EXECUTIVE SUMMARY

This document represents the EUROCONTROL initial plan in response to the European Commission’s request for assistance in the development of Community Specifications for the first set of specifications for interoperability of the European Air Traffic Management Network (EATMN). It describes the analysis and the interpretation of the request and of its requirements. Based on this analysis, it proposes the actions to be taken by EUROCONTROL and the related development plan.

The document also presents the quality management, the configuration management and the risk management processes that will be followed by EUROCONTROL during the development of the proposed deliverables.

The work proposed to be addressed in response to the European Commission’s request for the development of draft ATS Data Exchange Presentation (ADEXP) Specification includes:

• The development of the specification and associated material including the test and validation procedures, requirements traceability and mechanism for the update of the document.

• The informal and formal consultation process including the review of comments and the consequent actions.

• EUROCONTROL implementation support

Each of the activities required is detailed in terms of work packages, objectives, work items, dependencies and deliverables and associated milestones. The document also presents the work breakdown structure, with the associated roles and responsibilities. For the development of the deliverables, the team is organised in 2 groups structured as follows:

• The Specification Drafting Group is responsible for the production of the Draft Specification and the associated material.

• The Support Services Group provides services in the area of quality management, configuration management, planning and consultation.

1. INTRODUCTION

1.1 Scope This document is the EUROCONTROL initial plan for the achievement of a specification for ATS Data Exchange Presentation (ADEXP), in response to the European Commission’s request received through letter TREN/F2/SH/mr D(2006) 214003 from the European Commission. The scope of this document is to provide the EUROCONTROL analysis of the received request and based on it, to describe the activities planned by EUROCONTROL in order to successfully produce the required deliverables.

1.2 Objective The objective of this document is to:

• Analyse the received request for the development of Specification for ATS Data Exchange Presentation (ADEXP).

• Present the methodology and processes that will be used to produce the deliverables required by the request.

• Detail the consultation process used to collect views and opinions from all stakeholders.

• Present the work packages, the work breakdown structure and the corresponding planning put in place for the achievement of the request.

• Identify the management processes used during the work on the request including the quality, the configuration and the risk management.

1.3 Document Structure The document is structured in seven main sections, as described in the Table of Contents. The section concerning the development of the required deliverables is broken down in four parts, as follows:

• The development of the specification addressing the drafting of the messages, data insertion rules and formats, test and validation procedures.

• The consultation process.

• The review of comments.

• The actions proposed by EUROCONTROL to support the implementation of the specification.

2. ANALYSIS OF THE REQUIREMENTS OF THE EUROPEAN COMMISSION’S REQUEST

2.1 Objectives of the ATS Data Exchange Presentatio n (ADEXP) Specification

The objectives of the ATS Data Exchange Presentation (ADEXP) Specification are:

• To support the Commission Regulation No. 1033/2006 laying down the requirements on procedures for flight plans in the pre-flight phase for the Single European Sky.

• To support the Commission Regulation No. 1032/2006 laying down requirements for automatic systems for the exchange of flight data for the purpose of notification, coordination and transfer of flights between air traffic control units.

The introduction of the regulatory dimension in the EATMN under the umbrella of the EC legal framework has a significant impact upon the management of the EATMN.

• From the industry perspective, the Community specifications provide the definition of technical and operational conditions necessary to meet the essential requirements and relevant implementing rules for interoperability of EATMN constituents.

• Compliance with the essential requirements and/or the implementing rules for interoperability are presumed for systems, together with the associated procedures, or constituents that meet the relevant Community specifications and whose reference numbers have been published in the Official Journal of the European Union.

• The Community specifications facilitate the implementation of technologies and permit the co-ordinated introduction of operational concepts that are required to increase capacity. ANSPs and airlines have a better visibility upon evolution of ATS services and can secure their investments in CNS/ATM systems.

2.2 Articulation between Interoperability Regulatio n / Implementing Rule / Community Specifications

The Community Specifications complement the regulatory provisions by specifying detailed technical or operational solutions. These Community Specifications are voluntary standards developed by European Standardisation Bodies, with the support of EUROCAE or EUROCONTROL, or EUROCONTROL Specifications especially for operational matters. These voluntary standards are developed on purpose as means of compliance with relevant Implementing Rules.

The ATS Data Exchange Presentation (ADEXP) Specification will complement:

• The Commission Regulation No. 1032/2006 laying down requirements for automatic systems for the exchange of flight data for the purpose of notification, coordination and transfer of flights between air traffic control units.

