С. Eligibility
Athlete Eligibility
All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Minsk 2019 European Games. Age Requirements All athletes participating in Sambo in the Minsk 2019 European Games must be born before 1 January 2002. Medical and Anti-Doping Requirements To be eligible to participate in the Minsk 2019 European Games, all athletes must satisfy the medical requirements according to the EOC Medical and Anti-Doping Guidelines. To be eligible to participate in the Minsk 2019 European Games, all athletes must comply with doping control process in accordance with the EOC Medical and Anti-Doping Guidelines and the EOC Anti-Doping Rules. Additional International Sambo Federation (FIAS) Requirements To be eligible to participate in the Minsk 2019 European Games, all the athletes must comply with all conditions within the FIAS Regulations.

Host NOC Allocation
Allocation Process
The Host NOC is guaranteed the following allocation subject to meeting the eligibility requirements detailed in Section C.
Nine (9) Places in the Men’s events (one in each weight category)
Nine (9) Places in the Women’s events (one in each weight category)
Universality
Allocation Numbers
Nine (9) Male Universality Places (one in each weight category) are made available to eligible NOCs at the Minsk 2019 European Games. Nine (9) Female Universality Places (one in each weight category) are made available to eligible NOCs at the Minsk 2019 European Games.
The Universality places cannot be allocated to NOCs that have obtained a quota place in relevant events.
E. Confirmation Process for Quota Places By 15 February 2019, MEGOC on behalf of the EOC and the ESF will inform, in writing, NOCs of the athlete quota places they have obtained. In each event, the six (6) top rated athletes (each of different NOC) as well as the Host NOC will secure one (1) quota place for their respective NOC. By 1 March 2019, NOCs must inform, in writing, MEGOC whether or not they intend to participate at the Minsk 2019 European Games.
F. Reallocation of unused NOC quota places If obtained through the qualification process and allocated quota place is declined by the NOC or is not confirmed by the NOC by the deadline, the quota place in that event will be reallocated to the next best ranked athlete, not yet qualified, according to the FIAS World Ranking Lists as of 31 December 2018. This process will be repeated until all places are allocated. By 25 March 2019, the ESF will reallocate all available quota places and inform, in writing, MEGOC.
