Policy (1)

Three 20% targets for 2020

December 2008: Council and Parliament adopted the Climate and Energy Package that reinforces Europe’s commitment to:

● A reduction in EU greenhouse gas emissions of at least 20% below 1990 levels

● 20% of EU energy consumption to come from renewable resources

● A 20% reduction in primary energy use compared with projected levels, to be achieved by improving energy efficiency.

Policy (2)

November 2008 - European response to the financial and economic crisis: The Recovery Plan “Investing today for tomorrow’s Europe”

On research it launches three Public-Private Partnerships:● Energy-efficient buildings €1 bn● Factories of the future € 1.2 bn● Green Cars € 5 bn

On infrastructure:● Modifies the rules governing the cohesion funds (€ 347 bn for 2007- 2013) to allow support to energy-efficiency in all Member States● Launches trans-European energy interconnections and broadband infrastructure projects (5b€ for2009 – 2010)

Policy (3)

March 2009: Communication on “Mobilising Information and Communication Technologies to facilitate the transition to an energy-efficient, low-carbon economy”. Major points:

● The issue of quantification and measurability

● The enabling role: ICT can reduce energy consumption of buildings in the EU by up to 17% and reduce carbon emissions in transport logistics by up to 27%

● Smart Metering and Smart Grids

● Reducing carbon footprints of ICTs