• The Commission Regulation No. 1033/2006 laying down the requirements on procedures for flight plans in the pre-flight phase for the Single European Sky.

The specification will provide a technical solution that will support the implementation of the following specifications:

• Integrated Initial Flight Plan Processing System (IFPS) Users Manual.

• On-Line Data Interchange (OLDI).

2.3 Review of the request for the development of th e specification Most of issues stated in the European Commission’s request stem from Article 4 of the Interoperability Regulation that outlines the provisions for Community specifications.

[EC request/5.2] ADEXP provides a format for use primarily in on-line, computer to computer message exchange. It may be used for message exchange in the following areas:

• Flight Planning;

• Air Traffic Flow Management (ATFM);

• Air Traffic Control Co-ordination;

• Airspace Management;

• Civil / Military Co-ordination.

The defined generic message sets need to be complemented and refined by specific detailed message sets that have to be followed by the parties covered by the scope of the rule. The specification shall define the principles and syntax rules of the ADEXP format as well as the comprehensive definition of the ADEXP fields.

A specification is needed in order to complement and refine the Commission Regulations No. 1032/2006 and No 1033/2006, as follows: • Provide a technical solution to be used for the implementation of notification, co-

ordination and transfer processes outlined in the implementing rule. • Provide a technical solution to be used for the implementation of flight plan and

associated messages used in the pre-flight phase • Provide a format for use in the on-line, computer to computer message exchanges. • Define the principle and syntax rules for these messages. • Provide an extensive definition of the fields to be used in these messages.

The specification will complement the specifications for the Integrated Initial Flight Plan Processing System (IFPS) Users Manual and On-Line Data Interchange (OLDI).

[EC request/5.2] The specification should include corresponding test and validation procedures.

EUROCONTROL has taken appropriate actions to develop procedures that can contribute to the validation of the implementation of ADEXP. This procedure will incorporate best practices of the relevant stakeholders.

2.4 Review of specific issues of the specific ation

[EC request/5.4] Specifications to be developed under this request must be consistent with ICAO1 and European standards, and should include mechanisms to ensure an efficient process of update which enables ongoing consistency.

The specification will be consistent with the relevant ICAO standards. In addition the final report will include a description of the EUROCONTROL process for the update of the specification in response to stakeholders’ initiatives.

2.5 The development process

According to the request’s requirements, the specification shall be based on the EUROCONTROL Standard Document for ATS Data Exchange Presentation edition 2.1. To reply to this requirement the drafting of the specification will start from the above reference document. The main changes required will be in support of the evolution of IFPS and ETFMS as well as the requirements for new fields in support of On-Line Data Interchange. For the final report specific sections will be produced in order to detail: • the test and validation procedures; • the proposed mechanism for the update of the specification; • relationship to the safety requirements defined in the relevant implementing rules.

The development process shall include a consultation phase. The purpose of the consultation process is to get the views of the ATM community and reach the best compromise acceptable by all stakeholders. The consultation will include the informal and formal consultations. The informal consultation will take advantage of the already established EUROCONTROL working arrangements at expert level. As all categories of stakeholders are represented in the group, early visibility and awareness of potential issues related to the specification will be shared in a timely and efficient manner. The formal consultation will be aimed at collecting views and comments from a wide stakeholder base. During this phase all comments are analysed and “weighed” against the overall objective of the specification and

Summary of Responses will be produced. Upon completion of the draft final report, EUROCONTROL will organise a public workshop to present the results. In response to the request’s requirements, EUROCONTROL will also define a set of actions to support the stakeholders’ efforts to implement the specification.

2.6 The reference material The reference material to be used in the development of the required deliverables will include (but will not be limited to):

• ICAO documentation (Annex 11, ICAO Regional Supplementary Procedures Doc. 7030, PANS-ATM Doc. 4444).

• ADEXP edition 2.1.

• Regulation No 552/2004 of 10 March 2004 of the European Parliament and of the Council on the interoperability of the European Air Traffic Management network (the interoperability Regulation).

• The Commission Regulation No 1032/2006 of 6 July 2006 laying down requirements for automatic systems for the exchange of flight data for the purpose of notification, coordination and transfer of lights between air traffic control units.

• The Commission Regulation No. 1033/2006 of 4 July 2006 laying down the requirements on procedures for flight plans in the pre-flight phase for the Single European Sky.

• IFPS Users Manual Edition 11.1

• ATFCM Users Manual Edition 11.0

• CFMU Flight Progress Messages Document Edition 1.0

2.7 Reports and deliverables

EUROCONTROL shall deliver a final report.

