SHORE OPERATIONSAIR OPERATIONS Warfighter Support - C-26 operations flew 900+ hours ISO

CNE-CNA-C6F, CNREURAFSWA, MWR, various high profile DV's, and mission essential personnel.

Directly supported numerous high-level inspection teams and DV's to include: the Naples area IG visit, the Hon. Nancy Pelosi, SACEUR, and GEN Martin Dempsey, CJCS.

Supported 848 air terminal flights involving the movement of 3,484,000 pounds of cargo and over 15,000 passengers.

Fosters Cooperative Relationships - Multiple interactions for refining Italian Air Force requirements to seamlessly fly within the AOR. Improved relations through several local ITAF airfields, as well as the sharing of pertinent metrics to track BASH awareness. Attended the U.S. Forces CY16 Annual Training Planning Conference in Rome to further facilitate a harmonious operating environment between all airfield operations and the Italian Air Force.

Unit Morale/QOL. Numerous facility upgrades to the Air Terminal for first conveyance to arriving NSA Personnel; preventive flight apron maintenance and interior repainting, and a robust USO facility hosting all rotator flights and hosting a base-wide free lunch every week.

GSE: Completed a successful MPA in 2015. Many of the previous programs that were graded as "Off-Track" or "Needs More Attention" during the 2014 AMI were upgraded to "On-Track". Spearheaded the effort to move Naples GSE under CNE-CNA-C6F architecture for better procurement services and cost saving end-strength initiatives.

Ground Electronics Maintenance Department (GEMD): Procured 4 new flight line transceiver consoles (Command PLUS units) used by Base Ops, T-Line, and the ODO lounge to replace antiquated units. Successful completion of bi-annual NATOPS inspection with zero major deficiencies noted. Facilitated the establishment of an MOA with Aviano AFB for the calibration of GEMD's test equipment.

FIRE AND EMERGENCY SERVICE (F&ES) Forward leaning programs include:

o Completed a Health and Safety Officer and Incident Safety Officer class, ensured department compliancy w/ national and DoD requirements.

o Trained & certified 13 ABHs to Driver/Operator/Pumper Apparatus to enhance the capability of our personnel.

o Developed partnership with local Vigili del Fuoco Fire Department for first ever participation in shared visit to review resources and initiate foundation for future development of mutually procured $180K structural fire training prop to provide realistic training.

o Installed Public Access AEDs as a COMREL project to save the installation and the department installation costs.

o QOL - developed a computer study room and a day room for shared use for military and local national firefighters.

o Fire Prevention Program has been extremely successful and offered additional fire station tours and fire prevention night activities. These programs have led to a more informed base population and better trained more qualified fire personnel. In total F&ES had a direct impact on 5000+ personnel

Awards/Recognition 2015 'Best in the Med' during the annual NATOPS inspection.

Numerous formal ‘Bravo Zulu’ personal thanks from various NATO General Officers, multiple protocol staffs, celebrities performing for MWR, and visiting operational detachments.

FACILITIES MANAGEMENTPUBLIC WORKS DEPARTMENT (PWD) PWD Naples executed over $86M in public works products and

services in support of over 8,500 military, civilian, dependents and local nationals on an Installation covering 11 geographically discrete sites across nearly 1,400 acres and 6.5 million square feet of building space with a plant replacement value of $1.8B.

Five infrastructure studies were conducted totaling $381K:o HVAC and power redundancy study at various buildings, Capo

and SATCOM o Seismic studies for various buildingso Blast wall requirement study between flight line and C4Io C4I grounding studyo Water Wells Assessment [Carney Park (CP)]

The following design-only projects, totaling $560K, were awarded in order to collect construction documents and specifications for follow-on construction projects:o Modification to the Reel Time Theater (SS)o Medium and Low voltage electrical distribution system (CP)o Electrical power conditioning at the SS USNHo O'Rhys Pub extensiono Carney Park golf course maintenance shop structural repairo Security building renovation o Special Project: Protect critical equipment from wet utility

systems (C4I)o Hanger bay roof re-engineering design

PWD Naples managed over $7.2M in base operating support (BOS) contracts, supporting more than 50 tenant commands.

