Dear Colleagues,
We are glad to present to you the fourth edition of the EURAXESS Links Brazil
Newsletter for August 2013.
This edition brings a new section entitled “feature” in which we decided to focus
on opportunities to carry out research in Holland, mainly within the Science
without Borders program.
This month, our “EU Insight” section introduces the latest FP7 monitoring report,
published by the European Commission on 7 August.

1 Feature - Research in Holland
This month, our colleagues from Nuffic Neso Brazil give you an overview on how to carry out doctoral or post-doctoral research in Holland. For interested candidates, they organize an online presentation on Tuesday, the 27th of September to present the
country and its research conditions and possibilities.
The Science without Borders Holland programme is receiving applications at PhD and post-doc level until the 30th of September.
The scholarship program Science without Borders Holland offers Brazilian
students and researchers the possibility to go to the Netherlands to study or
conduct research. The open call has four modalities in which scholarships are
offered:
PhD sandwich I
The PhD candidates do research at a Dutch institution, after which they
conclude their thesis in Brazil. They receive a scholarship for a period of up to
12 months.
PhD sandwich II
The PhD candidates do research at a Dutch institution and obtain a double
degree. They receive a scholarship for a period of up to 24 months. In this
modality, Dutch and Brazilian universities will be able to set up a double degree
programme. The research is to be carried out in both countries.
Full PhD
The students do a full PhD and obtain their degree at a Dutch institution. They
receive a scholarship for a period of up to 48 months.
Post-doc
The researchers expand their research as post-docs at a Dutch institution. They
receive a scholarship for a period of up to 24 months.
How to apply
Interested Brazilian students and researchers may contact any Dutch research
university or research institute. They should apply at this institution first and
obtain an unconditional admission letter, before applying for the scholarship.
After receiving the unconditional admission letter from the Dutch institution, the
students and researchers apply for the scholarship in Brazil.
To discover the possibilities offered by the Dutch universities interested in
hosting Brazilian PhD students through the Science without Borders program,
candidates should register their profile and pitch their ideas at a special portal
created to facilitate the contacts between candidates and Dutch institutions. The

portal also serves as a platform where it’s possible to find available vacancies
for Brazilian PhD students.

Deadline
Once accepted by a Dutch university, candidates have to submit a proposal to
Science without Borders. Two calls were already concluded in 2013. The third
call was launched on 1st of June. Applications can be submitted until
30 September 2013 with start dates between 14 February 2014 and 14 May
2014.
Other opportunities
Besides Science without Borders, there are generally three ways to fund your
PhD in Holland:
- employed by the PhD-awarding institution;
- with a fellowship or grant awarded by a supporting body;
- with sponsorship from your employer.

2 EU Insight The European Commission publishes monitoring report
for FP7
On 7 August 2013, the latest monitoring report for the current European
Union’s Seventh Framework Programme (FP7 - 2007-2013) was released by
the European Commission. The report presents the FP implementation in 2012,
provides an integrated view on the different strands of FP7 activities and also
presents a comparative analysis of FP7 implementation during 2007-2012. A
detailed statistical analysis of FP7 participation and funding is provided and
important topics such as dissemination of results, project evaluation,
simplification measures, ethical issues or time-to-grant are addressed.
Further focuses are the work of the European Research Council (ERC), the
Research Executive Agency (REA), the Joint Technology Initiatives (JTI) as well
as the Risk Sharing Finance Facility (RSFF) and the participation of SMEs in
the Framework Programme.
What is FP7?
The Seventh Framework Programme (FP7) is the EU's main instrument for
funding research in Europe. Since their launch in 1984, the Framework
Programmes have played a lead role in multi-disciplinary research and
cooperative activities in Europe and beyond. FP7 continues that task, and is
both larger and more comprehensive than earlier Framework Programmes.
Running from 2007 to 2013, the programme has a budget of 53.2 billion euros
over its seven-year lifespan, the largest funding allocation for such
programmes. FP7 is a key tool to respond to Europe's needs in terms of jobs
and competitiveness, and to maintain leadership in the global knowledge
economy.
The Framework Programmes for Research have two main strategic objectives:
• to strengthen the scientific and technological base of European industry;
• to encourage its international competitiveness, while promoting research that
supports EU policies.
What are the report’s most important facts and findings?
The most important facts and findings of the report relate to participation and
publication numbers, the average success rate and the international dimension
of FP7.
During the years 2007 to 2012, 379 concluded calls received more than
113.000 proposals, out of which more than 103.000 (involving more than
485.000 applicant organisations and individuals) were included in the evaluation
procedure, and more than 20.000 (involving more than 105.000 participants)
were finally retained for negotiations, with a corresponding requested EU
funding of € 32.8 billion. Proposals and applicants had an average success rate
of 19% and 22% respectively.

More than half of all recorded calls in 2012 were launched under the Specific
Programme “Cooperation”. Higher and secondary education institutes (HES)
remain the main beneficiaries of FP7 in 2012, both in terms of numbers of
applicants and requested EU funding, with respectively 39% and 29% of the
total in retained proposals.
The significant international dimension of FP7 is illustrated by the fact that over
a period of five years it funds projects with participant organisations from as
many as 170 countries. Outside the group of EU and Associated Countries the
biggest participants are the USA, Russia, China, Brazil and India.
By mid-May 2013, over 16.000 publications were reported by the 3.220 projects
for which the final reports have been processed. Almost half of these reported
publications were publications in high impact peer reviewed journals. Similarly,
these projects reported 505 patent applications.