The final report will include the following components:

• ATS Data Exchange Presentation Specification

• Test and validation procedures.

• Proposed mechanism for the update of the specification.

• Relationship to the safety requirements defined in the relevant implementing rules.

• Definition of EUROCONTROL support to stakeholders for the implementation of the specification.

• Summary of Responses (SOR) documents.

As required in the timetable of the European Commission’s request, EUROCONTROL will deliver the final report by the end of 2007. EUROCONTROL will take due consideration of all the stakeholders’ views including the European Commission during the development of the specification and associated deliverables.

3. PROPOSED APPROACH

3.1 Overall organisation

The activities that are proposed to meet the requirements of the European Commission’s request are organised in four Work Packages:

• Drafting of specification and associated products, WP1.1.

• Consultation, WP1.2.

• Review of comments, WP1.3.

• Definition of EUROCONTROL support for the implementation of the specification, WP 1.4.

3.2 Basic considerations for organising the develop ment of the specification 1. The specification will be developed starting from the EUROCONTROL Standard

Document for ATS Data Exchange Presentation (ADEXP) edition 2.1. The final specification will take into account the developments in support of ETFMS, Flight Progress Messages and On-Line Data Interchange (OLDI). It is proposed to incorporate all the latest requirements and proposals for amendments coming from different stakeholders in order to minimise a later need for update of the specification.

2. The specification will describe in detail the principle and syntax rules of the ADEXP

format. 3. The specification will include the comprehensive definition of the ADEXP Primary

fields and subfields. 4. All the deliverables will be developed so as to cover the items identified in the

previous section, “Analysis of the requirements of the European Commission’s request”. The provisions included in the specification will address the following main subjects:

• The ADEXP Principles.

• The ADEXP syntax rules.

• The description of ADEXP fields.

• The description of ADEXP messages.

5. In parallel with the development of specification, the test and validation procedures will be drafted. For this purpose the practical experience with ADEXP of the various stakeholders will be taken into account.

6. The specification will be consistent with the relevant ICAO standards.

7. During the drafting of the specification a continuous informal consultation will ensure

the appropriate stakeholders involvement in the development process. Annex 1 provides more detailed information on the subject.

8. Following the development of the specification, and as required by the EC request,

the document will be submitted to a widespread formal consultation, in accordance with the ENPRM mechanism. During this period EUROCONTROL will be available for bilateral meetings and discussions required by individual stakeholders. Following the formal consultation phase, a review of comments will take place and a Summary of Responses will be prepared. The necessary amendments will be made to the specification, if appropriate.

9. A public workshop will be organised to discuss the comments received during the

formal consultation process.

3.3 Safety activities for the development of the sp ecification

It is planned to develop material showing the relationship with safety requirements specified in the relevant implementing rules.

3.4 Basic principles for organising EUROCONTROL su pport As part of the final report to be delivered to the European Commission, EUROCONTROL will identify the support available for the stakeholders for the implementation of the ATS Data Exchange Presentation (ADEXP) specification. Support for the implementation of specification provisions aims at providing assistance to stakeholders to implement provisions in the EATMN under their area of responsibility. The final report will include:

• List of actions made available by EUROCONTROL in order to support the

implementation of the specification. This will include but will not be limited to, implementation planning and provision of supporting documentation/training to users and/or other stakeholders.

3.5 ENPRM and approval mechanisms applicable to the development of the specification

The ENPRM regulatory process in its full application is not applicable to the development of the final report. It is a complete rule-making process used for the development of EUROCONTROL regulatory products under the legal framework of the EUROCONTROL Convention. However, the ENPRM process has been developed from existing best practice

and was designed to ensure that material was developed with ease of transposition into EC and national legal orders. Moreover, it provides requirements to ensure the involvement of all stakeholders, and other organisations such as ICAO in the development process. Use of applicable ENPRM process mechanisms will therefore be made to bring benefits to the development of the final report as requested by the European Commission’s request.

3.5.1 Consultation activities

Consultation throughout the development of the specification is an essential aspect of the process and ensures appropriate stakeholder involvement whilst enhancing transparency. For clarity it is important to note that there are 2 basic types of consultation activity:

• ”Formal” Consultation.

Formal consultation is a specific and formatted event which submits for widespread ‘public’ consultation, a mature version of the draft material for comment. Stakeholders and other interested parties are invited to submit their formal positions and comments on the documents. These comments are reviewed systematically and can affect the final draft version of the documents.

