Examples of actions to be carried out: – Assist countries in developing national e-strategies– Assist countries in establishing multi-stakeholder

and public/private partnerships– Develop strategies on the use of ICTs for

• Assist governments in establishing multi-purpose community public access points

• Develop and provide capacity building programs to develop skills in the use of ICTs, to create critical mass of skilled ICT professionals

• Assist governments in preventing, detecting and responding to cyber-crime and misuse of ICTs, including spam

• Assist governments in establishing legal, regulatory and policy environment conducive to ICT development

• Assist governments in developing ICT applications

How to participate in the process ?

• Contributions can be made at any time, in writing, to the WSIS Executive Secretariat and will be posted on the website (www.itu.int/wsis)

• Stakeholders (private sector, civil society and multilateral organizations etc.) can speak during the meetings at the equally allocated time/slot*

*The speaking slots can be allocated internally (e.g., five multilateral organizations can speak on a certain day),

which requires some advance thought and coordination by similar-types of stakeholders

Considerable synergies between WSIS Digital Solidarity Agenda, and ITU mandate and programs

Next steps: Detailed assessment of results from ITU

perspective Establishment of ITU strategy and

implementation plan: • Stocktaking of current and ongoing activities• Development of new activities and partnerships• Involvement of General Secretariat and 3 Sectors,

particularly ITU-D Sector, including Regional Presence Report to the ITU Council in June 2004

• Facilitate ICT infrastructure and access through various development projects and programs

• Develop common interoperable international standards to ensure access and security.

• Provide assistance for various ICT applications including electronic transactions, e-commerce inter alia

• Organize a series of seminars and meetings: e.g.,– Internet Governance held in February 2004 at

http://www.itu.int/osg/spu/spam/index.phtml– Intellectual Property Right planned– Security & Confidence as a theme at ITU

and modules3. Building competence of staff through various

forms of training-HRDs4. Direct assistance for specific needs, sub-

etc. Objective: Assist APT countries in extending

telecom and ICT services to areas where such services may not be widely accessible to the general public, through the establishment of self-sustaining community telecentres.

Main activities:1. Promote rural access point that are sustainable and

community-based2. Make use of carriers in each of countries to provide

connectivity3. Negotiate resale of services with carriers so that

telecentres can generate incomes

Partnerships: ITU and Finnish Government Potential extended partners: UNESCAP,

APT etc. Objective: Provide ASP countries with

harmonized ICT strategies through carrying out a feasibility study.

Main activities:1. Conduct a survey in the ASP region to

determine current status, activities and structures related to ICT strategies;

2. Access the feasibility for a regional project to assist the individual countries in consolidation of their ICT structures

3. Define a feasible regional approach and resources required to provide the support

Objective: Synergize opportunities from various partners to allow young graduates and staff to be better equipped with ICT skills and knowledge in ASP.

Main activities:1. Create networks and partnerships2. Identify ICT-related projects, activities, researches

and courses3. Provide job opportunities to young graduates/staff

based on gender equality4. Input the lessons/outcomes to the 2nd WSIS in

2005.

Objective: Upgrading the current spectrum management software and assist the developing countries in establishing their own national frequency management system.

Main activities: 1. Upgrading the WinBASMS, as per instruction

given in WTDC-2002, WTDC-98 Res. No. 9,. to resolve the Winbasms limitations.

2. Present the upgraded Winbasms to interested countries.

Cambodia between ITU-ADB Objective: Provide ASP countries with regulatory

tool-kits and hands-on experiences Main activities:

1. Develop regulatory frameworks (e.g., licensing, competition safeguard, interconnection, spectrum etc.) and

2. Post them in the ASP/COE websites3. Organize face-to-face and on-line training

programs.
