total of 254 projects were also awarded in 8 Lots for the second tranch as Works Contract – 2 (WC2) except in Cross River State where a balancing 30 projects are yet to be awarded under WC2. These have been achieved through offering models of transparency and participation as well as the involvement of States in coordination and Local Governments in funding Micro projects to enhance impact and sustainability.
Outstanding MPP9 construction completion activities; Micro Projects Programme in the Nine Niger Delta States (MPP9) was the preceding programme before NDSP4. The outstanding part of uncom-pleted works in MPP9 was awarded to the consultant as addendum to their contract to provide su-pervision activities for the remaining MPP9 projects that were not completed during the life span of the programme. When the addendum contract (NDSP4-Addendum No.1) ends in June 2017, there were still residual of MPP9 construction activities not completed. The NDSP4 main part has technically provided supervision services for the MPP9 residual works since June 2017. The works done on the residual of MPP9 construction completion activities are clearly outlined.
MPP3, MPP6 and MPP9 Inventory Documentation: Additional activities of inventory documentation of MPP3, MPP6 and MPP9 have been added to NDPS4 assignment as part of its deliverables. Experts have been fully mobilized to site on the 18th June 2019 to commence these activities in the Nine Niger Delta States. The result of this assignment will provide detailed data of all completed projects under Micro Projects Programme in the Three Niger Delta States (MPP3 – Bayelsa, Delta & Rivers), Micro Pro-
