• A New Beginning and a New Team

Page 5: EU Funding for Industry: European Space Agency

New Horizons• EnBio CCO made initial steps in Q4 2008

• Checked ESA EMIT’s Invitations to Tender• Both Open and Intended invitations

• Responded to a number that were Titanium related

• Anti-corrosion; Wear resistance; Pigmenting/Blackening; etc

• Enterprise Ireland Role• Ensured pitches were directed appropriately in ESA

• Organised meetings between ESA and EnBio

• A €300k Work Program resulted by December 2008• Black surface for Thermo Optical properties

Solar Orbiter

To perform close-up, high-resolution studies of our Sunand inner heliosphere, Solar Orbiter is intended to bravethe fierce heat and carry its telescopes to just one-fifth of Earth's distance from our nearest star.

And on it goes……….• June 2012 ESA approach EnBio with another request

• Need alternatives to incumbent white surfaces for solar reflection –

• Seeking improved thermo-optical performance

• Striving to overcome problems with:• White darkening over time causing reduced efficiencies

• Coating delamination – flaking off the surface• Decreased reflectance

• Particulate damaging instrumentation

• Poor surface conductivity causing static build-up

• A €100k Work Program put in place to research the possibilities

• We fully engaged UCD & took on a PhD student in ceramics

• Kicked off program in July last year • Within 1 month we had produced 2 options in a pilot plant in UCD

• Quickly narrowed to 1, which we developed over next 9 months

• This product – Solar White – is undergoing final test in UK• All tests passed and no problems anticipated with final test

• Major excitement in the ESA community

• A further production facility planned and proposal submitted to ESA

• This is being discussed between EI and ESA in Paris today!

EI SnapshotIreland’s Space Strategy - December 2010• Ireland co-ordinates its space activities through ESA • Member state since 1975, • Engaged in a range of ESA Programmes including;

• Space Science Mission Programme• Earth Observation Programmes• Satellite Navigation Programmes (Galileo, GNSS evolution

Programmes• Space Transportation Programmes (Ariane 5 and associated

programmes)• Future Launchers Preparatory Programme (FLPP)• Satellite Communications Programme, (ARTES)• Space Science Experiments and scientific payloads (PRODEX)• European Life and Physical Sciences Programme (ELIPS)• General Support Technology Programme (GSTP)

EI Snapshot

The key objectives of Ireland’s membership of ESA are;

1. Support the development of a high technology industrial sector in Ireland that supports the European space programme and that can exploit global space market opportunities.

2. Support the development in Ireland of a dynamic research community in space research, as well as in a number of space related technology domains.

3. Promote the use of space based systems for commercial and societal needs.

4. Manage ESA Geo-return (fair return to donating countries)

European Space AgencyToday space activities are pursued for the benefit of citizens, and citizens are asking for a better quality of life on earth. They want greater security and economic wealth, but they also want to pursue their dreams, to increase their knowledge, and they want younger people to be attracted to the pursuit of science and technology. I think that space can do all of this: it can produce a higher quality of life, better security, more economic wealth, and also fulfil our citizens' dreams and thirst for knowledge, and attract the young generation. This is the reason space exploration is an integral part of overall space activities. It has always been so, and it will be even more important in the future.

ESA Director General

ESA INDUSTRIAL POLICY• Meet ESA program needs• Promote Space science, research and technology, and applications

for exclusively peaceful purposes • Co-ordinate ESA's technological & research activities with EU focus• Increase the competitiveness of European industry internationally• Develop the capacity of European industry to efficiently and

economically react to market demands • Harmonise tasks between European and national space activities.• Foster the participation of SMEs in ESA procurements by restricting

some actions to SMEs only and encouraging non-SMEs to team up with SMEs

• Set rules relating to geographical distribution or fair return - ratio between the share of a country in contracts and its share paid to the Agency by the end of a given period.

ESA devotes much time and effort in trying to meet all these requirements while maintaining technical excellence and economy.

ESA ProgrammesMandatory: (based on GNP contributions)

• Scientific Programme to achieve excellence

• General Budget for internal functioning and R&D activities

• Technology Research Programme (TRP) for basic technology

• General Study Programme (GSP) to explore new avenues

Optional: (Member States contributions for specific interests)

• Human Space Flight

• Microgravity research

• Earth Observation

• Telecommunication

• Satellite Navigation

• Launchers

• Exploration

Page 18: EU Funding for Industry: European Space Agency

ESA Snapshot

• ESA’s budget for 2011 was 4 billion Euro.

• Close to 85% of this budget was transformed into contracts with European industry mainly for research and development activities.

Doing Business with ESA

EMITS

EMITS is ESA’s web-based system for publishing (competitive)

Invitation to Tenders (ITT). It includes inter alia:

• A list of intended ITTs: potential bidders may declare their interest and see other bidders

• Many technical, administrative and contractual standards and documents (General Tender Conditions, General Clauses and Conditions for ESA Contracts, PSS-A forms, engineering standards etc)

• Competitive ITTs

• Competitive ITTs published by ESA on behalf of other entities

Request for Quotation (RFQs) is the term used for direct

negotiations.

Page 20: EU Funding for Industry: European Space Agency

ESA Engagement• EMITS Registration

All Companies, Institutes and Universities that wishes to

do business with ESA are required to register as “potential

bidders” and EMITS users.

• All the relevant information can be found on:

www.esa.int/industry

or

Page 22: EU Funding for Industry: European Space Agency

Ensure Participation in ESA Programmes• Review EMITS ITTs regularly

• Pay special attention to the special procurement clauses C1-C4 and also to announcements made on EMITS under “Entities”

• Communicate your interest, via EMITS, to participate in the corresponding ITTs

• Contact potential partners identified via EMITS

• Respond to Invitations to Tender announced via EMITS

• Acquire and maintain an up-to-date knowledge of ESA’s programmes, activities, organisation and methods of operation