The Seventh Framework Programme is currently in its final year. The new
Framework Programme Horizon 2020 will be launched at the beginning of 2014
(the latest developments regarding Horizon 2020 were addressed in the July
“EU Insight” section).

3 EURAXESS Links Brazil activities 3.1 EURAXESS Science Slam Brazil 2013 –
September 2013
Few days are left to send your application to the EURAXESS Science
Slam Brazil 2013 and try to slam your way to a free trip to Brussels!
EURAXESS Links Brazil is looking for Brazil's best science slammers. Six
finalists will battle it out for the title of EURAXESS Science Slammer Brazil
2013 in the LIVE slam held in Rio de Janeiro (Casarão Ameno Resedá,
Catete) on 24 September 2013 (18:30 -21:30). The event will be presented by
Sergio Brandão, from VideoCiência.
The first prize is a free trip to Brussels to participate in the "EURAXESS Voice
of the Researchers Conference" in 21 and 22 November 2013 (see details
below).
Online submission of slam presentations is open until 1st September 2013.
What you need to do:
- Step 1: Get creative and develop an original idea to present your
research project to the world: Tap dancing, singing, old school
presentation, scientific equipment, everything is allowed.
- Step 2: Make a 3 minutes video of your presentation with your
camera phone, webcam or equivalent. Make sure the presentation is in
English.
- Step 3: Post your video on the EURAXESS Links Brazil upload
platform or sent directly to [email protected].

EURAXESS Science Slam Brazil 2013 is the first edition of an event giving
young researchers in Brazil the chance to showcase their research projects to
their peers and the wider public in a relaxed and joyful atmosphere.
Every participant at the final slam will present a topic related to their research
to an audience of non-experts. The slam will be given in English in less than
10 minutes and can be supported by video and audio material, ppt. slides and
any other kind of media available, as well as by scientific equipment.

A radio bulletin on the EURAXESS Science Slam was broadcasted on 197
Brazilian radios on the 13th of August. Charlotte Grawitz, the country
representative, called on young researchers' creativity and stressed the

4.1.1 EURAXESS – Voice of the Researchers’ Conference
“Raising Researchers' Voices - opinions on jobs, careers and rights”. 21 –
22 November 2013, Brussels (BE)
The EURAXESS – Voice of the Researchers Conference “Raising Researchers'
Voices - opinions on jobs, careers and rights” is a 2-day meeting for
researchers to debate and talk about issues affecting modern research,
research careers, mobility, funding and policy in the European Research Area
(ERA). It will draw researchers from the fields of science, the arts and
humanities to Brussels. It will aim to be a two-day interactive discussions, social
media will play a large role in the event.

As explained above, the winner of the EURAXESS Science Slam Brazil will be
awarded a round trip to Europe where he or she will attend the EURAXESS
Voice of Researchers Conference along with the winners of the other

Researchers based in Europe, regardless of their nationalities and fields of
research can also win get a free ticket to the conference participating in the
«EURAXESS Elevator Pitch » or the “EURAXESS ERA Slam”.

Elevator Pitchers”:
Choose one of the 4 questions below, send to: [email protected] a
short “For” or “Against” statement (10 line max.) and you may be selected to
pitch.

and gets your message across. The audience will vote for the best slam, and
the winner will be invited to the ESOF conference in Copenhagen in July 2014
as speaker and guest. Upload a 30 second video featuring your slam on

Selected pitchers and slammers will be offered a return ticket to Brussels, hotel
accommodation and meals during the conference.

4.2 EU and Member States
4.2.1 The backbone for European science gets stronger: 100Gbps internet for individual researchers
GÉANT, the superfast pan-European research network that helped discover the
Higgs Boson, has announced that it could reach speeds up to 2Tbps (terabits
per second) thanks to a major network upgrade. From today, capacity of up to
500Gbps is available across the core network. This means individual users
across 32,000 universities, higher education institutes, research institutes,
schools, libraries, museums, national archives and hospitals can transfer data
at speeds of up to 100Gbps.
Speeds like this will enable faster collaboration on critical projects and meet the
rapidly increasing demand for data transfer capacity. The creation and sharing
of research data is increasing exponentially, impacting the ICT infrastructures in
particular research networks. Major projects involving global partners generate
massive amounts of data that need to be distributed, analysed, stored and
accessed.

With today's high speeds the GÉANT network will provide the essential capacity
to support all scientific disciplines: from high-energy physics and deep space
research to those addressing societal challenges like ageing populations,
disease diagnosis and climate change.
GÉANT's goal is to ensure 99.999 % availability through the rapid identification
and resolution of network errors and powerful security features to detect and
prevent malicious attacks.
The European Commission currently provides funding for the GÉANT network
of € 41.8 million.