PWD Naples executed 52 projects by in-house shops forces totaling $840K in labor and material while also completing over $5.3M in Service Calls and Preventative Maintenance.

Drinking Water successes included continuation of a Monthly Installation Drinking Water Quality Board (IWQB) chaired by the ICO. The board focuses on improving management processes and controls, as well as identifying and correcting deficiencies. During FY-15, 3 major drinking water deficiencies were closed and significant progress was made toward resolving the remaining 5. These 5 significant deficiencies were identified during the 2014 tri-annual drinking water sanitary survey conducted in July 2014. No additional deficiencies identified during the tri-annual survey is reflective of the IWQB’s success. NSA Naples also completed a $225K project to construct a drinking water treatment system at Olde Mill Inn, Gaeta, marking a significant milestone in providing quality drinking water at this remote site.

PWD Naples had 71% retention in their military ranks in the past year, including five reenlistments and four approved rate conversion packages. PWD had three sailors receive their degrees (one associate’s, one bachelor’s, and one master’s), 14 completions of Navy COOL, and two completions of USMAPS, along with 10% advancement over the past two cycles. PWD is over 840 days ARI-free and over 1070 days DUI free (and counting)!

Awards/Recognition 5 Star Zumwalt Award for Navy Gateway Inn & Suites (NGIS).

Overseas, NGIS Naples’ staff face unique challenges associated with the ever changing currency exchange rates, coordinating with

local contractors, importing supplies from the US, and obstacles that state-side Navy Lodges are not accustomed to.

PWD Naples nominated for the Gold Award for the SECNAV Small Shore Awards in FY14 (nomination results in FY15).

CNIC & NSA NAPLES’ SHARED VISIONFLEET NSA Naples supported the operational fleet with not only superior

service, but aggressively implemented prudent and environmentally friendly cost-saving measures.

FIGHTER During an era of fiscal constraint NSA NAPLES has continued to

answer the needs of the warfighter on-duty and off. FAMILY Naples sets the CNRE STANDARD for Quality of Life, supporting

2,607 personnel residinf on base and over 5,313 personnel off-base. Provides MWR, Commissary, NEX access for 21 NATO Nations.

MISSION SUPPORT

PWD Naples made significant strides in FY15 improving the reliability and mission readiness of the primary command, control and communications facility for the integrated CNE/CNA/C6F Component/Fleet Commander staff. Over $250K of emergent and planned repairs were made to the C4I facility, greatly reducing the number of utility system failures and false alarms, which had previously impacted building occupants in prior years. In addition, PWD developed the scope and awarded the design for a $4.5M Special Project that will address long-term critical infrastructure vulnerabilities in the C4I facility. This project was selected by CNREURAFSWA as the #1 Region Special Project for FY18, the design is awarded and will be positioned for earlier execution.

NSA NAPLES DETACHMENT (NSAND) GAETA) Port Operations Division successfully managed two harbor

movements for C6F Flagship USS MOUNT WHITNEY (LCC 20), four harbor movements for visiting US ships, and 24 movements of over 13 visiting NATO and host-nation ships.

N5 coordinated with the NSA Tax Free Program Administrator, NAVFAC, the DLA SeaCard Program Office and FLC Sigonella (Code 200) to facilitate a solution to the fuel procurement issue for Port Operations/Harbor Security Boats in Gaeta. Both an interim and permanent solution were staffed and implemented. Ultimately facilitated the procurement of Swipe-Sea Fuel Cards for the port operations at NSA Naples Det. Gaeta. Gaeta now has a Swipe-Sea Card for each of its Harbor Security Boats and Service Tugs, eliminating all previous refueling issues.

SUPPORT ELEMENT Global Mission Support. U.S. Navy Support Element (NSE),

Headquarters, Allied Joint Force Command Naples’ (JFCNP) staff coordinated with Headquarters, U.S. European Command (EUCOM) J-1 for the selection and assignment of all 12 staff members from 12 different international locations in 4 countries for assignment to Standing NATO Maritime Group TWO (SNMG-2), an integrated maritime force occurring once every 7-to-9 years. The NSE staff personally established reporting procedures for this unique embarked one-year, forward deployed Staff rotation, ensuring all travel plans were choreographed, directly enabling SNMG-2 to operate 100% manned, on-station, on-time in support of European crises operations. NSE completed this and all assigned missions while 66% manned with a 22% increase in Navy billets.

