Our Vision
E&PS will be recognised for strong determination to deliver the very best environment and service experience - and for making visible progress.
Realising the Vision
In order to realise this vision Estate Management will gather monthly Performance Indicators [PIs] for each of the hard and soft Facilities Management disciplines. This will be supplemented by customer feedback. The whole purpose of these initiatives is to learn from experience and continuously improve the service provided by Estates & Properties staff. All defined targets are set between 90% and 100%. In respect of completed project work, Estates Management will conduct Lessons Learned exercises with Project Sponsors.

OTHER ESTATES AND PROPERTY PROJECTS & RELATED MATTERS
Historic Peel Park Historic Peel Park - the oldest in Britain - is to get it’s parkie back - paid for with a £1.6m windfall. Opened in 1846 and painted by LS Lowry it has received the grant from the Heritage Lottery Fund. Some of the cash will pay for a park keeper to nurture it’s return to its former glory. Work has commenced on recreating the 1890’s layout of paths and terraces as well as bringing it into the digital age. Councillor Gena Merrett, assistant mayor for housing and environment, said: “Peel Park is a garden for over 20,000 people who already live close by. Between now and 2025 we will see another 7,000 new homes completed within a kilometre of the park so it’s a very important green lung for both Salford and Manchester city centres – as well a major part of our country’s heritage. “This National Lottery Funding will enable us to recruit a park keeper to work on the project, continue work to open up views, improve the paths, terraces and riverside walkway, enhance the play area, recreate the Victorian style flower beds and establish new wildflower meadows.”
The Rev Andy Salmon, chair of the Friends of Peel Park, added: Peel Park is a fantastic resource for our local community and it will be great to see it transformed so more people can enjoy it. Rejuvenating the park will create a great space for an exciting range of activities and events, a place where people can get involved in volunteering and a green oasis where people can relax and play in the heart of our city. “We also want to open the park up digitally by using 21st century technology to add interest for visitors, to provide information and photos to recreate lost features, let people meet the Victorian gardeners who used to work there and learn about the history, the plants and what’s on and up and coming for the park.” The park was originally paid for by public subscription, including many donations from working class men and women. It opened its gates to everyone, when other parks excluded “the humbler classes” by charging and/or using dress codes to restrict entry, making it a world first. Built on the former Lark Hill estate, Peel Park also pioneered well used public facilities for physical exercise. It included a gym, playground and swings for girls in an age when women were not thought to be strong enough for sport. Four years later Lark Hill mansion, originally the refreshment rooms for the park, was opened as a museum and library – the first unconditionally free public library in Britain. Speaking on behalf of HLF and the Big Lottery Fund, HLF’s Chair Sir Peter Luff said: “We all benefit from spending time outside in the fresh air, so it’s vital that we look after our green spaces, particularly in dense urban areas. National Lottery players’ money will give a boost to Peel Park, helping make sure it has a great future.”

Space Utilisation
Message from the Vice Chancellor regarding Space Utilisation Over the past year, we have brought in several changes to our timetabling policy which have resulted in improved performance in a range of areas. Our excellent NSS results this year demonstrate that our drive to constantly put our students first is proving successful in terms of an improved student experience – a key driver in our timetabling practice - but equally important is ensuring we use our space efficiently and appropriately. Our vision and new strategic priorities to deliver Industry Collaboration Zones will naturally involve new ways of engaging students through a range of innovative teaching methods. This should make us think twice about the way we use our estate, perhaps making greater use of group work, online teaching and industry-led seminars for example. Despite concerted efforts, our performance in relation to utilising the estate remains extremely poor. A recent audit has revealed that our space utilisation stands at 15 per cent compared with sector best practice of 35 per cent. This puts Salford in the lowest quartile and is a situation that we simply cannot allow to continue. Accordingly, we have made this one of our strategic priorities for the year and have set a challenging target of 21 per cent space utilisation to be met by November 2016. This is a tough task, but it is achievable if each and every one of us plays our part with support freely available from our timetabling and examinations team, who will be visiting Schools to talk this through over the coming months. You will shortly be asked to submit your timetabling requirements for September 2016. I would therefore ask that you bear all the above in mind and consider carefully whether your requests are realistic and appropriate and secondly that you only request space for sessions that you intend to be taught. Guidance will be offered by the timetabling and examinations team who will help you build your timetables. These will ensure we maximise the student experience and make the most use of our limited resources. Our new timetabling policy sets out clear business rules and expectations of all stakeholders involved in timetabling. I am sure you understand that there are significant benefits for the University if we get this right. Improvements in this area will lead to a better experience for students and colleagues, as we will save money on heating and lighting a large number of rooms, and that resource can be used on better equipment and investment across the University. We have reached a point where we have tried a number of ways to improve the timetable and our space utilisation, but have not made any progress. I am very reluctant to introduce space fining to achieve our targets (i.e. fines where rooms are booked and not used or an over-sized room is booked), or even space charging, but we need to recognise that this may be necessary if progress is not made. I hope instead that we can achieve our objectives through all of us playing our part in booking rooms appropriately and using those we book, in order to free up much needed space, leading to a better experience for all.