4.2.2 Open access to research publications reaching 'tipping point'
The global shift towards making research findings available free of charge for
readers—so-called 'open access'—was confirmed in a study funded by the
European Commission. This new research suggests that open access is
reaching the tipping point, with around 50% of scientific papers published in
2011 now available for free. This is about twice the level estimated in previous
studies, explained by a refined methodology and a wider definition of open
access. The study also estimates that more than 40% of scientific peer
reviewed articles published worldwide between 2004 and 2011 are now
available online in open access form. The study looks at the EU and some
neighbouring countries, as well as Brazil, Canada, Japan and United States of
America.
By making research results more accessible, open access can contribute to
better and more efficient science, and to innovation in the public and private
sectors. Máire Geoghegan-Quinn, European Commissioner for Research,
Innovation and Science, said: “These findings underline that open access is
here to stay. Putting research results in the public sphere makes science better
and strengthens our knowledge-based economy."
The study looked at the availability of scholarly publications in 22 fields of
knowledge in the European Research Area, Brazil, Canada, Japan, and the
United States. In several countries and disciplines more than 50% of papers are
now available for free. Free availability of the majority of articles has been
reached in the fields of general science and technology, biomedical research,
biology and mathematics and statistics. The fields where open access
availability is most limited are the social sciences and humanities and applied
sciences, engineering and technology.
A recent European Commission Communication (IP/12/790) identified open
access as a core means to improve knowledge circulation and thus innovation
in Europe. Therefore, open access will be mandatory for all scientific
publications produced with funding from Horizon 2020, the EU's Research &
Innovation funding programme for 2014-2020. The Communication
recommended that Member States take a similar approach to the Commission
in their domestic programmes.

4.2.3 EU awards 287 early career researchers €400 Mio in 'blue-sky' funding
The European Research Council (ERC) has selected 287 top early career
scientists for funding in its sixth Starting Grant competition, enabling them to
pursue cutting-edge fundamental research. The researchers will receive nearly
€400 Million in total, with grants worth up to €2 million each over up to five
years. Competition for these prestigious awards continued to increase, with
overall demand for grants up by 50% this year. There was also an increase in
the share of successful female researchers, from 24% to 30% of all candidates.
This Starting Grant competition was the last under the EU's Seventh Research
Framework Programme (FP7). The next calls will fall under the new EU
research and innovation programme Horizon 2020, which foresees a major
increase in funding for the ERC.
The projects selected cover a wide range of topics, such as designing a unique
coastal defence against tsunamis, developing high-tech radiotherapy that can
potentially help patients of Head-and-Neck cancer, investigating real-time
monitoring of air pollution by means of GPS technology, or producing new low-
cost and more effective photovoltaics.
This call attracted 3,329 proposals, a 50% increase compared to the
corresponding group last year. Due to the substantially increased competition,
only 9% of applicants were successful. Grants are being awarded to
researchers of 34 different nationalities hosted in 162 different institutions
throughout Europe. The Starting Grants are for researchers of any nationality
with 2-7 years of experience since completion of PhD (or equivalent degree),
and a scientific track record showing great promise. The average age of
selected researchers in this sixth competition is around 34 years.

4.2.4 Guaranteeing communication coverage in the event of disaster
An EU-funded project that aims to develop a rapidly deployable wireless
communication network for use in the aftermath of an emergency, disaster or
unexpected event, was commended recently at an international event. The
ABSOLUTE ('Aerial Base Stations with Opportunistic Links for Unexpected &
Temporary Events') project received the Best Paper Award at the 5th

4.3.1 Science without Borders will offer specific scholarships for
field of space research
The federal programme Science without Borders (SwB) will offer specific
positions to cater to those interested in the field of space research. 300
scholarships will be focused on various forms, from “sandwich undergraduate“,
doctoral and post-doctoral, over “Young Talent” to “Visiting Researcher”
modalities.
Of these, 150 scholarships will be allocated to Brazilian and 150 to foreign
researchers who want to work in education and research institutions in
Brazil.
The announcement was made by the President of the National Council for
Scientific and Technological Development (CNPq / MCTI), Glaucius Oliva, in a
meeting with programme fellows during the 65th Annual Meeting of the Brazilian
Society for the Advancement of Science (SBPC), which ended on the 26th of
July at the Federal University of Pernambuco (UFPE), in Recife.
The event was attended by the Minister of Science, Technology and Innovation,
Marco Antonio Raupp, the President of the Brazilian Space Agency (AEB),
Raimundo José Coelho, the President of the SBPC, Helena Nader, and Jorge
Guimarães, President of the National Coordination for the Improvement of
Higher Education Personnel (CAPES / MEC), which implements the programme
together with CNPq.
According to the President of CNPq, the call must be launched soon. "We seek
to identify the main world centers of research and available positions in
companies to motivate students in this area."
AEB was responsible for selecting the international institutions to receive
Brazilian students and researchers. "We have reached agreements with the
major space agencies of the world such as in Japan, Ukraine, the United States
and France," said José Raimundo.