Operating Forward. NSE proactively sought and received formal approval for procurement and wear of NWU Type-III uniforms for all U.S. Navy Sailors assigned to 14 different NATO UICs. NSE was directly responsible for acquisition and issuance of 75

deployable uniforms and components valued at $114K allowing all designated JFCNP NATO billets to be in deployable uniforms in-time to assume the NATO Response Force (NRF) 2015 period and subsequent Headquarters deployment to Cincu, Romania in support of Exercise Trident Joust ’15; NATO’s first ever, full deployment of a NATO Joint Force Headquarters.

NSE was requested, by-name, on behalf of CNE-CNA to request procurement approval for NWU Type-III uniforms for 138 deployable Sailors at 15 NATO UICs in 7 countries, outside of CNIC and command responsibilities.

CENTRAL MOTOR VEHICLE REGISTRATION OFFICE CMVRO program conducted a full program realignment from

FLC/Supply to N5/IBM Department. Employee training was developed to facilitate the change in operating hours and the advent of "Appointment Only" services Monday thru Thursdays (Fridays are reserved for walk-ins). Appointment scheduling is smooth and the implementation has virtually eliminated customer wait time.

General Services Fund (GSF) office completed its semi-annual audit with no discrepancies noted. The audit was conducted by the CNREURAFSWA Internal Review/Inspector General's office.

ENERGYPWD PRESENCE. PWD greatly improved NSA Naples' energy

conservation efforts through the ‘Biggest Loser Energy Competition’ in July of 2015. Utilizing an aggressive public affairs campaign, aided by focused leadership and an informed group of NSA and tenant command building energy monitors, NSA reduced consumption by 3.8% in the month of July (compared to July 2013 and 2014 and adjusted for weather).

QUALITY OF LIFENSA Naples fundamentally understands that its first duty is to the tenant commands and their operations. That said, we fervently believe that Quality of Life (QOL) is just as important as the traditional mission support. QOL efforts are a force multiplier and allow all of our personnel to work harder and better when they are on the job. PWD Naples completed 18 projects valued at $4.8M in FY15.

PWD Naples continues to execute 42 active construction and maintenance projects valued at over $9.6M, including:o Quality of life (QOL) projects:

o Trash pad expansion across 24 locations (SS)o Replace 246 doors at Unaccompanied Housing (SS)o Renovate Baths at Bldgs. 525 & 545 (Carney Park)o Construction of new post office box centero 72 Kitchen renovations for NGIS suites (Capo)o Painting interior of NCIS spaces

NSAND GAETA Oversaw a successful and accurate COLA survey, directly leading

to a Gaeta OCOLA increase of over 50%.USO NAPLES

Over 3,000 service members, families, and in-transit passengers served monthly in our two locations, on Support Site and in the Air Terminal on Capo.

Installed wifi to support full flights of in-transit passengers (250+). This project benefits the in-transit troops and families to connect to family and work during lengthy travel.

Over 3,000 hours of volunteer service - averaging over 90 hours of volunteer service each.

80% of USO Naples volunteers are unaccompanied junior service members, providing an important connection for the Sailors to be engaged, meet peers, and earn volunteer hours.

Offers approximately 12 daily tours each month on Friday night, Saturday, Sunday, and holidays. These tours range from local sites such as Pompeii, the islands of Ischia, Capri, and Procida, Rome, Matera, local wineries, local farms, and more.

Offered over 20 extended tours in FY15 including weekends in Florence, Venice, Tuscany, and Perugia in addition to lengthy trips to Oktoberfest, French Riviera, Zakynthos, Santorini, Carnevale, Prague, Paris, Budapest, Christmas Markets, Prague, Transylvania, and Amsterdam.

