What is a Pillars Assessment

Based on the EU Financial Regulations, the European Commission can decide to entrust government bodies and international organisations to carry out budget implementation tasks as a special form of cooperation. Before entering into this cooperation in so-called indirect management mode, organisations must ‘pass’ an assessment of key processes by an independent auditor. The assessment of these processes aims to provide assurance to the Commission that an organisation has the capacity to manage EU funds on their behalf.

While the first three pillars are mandatory, the assessment may cover up to seven pillars.

The results of the assessment are then summarised in an assessment report which concludes on the organisation’s compliance with requirements for each applicable pillar. The European Commission will use the independent auditor’s assessment report to decide whether to enter (or not) into indirect management with an organisation.

Full-fledged compliance assessment

As part of the small list of accredited independent auditors selected by the European Commission’s DG for International Cooperation and Development (DevCo), EY can perform fully the obligatory Pillars Assessment. We will apply the assessment methodology approved by the European Commission and provide you with the report needed for the Commission’s decision on the eligibility of your organisation. This assessment report will contain a description of findings and recommendations, a conclusion for each pillar and a roadmap for improvements in key areas.

Gap analysis

Prepare for an assessment of indirect management cooperation with the European Commission. Our gap analysis will help you identify the non-compliant areas of each pillar. It will point out existing weaknesses and propose a roadmap with immediate remedial actions. It will allow you to identify and perform the needed improvements in advance, before you undergo the Pillars Assessment. In short, our guidance will help you reach the level of maturity for each pillar before you are at risk of being non-compliant.