4.3.2 Science without Borders has awarded 43 609 scholarships
The SwB programme has awarded 43,609 scholarships for undergraduate and
doctoral-sandwich, postdoctoral, doctoral and full scholarships, as well as for
“Young Talents” and “Visiting Researchers”, since its launch in July 2011,
equivalent to 43.17% of its target, Agência Brasil reports. The balance sheet
was released on the 13th of August by the Ministry of Education (MEC). The
goal of the programme is to provide 101 000 scholarships in four years, of
which 26 000 are privately financed.
The country with the largest number of fellows is the United States, with 9 788.
Next is France, with 4 725, and Canada, with 4 428. Portugal, for which
scholarships have been suspended earlier this year and demand was higher
than that for other countries, is in sixth place with 3 103 scholarships.
"We will not have difficulty in meeting the goal of the Science without Borders,"
said Education Minister Mercadante. He explains that the government counting
is done by grants approved and that not all 43 000 students are already abroad.
According to Mercadante, "all grants will have been awarded by December
2014", explaining that some of these students will leave for their host countries
only in 2015. The programme, according to the minister, "is one of the largest
scholarship programmes in the world and one of the most well evaluated".
The Science without Borders programme aims to promote the international
mobility of students and researchers and encourage visits from qualified young
researchers and experienced teachers to Brazil. The priority areas are: exact
sciences (mathematics and chemistry), engineering, technology and health
sciences. The programme has partnerships in 35 countries.

4.3.3 Science Without Borders announces results of scholarships for foreign incoming researchers
The SwB Programme announced the results of “Attracting Young Talents”
(BJT) and “Special Visiting Researcher” (PVE) scholarships. Until now, 114
scholarships were awarded in total for the “Attracting Young Talents”
subprogramme and more than 150 grants were awarded for the “Special
Visiting Researcher” subprogramme. The grants aim at attracting renowned
researchers, leaders of research groups abroad and young scientists to Brazil.
With the offer of the Special Visiting Researcher scholarship, the programme
financially supports research projects aimed at promoting, through the
exchange, international mobility and cooperation, the consolidation, expansion
and internationalization of science, technology and innovation. The selected
researcher receives a grant of R$ 14 000 to develop a project of two to three
years in Brazil.
The Science without Borders program also attracts young scientists to Brazil,
mainly Brazilians, through the award of the Young Talents scholarship. The goal
is to encourage the establishment of young talented researchers in Brazil, living
abroad, with outstanding scientific or technological work in the areas covered in
English without Borders

4.3.4 Mercosur Science & Technology Award 2013 extends registrations
The Mercosur Award of Science and Technology 2013 extended the deadline
for submission of papers to the 9th of September. Entries can be made via the
initiative’s website.
Under the theme "Education for Science", works should address the Mercosur
context and relate to scientific education directed at high school or school entry
level.
The award is open to students and researchers from Brazil and all countries of
the bloc. Divided into four categories ("Scientific Initiation", "University Student",
"Young Researcher" and "Integration") the award covers all stages from high
school to doctorate.

4.3.5 Latin American Meetings of Scientific Initiation and Post-graduation
Registrations are now open for the meetings of Scientific Initiation and Post-
graduation Studies of the University of Vale do Paraíba (Univap) in São José
dos Campos, São Paulo, which will take place from 24 to 25 October.
The event brings together four simultaneous meetings: the 17th Latin American
Meeting of Scientific Initiation, the 13th Latin American Meeting of Post-
graduation, the 7th Latin American Meeting of Young Scientific Initiation, and
the 3rd National Meeting of Introduction to Teaching.
Under the theme "Science, Innovation and Tradition", the meetings will seek to
show the scientific and technological advances while emphasizing the
importance of traditional research techniques.
High school, undergraduate and graduate students from Brazil can submit their
works by the 31st of August. The five best works in each category will be

4.3.6 Brazil will host International Conference on Public Communication of Science and Technology
Brazil will host next year the 13th International Conference on Public
Communication of Science and Technology. The event, to be held on 5-8 of
May 2014 in Salvador, will take place in Latin America for the first time and is
one of the most important forums for scientific dissemination around the world.

The central theme of the conference will be "Science communication for social
inclusion and political engagement" and will focus on the question of how to
raise more inclusive strategies for the area. According to the organizers, the

dissemination of science. Proposals for roundtables, workshops and individual
job submissions will be received by the organization until the 1st of September

4.3.7 FAPESP Week London highlights the scientific cooperation between Brazil and Europe
Some important advances in science and the development of new technologies,
obtained in recent years by researchers from Brazil and Europe, will be topics of
discussion during the FAPESP Week 2013 London, which will take place
between 25 and 27 September at the Royal Society in London.
Implemented by FAPESP, with the support of the British Council and the Royal
Society, the symposium will help to expand partnerships in science and
technology between the European countries and Brazil.
During FAPESP Week London, researchers from various institutions of higher
education and research in Brazil will present results of their work. Among them
will be Carlos Alfredo Joly (State University of Campinas and BIOTA-FAPESP),
Paulo Eduardo Netto Artaxo, Lisete Compagno Michelini, Maria Immacolata
Vassallo de Lopes and Siu Mui Tsai (University of São Paulo), Luciana Vanni
Gatti (Institute of Energy and Nuclear Research) and E.A. Thoroh de Souza
(Mackenzie University).
Brazilian scientists will discuss with researchers from several institutions in
Europe, such as Martyn Poliakoff (Royal Society), Peter Olesen (Danish
Council for Strategic Research), Georgina Mace and Jeremy Woods (Imperial
College London), Gordon McFiggans (University of Manchester) and Philip
Macnaghten (Durham University).
Among the topics to be discussed, many are at the frontier of science, such as