USO Naples hosts over 150 events each year including weekly food programs, monthly single sailor dinners, monthly outreach at Area Orientation and at the USN Hospital, large annual events, and the USO Lounge open daily and during AMC flights. Others include:o Family - Free Bingo Nights, Naples Got Talent, Support of

MWR’s Easter Eggstravaganza and Halloween Spooktacular, Free Mother’s day Portraits, USO Summer Fest, Princess and Pirates Tea Party, Super Hero Celebration Day (NEW PROGRAM), Support of Festa Americana, Support of Back to School Block Party, Free Monthly BBQ on Support Site, USO Jazz Under the Stars, USO Holiday Brunch, USO Winter Wonderland, Free Photos with Santa, Discounted/Free Family Tours (ex: Free Tour on Veteran’s Day to WWII memorial at the Abbey Montecassino).

o Single Sailor - Taste of home nights, Single Sailor BBQs, Trivia and Nachos, Barracks outreach, Open Mic Night (NEW PROGRAM), Dodge Ball Tournament, Weekly food programs at the Capo Air Terminal Lounge, Tacos for Troops, Beach Day in Gaeta, Paint Ball Tour (NEW PROGRAM), Christmas Eve Mass at the Vatican, and Holiday deliveries of homemade treats.

o Recognition - Sailor of the Quarter Recognition, Sailor of the Year, Reenlistment Certificates, Patrolmen of the Month, Discounted Command Outings, Welcome homes/Deployment.

o Fleet Visits - Providing services to over 6,000 deployed sailors annually. Services include tours, local information, free maps, phone cards, Operation Mail Card, personal items, home-baked sweets, snacks, Fourth of July, and a BBQ on-board USS ROSS (DDG 71).

o Mobile Outreach - Free lunch barbecues and outreach to Army Soldiers stationed at Italian Grazzanise Airbase, for sailors and troops at JFCNP, and for USS MOUNT WHITNEY (LCC 20) Sailors and families in Gaeta.

NSA ADMIN NSA Naples had 120 eligible Sailors that took the March 2015

Navy Wide Advancement Exam, resulted in 41 Sailors advancing; a command advancement rate of 34.17%, higher than the Navy's advancement rate average of 24.63%.

FY-15 Retention Rate was 87.03%; A total of 72 of 86 eligible Sailors reenlisted or affiliated themselves with the Navy Reserve.

US NATIONAL SUPPORT ELEMENT LATINA One Civilian and 1 Sailor support NATO Communications and

Information Systems School (NCISS).

o Upgraded Navy Motion Picture Service-NDVD movie program o Refurbished MWR internet café o Obtained ONE-NET accounts and computer/printers for U.S.

Military staff at NCISSo FFSC and Chaplain’s first-time visit providing face-to-face

training for U.S. Military staff at NCISSFLEET AND FAMILY SUPPORT CENTER (FFSC) FFSC took over the oversight and management of the NSA Naples

Area Orientation (AO) program in January 2015. It was studied and streamlined resulting in a more effective and efficient introduction to Naples. AO undergoes a constant iterative development.

IG report indicated that a QOL issue for spouses is the lack of job opportunities. The FFSC Family Employment Readiness Program responded by organizing a recurring Informational Spouse Job Fair.

MWR Created 21 events such as 5K races (some w/zombies!), Children’s

theatre, local tours, Fitness Certifications, Single Sailor’s Christmas Dinner, Geocaching tournament, Polar Bear Plunge, Armed Forces Olympics and U.S./Italian/NATO intramural competition.

HOUSING Assumed responsibility to process inbound TLA claims for the

first 30 days, processing over 1,200 claims to date. Claims are processed through to PSD the same day they are signed.

DODDS-ELEMENTARY During school wide discussions, a consensus was reached about the

ineffectiveness of the Scholastic Reading Inventory (SRI) in identifying specific problematic areas of reading comprehension. Grades fourth-sixth decided to pilot the Baseline Reading Assessment from Reading Street, our school curriculum.O High goals were achieved, comparing School Years (SY) 14/15

with SY13/14; Grades 4/5/6 averaged a 30.22% improvement. Each month a grade level participates in a Science Technology

Engineering Math (STEM) night activity, to inform parents and encourage students to study STEM subjects in preparation for 21st century careers. Hands-on activities are planned to align with grade level standards for math and science by the committee and teachers. Community volunteers (engineers, pilots, etc.) conduct various sessions highlighting their careers and academic backgrounds.

