Main Principles

Fundamental Principles:• Competitive BalanceThe guiding principle has to be to improve the competitive balance indomestic and international competitions, to protect the unpredictability ofsporting results and to reflect the current strength of individual clubs in eachcompetition.
• Good GovernanceAn integrated approach is essential for the entire system of UCC. That meansat least two things:1. A decision cannot been taken by the Executive Committee of UEFA
without proper consultation and involvement of all relevant stakeholders;2. A decision can only been made when all the interlinked factors (Access
List, Format, Calendar, Distribution Model and Solidarity) have been fullyconsidered.
Main Principles

Access List Principles:• Access for each participating club in every UCC must, in every edition and
in any format, always be based on the latest performance of clubs in theirrespective domestic top tier league competition and/or domestic Cup. Theonly exception for this are the winners of the respective UCC competitions.
Calendar Principles:• UCC matches are always played on Weekdays except the Final of the UCL,
which is on a Saturday.• Domestic League matches are primarily played on Weekends

Distribution Model:• The ratio between the competitions (as well the clubs in the competitions)
should be reduced to a ratio that is maximum of 3.5 :1 (UCL : UEL). In addition, the ratio between UEL and UEL2 must be a maximum of 2.5 :1.
• The Club Coefficient distribution pillar should be removed with the prize money being reallocated to the Market Pool pillar.
Solidarity:• The total percentage of solidarity payments should be significantly
increased to help reduce the increasing financial gap in European club football. The increased solidarity percentage must therefore be used more for Non-Participating Clubs of both National Associations with and without clubs in the Group Stage of the UCL. Solidarity payments are also meant to support overall league development (i.e. not only for youth development) especially for Non-Participating Clubs and less developed National Associations/Leagues, including non-top tier leagues.

2.1 Distribution Model – Within CompetitionsPillars• Our Model for Cycle 21-24 is based on the principle that the
Coefficient Pillar must be removed and Market Pool increased, while also being consistent across the respective competitions.

2.2 Distribution Model – Ratios Between Competitions• The Model for the ratios in Cycle 21-24, is based on three
competitions with an equal number of clubs (32) in each competition.• The ratios are designed to ensure the two competitions below
UCL are appropriately funded in order to support competitive balance.

Notes:** After Adjustment refers to the EUR 60 million that is decucted from UCL and divided between UEL (50million) and solidarity for Qualifying Rounds (10 million).
2.3 Solidarity
• For Cycle 21-24, the European Leagues Model proposes to increase the overall level of solidarity from 7.3% to a minimum of 20%
• The increase is proposed in order to safeguard the future development of European Club Football and to meaningfully contribute to improving competitive balance.
• The European Leagues Model creates a third pillar for solidarity, the ‘Professional Football Development’ pillar.
• As an act of solidarity, one third of the solidarity amount will not be distributed to the top 5 countries in order to ensure medium and smaller National Associations to benefit from the increase.

More Solidarity with our Proposal
• The Model for Cycle 21-24 is to divide the increased Solidarity into three parts, introducing a new ‘Professional Football Development’ pillar which is to be distributed via the National Associations in cooperation with the Leagues.