4.3.8 MCTI announces projects selected by the Start-Up Brazil
The first call of the Start-Up Brazil programme received 908 entries, 672 from
Brazilian companies. Of this total, the review committee selected 56 projects
that will be part of the programme for the incubation of technology-based
companies. These projects will be supported by one of the nine incubators
enabled by the Ministry of Science, Technology and Innovation (MCTI).
The programme has two targets: the qualified accelerators and nascent
companies selected for the initiative, which together aim to create a competitive
and innovative environment for ideas coming from universities, entrepreneurs
and investors looking for successful products and services.
According to the Minister of Science, Technology and Innovation, Marco
Antonio Raupp, creating an environment composed of business incubators is a
requirement for an innovative Brazil. "This environment will enable us to have
innovations in shorter times and will be crucial for the widespread success of
startups in the IT sector, which depends both on the aspects related to
technological development, as well as on management and ability to do well in
the market", he concluded.

4.3.9 Brasilia hosts last meeting before the World Science Forum
Over the 21st and 22nd August, the federal capital hosted the seventh and final
Preparatory Meeting for the World Science Forum. The event was held in the
auditorium of Finatec on the campus of the University of Brasilia (UNB).
Under the theme "Science for the environment and social justice," the activities
brought together experts to discuss issues such as urban violence, science,
quality of life and social justice, challenges related to new patterns of production
and consumption, and science and metropoles. One of the sessions focused on
“cooperation and policy building for the internationalization of knowledge” and
highlighted the importance of researchers mobility.
The meeting was organized by the Ministry of Science, Technology and
Innovation (MCTI), with the participation of institutions like UNB, Center for
Management and Strategic Studies (CGEE), Catholic University of Brasilia
(UCB), Foundation for Research Support of the District Federal (FAP-DF), the
Brazilian Agricultural Research Corporation (Embrapa) and the National Council
for Scientific and Technological Development (CNPq / MCTI).
The meeting held in the federal capital preceded the Global Science Forum
2013 global event taking place from 24 to 27 November in Rio de Janeiro,
under the theme "Science for global sustainable development."

4.3.10 International Seminar on Innovation in Electrochemistry Industry approaches and Applied Research
How to use innovation to reduce costs and increase the productivity of
businesses? What should we do to be more competitive in a globalized
scenario? To answer these and other questions from entrepreneurs, Senai
promotes the 1st International Seminar on Innovation in Industrial
Electrochemistry (S3IE) on the 16th and 17th of September, in Curitiba. The
event, which will focus on applied research in the industrial context, aims to
strengthen the relationship between industry and research groups, so they can
act in a coordinated manner in the processes of innovation and technology,
induced by electrochemistry.

and electroplating - as well as researchers from these and other related areas -
the event will feature the presentation of success stories of university-industry

4.3.11 Secretary for IT Policy highlights software as centerpiece to promote innovation
The Secretary for Information Technology Policy, Virgilio Almeida, represented
the Ministry of Science, Technology and Innovation (MCTI) in the opening of the
6th International Congress of Open Source Software and Electronic
Government (Consegi) on the 13th of August. At the event in Brasilia, he
defended the need for the country to invest heavily in research and
development (R & D) and the importance of information technology (IT) on that
front.
"Innovation is key to Brazil and software is key to innovation," said Virgilio, citing
the example where IT applied to agribusiness contributed to a Brazilian
company to enter into a world ranking focused on this aspect. He announced
the launch of a call supporting open source software ecosystems, focused on
social entrepreneurship. This action, in partnership with the Ministry of Planning,
Budget and Management, is scheduled for September.

The MCTI's representative pointed out that Brazil is considered the seventh
largest IT market, a sector that topped US$ 123 billion in 2012 and has been
growing at an average of 10% per year, well above the overall economy. He
also recalled that Brazilians are open to new technologies, particularly in this
area, and are amongst the largest communities on various social networks.
Virgilio pointed out the challenge of spreading the positive impacts of these
advances. "The question is how to move forward in building a digital Brazil, and
regarding the point addressed by this event, the way free software can
contribute to that." The theme in 2013 is "Portability, collaboration and
integration."
The secretary pointed out the launching of the Strategic Services and Software
Information Technology (under the TI Maior initiative), among the main
measures of the federal government in the area.
The opening session was also attended by the Chief Minister of the General
Secretariat of the Presidency, Gilberto Carvalho, and the Defense Minister,
Celso Amorim, among other leaders and managers.
In earlier discussions, the executive secretary of MCTI, Luiz Antonio Elias,

4.4.1 Brazil and the European Union announced selected projects in the ICT field
The National Council for Scientific and Technological Development (CNPq /
MCTI) announced the joint projects selected in the context of Call MCTI / CNPq
13/2012 - Brazil - European Union Cooperation Programme, directed to the
information and communication technologies (ICT) field.
The call will allocate R$ 13 million from the Fund for Information Technology
(CT-Info), coordinated by the Ministry of Science, Technology and Innovation
(MCTI), over R$ 1.8 million from CNPq and 5 million from the European Union.
The Secretary for Information Technology Policy of MCTI, Virgilio Almeida,
announced that 64 projects were registered. He also stressed the importance of
the partnership with the European Union, due to the region's expertise in the
ICT field.
"This collaboration is very important, after all, the knowledge of our partner in
this regard is admirable. The importance of its network and tradition in bilateral
cooperation with Brazil are also salient factors that drive this program," he said
during the Americas ICT Forum, for the support of the political dialogue
between research organizations, companies and institutions developing
research and innovation in the ICT field in Brazil, Latin America and Europe.