NAVY EXCHANGE NAPLES NEX Naples improved and created several prototype residential

services business opportunities for the Military/NATO customers to include: TAX FREE services for payment of landlord housing leases, utility bills, internet/TV bills, home cleaning, on/off base water delivery, telepass. These optional services for the military put together with efforts from NAVSUP/NEXCOM, U.S. State department, DON, and the Italian government have worked out so well this program is being rolled out to other bases in Italy and Spain with potential expansion to all OCONUS bases.

Winner - 2014 Bingham Award. NEX Naples received top honors from the Navy and Navy Exchange in the Sales $36-$85M.

Runner-up 2014 Bingham Award. NEX Gaeta, runner-up for $85K-$700K sales volume; second successive runner-up award.

UNIT MORALE CHAPLAIN Operation Bless Our Warrior barracks outreach and Operation Help

for the Holidays along with other faith based and family friendly activities boosted the morale of over 6,700 single and unaccompanied sailors, staff, families and service members stationed at NSA Naples. Over 3,500 sailors contributed over 10, 000 volunteer hours during Community Relations impacted over 10,000 local nationals, children, families, and migrants. Suicide Prevention program reached out to over 8,000 sailors; NSA Naples recorded zero suicide in over two years.

Award/Recognition/Ratings NSA Naples led the Region and top 2 in the Navy giving over

147,000 pounds of non-perishable foods to over two dozen NGOs around the world during the annual FFF (Feds Feed Families) program.

NSA Naples Command Chaplain awarded the National U.S. Navy League/Project Handclasp Humanitarian Service Award.

CHILDREN’S YOUTH PROGRAM (CYP) Easter "Eggstravaganza," an event hosted by MWR, USO, CYP. "Spring Fling," an event featuring a flea market and the Opening

Day ceremonies for CYP baseball and softball leagues at CP. 400+ children and youth, ages 3-18 participated. DODEA Sports Teams from Naples, Sigonella, Vicenza, Aviano were represented.

"Tree Lighting" Celebration was held on December 5th and brought the multi-national community together for a festive celebration that served as the ceremonial kick-off to the Holiday Season.

"Spooktacular" annual Halloween event hosted by MWR/USO, held on SS for the NSA Naples community attended by over 1,000.

Naples CYP-Teen Program received an $80K grant to take Active Duty Family Member Teens from around the globe on a Trip to Northern Italy, Slovenia and Austria.

Fourth Annual Back to School Block Party. Over 40 Private Organizations and School Organizations

participated. Primary focus to is help connect parents and children to the many Youth and Family support organizations in Naples.

SUPPORT ELEMENT U.S. Navy Element, JFCNP, Constructed a joint-service library

and established the Chief of Naval Operations professional reading program. Implemented a new policy requesting the donation of a professional book from each Joint service member when they PCS.

ENVIRONMENT As part of continued community outreach, the Environmental

Division held an Earth Day outreach event at Capo and SS, informing personnel about waste reduction and recycling programs. Environmental Division through bi-weekly Area Orientation and periodic Safety Stand Down programs, provided initial and refresher environmental training to over 1,500 personnel during FY-15.

Hazardous Waste (HW) Management successes included recycling 59% of all the HW generated at NSA Naples via partnerships established with the National Consortium. Additionally, during FY-15 NSA Naples Environmental, Supply, and Safety Departments placed an emphasis on implementation of the CHRIMP program. Under this program issuing of Hazardous Materials was limited to only the amount required to meet mission with unused material returned for re-use. As a result of this increased focus on CHRIMP, a 49% reduction of total HW generated in FY15 (49k pounds) was observed compared to FY-14 (80.9k pounds) saving NSA Naples $35K in HW disposal costs. Additionally, because of printer replacement, a large number of new printer cartridges were collected from various Departments. By redistributing the unused cartridges to new users, NSA Naples and its tenants saved approximately $30K in printer cartridge purchase costs.