• “Informal” Consultation.

Informal consultation is a more general activity which commences at the start of the process and continues until formal consultation is launched. The ‘consultation’ aspect is achieved through the involvement of stakeholders and experts in various activities associated with the development of the draft material. This might include, inter-alia, participation in working groups, workshops, technical meetings, definition of “Sounding boards” involving Focal Points nominated by stakeholders and document reviews through written consultation. In respect of this request, the informal consultation process extends from the delivery of the Initial Plan to the European Commission to the delivery of the final report.

3.5.2 Applicable phases of the ENPRM process

Mechanisms of the following phases of the ENPRM processes are specifically applicable to the development of the ADEXP Specification: drafting phase, consultation phase and review of comments. Mechanisms of the adoption and publication phases of the ENPRM process are out of the scope of the specification request activities. Drafting phase This phase addresses the development of the draft specification and associated material. ENPRM principles can be used as a reference for the drafting activities. During this phase, regular information will also be provided directly to relevant existing bodies and groups (CESC, CMIC, SCG, SUR-T, etc.) when they meet. Experts’ opinions are sought on specific issues relating to the specification during the development of the documents concerned.

The informal consultation will be conducted in parallel with the drafting activities. During the informal consultation selected groups of stakeholders are associated to mature and refined products before formal consultation. Experts’ position can be sought on specific issues relating to the specification.

The informal consultation applied to the specification will provide an early feedback about the way the drafting activities meet the requirements of the request. The informal consultation is

organised and managed by the Specification Manager in accordance with the procedure defined in Annex I. Consultation phase

This phase applies to formal consultation activities and primarily those concerned with the circulation of the proposed draft specification for widespread comment. In respect of the specification, the consultation will be conducted on the version to be included in the final report to be delivered to the European Commission. The outcome of the consultation may influence the final version of the specification.

The formal consultation is enlarged to all stakeholders notably national authorities (civil and military), civil and military ANSPs, airspace users’ organisations, international organisations, social and industry representatives. They can submit their comments on the specification and associated materials, propose amendments, and provide any further information to complete the final report. The formal consultation is managed with appropriate procedures to maintain an efficient contact between drafting groups and stakeholders. Review of comments This phase corresponds to the analysis of comments collected during the formal consultation activity. Drafting groups analyse the received comments and may provide further explanation to clarify some points, propose to include or reject an amendment on the basis of an appropriate rationale. Following the formal consultation process for the proposed draft implementing rule, a Summary of Responses document will be developed as a deliverable part of the final report. A Stakeholder workshop is foreseen following the formal consultation on the proposed specification to present the results of the consultation (once comments received have been reviewed). Both the document organisation and the ENPRM process are deemed necessary to lay down an effective development process for the final specification.

3.5.3 Approval process The final specification will follow the approval process laid out for EUROCONTROL Specifications. These are subject to approval by the Director General2 who shall notify the Council.3

4. DEVELOPMENT PLAN

The development plan defines and details how the activities are conducted and how the specification and associated materials are developed in terms of tasks, planning, efforts, and deliverables. The work will be organised in four work packages:

By convention for the description of work packages and tasks, outputs are internal products (identified by a label like Ox.x) not delivered to the European Commission whereas deliverables are products (identified by a label like Dx.x) which are part of the final report delivered to the European Commission.

4.1.1.1 Objectives of the work package The objective of this work package is the development of specification and the associated material to be included in the final report.

4.1.1.2 Work items The work to be achieved is broken down as follows:

• The ADEXP Principles.

• The ADEXP syntax rules.

4.1.2.1 Objectives of the work package The objective of this work-package is to ensure widespread visibility of specification and associated products and to trigger inputs and proposals from the outside interested parties

4.1.2.2 Work items

The consultation is split into two parts:

• An informal consultation

• A formal consultation.

The informal consultation is broken-down as follows:

• Continuous consultation during the drafting phase for the ADEXP Specification and the associated deliverables. This consultation will take advantage of the different EUROCONTROL working arrangements including the expert groups.

• Analyse and consolidate the comments and questions raised during the informal consultation.

The formal consultation is broken-down as follows:

• Prepare the distribution list with notably national authorities (civil and military), civil and military ANSPs, airspace users’ organisations, international organisations, social and industry representatives.

• Prepare the approved consultation package.

• Publish and distribute the consultation package including the specification, test and validation procedure and update mechanisms.

• Organise a public workshop to discuss the results. Annex I provides further details on the approach which will be followed.