The event, organized by the Brazilian Institute of Information in Science and
Technology (Ibict / MCTI), took place on the 31st of July in the auditorium of
CNPq, Brasilia.
According to the President of CNPq, Glaucius Oliva, joint initiatives are aimed at
strengthening the relationship between the parties involved, in conceptual
questions already aligned, with the premise of the direct result for the society.
"Increasingly, the EU has been looking outward, like Brazil, because science
has no boundaries. In previous experiments, we have had well-developed
projects. Our priority will always be the benefit to society," he said, highlighting
that funding will be full and not just aid and cost reimbursement.
The EU representative in Brazil in the ICT field, Augusto de Albuquerque,
recalled that bilateral dialogues are based on the results achieved. "From the
beginning we have concrete and well-defined topics, benefiting both sides.
There is a strong commitment of the people involved with cooperation in Brazil
to achieve results," he noted. "Brazil has shown great quality in the work. This
explains why we are working on a new, third joint call. Cooperation is achieving
good results."
Thematic lines
The winning projects are linked to four thematic lines, that were pre-defined in
the call. EUBrazilCC falls in the "Cloud Computing for Science" field and will be
coordinated in Brazil by Francisco Vilar Brasileiro, from Federal University of
Campina Grande. IMPReSS coordinated by Djamel Fawzi Hadj Sadok, from
Universidade Federal de Pernambuco (UFPE), is linked to the "Sustainable
technologies for a more intelligent society" field.
The other two selected projects fall under the "Smart services and applications
for a more intelligent society" and "Hybrid TV broadcast and broadband
applications and services." They are, respectively: Rescuer, which is
coordinated by Manoel Gomes de Mendonça Neto, from Federal University of
Bahia (UFBA), and ITV Global, with coordinator Marcelo Knörich Zuffo, from
São Paulo University (USP).
Glaucius stressed efforts to reduce disparities in the country. "Today we have
75% of the funds invested in this cooperation aimed at the priority regions in this
context: North, Northeast and Midwest. This is due to the skills and commitment
of researchers in these regions."

4.4.2 Two joint research projects on Bioenergy will be funded by FAPESP and BE-Basic (NL)
As a result of the 2012 call for joint research projects of the Brazilian BIOEN
and the Dutch BE-Basic programme, two proposals have been selected for

Steinbusch – Waste2Chemicals / WUR will study “Tailor-made biodegradable
polymers produced by bacteria from biomass.
More calls will be launched in the coming years. Moreover, two preparatory
workshops will be organised in Brazil, on sustainable feedstock production and
on integrated (downstream) bioprocessing.

4.4.3 68 fellows selected to complete their PhD in Germany
Sixty-eight Brazilian researchers were selected in the joint program of PhD
scholarships from DAAD, CAPES and CNPq. Among the 36 who have been
awarded scholarships for a full PhD in Germany, 12 will receive scholarships
from CAPES, 14 from CNPq and 10 from DAAD.
Of the 68 new fellows, 47 will have German language courses before the start
of their activities related to the doctorate. The courses, lasting between two and
six months, are offered by DAAD.
The next call for the doctoral program will be launched in January 2014.

4.4.4 CISB and Saab disclose fellows approved in the 2nd call of the Science without Borders Programme
After two months of analysis, the Swedish-Brazilian Center for Research and
Innovation (CISB) and Saab AB selected the ten winning proposals of the 2nd
CNPq-CISB-Saab call for projects under the “Science without Borders”
programme. The goal is to provide scholarships for Brazilian researchers to
have the opportunity to develop their projects in R&D centers of Saab and / or
the Swedish partner universities.
Altogether, CISB received 48 project applications from candidates from 26
universities and institutions from nine different states - an increase of 41%
compared to the first call. At the end of the call, 31 project proposals were
officialy registered on the Carlos Chagas platform, of which 10 were selected as
the winning proposals. The ten researchers will travel to Sweden in September
this year.

4.4.5 Science without Borders fellow receives award in the UK
This month, the “Science without Borders” fellow, Alandia Carla Cecilia Román,
was rewarded with the second prize in the Showcase Research of the Dentistry
Faculty of the University of Birmingham from the UK, where she conducts a
“sandwich” doctorate. She is a doctoral student in dentistry (oral rehabilitation)
in the Dentistry Faculty of Ribeirão Preto at the University of São Paulo.
In her sandwich-PhD- in England, the fellow is working on developing a new
restorative cement for endodontic use. "We are in the process of characterizing
the material, improving the physical, mechanical and biological properties. Our

goal is to obtain a material that meets all the requirements and needs of
dentistry professionals that allow greater efficiency and access to more complex
treatment at less cost for society", she explains.
Contact with laboratories and cutting-edge techniques is an added-value of
international experience, says the scholar, which she intends to apply when
back in Brazil. "Here, I have access to high tech equipment and all the highly
different techniques and methodologies, contributing to increase my knowledge
and experience in high-tech scientific processes," she says. "I will take all this
knowledge and experience with me when I return to my original program, where
I hope to continue with my research, being able to share my experience with
other researchers ."