NSAND GAETA Deployed oil booms spanning over 90,000 feet with 100% success

and zero oil spills in the Bay of Gaeta.CMVRO Successfully processed and coordinated for the destruction of 80

Scrapped AFI Vehicles. A major undertaking that required close coordination with host nation customs and law enforcement officials. This eliminated a backlog of vehicles and assured accurate accounting of vehicles within the AFI system.

REAL PROPERTY ASSET MANAGEMENTHOUSING In-process of converting 120 units to Unaccompanied Housing (UH)

for an estimated annual savings of $450K. Beginning September 2015 approximately 250 single service members will be relocated to the newly updated units. The project included the purchase and installation of common area furniture and appliances valued at over $1M. Also included is the addition of a new barbeque area and MWR Recreation Room. These improvements will greatly enhance the Quality of Life for UH Residents.

PWD Completed a major upgrade and repair of the Capo, CP, and Lago Patria medium voltage electrical distribution systems. Two projects totaled $625K to inspect, clean and test medium voltage switchgear; check grounding systems; and replace the medium voltage cables feeding critical C4I facility.

NSAND GAETA Oversaw the repair of the Dunlap Anti-boat Barrier (DABB) which

included 16 primary and 8 secondary chains, ensuring the safety of USS MOUNT WHITNEY (LCC 20) and all visiting allied ships.

Oversaw the renovation of ex-Italian spaces and responsible for the renovation, and relocation of Gaeta assets to a new building on base.

EMERGENCY MANAGEMENT (EM) Managed the maintenance and sustainment of over $5M in

Chemical, Biological, Radiological and Nuclear (CBRN) defense and detection assets, 2 state-of-the art Emergency Operations Centers, 2 NEO tracking systems, and 6 warehouses.

Replaced and upgraded CBRN personal protective equipment (PPE), valued at $2.4M. Partnered with Command’s N6 community to manage and execute the upgrade of the entire Enterprise Land Mobile Radio (ELMR) System.

Initiated the first fully qualified NSA Naples’ Maintenance Material Management Coordinator (3MC); published the first NSA Naples Maintenance Material Management (3M) Instruction.

MWR Renovated Golf Course. Every year with little to no cost to the

MWR fund. This year’s project included the removal of vines and trees in various areas, the addition of a new net located behind green 9, and the installation of a new tee box at hole 1. The new tee box allows 40 extra yards of play, making it more challenging and fun for golfers. This is the tenth new tee box added to the golf course this year, using dirt and sand from past projects.

COMPETITIVE ACTIVITIESPWD Awarded a $1.9M HVAC Commissioning project at various

buildings throughout Capo, scheduled to start in Dec. 2015, which will save an estimated 11,900 MBTU/year amounting to approximately $650K in projected annual savings. Completed a water well irrigation system project that is projected to save 18,000 kgal of water and $80K annually. Designing a project to replace all the Capo High Pressure Sodium street lighting with LED. Project scheduled to start in 2015 and will save 120MWh/year. Additionally, reviewed and selected 11 projects valued at $30M to proceed under an Energy Savings Performance Project that will save an estimated 110,000 MBTU/year.

MWR Naples Teen Center Gets a Makeover. The teens had a hand in the

process the whole way including the new logo and signage. The center was repainted with colors chosen by the teens and an autograph wall was also made. The art in the center was donated by teens who participated in the annual Fine Arts Competition.

HOUSING Home rental rates in the Naples area have been higher for American

service members and civilians than rates charged to Italian occupants in equivalent houses. To correct this inconsistency, Family Housing has implemented a rental structure program to establish fair market rental rates for all negotiated leases.

COMMUNICATIONSPAO Panorama circulated 7,000 weekly newspapers serving the NATO,

Naples and Gaeta military community. Each paper also posted online at www.issuu.com/nsanaplespao/docs

PAO Notes email sent twice a week to military community to share upcoming events, scheduled Italian strikes, policy updates and schedules for MWR, USO, FFSC and the single Sailors’ Liberty Center. Email distribution also used for health and emergency communication efforts to include protestors blocking traffic at gates, local events having an impact on military community, and water quality alerts for certain areas.