5. OVERALL MANAGEMENT

5.1 Organisation This chapter describes how the development plan will be managed in its entire lifecycle. It addresses the management process internal to the Agency.

EUROCONTROL proposes an appropriate project organisation to fulfil the terms of the request with:

• The Specification manager

• The Review Group

• The focus groups

Specification Manager

The specification manager is responsible for the efficient achievement of the European Commission’s request and for coordination of the objectives of each request working group. The specification manager is responsible for:

• Elaborating work plans and resource plans (expertise and budget), the schedule of the drafting and of the internal, informal and formal consultation processes and milestones required to timely deliver on the SES Request;

• Managing the assigned team resources;

• Delivering the technical content of the request; ensuring internal co-ordination within

the Agency on technical content produced and coherence with the provisions of the Convention and the Agency/EATM/Domain strategic orientations and developments;

• Ensuring that the proposed products meet European Commission’s request;

• Applying existing EUROCONTROL methods and tools wherever appropriate for the

execution of European Commission’s requests;

• Processing work/materials through appropriate informal stakeholder consultation;

• Managing interfaces with other SES Requests;

• Coordinating with the RU the formal consultation (ENPRM) required for delivering SES Requests end-products;

• Ensuring interaction with the focal point at the European Commission.

The specification manager reports to the Director responsible.

Review Group The Review Group is responsible for the internal review of the deliverables. The Review Group members will represent the Units nominated to participate in the development of the deliverables. In principle, the members of the Review Group shall not be members of working groups. Working groups In order to achieve the European Commission’s request, two focus groups are identified:

• Specification Drafting Group, SDG

• Support Services Group, SSG.

Specification Drafting Group

The SDG is responsible for the production of the specification and associated products. At the same time this group will be the basis of the continuous informal consultation process. It is proposed to use for this purpose one of the already established EUROCONTROL working arrangements in order to minimise the impact on stakeholders and ensure an early and efficient co-ordination. The group will integrate the outcome of the formal consultation in the final report and will amend the specification in accordance with the relevant comments received.

Support Services Group

The Support Services Group provides support to the other groups on quality and configuration matters. The group will also manage and run the formal consultation process and will establish and monitor the overall planning.

5.2 Quality Management EUROCONTROL will use the Quality Management procedures already in place to assure that the delivered products meet the expected level of quality. These procedures take into account the following elements:

• Quality Requirements ruling the development of the deliverables.

• Quality Controls to verify that the development of deliverables in terms of process and products complies with applicable quality requirements.

5.3 Configuration management EUROCONTROL will ensure proper control of documents and records in accordance with applicable Configuration Management Procedures. EUROCONTROL shall apply the above mentioned procedures in order to ensure that:

• Reference documents used for the execution of the European Commission’s request are properly identified and made available to members of the request focus groups.

• Common rules are established for the management of documents.

• Documents are approved for adequacy prior to issue.

• Documents are reviewed and updated as necessary and re-approved.

• Changes and current revision status of documents are identified.

• Relevant versions of applicable documents are available at points of use.

• Documents remain legible and readily identifiable.

• Documents of external origin are identified and their distribution controlled.

• Obsolete documents are prevented from unintended use and suitable identification is applied to them if they are retained for any purpose.

The facility to manage documents shall be properly organised to support the full set of document products necessary to the development of the specification.

ANNEX 1 CONSULTATION PROCESS

1. Informal consultation This first part of the consultation process will take place in the period between the delivery of the Initial Plan to the European Commission and the completion of the draft specification and associated material. For this purpose the existing working arrangements (Task Force or Team) at expert level will be used. It is expected that most of the exchanges will take place via electronic means. Members of target groups will have access to relevant documentation through One Sky Teams extranet. In addition a number of formal working sessions will be organised in order to validate the progress in the development of the specification. Close to the end of the informal consultation period, a workshop will be organised which will be open to a wide range of stakeholders. The intended invitation list is attached. During this period, regular information will be provided to relevant working arrangements (CESC, CMIC, SCG, EAG, etc.) when they meet. 2. Formal consultation The usual mechanisms of the ENPRM process will be used to perform this formal consultation. The consultation package will be prepared on the basis of the deliverables produced in Work Package 1.1. The distribution list, which will be agreed with the European Commission, will be drawn on the basis of the list of organisations invited at the workshops (see attachment). Other interested parties (including the public) will be consulted through full use of the EUROCONTROL web site. At the end of the consultation period, and after comments received have been reviewed, a final workshop will be held to present the results of the consultation.