4.4.6 Senai signs international partnerships for Innovation Institute
Senai Paraná is working with world-renowned research institutes and
universities in the development of the first Senai Institute of Innovation
Research (ISI), with the aim to applying scientific knowledge to domestic
industry. The Massachusetts Institute of Technology (MIT), the University of
Manchester from the UK, Fraunhofer Institutes from Germany, the National
Center for Electrochemistry and Environmental Technologies (CNETE) from
Canada, and the Institute Acreo from Sweden are the international partners that
will contribute to electrochemistry solutions developed at ISI to become
generators of competitiveness and productivity for industries from the energy,
construction, petrochemical, mineral and metal mechanic segments.
For the vice President of Industry Federation of the State of Parana (FIEP) and
coordinator of the Council of Industrial, Innovation and Design Policy, Rodrigo
Martins, these partnerships are essential to stimulate the development of
innovation in Brazil. "Our mission is to foster the development of industries, the
economy and consequently the entire Paraná. And we can only achieve our
goal through innovation," says Martins. "Innovation is critical to become
competitive. And these partnerships give us the vision and teach us how the
private sector can contribute to this process," he concludes.
Until 2015, 25 innovation institutes will be inaugurated across the country. The
implementation strategy is mirrored in the model used by the Fraunhofer
Society, in terms of management of their institutions, models of interaction
between industry and knowledge centers and ways of relating to the market,
which are being adapted to the Brazilian reality. The institutes, Fraunhofer IPK
and ICT, are partners of Paraná ISI working on the development of the business

4.4.7 Technology center attracts Boeing and Airbus
Designed to become a national reference on technological innovation, focusing
on aerospace and defense, the Technology Park of São José dos Campos
welcomed the two largest aircraft manufacturers in the world in the first
semester. The American Boeing and the European Airbus (formerly EADS)
groups announced that they will install on site. Besides the two multinationals,
Brazilian and Atech Visiona, both belonging to the group Embraer, have also
defined in the first semester to have operations within the park.
Airbus plans to locate some research initiatives of the group at the park in
Brazil. "The center of research and development that we will install in the park
will be a great opportunity to complete the industrial arrangement of the group in
Brazil," says the general director of the company in Brazil, Bruno Gallard.
The idea, according to Gallard, is to seize the opportunities of the Brazilian
market to develop products, services and technologies with a global vision.
"Instead of doing so within the divisions of the group outside the country, we will
focus the development of these innovations here."

5.2 The EU-LAC Foundation’s calls
5.2.1 First call for research projects
The EU-LAC Foundation is calling for research projects on topics concerning
the bi-regional relationship. This new Open Call will be held twice per year,
once in spring and once in autumn.
Eligibility: Both, single researchers and consortia of researchers, from the EU
and Latin America and the Caribbean (LAC) can participate. Applicants must be
affiliated with an EU or LAC research institution and propose a research project,
to be carried out in English or Spanish, related to the bi-regional relationship
and/or related to bi-regional cooperation. A sponsorship of up to € 30,000 will
be awarded to the winning proposal.

5.2.2 Call for Expressions of Interest: Study on “Latin America, the Caribbean and Central and Eastern Europe – Potential for Economic Exchange”
The EU-LAC Foundation is seeking expressions of interest from researchers to
carry out a study on the potential for economic exchange between the countries
of Latin America and the Caribbean (LAC) and those of Central and Eastern
Europe (CEECs). The study should consider economic actors on both sides of
the Atlantic and their needs, as well as the framework constituted by the trade
agreements between the EU and different LAC regions and countries.

What is the Dahlem Research School (DRS)?
The DRS is the Center for Junior Researchers at Freie Universität Berlin - a

extraordinary array of disciplines.
Since 2011 the Dahlem Research School provides fellowship opportunities for
Postdoctorades, which are co-financed by the German Excellence Initiative and
the Marie Curie Program of the European Commission.
The new DRS Incoming Postdoc Fellowships for highly-qualified postdocs are
offered to researchers from all disciplines with a completed doctorate and
international research experience. Applicants have to propose a project plan
based around the research fields/ key topics of the participating Excellence

5.3.2 Germany - Falling Walls Lab São Paulo: call for innovation projects
Until 26 August, young researchers and innovators can submit their research
and innovation projects for the second Brazilian edition of the Falling Walls Lab,
which will take place on 9 September 2013 in São Paulo. Master’s students,
PhD candidates, post-docs, young professionals, and entrepreneurs under 35
years of age are welcome to apply. The most creative idea with higher
economic, social or environmental impact will represent Brazil in Berlin, in the
global edition of Falling Walls Lab, in November. The Brazilian event is part of
the German Year in Brazil 2013-2014 and, for that reason, holds a partnership
with the German House for Science and Innovation São Paulo (DWIH-SP) and
also with the Presbyterian University Mackenzie.
The Falling Walls Lab offers young academics, professionals and entrepreneurs
the unique opportunity to present new concepts in 3 minutes each to a
distinguished jury from academia, research institutions and business. Innovative
research approaches and business ideas from all disciplines are sought, as well
as ideas and initiatives tackling societal issues.
In the Brazilian edition, the winner and the second-placed candidate of the
qualifying Lab will receive scholarships to travel to the Final Lab on 8
November 2013 in Berlin and a tickets to attend the Falling Walls Conference