Hosted 11 community relations tours of Italian schools visiting NSA to learn what the Navy does in Italy. The children are escorted on a tour of the Chapel, Library, gym, pool, food court, fire department and air terminal.

Emergency Messaging. Effectively utilized AFN TV, radio, Facebook and Twitter to notify the public and provide guidance and updates during Emergency Operation Center exercises.

Italian News Clips: Provided daily to the community to keep them up-to-date on local news that could impact them.

Media Escort for 13 national newspaper and TV reporters resulting in the American military presence presented in online, TV and print publications throughout Italy.

ARMED FORCES NETWORK (AFN) NAPLES AFN Naples hosts five weekly radio shows, highlighting:

o NSA Naples CO, "Commander's Spotlight Show" o NSA Public Affairs, "PAO Radio Show" o C6F Master Chief, "Fleet Master Chief in the Morning"o Regularly scheduled appearances of representatives of MWR,

FFSC, Red Cross, Education, USO, DoDDS. Additionally, AFN Naples provides remote radio broadcasts

supporting more than 25 area events, including JFCNP Festa Americana, DODDS’ "Back to School Block Party, high school sports, NEX Customer Appreciation Day, CPO Mess Annual Rib Cookoff, FFSC Job Fair, National Night Out, Non-Combatant Evacuation Operation (NEO) exercises, and holiday celebrations.

2 x video news stories on events and missions of the Naples area are created every week for airing on AFN worldwide.

AFN Naples also maintains a "news aggregator" Facebook page to inform a growing local viewership of events and policies.

EM Under EM’s oversight and with Host and Tenant Command

leadership and support, NSA Naples achieved and has maintained a level of over 90% registration in the Computer Desktop Notification System (CDNS). This capability allows for a very efficient and effective means of communicating threat and/or hazard information and personnel accountability of the NSA Naples assigned or affiliated population.

Upgraded the Wide Area Alert Notification (WAAN) System, which includes Giant (external) and interior (in facilities) voice systems at 2 different installations, resulting in a significant improvement in the notification of the affected populations well within the prescribed 10 minute window – Normally within 5 min.

Both of these enhancements have provided NSA Naples leadership and emergency response agencies the ability to communicate threats, hazards, direction and information in a very effective and timely manner. The impact on the strategic application of installation and AOR command and communication is immeasurable.

SAFETY AND HEALTHSAFETY TRAFFIC SAFETY The most significant hazard we face here in

Key participant in the development, coordination and execution of 4 multi-agency, multi-faceted integrated exercise scenarios based on earthquake, fuel spill on the water, criminal and terrorist events and humanitarian support (NEO) events. Exercise partnering included host command agencies, U.S. State Department, NATO, host nation military and civilian authorities and tenant commands.

During each assessment members of the inspection team applauded and praised the Security Department’s programs, professionalism and keen technical expertise.

Executed a dynamic and demanding security plan in support of the Independence Day Celebration attended by over 6,000 Local Nationals and U.S guests. CNE and CNRE were in attendance and praised the security posture and recognized every security member by providing each member a coin for their fine job.

Security conduct a week long Force Protection exercise “Reliant Pulcinella“, the exercise was evaluated by the Region Training Team and active shooter scenario was observed by Commander Naval Region Europe.

PUBLIC RELATIONSPROTOCOL Planned and executed 8 high profile events including ceremonies

commemorating the Battle of Midway, honoring the fallen of September 11, organizing the Chief Pinning Ceremony and celebrating the Birthday of the Navy with over 450 guests.

Hosted 12 high-level U.S. VIPs throughout the year, to include SECNAV, MCPON, VCNO, STAFF Delegation Barney from the House of the Armed Services, DON SAPRO, SES Jill Loftus and Navy IG SES Brotherton as well as VADM Winnefeld with the USO Show, VADM De Renzi.

