ETSI Views on Smart City StandardsDigital Transformation is impacting everyone, and every SDO,so collaboration and interworking is extremely important• ETSI believes in modular end-to-end solutions & interoperability• ETSI focuses on ICT and Sustainability aspects (including life cycle)• ETSI work extends over nearly the full stack of ICT specifications

including end-to-end security and privacyETSI wants to collaborate with other SDOs to provide Smart Cities and Communities with:• The best overviews of available technical standards• The best possible interoperability between platforms/technologies• Low risk and extensible solutions, suited to the cities and citizensSmart Cities & Communities (SCCs) deserve our dedicated support• …most of us on the planet will be living there

Smart Cities/Communities Views?1. Connectivity, there is plenty to choose from2. Open data is starting to happen, cautiously3. Projects often turn-key, not mandating common

standards and not taking full account of user needs4. Cross application use cases drive interoperability5. Scales up only if clear value / business proposition6. No single platform for IoT will dominate7. Risky & huge range of choices for Cities & Communities!

Dependability and data security are crucial.

13

Highlights from ETSI: standards for citizens

Standards for Citizens• ETSI begins a two year project to improve

Citizen/Consumer issues in standards for Smart Cities and Communities• Individuals (or global SDOs) should reply to online questionnaire

• TC eHEALTH Whitepaper #29 and responding to ICT Rolling Plan • SC User has optimized a "user centric approach in digital ecosystem“ modelStandards for Communities• ISG OEU and TC ATTM SDMC are creating key specifications

for common city procurement issues: e.g. for 5G on Lampposts• ISG CDP (City Digital Profile) refocuses on the view of City CTO

with whitepaper for the City Mayors + value of standardssolutions (rather than proprietary/vertical)

Page 13: ETSI Standards for Smart & Sustainable Cities and ......eHealth E R M A T T M ISG ARF ITS N R EMTEL C SMART CITIES can choose a combination of multiple standards to help create e.g

Highlights from ETSI: efficient connectivity

Personal Networks• SmartBAN

Reliable local networks• TC DECT uses restricted spectrum + reliable and penetrates walls

15

Highlights from ETSI: Interoperability

IoT Platforms and Interoperability• TC SmartM2M examines verticals and contributes to oneM2M

e.g. Smart Elevators, Smart Agri-vehiclesSemantic Interoperability• TC SmartM2M coordinates work on SAREF common ontologies• ISG CIM works on exchanging context information using NGSI-LD

17

Joint Activities for the Global SDOs

1. Create a joint and public overview of existing specifications(mirrored on all our SDO websites ?)

• Isolated example activities done in e.g. ITU-T, or CEN/CENELEC/ETSI Sector Forum for SCCs (SF-SSCC), etc, but not “jointly and publicly”

2. Expand the separate training/tutorial activities to includea jointly created insight for Smart Cities re specifications… from concept, to guidelines, to requirements,

to standards selection, to procurement, to operations and management, to KPIs

3. Celebrate the success stories, where standards-based solutions are deployed and run with citizen satisfaction(Create appropriate surveys, awards, commendations, …)

“Can we please just agree here on three things …?”

TC DECT

Standards for license-exempt short/mid range radio communications

TC DECT has currently 3 evolution paths related to IoT solutions

• DECT ULE is a low power consumption technology intended for battery

operated devices such as sensors and actuators.

• DECT evolution is a mid-term program intended to explore the limits of

TDMA/FDMA technology by adding new modulation schemas, channel

coding, and reduction of latency

• Currently it has captured the interest of some industry sectors (content industry)

• DECT-2020 is a new state-of-the-art radio interface based on OFDM and

MIMO (up to 6x6) intended to fulfill IMT-2020 requirements

• Preliminarily submitted to ITU-R SG5 WP5D #30 at Cancun. Currently one of the 5

IMT-2020 candidates

TC Human Factors for Citizens (STF561)ETSI started a Technical Report on Citizen/Consumer issues in relation to Smart Cities and Communities• Two-year project =

recommendations to improve cities’ engagement with standards• We believe citizen requirements are insufficiently considered in

standardization• We are consulting widely, and would like to involve global SDOs;

please reply to online questionnaire• Web meetings planned + open meeting to discuss draft Report• Visit us at www.standards4citizens.etsi.org

TC SCPHome of the UICC, the security platform of the SIM, …

Security is essential for the functioning of a Smart CityThe question: Is a “traditional” UICC a solution for all those new requirements ?

• Complexity, cost of product, size of hardware

The solution: The new Smart Secure PlatformObjective: better integration of the UICC into the specific use cases

• SSP is modular platform offering core features plus options chosen at deployment based on the use case

• e.g., sensors in an IoT application may not need fully fledged UICCs, ...• SSP is an open platform for multiple applications• SSP offers choice of protocols (SPI, I2C, …), choice of hardware, new file

system, supports existing features (contactless, Toolkit, …) and is fasterFirst realisation: The integrated SSP• Integration of the functionality of the UICC into a System on Chip (SoC) solution• Reduction of the number of chips -> deeper integration, less space

SoC incorporating the various form factors of the UICC

TC SmartM2M (and SAREF)

SmartM2M = center of competence for IoT standardization in ETSI

• Since 2009 it develops IoT standards and promotes their

globalization in oneM2M

• Supports oneM2M, in terms of promotion, testing support and

pre-standardization.

• Support the European industry and institutions on the

identification and adoption of IoT standards, building a common

solution around the oneM2M/SAREF framework

• Contributes into AIOTI and the H2020 Large Scale Pilots

• Coordinates with ETSI activities in IoT area (CYBER, SmartBAN,

ITS, EMTEL, CIM, etc)

SC USER

ØUser Centric means, that the user constrains the whole environment in contrary of the application (application centric), the network (network centric), or the systems (system centric)àThe user is in heart of architecture “Anywhere/anytime/anyhow, every service and everyone”

Ø The new uses induced by mobility, user centric, IoT, Smart cities and organizations (Cloud / Fog / Dew) lead us to introduce more dynamism in the APIs, that is to say, that the cooperation between all the actors of the ecosystem is more fluid and more reactive temporally to have not only the agility but also the consistency and quality of service desired

Ø As a Service : The model as proposed aims to allow agility and flexibility in the composition of service offerings and thus allow customization and adaptability necessary for all users and the new digital sphere.