5.4.1 CAPES and ICRANet offer opportunities in astrophysics
Within their Memorandum of Understanding, the International Center for
Relativistic Astrophysics Network (ICRANet) and the Brazilian Federal Agency
for Support and Evaluation of graduate education (Capes) offer the following
opportunities to PhD and post-doc students as well as researchers:
IRAP PhD CAPES-ICRANet Programme
Each year, five fellowships for Brazilian students will be granted. Each
fellowship will last for three years with the final PhD degree jointly delivered by
the academic institutions participating in the programme.
In addition to this program, every year there will be the Erasmus Mundus Joint
Doctorate Program with the call deadline middle of February and the
traditional IRAP PhD Program with call deadline 30 September.
CAPES-ICRANet Visitors Programme to Brazil
A visitor program for senior scientists from ICRANet centres in Asia, Europe,
and USA to Brazilian universities and research centres has been opened. This
programme is specially directed to senior scientists who have given
fundamental worldwide recognized contributions to the field of relativistic
astrophysics and cosmology. During their stay in Brazil, scientists will visit
universities and research centres associated with ICRANET. Each visitor can
spend up to three years in Brazil and each year up to three months. Five
positions will be available each year and the applications are opened during
the entire year.
CAPES-ICRANet Visitors Program to Europe
A program to promote scientific visits of university professors and research
scientists from Brazil in ICRANet centres in Europe has been established.
During their stay in the ICRANet centres, the scientists will be able to visit the
universities and research centres associated to the IRAP PhD Program. Visits
addressing both theoretical research and observational activities in ICRANet
related centres are welcome. Particularly encouraged are research activities
synergic with the IRAP PhD Program through the interaction with IRAP
graduate students and Faculty Professors. Each year five positions are
established, each one of the duration of five months per year. Applications are
opened during the entire year.
CAPES-ICRANet Postdoctoral Program
Four two-year postdoctoral positions in ICRANet Centres in Europe and Asia,
and five two-year postdoctoral positions in Brazilian universities and research
centres with signed collaboration agreements with ICRANet and/or with
associated scientists to ICRANet, will be opened every year. The deadline for
the application is 1st September of each year. All topics related to theoretical
and observational activities or data analysis in relativistic astrophysics and
cosmology are welcome.

5.4.2 Brazil – UK: PhD in Manchester funded by SwB
The CNPq and the Faculty of Engineering and Physical Sciences launched a
call for full-time PhD at the University of Manchester in the following areas:
Chemical Engineering & Analytical Science; Chemistry; Computer Science;
Earth, Atmospheric and Environmental Sciences; Electrical and Electronic
Engineering; Materials; Mathematics; Mechanical, Aerospace and Civil
Engineering; and Physics and Astronomy.

5.4.3 Brazilian Programme for Post Graduate Students (PEC-PG) selects foreign fellows for masters and doctorates
The Program Student-Agreement Graduation (PEC-PG) offers scholarships to
students from developing countries with which Brazil has cultural, educational or
scientific cooperation agreements, for graduate studies in strictu sensu areas
(masters and doctorate) in Brazilian Higher Education Institutions (HEI)*. The
central goal is to provide the necessary training so that the student can
contribute to the development of their country. The program is jointly
administered by the National Council for Scientific and Technological
Development (CNPq / MCTI), Cultural Department (DC / MRE) and
Coordination of Improvement of Higher Education Personnel (CAPES / MEC).
Postgraduation program selects foreign fellows for masters
PEC-PG is selecting foreign scholars to carry out postgraduate studies at the
master level in public and private higher education institutions. The
selection will be made by CNPq Call No. 025/2013, in order to improve the
qualifications of professors, researchers, professionals and graduates of higher
education. Approximately 100 scholarships will be funded by CNPq. In total, R$
3.6 million will be made available for this action. The flight ticket to return to the
capital of the country of origin or residence of the student will be granted by the
Ministry of Foreign Affairs.
The grants are directed toward the academic master's level in any academic
field. The monthly benefit will be granted by CNPq, for a maximum of 24
months, not extendable, starting from sending all required documents and
implementation of the scholarship and the agreement, with values and
standards established by CNPq.

PEC-PG will grant up to 200 scholarships to students from other countries
to obtain doctorate in Brazil
On the 6th of August, the “Coordination of Improvement of Higher Education
Personnel” (Capes) released the announcement No. 62/2013 regarding the
selection of doctoral candidates for the PEC-PG. 200 scholarships will be
awarded in Brazilian public or private higher education institutions.

Southampton
FAPESP and the University of Southampton, in the United Kingdom, jointly
launched a public call for proposals for researcher exchange.
Eligibility:
In Brazil: principal investigators of ongoing research projects funded by
FAPESP within the following schemes: Regular Research Awards, Thematic
Projects, Young Investigators, Research, Innovation and Dissemination Centers
(CEPIDs/RIDCs), Public Education Research Program, Research in Public

On the British side: Researchers affiliated to the University of Southampton.