The prescribed method of producing a ‘lessons learned’ report is to take information from the following sources. Lessons Learned Log, Issues Log, Face to face meeting(s) with stakeholders, customers and users. Estates Officer(s) involved in the project. E&PS lessons learned reports examine: What went well? What went badly? What was lacking? Were there any critical or abnormal events which caused deviations in the project? Aggregate scores given by the stakeholders of individual projects managed by E&PS project managers can also be found in a supporting PDF document

Boilers - Remedial works are in progress – University House may need a new boiler Lifts – One lift (Maxwell Hall) service sheet outstanding – should receive at next lift meeting. In-House lighting – A number of buildings are outstanding due to shortage of electrical staff – solutions are being urgently addressed PAT testing - Only Energy House in Cockcroft outstanding due to access problems Gas Distribution (Drop Test) – Risk Assessments are currently being undertaken in Cockcroft, Newton and Maxwell, (considered the highest risk). A decision will be made when these are complete whether this will be rolled out to other buildings. RA’s to be discussed in Feb meeting. PI [8] Electrical consumption is higher this year as the building sites have been taking some extra power (ave intake from Uni H ouse for Residences is + 10% of Peel Campus electricity, which translates to just over 5% of total). Castle Irwell has also had the he ating on 24hours for the last month. Equipment installation update - Allerton has a Voltage Optimiser installed, consumption has dropped on average b y 8% in the building. PI [9] Gas consumption was up for what was one of the coldest and wettest Mays. The consumption was also compounded by the bo ilers in Castle Irwell being on 24hours a day.
Water consumption at the moment is seriously out of date, due to United Utilities trying to migrate onto remote metering and logging. Currently,they have connected Peel Campus and Maxwell meters, the rest to be rolled out over the next 2-4 months. Currently, they have given an indication of April for all systems to be migrated, then they will have to set up the AMR side of things. We know we will be a lot higher on consumption this year, due to the big leaks on the Peel Campus

The University of Salford has joined WARP-it (Waste Action Reuse Portal), a redistribution network, which works in a similar way to Ebay or Freecycle but for organisations rather than individuals. WARP-it makes it easy for departments to give away, loan or claim items unwanted by others within the organisation and beyond. The scheme encourages reuse, saves money and carbon. Items which can currently be reused include furniture, stationery and unused printer cartridges.

Stakeholder team established of Yvonne Wolstenholme, Andrew Crozier and Rebecca Coles representing client departments. Stakeholder design development meetings regularly held and constant communication flow. Internal Estates stakeholder team form from Building and Maintenance Management teams to comment on the designs, sustainability and future maintenance/cleaning etc. IT involvement for data layout approval and switching capacity. Legal, Governance and Planning now confirmed as going on the 6th floor so stakeholder meetings have been held and briefs confirmed for additional offices. Building Management now working with stakeholders to assist in archiving and move planning. Move dates for the stakeholders has now been arranged by Karen Kelly.
27th April for hoarding erection and asbestos removals. 1st June 2015 for Construction works.
Practical completion confirmed 3rd September 2015. There is a risk register item for the long order AHU to go on the roof which has been confirmed as 12th September. Kier have now confirmed that PC has slipped to 3rd October and that is reflected in the latest programme issued by Kier. Following various meetings with Kier management staff, a revised total project completion of 12th October has been confirmed by Kier. Key stakeholder tours have been held on the 5th and 6th floors and the project has been well received. Kier have confirmed that they do not expect this later completion date to affect the departmental moves.

3 Feasibility being carried on Maxwell to look at consolidating accommodation for SOBE, SBS and Salford Languages
Day architecture appointed as consultants. All initial briefing meetings now held with key stakeholders. Feasibility has been developed and interim presentation given to Stephen Tallboys, Vikki Goddard and Julie Charge and was well received. Meetings to be arranged for final presentation to stakeholders. The presentation meetings with stakeholders have been held throughout September and the report will need some amendments prior to final issue. A final meeting has been held with Day to discuss the feasibility layout, including answering stakeholder questions. Plans for each stakeholder floor will be distributed around them.

