What is EUREKA?
• An intergovernmental initiative of 41 European countries
• Created in 1985 (nearly 30 years existence)
• Support European industrial competitiveness through
cooperative innovation projects

What is EUREKA project ?
• A transnational(international) cooperation project
• The project consortium is composed of at least 2 organisation of 2
different EUREKA member or associated countries
• Financed using national and regional public and private
funding
• Each organisation financed through national(regional) public funding
following the national(regional) funding rules
• Market-oriented projects results
• The research’s results must be marketable products, processes or
services for civilian use
• Bottom-up
• The consortium – usually led by a company - decides on the project
aim.

EUREKA three models of cooperation
1. EUREKA Individual projects:
- Open Calls (4 cut-offs per year); - Bottom-up (market driven); - Any type of
participant from at least two member states; - National Evaluation, Funding,
Monitoring; - Eureka final report and Market Impact Assessment;
2. EUREKA Clusters & Umbrellas:
- Thematic Calls (1-2 per year); - One or Two Step Centralised Cluster Evaluation and
Labeling; National funding decision based on a national review of the Cluster
Evaluation; - Cluster monitoring and impact assessment;
- Thematic networks focussing on a specific technology area to generate projects;
3. Eurostars (EUREKA –EC joint Programme):
- Open Calls (2 cut-offs per year); R&D Performing SME Driven; Central Evaluation;
- National funding; - National & Eureka monitoring; Eureka Progress & Final Reports;
- Eureka Impact assessment;
