laying down rules for the application of Regulation (EU) 2016/429 of the European

Parliament and of the Council with regard to the approval of germinal product

establishments, traceability and animal health requirements for movements within the

Union of germinal products of certain kept terrestrial animals. (EC)

The proposed Regulation will establish rules for the uniform implementation of the

requirements set out in Regulation (EU) 2016/429 in relation to the provision of

information by operators in their application for approval of their germinal product

establishments for bovine, porcine, ovine, caprine and equine animals and the time-

limits for providing that information, to the technical requirements and specifications

for marking of germinal products and operational requirements for their traceability,

and to the provision of information by operators on movements of consignments of

germinal products and notification of those movements.

Implementing Decision amending the Annex to Decision 2007/453/EC as regards the

BSE status of Ecuador, Serbia and a region of the United Kingdom. (FS)

On 28 May 2019, the OIE World Assembly of Delegates adopted Resolution No 19 on

the recognition of the Bovine Spongiform Encephalopathy Risk Status of Members.

That resolution recognised Serbia “excluding Kosovo administered by the United

Nations” as having a negligible BSE risk, and Ecuador and one zone of the United

Kingdom, namely Scotland, as having a controlled BSE risk. These new statuses should

be reflected in the Annex to Decision 2007/453/EC.

Implementing Decision laying down rules for the application of Directive 90/428/EEC

as regards the derogations from the rules of equestrian competitions and amending

Decision 2009/712/EC as regards references to zootechnical legislation. (EC)

This Implementing Decision will lay down the rules, i.e. the format and the frequency

of submission, on information to be provided by Member States in relation to equestrian

competitions falling under the derogation for non-discrimination referred to in Article

4(2) of Directive 90/428/EEC. Taking into account that such rules are currently laid

down in Decision 2009/712, for the sake of legal clarity, it is the intention to revise that

Decision accordingly and to remove all references to zootechnical legislation.

Forslaget har været drøftet på foregående møder, og det er revision 2, der er til afstemning.

Forslaget indebærer, at medlemsstater skal ajourføre en liste over de hestekonkurrencer, som

har fået tilladelse til at udelukke heste fra andre medlemsstater fra at deltage årligt frem for

løbende. Endvidere medfører forslaget, at reglerne om disse lister udskilles fra de øvrige regler

om lister over veterinære virksomheder og reguleres særskilt.


Implementing Regulation amending Implementing Regulation (EU) 2017/717 as

regards the model forms of zootechnical certificates for breeding animals and their

germinal products. (EC)

Implementing Regulation (EU) 2017/717 lays down the model forms for zootechnical

certificates for breeding animals and their germinal products which are moved between

Member States or which enter into the Union. Taking into account experience gained

since its date of application (1 November 2018) it is necessary to update the model

forms to facilitate the issuing and printing of those zootechnical certificates and to

enable a better verification of the identity of breeding animals.

Forslaget har været drøftet på foregående møder, og det er revision 4, der er til afstemning.

Forslaget medfører en ændring af de zootekniske certifikater, som skal anvendes når et

avlsdyr eller avlsmateriale derfra handles med henblik på at blive indført i en stambog eller

indføres til unionen med henblik på at blive indført i en stambog. Der ændres på en række

forhold omkring layoutet, ligesom kravet om sprog ændres, sådan at certifikatet ikke skal

være på både afsender- og modtagerlandets sprog, men kun på afsenderlandets.