4 Clifford Whitworth - Library redevelopment Scheme
Several stakeholder meetings have been held with key Library stakeholders with the most recent being 2nd June 2015 to discuss progressing detailed design and formalising project governance structures. FUSE architects appointed to develop the scheme to next stage. Presentation banners have been produced in conjunction with library services for a visit by the Chancellor on 16th September 2015. Full stakeholder presentation on 21st September 2015. The project board has been established and draft PEP produced. Key appointments of M&E and QS have been made through SCAPE. Phase 3 report received from FUSE. Engagement with Schools student reps set up for Monday 9th November. The Project Board has been ongoing as too have the design Team Meetings. a Phasing workshop has also been run and two possible programme options have been established. Stage 3 report signed off and stage 4 is progressing. Key University stakeholders in estates and ITS are being consulted on the design proposals. A noise workshop has been set up for 7th January 2016 to agree restrictions prior to completion of the tender documents.
First phase to start June 2016
31st July 2016 as a milestone to have the stock from Adelphi moved into Clifford Whitworth. Refurbishment of Library to be completed by December 2017 if a two stage programme is adopted.

7 Multi Faith - Business House
A brief has been established which contains the Schedule of Requirements from the faith leaders including Muslims, Jewish, Catholic and Anglican faiths. This has been used to produce a costed feasibility study by architects Good & Tillotson. As the feasibility costs are higher than the original budget and options appraisal report has been produced to request additional funding. The original budget figure was arrived at from a much smaller scheme. A further Budget Options Report has been produced on 23/12/2015 to try and secure funding to progress the scheme.

Various meetings with University stakeholders including M&E and ITS on the existing services installations are/have taken place. Further design development has taken place following a review by Costcutter and the design is now at Rev.F . Chartwells will keep the SU updated on these alterations . Separate meetings have been held with library staff to ensure they are satisfied with works around the book sorter machinery. Formal confirmation received that they are.

2015 01/09/2015 - Complete This summer brings many improvements to Sport. One of the biggest being the new software input. Install and software training will give us a much improved software provision that will allow us to measure, monitor and report on results in the varying areas of Sport. Also we are concentrating on a marketing program that will hopefully appeal to our new residents (PPQ) and cover the loss that was made from the Accommodation contributions. We have a large activities program arranged for in-take and open days to attract students to sport. We have just introduced our reduced summer timetable and look forward to opening a much improved facility and fitness program come summer 2015.

Feb-15 Winter 2017 12/15: Design of PGR space to tender. Refurbishment of basement deferred to allow effective resolution of timetabling issues. Kit list specifications are being developed and equipment procured.Planning application for the extension to be submitted by 22nd January 2016 to comply with ERDF requirements.11/15: £3m ERDF approved as part of £8m programme. To be focussed mainly on extension. Internal works to Newton including computer suites, creation of PG space and refurbishment of basement to be part funded by £2.5m HEFCE grant. Works to be started January 2016.9/15: Draft Stage 2 ERDF bid submitted at the end of August, final bid to be submitted by mid October.
08/15: Architects briefed and concept for extension in designNC engaging with academics to shape the programme, levels of response are varied and remain an area of concern.Works are being programmed to achieve the HFCE spend target date of 31st March 2106. Target date for starting on the Newton Extension is September 2016 because it is reliant on enabling works that can only be completed when New Adelphi is completed.Programme risk register has been drawn up. Highest risks are in parts of the programme requiring cultural change. This is significant in that target outcomes include increasing numbers of students and participation with industry. £3m ERDF bid has been approved at Stage 1, the Stage 2 application is being drawn up, care is required in offering outputs that are realistically deliverable to avoid the risk of claw back.The programme is being shaped to maximise HEFCE contribution of £2.5m. The project scope includes six workstreams:

11/15 Progressing Legal transfer and continuing discussion with regard to pitch provision.
09/15: Agreed with USSU that sports will take place on temporary facilities whilst deliverables are worked up. USSU preference for 5 artificial surfaces is noted and forms 'vision'. Phasing is subject to funds. USSU working to secure funds from NGBs and Sport England.
08/15 Progressing works to ascertain detail of ground conditions prior to commissioning works to create level pitches. Affordability of associated works to be confirmed. Developing the deliverable is taking place with USSU and Sports to work within agreed budgets with a programme of 'add ons' to be delivered as funds allow. Working through USSU to maintain contact with sports teams.
Working with SCC to secure planning consents and with contractors to confirm programme of works to renovate pitches.