Hosted quarterly ICO Conferences and 6 luncheons using Official Representation Funds with the Mayor of Gricignano di Aversa, the Mayor of Pozzuoli, the President of the Province of Caserta and other high level Italian Officials to include Civil Protection and Italian Fire Agency to assure positive relations between NSA Naples and the local Civilian and Military Authorities.

Successfully distributed over 400 tickets to Local and Regional Authorities for the 4th July Celebration to Carney Park. Hosted over 300 guests to attend National Night Out in the outreach program to collaborate with our local Law Enforcement Forces.

Collected and refurbished over 60 bikes donated to Italian Charity Organization “E ti porto in Africa (~And it will take you to Africa)” to be distributed to African children.

HR NSA Naples has maintained an open and cooperative relationship

with base union representatives, who represent 1,000+ Italian employees. CO held frequent and lengthy meetings as soon as matters were raised to his level, the Command’s prompt intervention was critical in to not allow issues to stagnate or worsen. o Defused 3 state of agitation (SOA) notices (with possible

strikes) at the installation level and also 2 SOAs at NAVFAC due to his prompt intervention with Italian base union reps.

o In July 2015 at the installation fire department (FD), the CO intervened with the FD and the unions, and was a major influence in the agreement reached between these two parties which led to the cancellation of a state of agitation and the signing of an important agreement between the parties.

EM Participated and/or has taken the lead in 40+ individual community

outreach events, and over 60 published and radio training events. These have included, but are not limited to: Area Orientation briefings; by-invitation presentations to Tenant Commands; and joint events such as National Night Out, the Annual Back to School Block Party and on-air radio appearances. EM provides PAO and AFN with daily and weekly emergency preparedness focused information and guidance to the local community.

FFSC FFSC School Liaison Officer (SLO)/CYP collaborated for a vibrant

Student 2 Student (S2S) program, Teen sponsorship and Benvenuti Teens have given incoming teens a great start to their family’s tour in Naples. Program provides hands-on experience for teens to make pasta sauce from scratch and has also accompanied CYP youth groups to local cultural events.

NSA Naples, Italy, masterfully performed our duties as the finest Installation in the U.S. Navy by demonstrating the professionalism, teamwork, operational support, and ambassadorship to deliver highly effective and efficient shore and sea support. As testament to always innovating and seeking improved efficiency, NSA Naples supported the operational fleet with not only superior service, but aggressively implemented prudent and environmentally friendly cost-saving measures. NSA Naples implemented renewable water conservation technology across both Capodichino and Support sites, all the while supporting operational forces through a litany of programs. Area Orientation, Training, Safety, Security, MWR, DECA, NEX are all stewards of our driven quest to meticulously support our most valuable resource. Even during an era of fiscal constraint, NSA Naples has continued to answer the needs of the warfighter on-duty and off. Quality of life and morale programs continue to be the benchmark of excellence Region wide. Additionally, programs through Religious Services, USO, MWR, FFSC and individual command-sponsored organizations allowed single Sailors and families to partake in travel, organic Italian festivals, concerts, and cultural activities that are simply unmatched elsewhere. NSA Naples has continued to prioritize "green" programs that save energy costs, decrease pollution, and contribute to the minimization of environmental impact within the region. During FY15, 60 facility improvements and projects coordinated through Public Works increased the safety, sustainment, and advancement of our theater mission. Our security and emergency management posture go hand in hand. Through decisive and cohesive planning with the State Department and Italian governmental counterparts exercises such as Exercise Reliant Pulcinella ‘15, enhance our robust stance on disaster preparedness and response fluidity. Our Air Operations department continues to be a viable entity to support cost effective theater travel for all of CNE-CNA-C6F. Our morale on both Capodichino, Support Site, NSAND Gaeta, NSE Latina and JFC Naples remains high, a direct result of persistent public and internal communication, transparency, collaboration, teamwork, and customer service across all programs. NSA Naples has the privilege to host our own personnel and other tenant commands in one of the most diverse AOR’s within the DoD. Through our sustained impeccable service, and stalwart proactive stance on excellence, The Installation Excellence award would only be an accolade to reflect what we accomplish every day.
