• OBJECTIVE 5 F
WELCOMES the Director General’s proposal (ESA/C-M(2016)1)
and in particular:
(f) RECOGNISES that space technology and derived services
contribute to providing solutions to security challenges and
INVITES the Director General to establish a strategy
concerning ESA space security activities, in coordination
with its Member States and other national and European actors;
Development of an ESA Space Safety initiative laid out in Res4
and IMM18 Res2 mandating the DG to prepare content for the Space Safety
and Security Pillar approved by Ministers for approval at Space19+
CM16 Mandate for Space Safety and Security
IMM 18 25th October ESAC
• DG’s Proposal “A United Europe in Space”
• Resolution on ESA’s role and appropriate relations
between the European Space Agency and the
European Union
• Resolution providing strategic guidelines for the

Programmatic context
In response to the mandate given by Ministers
- to work towards the goals of Europe in space: EC-ESA Joint
Statement Oct 2016;
- respond to the vision and contribute to the goal of Space Safety,
securing the desired outcomes and long-term roles;
- to place Europe in a global context both as a leader as well as a
reliable partner, avoiding duplications, but adding significant value to
the field;
- to advance priority technologies and ensure overall robustness
and balance of the mission and activity roadmap.
